Note 4 Mrs. Jones moved to approve the budget hearing, regular and closed minutes of September 19, 2017 and the Emergency Meeting minutes of October 3, Mr. Canning seconded the motion. Roll call vote indicated: Mrs. Jones, Mr. Canning, Mr. Johnson, Mrs. Kampwirth, Mrs. Resler, 5 Dr. Simms introduced Mrs. Pamela Easter as the Board Recognition Award Recipient of the Month. Mrs. Easter is involved in the Hillcrest High School band program. She serves as the Band President and volunteers her time for concerts, performances, fundraisers and other band events throughout the year. She has also helped with the Homecoming dinner, Movies on the Hill, and Krispy Kreme and Taffy Apple fundraisers. Board Member Mark Johnson presented the Mrs. Easter with a plaque in recognition of her efforts. 6 Ms. Christy Nieman, Assistant Director of Three Seeds Mentoring Program, reported on the college readiness program held at Hillcrest High School. Through the program, students take trips to colleges and attend a number of workshops. They have also started a Leading Ladies program and a mentorship program for young men. Recently, a new grant was received. This grant will allow them to offer work study programs for students and provide more staff. Mr. Johnson asked if these programs will be expanded to our other schools. Ms. Nieman explained that these grants are regional, so Hillcrest is the only one of our schools in the grant s region. 2 1 Dorcus Adekale and TaQuala Wright provided the Good News Report for Hillcrest High School, including: The Homecoming theme was, Passport to the World and included activities such as a bonfire, powder puff game,, and a carnival which helped to raise funds for the new mural painted on the outside of the building; the College and Career counselors have help to kick of College Application Month; the Key Club and Energy Club, in conjunction with the Shedd Aquarium, volunteered to help clean up a portion of Chicago s beachfront; the Key Club has also been raising funds for UNICEF; Freshmen Leadership students attended a workshop at the Orland Teen Bridge Center entitled, True to You; art students visited the Museum of Contemporary Art; Mr. Chris Hennessy was named SSC Coach of the Year for Girls Tennis; and golfers Jalen Logan and Dante Jones qualified for Boys Sectional competition. Lauren Berry presented the Good News for Tinley Park High School, including: Volleyball player Kasey Brennan is ranked 10 th in career aces in the history of IHSA Volleyball; Adam Miller has been named a Commended Student in the 2018 National Merit Scholarship Program; NHS members visited Ronald McDonald House to cook for the families staying there; NHS raised over $200 to contribute to the Hurricane Harvey relief effort; David Delgado was selected as a delegate representing Tinley Park High School and the State of Illinois at the Congress of Future Science and Technology Leaders in Boston, Massachusetts; Jasmine Johnston won 1 st Place for the high school level at the Tinley Park Fire Department s Fire Prevention Poster Contest; and Tinley Park and Bremen High School s joined forces to raise funds for the American Cancer Society by selling and wearing t-shirts to the October 13 football game. Yosra Abdulwahid and Jeff Taylor presented the Good News for Oak Forest High School, including: Homecoming activities were a huge success; DECA students attended the fall leadership conference; English classes skyped with an author to ask questions about his writing process; Snowball participated in the Out of the Darkness Walk to support suicide prevention efforts; AP Biology students collected water samples for testing at the National Lakeshore Dunes; Freshmen Leadership spent a day at the Teen Bridge Center for a leadership workshop; Minority Studies classes toured the Historical Museum in Chicago; Geology classes traveled to Staved Rock to study rock formations; Industrial Technology classes participated in Manufacturing Day; Madrigals traveled to Augustana College for lessons and performances; the Boys Soccer program held a benefit night to aide an Oak Forest High School alumni who is battling cancer; the Cheer Team raised funds to benefit the Hurricane Harvey relief efforts; and the Varsity Volleyball Team held their annual Volley for the Cure fundraiser. Good News Reports Jayvon Thomas and Heather Janisse presented the Good News for Bremen High School, including: SuperNova Homecoming activities included hall decorations, Battle of the Classes, power puff football, pep assembly and parade; the Marching Band welcomed feeder schools for a collaborative performance at a home football game; performances of the fall play, Illinois Jane and the Pyramid of Peril, will be November 2-4; the Dreamers Club organized an empanada sale to raise funds for both earthquake victims in Puerto Rico and Mexico; the Varsity Boys Soccer Team won the 2017 SSC Blue Conference Championship, and team member Fabian Lopez was named High School Athlete of the Month by the Chicago Tribune. 2 opened the floor to the public for comments. 3 1 Dr. Kendall provided the following information: Freedom of Information Act Requests Since the last regular Board meeting, the following Freedom of Information Act requests were received: Mr. Mitch Dudek, a Sun-Times Reporter, requested the number of football players participating on each varsity, JV, sophomore and/or freshman football team at teach high school for the current school year and each of the prior nine years as well, dating back to the 08/09 school year. This request has been completed. Ms. Katherine Baker, of the Parent s Foundation for Education in Texas, requested the campus name, position, home address, school , personal and phone number, gender, race/ethnicity, hire date, years of experience, and current salary for all staff members. She also requested the grade level, subject area and certification area for all teachers. This request has been completed. Ms. Jodi Frailey, Construction Analyst at Indiana, Illinois and Iowa Foundation for Fair Contracting requested a copy of the signed contract between the School District and Ramiro Guzman Landscaping including a start date and estimated completion date. She also requested copies of any records of progress notes, meeting notes, and any correspondence with RGL II since the project was bid on August 31, This request has been completed. Mr. Kirk Allen, of the American Watchdogs, Inc., requested a copy of all debt currently held by the School District including lines of credit, financial institution, bonds and credit card; all payment structures for that debt that reflects principal payment, interest payment, and time frame of those obligations; and a copy of all compensation provided to the Superintendent including his employment contract and the minutes and agenda where the Superintendent s contract was approved. This request has been completed. Mr. Zak Koeske, a Daily Southtown Reporter, requested the resolution or ordinance adopted with respect to the District s policy on board member travel expenses and passed in relation to the Local Government Travel Expense Control Act as well as the amount set as the District s maximum allowable reimbursement for travel, meal and lodging expenses. This request has been completed. Mr. Michael Timothy, Outreach Manager for the National Association of Environmental Engineering Students, requested the name, title, direct phone number and school district phone number for the District Facilities Manager. This request has been completed. Superintendent s Report Dr. Kendall reminded everyone to visit our web site calendars for upcoming concerts, fall plays, holiday celebrations, and athletic events. These events provide an opportunity for our school community to see the outstanding talents of District 228 students. 2 Mr. Johnson acknowledged that he received a letter from a parent stating that a student was discriminated against and that this letter was shared with the Superintendent and Board. 4 Mrs. Jones noted that the IASB Dinner on November 1 will have a STEM presentation and awards ceremony. She reported that she attended a community event at Colin Powell Elementary at which Senators Michael Jacoby and Wil Davis spoke about Senate Bill Mrs. Jones also mentioned that students at Keller Middle School told her they were thankful for the band directors allowing them to play a half-time show with the high school band members. Mr. Canning congratulated Hillcrest High School administration and anyone that helped with the new mural at the school. spoke regarding a person who addressed the Board at the September meeting, noting that not all comments made by that person were factual. She then reported that she attended the Bremen Township Treasurers meeting in September. Discussion included outperforming three year treasury bonds. The Township Treasurer, Joe McDonnell, has been asked to sit on an Advisory Committee for reporting of all school districts. attended District 228 homecomings. She was impressed with the many community members and staff in attendance, good sportsmanship and band involvement. She thanked the many first responders that help out at our schools. She commended the Hillcrest High Schools coaches and parents for their support of good grades for our athletes. commended Tinley Park High School for their creative invitations to Parent/Teacher conferences by making video invitations. She would like to see more/special invitations for Parent/Teacher conferences available in Spanish and more help for students who want to pursue the trades by increasing awareness of programs to feeder schools. She would like the Athletic Directors to have more of a voice with fieldhouse construction, proper equipment purchased for field maintenance, and fieldhouse information shared with the public. then reported a staff member is interested in becoming certified in speed, strength and conditioning to be able to offer this to our students. Tinley Park High School hosted a coffee at Cavalini s; the District should also do this. She said a Shepard High School parent had great comments about the football game at Hillcrest High School, stating they felt like they were at a college game with all the participation of the bands, drill team, etc. Hillcrest High School used to have a very successful Step Team, but due to lack of a coach, the activity no longer exists. If anyone is interested in coaching Step, please contact Dr. Simms. Mr. Canning agreed that the Athletic Directors need to have more input on fieldhouses; they can head off possible mistakes. 1 Mrs. Jones reported the Finance Committee met on October 10 to discuss the regular monthly bills, Imprest Fund, deposits and CDS bills. They also discussed a Network Audit and the QSCB Phase II Capital Projects. 2 Mrs. Morrison presented item 10.1 including Bills, Addendum to Bills, Payroll, and CDS Bills. Mrs. Resler moved to approve item Mr. Johnson seconded the motion. Roll call vote indicated: Mrs. Resler, Mr. Johnson, Mr. Canning, Mrs. Jones, Mrs. Kampwirth, Mrs. Morrison presented item 10.2 Board/Administrator Travel Requests. Mrs. Jones moved to approve item Mr. Johnson seconded the motion. Mr. Committee Reports New Business

5 Canning noted he cannot attend the IASB Board Conference this year. Roll call vote indicated: Mrs. Jones, Mr. Johnson, Mrs. Kampwirth, Mrs. Resler, Abstain: Mr. Canning Mr. Boswell presented item 10.3 Network Audit. Mrs. Resler moved to approve item Mrs. Jones seconded the motion. Mr. Canning and Mrs. Jones complimented Mr. Boswell on his work. Roll call vote indicated: Mrs. Resler, Mrs. Jones, Mr. Canning, Mr. Johnson, Mrs. Kampwirth, Dr. Kendall presented item 10.4 QSCB Phase II Capital Projects. Mr. Johnson moved to approve item Mrs. Jones seconded the motion. Mr. Canning inquired if we could have renderings of the facilities posted. Dr. Kendall confirmed. Mr. Canning asked if the new indoor tracks meet IHSA standards. Dr. Kendall confirmed. Mrs. Kampwirth suggested the renderings be posted where there is a lot of foot traffic. Roll call vote indicated: Mr. Johnson, Mrs. Jones, Mr. Canning, Mrs. Kampwirth, Mrs. Resler, Dr. Goggins presented item 10.5 Personnel. moved to approve removing item be removed for a separate vote. Mr. Johnson seconded the motion. Roll call vote indicated:, Mr. Johnson, Mr. Canning, Mrs. Jones, Mrs. Kampwirth, Mrs. Resler Mrs. Resler moved to approve Personnel items with the exception of Mr. Canning seconded the motion. Roll call vote indicated: Mrs. Resler, Mr. Canning, Mr. Johnson, Mrs. Jones, Mrs. Kampwirth, Mr. Johnson moved to approve item Mrs. Canning seconded the motion. Mr. Canning stated for transparency purposes this person is husband. He asked if there was a problem with her husband s job performance, would she have a problem asking him to step down. replied no. Mr. Canning then asked Dr. Kendall and Dr. Goggins if they feel forced to make this recommendations. Both Dr. Kendall and Dr. Goggins replied no. Mr. Johnson stated that we should be trying to hire from the community. stated that she did not seek this out; that it arose from a conversation regarding the long work hours and low rate of pay, and not being able to fill the position. Mr. Canning then stated that he is comfortable with this hire. Mrs. Jones said she does not have a problem as long as he does his job. Mr. Johnson noted that if Mr. Stearns had to be terminated, there would have to be a majority vote.
