1 M I NU T E S Reorganization Meeting Northvale Board of Health Thursday, January 11, :30 PM CALL THE MEETING TO ORDER Mrs. Rooney called the meeting to order at 7:47 P.M. in the Board of Health meeting room located on the second floor of the Municipal Building at 116 Paris Avenue, Northvale, New Jersey STATEMENT This is a regularly scheduled meeting of the Board of Health of the Borough of Northvale. The date, time and location of this meeting has been advertised in the official newspaper of the borough, filed with the Borough Clerk and posted in the Borough Hall. All notice requirements of the Open Public Meetings Act for this meeting have been fulfilled. Please note the fire exits as required by law at public meetings. This is a no smoking facility. ROLL CALL Mrs. Rooney and Mrs. DeCicco were present. Mrs. McCormack was absent. BOARD OF HEALTH APPOINTMENTS On a motion by Mrs. DeCicco, seconded by Mrs. Rooney to appoint Alice English to the Northvale Board of Health for a three year term ending 12/31/2009. Appointment of David Levine to the Northvale Board of Health for a three year term ending 12/31/2009 Mr. Levine was not present, his appointment and oath of office will be at the next regularly scheduled Board of Health meeting, March 8, ADMINISTER THE OATH OF OFFICE The Oath of Office was administered to Mrs. English. ROLL CALL 2007 NORTHVALE BOARD OF HEALTH The secretary read the names of the 2007 Northvale Board of Trustees as follows. Martha Rooney term ending 12/31/2007 Shirley DeCicco term ending 12/31/2008 Alice English term ending 12/31/2009 David Levine term ending 12/31/2009 Kathleen McCormack term ending 12/31/2008

2 ELECTION OF PRESIDENT AND VICE PRESIDENT On a motion by Mrs. English, seconded by Mrs. DeCicco to nominate Mrs. Rooney the position of President of the Northvale Board of Health for the year On a motion by Mrs. Rooney seconded by Mrs. DeCicco to nominate Mrs. McCormack to the position of Vice President of the Northvale Board of Health for the year APPOINTMENTS Wanda A. Worner as Registrar for three year term ending 12/31/2009 Susan Witkowski as Deputy Registrar/Secretary for three year term ending 12/31/2009 TYCO Animal Services as Animal Warden for a one year term ending 12/31/2007 Loretta Bleier as Town Nurse for a one year term ending 12/31/2007 William Guyt as Pest Control officer for a one year term ending 12/31/2007 Angela Musella as Sanitarian/Health Officer for a one year term ending 12/31/2007 On a motion by Mrs. DeCicco, seconded by Mrs. English to approve the appointments as listed above. APPROVAL OF MINUTES there were no minutes to approve at this time REPORTS On a motion by Mrs. DeCicco, seconded by Mrs. English to approve the following reports on a Consent Agenda. Nurse s Report- Mrs. Bleier reported that she went on Sunday, December 17 th,and only five that attended. She will be there the following Thursday, and she will speak to Anita who works the center on Sundays, and set up another Sunday visit. Pest Officer s Report Mr. Guyt reported that he is still baiting on Roosevelt Avenue; he needs to re-address the Jacobsen issue as there have been sightings in the neighborhood. More to report next meeting. The issue at Tenakill Drive and Andre Avenue are being baited on a continual basis. Mrs. Rooney asked if he needed any equipment, and Mr. Guyt reported that the secretary just ordered more bait as it has not been ordered in two years. Mrs. Rooney asked if there were any special requirements to storing bait, he reported that he checked with the Fire Department, it is in a locked fire proof container, only he and the superintendent of Public Works have the key. Animal Control Officer s Report- Mrs. Tyler was not present, but Mrs. Rooney reviewed the back up sent with the bills. There was little activity.

3 Health Officer s Report Mrs. Musella reported that inspections were completed for the year Chapter 12 has been followed when doing inspections and it consisted of about 10 pages, a new food code was issued by the State Health Department and is now 80 pages long, with new training to support the changes. They are looking to categorize each establishment as to the level of risk. Phone calls have been received regarding new plans for new establishments coming to town and will be ongoing. One complaint in particular to discuss is the Frances Lane odor complaint. Angela Musella, Gail Brunner and Bill Guyt met at the sight to inspect the area and determine what they thought might be the issues at hand. At this point there could be many reasons for the trees to be dying. Mrs. Musella said that Mrs. Brunner contacted the County Health Department that does air pollution complaints to come out and check for emissions to be in compliance with air pollution laws. The county called the resident, but they were ill and could not discuss the situation. Mrs. Musella returned the pictures to the resident. There was a noise complaint on Industrial Parkway by a resident living on New York Avenue. The secretary asked if they contacted the Police, he said yes. The secretary spoke to the Police Department and they said that when the complaint comes in, they go to the location, they stop deliveries for a while, then it starts up again. The resident s complaint is that deliveries are made between 3:00 AM and 6:00 AM. Mr. Lepore spoke to the owner, who said that the Police should contact him and he will go down to the factory himself. Mrs. Rooney said that they should not schedule deliveries at these times. Regarding the turkey vulture complaint, Mrs. Musella spoke to TYCO, and they said that there is nothing that can be done by done. These animals are inherent to the surroundings and do not pose any danger. Mrs. English questioned if all of the noise complaints are directed to Bergen County. Noise and air complaints are funded by the State. They have the certified people and equipment to perform the duties, which CEHA (County Environmental Health Act) funds them also for enforcement. Mrs. Musella did not have the paper work on the most recent dog bite. The secretary explained that it was not as serious as the last bite and that she has not heard from either side to date. Mrs. Musella said she met before the last meeting with the Cultural Arts Group with regard to A Taste of Northvale which was to be asking food vendors to donate samples of their food. This would be held possibly in the park, charge an admission to attend. The Cultural Arts Group approached Councilman Warrington and he in turn asked the secretary to contact Mrs. Musella to ask if the two groups could meet and discuss the event and make sure they are aware of the permits needed. Mrs. Musella reported on pandemic influenza which is ongoing. The consultants submitted a draft to be reviewed. The Health Officers are developing plans for local levels that can be used to continue business, called a continuity of operations, how would the town function in pandemic influenza breaks out. One main issue is mass vaccination, the State is saying that we should just do it on a local level, the Health Officers feel it might be more advantageous to have a regionalized program instead of having PODS, Points of Distribution Sights, in each town to be staffed. February 12 th in Waldwick, Mrs. Musella is hosting a meeting in Waldwick, inviting Board of Health and OEM members to update them on the plan and what direction we need to go with it and hopefully customize the plan for each town in the group. ROLL CALL VOTE: All in Favor. CORRESPONDENCE 1. State of New Jersey, DEP December 13, 2006 RE: Letter to Northvale OEM Mrs. Rooney asked about this correspondence. The secretary reported that a resident called about ground samples that were above the norm. He spoke to Mrs. Musella, and Joe Hochreiter, the Environmentalist, just for informational purposes. 2. 4 RE: Resolution to Legislator s consolidation of public health Resolution # , will authorize the secretary to mail out the resolution to the legislators. Mrs. Musella reported that there have not been any further news on the consolidation as of recent. The Health Officers Association feels that the Senator has backed down from this issue a bit. 3. Bergen County Department of Health Services RE: LINCS Health Alert Information to be completed and sent in to the county. SECRETARY S REPORT The secretary asked Mr. Guyt about Margene Court regarding the rodent complaint received. He actually was there all day today as a sewer connection was installed for the Dabies project. He saw no evidence of rodents that day, but with a contractor working in the neighborhood, they will not be seen. The secretary asked to clarify if it were rats or field mice. Mrs. Rooney believes it was field mice. The town has a sewer easement that we maintain and he will be watchful in the area for any sightings, along with a protected wet lands area, so there is water back there too. He asked the contractor of he could help them out and use his equipment to clear some of the fallen trees and create a higher burm, the contractor was not able to assist. Mr. Guyt believes that if there was an over population of these rodents we would be receiving more than one complaint. The secretary will contact the resident who complained to see if she has seen any more rodents. 5 WHEREAS, Northwest Bergen Regional Health Commission is to provide health services of a technical and professional nature for a term of one year from January 1, 2007 through December 31, 2007; NOW, THEREFORE BE IT RESOLVED, that the Northvale Board of Health authorize the President and Secretary of the Board of Health to sign the 2007 contract with Northwest Bergen Regional Health Commission in the amount of $24, *************************** RESOLUTION # Authorize the Northvale Board of Health President to sign the 2007 Contract for Animal Control Services WHEREAS, the Borough of Northvale desires to provide animal control to their residents; WHEREAS, TYCO Animal Control Services will provide services for a term of one year from January 1, 2007 through December 31, 2007; NOW, THEREFORE BE IT RESOLVED, that the Northvale Board of Health authorize the President of the Board of Health to sign the 2007 contract with TYCO Animal Control Services in the amount of $6, ******************************** RESOLUTION # Petition New Jersey Legislator s Opposing the Consolidation and Regionalization of Local Public Health Services WHEREAS, current State Statute is in place that allows and facilitates consolidation and regionalization of local public health services that protect New Jersey s 8.7 million residents; and WHEREAS, NJSA 26:3A2-1 et seq. permits municipalities to participate in regionalization efforts best suited to the needs of their residents via inter local contracts with other municipalities, participating in the formation of Regional Health Commissions, or by contracting with a county health department; and WHEREAS, public health should be viewed as the model of municipal consolidation, as there are only 115 health departments serving the State s 566 municipalities; and WHEREAS, the present consolidation of public health services is similar to, and in some cases, better than other northeastern states that are alike in character and population density; and WHEREAS, New Jersey s current public health system mirrors population-based public health systems across the country in that nationwide, the majority of health departments serve jurisdictions with populations less than 50,000; and WHEREAS, New Jersey s current public health workforce is below the national average and projections are that the workforce will be declining through natural attrition; and

6 WHEREAS, a further reduction of health departments is likely to result in an erosion of trained and experienced individuals capable of responding to public health emergencies; and WHEREAS, New Jersey is the most densely populated state in the nation, and a further reduction in the number of health departments and personnel performing essential health services at the local level will result in the elimination of vital programs and services that positively impact the health of New Jersey residents and employees; and WHEREAS, licensed Health Officers in the state of New Jersey function in capacities such as emergency responders and providers of direct services in addition to their administrative role; and WHEREAS, consolidation and regionalization that adequately and appropriately prevents disease, promotes public health and protects communities is encouraged; and WHEREAS, consolidation solely based on arbitrary geographic boundaries is likely to not provide the best public health services to prevent disease, promote public health and protect communities; and WHEREAS, such consolidation is not likely to save taxpayer dollars, but is likely to erode the current public health system, and WHEREAS, both the New Jersey State Department of Health and Senior Services and the New Jersey Health Officers Association are in the process of evaluating the current public health system in New Jersey for the purpose of recommending potential changes to improve the system. NOW, THEREFORE, BE IT RESOLVED, that the Northvale Board of Health is hereby opposed to consolidation for the sake of consolidation and forced consolidation of public health services at the county level. BE IT FURTHER RESOLVED, that the Northvale Board of Health is also opposed to Senate Bill 2244, which directs the Department of Community Affairs to evaluate public health systems with no basis of knowledge to do so, and repeals the statutory language maintaining the current public health workforce. absent. 7 NEW BUSINESS 2007 Budget Preparation the board discussed the budget and prepared the budget sheets to submit to the CFO. Signage for rabies and flu clinic The secretary asked if we can purchase signs for the rabies and flu clinics. The estimated cost for these signs are $25.00 each, and they are 3 feet by 4 feet with changeable dates. The board thought it a good investment. PAYMENT OF BILLS On a motion by Mrs. DeCicco, seconded by Mrs. English to ratify and approve all bills paid between December 14, 2006 and December 31, 2006: PO#61941 Treasurer State of New Jersey $ PO#62023 MGL Forms, Inc. $ PO#62030 TYCO December $ PO#62049 B & B Marketing Corp. $ ROLL CALL VOTE: Mrs. DeCicco, Mrs. English, Mrs. Rooney voted yes. COUNCIL MEMBER REPORT no report COMMENTS Board Members- Mrs. Rooney stated for the record that the meeting date for September 13 th might be a conflict for our newest board member. We will check with Mr. Levine to verify and if it is possible meet the 6 th of September. Health Officer - Mrs. Musella reported that it is time to start ordering flu vaccine for the Fall was 121, 2005 was 133, so she felt 140 would be a good number for She also brought brochures about the partnership that were handed out at the luncheon in September.
