Roll call vote indicated: Ayes: Mr. Browne, Mrs. Gleason, Mr. Canning, Mrs. Jones, Pastor Mensing, 4 Mr. Sikora introduced Mr. Dave Kachlik as the recipient of the Board Recognition Award of the Month. Mr. Kachlik was recognized for his service to several booster clubs, the Hall of Fame selection committee and serving as the school police liaison. Mr. Kirkton presented Mr. Kachlik with a plaque in his honor. 5 Oak Forest High School students Abby Campos, Jessy Sandoval and Jenna Beardsley presented information on the HOBY (Hugh O Brien Youth Leadership) Award. Abby and Jessy are past HOBY Award winners, and Jenna is this year s HOBY winner. They spoke about the skills and passion they have obtained through this program, leading to an understanding for the less fortunate and a will to do works of service for the world throughout their lifetimes. Jacob Zarobsky and Jesus Benitez presented the Good News for Bremen High School, including: Juan Roque, Mercedes Lee, Edwin Guzman and Cortez Whitney were recognized as Students of the Month; Juniors Kathryn Hayes, Andrew Millen and Ben McClerklin are finalists in the Voice of Democracy contest; National Honor Society inducted 67 students; The Key Club blood drive had a record number of donations; The Interact Club donated over $100 worth of supplies to P.A.W.S.; Football players Mark Barr, Sean Grant and Tyler Banovich have been selected as members of the Academic All-State Team; Jesus Guzman was named All- State and All-Conference for Boys Soccer; Several football players were named as Roll Call Minutes Board Recognition Award of the Month Good News Report
2 All-Conference athletes, and Tyler Banovich was named Conference Player of the Year; Boys Cross Country won its second straight SSC Blue title; The goal for this year s annual food drive is 16,000 lbs. of food. Elijah Reed and Tiffany Jones presented the Good News for Tinley Park High School, including: 602 students made the First Quarter Honor Roll; BPA students attended the Annual Area Leadership Conference; The Boys Soccer Team broke the school record for wins in a season and Coach Boniface was named SSC Coach of the Year; Both Boys and Girls Cross Country Teams qualified for Sectionals; The Girls Swim Team won Conference on both the JV and Varsity levels, placing first in 23 out of 24 events; and Mrs. Cassie Gaines received the Young Professional Secondary Teacher of the Year Award. Ocie Opar presented the Good News for Hillcrest High School, including: Hillcrest was featured on ABC 7 s Friday Flyover ; The Second Annual Haunted at the Hill was a big success; Science students made their own solar pizza ovens; Art students visited the Art Institute of Chicago; The Cook County Sheriff s Distracted Driving Program was presented at Hillcrest; and several students attended the 11 th Annual 100 Black Men of Chicago College Scholarship Fair. 1 Dr. Williams presented the Academic Progress Report and also information regarding the District Report Card. The reports included much information, including: school characteristics, demographics, college readiness, graduation rate, ACT readiness, post-secondary plans, PSAE results and achievements. Dr. Williams also compared the results with other similar districts and State averages. This information will be posted to the District web site. 2 Mr. Kirkton opened the floor to the public for comments. There being no communication requests, Mr. Kirkton closed the floor to the public. 3 Mr. Kendall reported the following: Freedom of Information Since the last Board meeting, we received the following Freedom of Information Act requests: Mark Johnson, of Markham, requested contracts and procedures for obtaining contracts with Illinois Central School Bus and Illinois School Bus. This request has been filled. Dr. Marcia Fitzpatrick, of the National Bureau of Economic Research, requested teacher contracts from through This request has been filled. Mr. George Gross, of Midlothian, requested how much would be paid to Crystal Financial once bond issue is passed and also how Crystal Financial was chosen for the contract. This request has been filled. Superintendent s Report Friday, November 15 was School Board Members Day in Illinois. On behalf of the entire District 228 community, Dr. Kendall recognized our Board of Education for making every decision in the best interest of our students, and for providing vision and leadership for student achievement, academic programs, and district funding. He thanked them for their constant commitment to Bremen District 228. School Presentation Communications Superintendent s Report
3 Wednesday, December 4 is our Annual Senior Citizens Luncheon at all four high schools. Dr. Kendall commented that our students do a great job of hosting these special residents with a meal, building tours and entertainment. 1 Mr. Browne reported that he attended the Oak Forest High School National Honor Society Induction. It was a very nice evening. He also offered congratulations to the IASB for their 100 th Anniversary and thanked our students for making a video in recognition of this milestone. Mr. Canning reported that he attended Bremen High School s football playoff game against Marian Catholic. The Braves had a great season. Ms. Stearns congratulated the Bremen High School Boys Soccer Team for such a successful season. Ms. Stearns also reported that she attended most Homecomings and commended Bremen for their spirit; was concerned that the web sites for parent teacher conferences were not parent friendly; students have commented to her that they are not happy with lunches and also too much homework; parents concerned about following up of conduct code; some would like Oak Forest Boys Volleyball Team to be a District Team; a Tinley Park students spoke to her regarding receiving money for doing good in school. An Oak Forest parent commended Mr. Sikora, Mr. Andruch and the Oak Forest staff for their help with her autistic son. The change in her son has been incredible. Mr. Kirkton reported that he attended Tinley Park and Bremen High Schools National Honor Society Induction ceremonies and congratulated inductees. Mr. Kirkton also recommended an article in the American School Board Journal, Seven Practices of High Effective Board Members. 2 Mr. Browne reported the Finance Committee met on November 12 to discuss monthly items, the Bond Resolution, the Resolution Abating the District s Working Cash Fund to the Education Fund, the 2013 Tentative Aggregate Levy, the Oak Forest TIF #6 Intergovernmental Agreement, the PTAB for the Best Western Hotel, and 2015 Capital Needs. Pastor Mensing reported that the Teaching and Learning Committee met on November 12 to discuss curriculum handbook changes. 3 Mr. O Malley presented item 10.1 including Bills, Addendum to Bills, Payroll, and CDS Bills. Mr. Browne moved to approve item Pastor Mensing seconded the motion. Roll call vote indicated: Ayes: Mr. Browne, Pastor Mensing, Mr. Canning, Mrs. Gleason, Mrs. Jones, Board Member Reports Committee Reports New Business Mr. O Malley presented item Tentative Levy, requesting a 4.9% increase over prior year. Mrs. Gleason moved to approve item Mr. Browne seconded the motion. Roll call vote indicated: Ayes: Mrs. Gleason, Mr. Browne, Mr. Canning, Mrs. Jones, Pastor Mensing, Mr. O Malley presented item 10.3 Resolution Abating a Portion of the District s Working Cash Fund to the Education Fund, which is necessary to maximize full amount of working cash bonds. Mr. Browne moved to approve item Mrs

Roll call vote indicated: Ayes: Mr. Browne, Mrs. Gleason, Mr. Canning, Mrs. Jones, Pastor Mensing, Mr. O Malley presented item 10.4 Bond Resolution regarding the sale of $41 Million in General Obligation Limited Working Cash and Refunding Bonds. Pastor Mensing moved to approve item Mr. Browne seconded the motion. Mr. Kirkton inquired how long the bond issue will continue to sustain us. Mr. O Malley responded the District will be completely debt free until December 2018, and may sustain us through 2019, unless unforeseen circumstances occur. Roll call vote indicated: Ayes: Pastor Mensing, Mr. Browne, Mr. Canning, Mrs. Gleason, Mrs. Jones, Mr. O Malley presented item 10.5 Intergovernmental Agreement, Oak Forest TIF. Mr. Browne moved to approve item Mr. Canning seconded the motion. Roll call vote indicated: Ayes: Mr. Browne, Mr. Canning, Mrs. Gleason, Mrs. Jones, Pastor Mensing, Mr. O Malley presented item 10.6 PTAB, Best Western Hotel. Mr. Browne moved to approve item Mrs. Gleason seconded the motion. Roll call vote indicated: Ayes: Mr. Browne, Mrs. Gleason, Mr. Canning, Mrs. Jones, Pastor Mensing, Mr. O Malley presented item Capital Needs, and noted with no asbestos abatement this year, there is a $500,000 reduction. Pastor Mensing moved to approve item Mr. Canning seconded the motion. Mr. Browne asked how needs are determined. Mr. O Malley responded that buildings submit requests and pricing, items are then reviewed by the Administration, then the Finance Committee, and finally the Board of Education. Ms. Stearns inquired if the sound system was replaced in the Hillcrest cafeteria. Mrs. Simms stated that there was not enough funding at the time the cafeteria was renovated. Mrs. Jones asked about carpet replacement in the Bremen staff lounge. Mr. O Malley said they are considering tile. Roll call vote indicated: Ayes: Pastor Mensing, Mr. Canning, Mr. Browne, Mrs. Gleason, Mrs. Jones, Dr. Williams presented item 10.8 Curriculum Handbook Changes to Business, Family and Consumer Science, Industrial Technology, Language Arts, Math, Science, Social Studies, Special Education, and World Language departments. Pastor Mensing moved to approve item Mr. Canning seconded the motion. Mrs. Jones asked why Mechanics is being dropped. Dr. Williams stated it is due to the changes in semester courses. Mrs. Jones then asked if these changes will create changes in enrollment. Dr. Williams said it will provide more choices for students. Mrs. Stearns stated some students have asked about offering aqua podics. Dr. Williams said she was not aware of that. Ms. Stearns discussed AP requirements and testing. Mr. Canning said he believes the curriculum changes are on the right
5 track. Ms. Stearns added that we need to bring additional in speakers to our Career Centers.
