6 MP s Welcome HONOURABLE JODY WILSON-RAYBOULD, MEMBER OF PARLIAMENT VANCOUVER GRANVILLE GREETINGS I am delighted to extend my best wishes to the delegates and organizers of Canada International Model United Nations (CAIMUN) Over the next three days, you will have the chance to immerse yourselves in the pressing and complex issues that are at the centre of global politics today. Through the CAIMUN program, you will be challenged to exercise critical thinking, diplomacy, and innovation as you engage in debates and discussions that are currently in the global arena. Today s global challenges demand fresh thinking and renewed vision. I am proud to be part of a government that believes that young people possess innovative ideas and new perspectives on how we should address the issues that plague our world. Educational opportunities like CAIMUN present a realistic forum through which youth voices can discuss and contribute to meaningful solutions to global issues. By your participation in CAIMUN and what you will learn and take away from this valuable experience, you are already on the path to shaping the future of your communities and society. 7 Secretary General s Welcome Dear Delegates, Teachers, Chaperones, and Parents, It is with the utmost pleasure that I would like to cordially welcome you to this year s iteration of Canada International Model United Nations. As one of Canada s fastest growing Model UN conferences, we are both excited and honoured that you are here to experience what we hope will be a thrilling weekend of debate, diplomacy, and growth. Indeed, this year s Secretariat and Staff teams have worked tirelessly to ensure that this weekend delivers an innovative, informative, and fun experience for every attendee. With over 600 attendees this year, CAIMUN is proud to take place at the Pinnacle Harbourfront Hotel, against the stunning backdrop of Vancouver s waterfront. This year, we have once again curated a set of unique and diverse committees tackling issues ranging from the Unification of Germany to the Suez Crisis so that any delegate, regardless of their interests or passions, may find a committee that truly enraptures them. Furthermore, this year, we extended our pledge to accessibility for all students by offering extensive financial aid to qualified registrants, maintaining thorough protocols to ensure that those who truly deserved aid received it. In doing so, we attempt to ensure that any high school student who desires to attend CAIMUN is not hindered by any financial or logistical obstacles. Finally, I wish our participants the best at this weekend s conference. Though I am well aware that many delegates are here to compete, I urge you not to measure your success this weekend in awards won, but instead in friendships made and moments enjoyed. Take this wonderful opportunity to step outside your day-to-day routine, immerse yourself in your topics, and connect with your fellow delegates. 10 Commitment of Conduct As a Model UN conference that is both an educational and social event, CAIMUN recognizes that we have a responsibility to provide a safe, inclusive and rewarding experience for each and every delegate who participates in our activities and committees. Likewise, in order for such a high-quality environment to be maintained throughout the conference, delegates, staff, volunteers, and sponsor teachers must commit to meeting certain standards of behaviour, which will aid in improving every participant s experience. Attending a Model UN conference, especially one that gives a large amount of creative freedom and autonomy, is a privilege that CAIMUN reserves the authority to protect under this Commitment of Conduct, which may include the ability to notify sponsor teachers, suspend delegates from debate or Internet/electronics privileges, report delegates actions to local authorities, and bar their participation and board at the conference. We strive to balance the enjoyment of Model UN with the responsibilities and obligations we must uphold while facilitating a conference for over 500 participants. Delegates are committed to: Being respectful to all other members of the conference and guests of the hotel. This includes: Resolving conflicts peacefully Seeking help when needed Following and respecting all rules and requests from CAIMUN and the hotel Observing the curfew Being professional in my committee sessions. This includes: Attending all committee sessions possible Letting the Director know if he/she will be late or absent from a committee session Wearing Western business attire during all my committee sessions Being a law-abiding citizen, in the spirit of Model UN. This includes: Not possessing or using any alcoholic, illicit drug, or any other illegal substances Not engaging in disorderly conduct or violence Being responsible with electronic and Internet privileges provided by CAIMUN. This includes: Using electronics and the Internet for committee-related purposes only during committee session Posting respectful and CAIMUN-relevant comments on the CAI-Forum. 9

11 Commitment of Conduct Staff and Volunteers are committed to: Producing a fun and safe committee experience for delegates. This includes: Being present and focused on committee during all committee sessions Being friendly and positive in all interactions at the conference Accepting polite, constructive criticism Being respectful to all other members of the conference and guests of the hotel. This includes: Resolving conflicts peacefully Following and respecting all rules and requests from CAIMUN and the hotel Observing the curfew Being helpful and of service to delegates and sponsor teachers. This includes: Answering questions in a professional and timely fashion Mediating conflicts in accordance to common sense and CAIMUN policy Asking for assistance from CAIMUN Secretariat when necessary Enforcing all conference rules and the delegate commitment fairly. This includes: Being professional and unbiased in all my decisions Wearing Western business attire during all my committee sessions Being a law-abiding citizen, in the spirit of Model UN. This includes: Not possessing or using any alcoholic, illicit drug, or any other illegal substances at the conference Not engaging in disorderly conduct or violence Being responsible with electronic and Internet privileges provided by CAIMUN. This includes: Using electronics and the Internet for committee-related purposes only during committee session Posting respectful and CAIMUN-relevant comments on the CAI-Forum Enforcing the above commitment by removing or requesting the removal of disrespectful and irrelevant comments if necessary. Sponsor Teachers are committed to: Ensuring the enforcement of the CAIMUN Commitment of Conduct for their school s delegates. This includes notifying Secretariat of any problems that occur during the conference. 10

14 Rules of Procedure #1: Staff and Secretariat have the right to change or suspend these rules at any time. #2: You can only use English in committee. #3: Only one person can represent a country. #4: The Director has the final say over the committee and the ROP. Any staff member can preside over debate and recognize speakers. #5: Guest speakers or witnesses must be approved by the Director. #6: Simple majorities are 50% + 1 of those present. Ties do not count. Absolute majorities are 66% of those present. #7: There must be at least 50% of the committee present for a session to start or a vote to begin. #8: Speaking time is 90 seconds by default, but you can move to change it. #9: You must yield after speaking in a Speakers List or Divided Debate. You can yield your remaining speaking time to the chair, another delegate, to questions or to comments. Point When? Can it interrupt? Result Point of Personal Privilege When you are in discomfort or danger Yes, only in an emergency Dais will solve your problem, if possible Point of Order When the ROP isn t being followed Yes Chair will make an unappealable decision Point of Parliamentary Inquiry When you want to ask a question No Dais will answer your question Right of Reply When your personal or national integrity has been attacked No Dais will allow you to speak for a set amount of time, if they deem it appropriate. (1) Beginning of the first committee session OR (2) during voting procedure. (1) Simple majority vote to pass (2) Absolute majority vote to pass (1) Primary Speakers List opened. (2) Return to Secondary Speakers List Motion to Change Speaking Time " moves to change speaking time to. During any Speakers List when floor is open Speaking time is changed. Motion to Set the Agenda moves to set the agenda to Topic A. After a bunch of debate in the Primary Speakers List. Two speakers for, two speakers against. Then simple majority vote Agenda is set to Topic A. 13

Divided Debate " moves for a divided debate with a duration of, speaking time of to discuss. During the Secondary Speakers List when the floor is open. Divided debate (chair chooses speakers alternating between pro and con; debate focused on a topic) begins. Roundtable Discussion moves for a roundtable discussion with a speaking time of to discuss. During the Secondary Speakers List when the floor is open. Roundtable discussion (all delegates must speak; debate focused on a topic) begins. Unmoderated Caucus " moves for an unmoderated caucus with a duration of for the purpose of. During the Secondary Speakers List when the floor is open. Unmoderated caucus (free to move around and discuss; no chair involvement) begins. Suspension of the Meeting " moves to suspend the meeting. At most 10 minutes before end of a committee session. Debate is postponed until next committee session. Adjournment of the Meeting moves to adjourn the meeting. At most 30 minutes before end of the final committee session. Debate is ended entirely for the duration of the conference. Introduction of a Draft Resolution " moves to present Draft Resolution #.#. When the floor is open, and the relevant draft resolution has been approved by the Director. Sponsors present draft resolution and entertain a Q&A session. Introduction of an Unfriendly Amendment moves to present Amendment #.# to Draft Resolution #.#. When the floor is open, and the relevant amendment has been approved by the Director. A new Speakers List specific to the amendment is created. In order to vote on amendment, debate must be closed and voting procedure must be entered. 14

During the Secondary Speakers' List, when the floor is open, after Draft Resolutions or amendments have been introduced. Two speakers against. Then simple majority vote Move into voting procedure. Motion to Reorder the Draft Resolutions " moves that the draft resolutions be ordered [insert order here]. During voting procedure. If there are multiple draft resolutions, they will be voted upon in the new order. Vote by Acclamation moves for a vote by acclamation. During voting procedure. Chair asks for any objections; if none, resolution/amendment is automatically passed. Revert to placard vote if there are objections. Roll Call Vote moves for a roll call vote. During voting procedure. Chair conducts vote by roll call Division of the Question " moves to divide the question. During voting procedure. Chair conducts vote by placard for each operative clause. A Brief Romp through Resolutions, Amendments and Voting Procedure Draft Resolutions must be submitted to Dais and approved before they can be presented or even talked about in formal debate. In order to qualify for approval, they must: Follow standard resolution formatting guidelines (see Resolution Writing Guide) Have at least 33% of the present committee OR 20 delegates as signatories, whichever is fewer Amendments come in two flavours: friendly (sponsors like them) and unfriendly (sponsors don t like them). Friendly amendments can just be submitted to Dais with sponsors written approval to be passed. Unfriendly amendments are different: Have at least 20% of the present committee OR 10 delegates as signatories, whichever is fewer Submit to the Dais and have it approved Move to introduce the amendment to committee Have at least two speakers for and two speakers against speak about the amendment Close debate and vote on the amendment Default voting procedure is: Placard vote Voting on entire resolution or amendment Voting on draft resolutions in numerical order Placard votes have these options: Yes No Abstain Roll call votes also have Yes/No with Rights votes, which allow you to make a one-minute justification of your vote after the voting is done. 15
