3 Introduction 1.1 About Amity University Amity University is among the leading technical institutions of the country with distinguished alumni who have achieved success in various corners of the world. Amity University is proud to have as its alumni a group of engineers, technologists, scientists, managers and entrepreneurs. Amity School of Engineering and Technology is one of the centers of excellence for higher training, research and development in science, engineering and technology. At Amity University we have about 80,000 students in 700 acres of campuses across India. With a strong backing of 3500 faculty led by many eminent personalities, University grooms passionate and thorough professionals. Amity organized many Conferences and annual fests successfully and is capable of providing infrastructure for any national/international event. 1.2 About AMIMUN Society AMIMUN Society is a group of highly innovative and promising students, who are eager to broaden their mindset and develop abilities like public speaking, debating and negotiating by participating in various MUN Conferences round the globe. The objectives of the society members are not only to participate in the Conferences but also to organize and conduct MUN Conferences to emphasize upon the role played by the United Nations and to make people aware of the international issues prevailing around the globe. The proposal to setup AMIMUN Society in the University was put forward by the 3 students of Amity School of Engineering & Technology, AUUP in the month of March 2010 and now it is the only society of its kind in the Amity University. The members of the society worked hard for almost an year to give you all AMIMUN 11. And now they promise you to give you all a better and bigger version of it in the form of, AMIMUN 12

4 1.3 Past Event : AMIMUN 11 Amity International Model United Nations 2011 was hosted by Amity University Uttar Pradesh from February, 2011 in collaboration with United Nations Information Centre for India & Bhutan (UNIC). AMIMUN 11 was huge success with an overall participation of 250 delegates round the globe including 7 international delegates. Ms. Rineeta Naik, Asst. Information Officer, UNIC for India and Bhutan was the Chief Guest. She discussed the important role played by the MUN in shaping global leaders. The Conference comprised of five councils, namely, the Security Council (UNSC), the General Assembly-II (ECOFIN), the General Assembly-III (SOCHUM), the Human Rights Council (HRC) and the Commission on Science and Technology for Development (CSTD). Each council debated on global issues relevant to their function to seek constructive solutions to the same 1.4 About AMIMUN 12 Amity International Model United Nations 2012 (AMIMUN 12) is a simulation of United Nations Conference and serves as an interactive opportunity for students to become familiar with international issues and the workings of the United Nations organization. The students assume roles of diplomats representing various member-states of the UN and simulate various committees, agencies, specific organs, and programmes of the United Nations system. It is the second university level International MUN Conference being organized by the Amity University Uttar Pradesh (AUUP) under the patronage of Dr. (Mrs.) Balvinder Shukla, Pro VC, AUUP. AMIMUN 12 aims at making students learn and debate the policies of the state they are representing with other students with the same aim. By simulating the discussions held between states at the UN and by striving towards a majority agreement in the form of a resolution, delegates learn about the challenges faced by the UN today and learn how to put international issues in a more local and personal context.

5 Conference Guidelines 2.1 Registration Delegate registration fees for national delegates: Rs.800 (Amity Students), Rs.1100 (Other University Students) and Rs. 600 for accommodation (optional). Delegate registration fees for international delegates: $ 100 (Including accommodation). The Registration fee will include conference fees, a special delegate kit, 3 days lunch, during-conference refreshments and transportation charges. The delegates must carry their respective college Id-card, a copy of their draft and the delegate fee receipt. 2.2 Travel & Accommodation Distance (Kms.) Amity University buses will be available from Botanical Garden Metro Station for the registered delegates on all three days. Outstation participants will be provided accommodation at a nominal rate of Rs.600 only in the Amity University Hostels. Rooms would be allotted on a first come-first serve basis. 6 2.3 Attire Delegates should wear formal attire during the AMIMUN 12 Conference. No delegate, who so ever it may be, will be allowed to attend the conference without the formal attire. Girls should wear formal trouser/skirt and shirt (blazer and tie are optional) or business suits. 7 Rules of Procedure Having compiled extensive research on the topic areas, and having developed an understanding of your country s stance on the issue, you are now ready to try to solve the problem while keeping your national interests in mind. Yet you may be unsure of how the actual committee will run. Because the United Nations strives to include every member of the international community, its membership is very large. As a result, debate must follow an organized procedure to be productive. Some aspects of procedure are: Precedence of motions: It is the hierarchy established between different motions. The motion which disrupts the committee for the maximum amount of time is given higher precedence and is voted on first. Quorum: Quorum denotes the minimum number of delegates who need to be present in order to open debate. Quorum is met and the Chair declares a Committee open to proceed debate when at least one-quarter of the members of the Committee (as declared at the beginning of the first session) are present. Points: o Point of Personal Privilege - Whenever a delegate experiences personal discomfort, which impairs his/her ability to participate in the proceedings, he/she may rise to a Point of Personal Privilege to request that the discomfort be corrected. A delegate must not misuse a point of personal privilege. o Point of order - Used to call attention to an instance of improper parliamentary procedure, this point is in order during the formal debate only. Point of order to a point of order is out of order.

8 o Point of parliamentary inquiry - This point is used when a delegate is unclear about a specific aspect of parliamentary procedure and is usually phrased as a question. It is not, however, used to obtain substantive information about a topic and may be raised only when the floor is open. Statement by the Secretariat: At any time any member of the Secretariat may make an oral or written statement to the committee regarding any issue. Such an announcement is not to be questioned. General powers of the committee staff: The Chair will declare the opening and closing of each meeting and may propose the adoption of any procedural motion at his or her discretion. During Debate or Moderated Caucus, the Chair has absolute control over the proceedings. The Moderator will direct the flow of formal debate, accord the right to speak, put questions before the committee, announce decisions, rule on points of order and enforce the observance of these rules. The Press Corps are free to publish any material that lies within the scope of this conference. It is advised to refrain from the publication of offensive and derogatory material, especially if targeted at a select group of persons. Delegates are free to appeal any decision made by the Moderator or the Chair. However, it is the Chair s prerogative to accept or reject any appeals. Should the appeal not be related to immediate committee proceedings but the committee as a whole the delegates can approach the Secretariat. Decorum: The delegates take up the role of the diplomats from various nations. Therefore, the delegates must act with the utmost respect towards each other and should speak in the 3 rd person only.

9 Flow Of Debate 1. Roll Call: Every session each day starts with the roll call of the delegates of respective countries. There should be quorum in the council. In case quorum fails, the session may be suspended at the discretion of the Chair. 2. Setting The Agenda: There are 2 agenda s for some councils. Agenda to be discussed first will be chosen by vote of the delegates. The agenda with maximum votes will be set for discussion and it will continue in the subsequent sessions also, till a draft resolution is made for the agenda or the agenda is tabled. Once a draft resolution is made and passed by the majority of delegates, the committee moves on to discuss the second agenda. 3. Discussion: Once the agenda is set, discussion begins and the discussion opens with the Speaker s List. 3.1 Speaker s List: All representatives interested in speaking during the discussion should raise their placards when the Chair or Director invites speakers. In the Speaker s List, each speaker is allocated one minute thirty seconds, which is followed by either a yield i.e. delegate can go back to his respective seat after making their point without any comments by the other delegates or the floor is thrown open to comments(by other delegates) regarding the points made by the speaker. Therefore, those whose names are on the Speaker s List control the debate. Right to Reply: Any delegate who feels their personal or national integrity has been assailed may submit a Right to Reply in writing to the Executive Board, who then may grant it (at their discretion). A delegate who is granted a Right to Reply may only address the session at the request of the Chair. A Right to Reply to a Right to Reply is out of order, and is thus not allowed.

10 3.2 Caucus: During the speaker s list the chair or director may ask for a caucus which may be moderated or unmoderated depending upon the votes of the delegates. Caucus is another form of discussion or debate. It is of 2 types: Moderated: A moderated caucus is a mixture of both formal and informal discussion/debate. The topic, total time of moderated caucus and each speaker s time is decided by the delegate who initiates the caucus. Delegate who wants to speak in this caucus raise their placards whenever asked by the Chair or Director. Then the Chair or the Director picks up one delegate who put forward their point in the allotted time limit Un-Moderated: An un-moderated caucus is an informal debate which allows the fellow delegates to discuss and network among each other. Rules of procedure are suspended during the caucus. During this time delegates can leave their places & can meet informally with each other for discussion on draft resolutions and other issues. 3.3 Draft Resolution: Delegates work together to create draft resolutions. It consists of all the main points and suggestions discussed by the delegates in the council on the selected agenda. 3.4 Closure Of Debate: Once draft resolutions are made, the discussion/debate for the selected agenda is closed and there is no scope of any kind of amendments in the resolution after this step. 4. Voting Procedures: Once the majority of delegate agrees to close the discussion on the ongoing topic, the committee moves into voting procedures. Firstly the amendments are voted upon and then the resolution. Once all of the resolutions are voted upon, the committee can move to the next topic on the agenda. If you are still unclear about the rules of procedure, the committee Chairs will be able to explain any ambiguities or answer any questions. 11 Councils & Agendas General Assembly-II (ECOFIN): o Underground Economies. o Integration of least developed sub Saharan African states into the world economy. General Assembly-III (SOCHUM): o Elimination of all forms of intolerance of discrimination based on religion or belief. o Development and the rights of indigenous people. Human Rights Council (HRC): o Addressing rights of the people displaced by hunger. o Human Rights of HIV positive persons. Security Council (SC): o Impact of Armed conflicts on sustainable development. o Militarization of the arctic and its impact on the Sub-Arctic zone. Commission on Science and Technology for Development (CSTD): o Developing ICT s in rural areas and developing countries. o Participation of civil society and business sector entities for development of socio economic inclusive information society. United Nations Development Programme (UNDP): o Protection of the biodiversity abundant in all regions to achieve sustainable growth. o Economic growth with respect to sustainable development.

12 Framing a Resolution Working Papers: Delegates should not to come to the Conference with a prepared draft resolution, but instead should bring a working paper with points their country would support in a draft resolution. Delegates may propose working papers for committee consideration. Working Papers are intended to aid the committee in its discussion and formulation of resolutions and need not be written in resolution format. Sponsors: Sponsors of a resolution are those countries that have been the principal authors of the document and agree with its substance. A sponsor will vote in favour of the draft resolution he or she has helped create. Signatories: Signatories are countries that may or may not agree with the substance of the resolution, but would like to see it debated on the floor. A signatory may or may not vote in favour of a draft resolution he or she has signed on to. Resolution: When drafting and sponsoring a resolution, delegates should keep in mind that the words will influence its appeal. The draft resolution should be clear, concise and specific. The substance should be well researched and reflect the character and interests of the sponsoring nations. A draft resolution may be introduced when it has the required number of signatories as well as the signature of the committee Chair. Being a signatory isn t a prerequisite to express support for a resolution. United Nations resolutions follow the given format: Heading: Committee: (i.e. the committee or organ in which the resolution is introduced) Topic: (the topic of the resolution) Sponsors: (list of sponsoring countries) Signatories: (list of countries that have signed the draft)

13 Preamble: The purpose of the preamble is to show that there is a problem that needs to be solved. However, the preamble of a resolution does not propose action or make any substantive statement in the topic at hand. The preambulatory clauses can include: References to the UN Charter; Citations of past UN resolutions or treaties that have been ratified under the topic of discussion; Statements made by the Secretary-General or a relevant UN body or agency; Recognition of the work or efforts of regional organizations in dealing with the issue; and General statements on the topic, its significance, and its effects. Preambulatory Phrases: Acknowledging... Deeply disturbed Guided by......with deep concern Affirming... Desiring Having...with grave concern Alarmed... Determined...adopted......with regret... Anxious... Emphasizing......approved......with satisfaction... Approving... Encouraged......considered... Observing... Aware Endorsing... Reaffirming......further examined Bearing in mind... Expressing......received... Realizing... Believing......appreciation......reviewed... Recalling... Cognizant......deep appreciation... Keeping in mind... Recognizing... Concerned... Expecting... Mindful Regretting... Confident... Fulfilling... Noting... Reiterating... Conscious... Fully...further... Seeking... Considering......aware......with approval... Stressing... Contemplating......believing......with concern... Welcoming... Convinced... Grieved Declaring... Operative Clauses: Operative clauses are set out to achieve the committee's main policy goals on the topic. Each operative clause begins with a verb and ends with a semicolon (the final clause ends with a period). Operative clauses should be organized in a logical progression, and each clause should contain a single idea or policy proposal.

14 Keep in mind that all resolutions except those passed by the Security Council are nonbinding. Operative Phrases: Accepts Confirms... Endorses... Recommends... Adopts Congratulates Regrets Considers Instructs Reiterates Affirms Appeals Decides Invites Repeats Appreciates...accordingly Notes Suggests Approves Declares...with appreciation Supports Authorizes Deplores...with approval Takes note of Calls upon Designates...with satisfaction Transmits Commends Directs Reaffirms Urges Concurs Emphasizes...its belief Welcomes Condemns Encourages Recognizes Amendments: The amendment process is used to strengthen consensus on a resolution by allowing delegates to change certain sections of the resolution. There are two types of amendments: Friendly amendment: A friendly amendment is a change to the resolution that all sponsors feel is appropriate. The amendment must be signed by all of the sponsors, and approved by the Chair. After this, the amendment is automatically incorporated into the resolution. Unfriendly amendment: An unfriendly amendment is an amendment that the sponsors of the resolution do not support. In this case, the author(s) of the proposed amendment must obtain the same number of signatures as they would need for a working paper. After the appropriate number of signatures has been obtained, the Chair must approve the amendment. Unfriendly amendments are voted on in order of severity (established at the discretion of the Chair).

15 Once the debate is closed and the body moves into formal voting procedure, the draft resolution(s) and unfriendly amendments, if any, are voted upon in the order determined by the Chair. Voting: Each country will have one vote. Each vote may be either one of the following: Yes No Yes with Rights No with Rights Abstain Pass When a delegate passes, the chair will come back to that delegate at the end of the voting list. The delegate can pass only once. Voting with Rights is done when a delegate wishes to be given time at the end of the voting procedure to justify his vote. (Generally adopted if a sponsor Votes against the resolution after an unfriendly amendment) Resolution Writing: Before it is formally introduced to the committee, a resolution is referred to as a Draft Resolution. The Chair of the committee would like all drafts to deal with ideas and opinions presented in working papers and existing resolutions, as well as new ideas and innovations. Remember, a final resolution has to present a well thought out, feasible solution that will solve the crisis at hand. Every Representative s draft resolution should present the same logical flow that will be present in the final resolution.
