1 S/13/Res/3 Distr: General Date: April 25, 2014 Original: English A Resolution on the Situation in South Sudan Sponsors: UNITED KINGDOM, TOGO, REPUBLIC OF KOREA, PAKISTAN, GUATEMALA, AZERBAIJAN, MOROCCO, ARGENTINA, LUXEMBOURG, FRANCE Signatories: RWANDA, CHINA, RUSSIA, AUSTRALIA, UNITED STATES Alarmed by the massacres and fighting in Sudan and South Sudan, Taking into account that there is no agreed upon border between Sudan and South Sudan, Desiring a peaceful relationship between Sudan and South Sudan, Convinced that the situation can be solved without the use of force, Recalling the ethnic cleansing events and recent tensions between ethnic groups, Aware of the corruption in the governments of Sudan and South Sudan. 1. CONFIRMS that peacekeepers will be sent as needed as the situation changes: a) To protect citizens b) To protect oil production zones c) To help enforce a ceasefire d) To control militia and rebel forces 2. DESIGNATES a demilitarized zone should be placed surrounding the border and major oil production zones: a) To keep fighting away from the countries b) Running five kilometers on either side of the border c) Running a kilometer around major oil production zones 3. REQUESTS Sudan and South Sudan pull all government forces out of the opposing country, 4. CALLS FOR humanitarian aid to be sent to Sudan and South Sudan: a) For nutrition b) For shelter 5. URGES the governments of Sudan and South Sudan to hold peace talks, mediated by UN observers. a) To discuss a cease-fire b) To discuss the border c) To discuss oil production 6. AFFIRMS that sanctions shall be placed on oil should Sudan and South Sudan fail to comply with the demands of the Security Council: a) Initial sanctions will be a 50% limit on trade in Sudanese and South Sudanese oil. b) These sanctions will be altered dependent on the progress of the situation. c) UN observers will evaluate the governments of Sudan and South Sudan following the implementation of sanctions. 2 YMCA Youth & Government Model United Nations Security Council Distr.: General Date: 28 April 2013 S/12/RES/#4 Original: English A Resolution on The Situation in Myanmar The Security Council, Aware the issue in Myanmar must be resolved to protect the lives of their people; Bearing in mind the growing positive situation within the nation of Myanmar, Convinced the opportunity to better the lives of the people of Myanmar exists; Strongly urges the government to cease the practice of discrimination against its religious minorities; Calls for the lifting of all economic sanctions; Authorizes the use of other sanctions which will be re-examined for lifting at a later date; Encourages sending in NGO's to provide humanitarian aid; monitoring of the government for security purposes; Recommends the installation of Peacekeepers to maintain peace; Invites amendments to this resolution when the situation improves. 3 Provisional Rules of Procedure of the Security Council (Adopted at the 1 st Meeting of the Security Council in 2002 and amended at the 9 th meeting in Previous versions of the Rules of Procedure were issued under the symbols S/0/Rev.8) I. Meetings Rule 1. Regular meetings of the Security Council shall, with the exception of the special meetings referred to in rule 3, be held at the call of the President at any time he or she deems necessary. Rule 2. The President shall call a meeting of the Security Council if a dispute or situation is brought to the attention of the Security Council under article 35 or Article II(3) of the Charter, or if the General Assembly makes recommendations or refers any question to the Security Council under Article II(2), or if the Secretary-General brings to the attention of the Security Council any matter under Article 99. Rule 3. The Secretariat or Staff may call organizational or training sessions of the Security Council. Rule 4. The times and places of all regular meetings of the Security Council shall be published in the Conference Schedule. On the advice of the Secretariat, the President may convene the Security Council at any other place provided notice is given to the Members. Eleven (11) members of the Security Council shall constitute a quorum for transacting business. Rule 5. Except when the Security Council meets in Executive Session or receives sensitive military briefings, all regular and special meetings of the Security Council shall be open to the public and the members of the international press corps. II. Agenda Rule 6. An agenda shall be prepared ahead of each meeting by the Secretariat or Staff and distributed to all Security Council members. Rule 7. Any items not completed during a meeting shall automatically be included in the agenda of the next meeting. III. Credentials and Accreditation 1

4 Rule 8. Each member of the Security Council shall be represented at the meetings of the Security Council by an accredited representative. The credentials of a representative on the Security Council shall be communicated to the Program Office, Secretariat, and Staff before the representative takes his or her seat on the Security Council. Rule 9. At any given time, only one representative from each member may participate in the Council s deliberations. Rule 10. The President, on advice of the Secretariat and Staff, may invite any Member of the United Nations which is not a member of the Security Council to participate as a guest, without vote or any other rights, in the discussion of any question brought before the Security Council when the Security Council considers that the interests of that Member are specially affected, or when a Member brings a matter to the attention of the Security Council in accordance with Article XXXV(1) of the Charter. IV. Organ Leadership Rule 11. The President and Vice President of the Security Council shall be elected from among the Council Members by a majority vote through a secret ballot process. The President shall preside over the meetings of the Security Council and, under the authority of the Security Council, shall represent it in its capacity as an organ of the United Nations. The Vice President shall assist the President in his or her duties and act as President in the absence or disability of the President. Rule 12. Whenever the President of the Security Council determines that he should not preside over the Council during the debate of a particular topic with which the member he represents is directly connected, he may choose to defer the chair, for the purposes of that topic, to the Vice President or another designee. Rule 13. The Secretary-General may, at the request of the President and Vice President, preside over meetings of the Security Council. Rule 14. The Secretary-General shall act in that capacity in all meetings of the Security Council. The Secretary-General may authorise a deputy to act in his or her place at any meetings of the Security Council. V. Conduct of Business 2

5 Rule 15. The President shall call upon representatives in the order in which they signify their desire to speak. Rule 16. The President may accord precedence to the Secretary-General, Representatives from the other Organs, and Secretariat and Staff. Rule 17. If a representative raises a point of order, the President shall immediately state his ruling. If it is appealed, the President shall submit his ruling to the Security Council for an immediate decision and it shall stand unless overruled by a majority. Rule 18. All proposed resolutions, amendments, and substantive motions shall normally be placed before the Representatives in writing. Rule 19. Principal motions and draft resolutions shall have precedence in the order of their submission. Parts of a motion or draft resolution shall be voted on separately at the request of any representative, unless the original mover objects. Rule 20. The following motions shall have precedence in the order named over all principal motions and draft resolutions relative to the subject before the meeting: 1. To suspend the meeting; 2. To adjourn the meeting; 3. To adjourn the meeting to a certain day or hour; 4. To refer any matter to a committee, to the Secretary-General, or to a rapporteur; 5. To postpone discussion of the question to a certain day or indefinitely; or 6. To introduce an amendment. VI. Voting Rule 21. The President of the Security Council shall decide how best to vote on proposed resolutions, amendments, substantive motions, and procedural motions. The president may call for a vote by way of roll call, show of hands, or simple voice vote. Rule 22. Substantive motions and proposed resolutions can only be passed with nine (9) votes in affirmative and none of the permanent members voting in the negative. Rule 23. Procedural motions, including amendments, can be passed with a majority of the Council members present and voting. 3

6 Rule 24. The President may vote on substantive motions and proposed resolutions. VII. Debate Rule 25. The President shall abide by the time limit for each topic as determined by the Agenda. The President shall set time limits for each speaker before formal debate begins on a topic. Rule 26. All formal debates on resolutions, amendments, and substantive motions shall be held, as far as practicable, by alternating between speakers for and against the item concerned until the question is called. Rule 27. During debate of a topic, the President shall follow the official hearing order: 1. Announce the topic to be discussed; 2. Call on each member state for an opening statement; 3. Entertain motion to open the speaker s list; 4. Entertain a motion to move to informal debate; 5. Entertain a motion to bring a resolution to the floor; 6. Entertain a motion to vote on the resolution; 7. Call a vote on the Resolution; 8. Announce the result of the vote; 9. Order the approved resolution published. Rule 28. The Security Council may invite members of the Secretariat or other persons, whom it considers competent for the purpose, to supply it with information or to give other assistance in examining matters within its competence. VIII. General Provisions Rule 29. The President shall rule, on the advice of the program staff, on any questions of procedure not covered by these rules. Such rulings shall not be subject to appeal under Rule 17. 4

7 Security Council Procedures Introduction of Topic by Security Council President The Security Council President and Vice President will determine an order for debating each topic. Each delegate will have one position paper per topic addressing Topic Preparation Guide questions and Operative & Preambulatory clauses for a Resolution on the topic. Opening Statements by all Member countries (1 minute each) Using their position papers delegates will be able to share their country s stance on each topic. This is an opportunity for a delegate to provide information, research, and their country s cultural views. Formal Debate via the Speakers List (2 minutes each) The President will call for delegates for the Speakers List. The Vice President will take down country names as the President calls them out. Each delegate will have 2 minutes. If a delegate makes any accusations toward another country the delegate from the accused country gets a right of reply for 1 minute. Delegates may motion for the Speakers List to be expanded and/or reopened. The President decides on whether to entertain the motion for a vote. Motion for start of Informal Debate/Caucusing for a determined length of time The President will set a time limit for informal debate and may extend informal debate if there is no objection. Once time has expired, a motion to resume Formal Debate on a proposed Resolution must be made. Informal debate is not moderated by the President; delegates may speak freely and caucus with other members to start drafting a Resolution on a topic using points from formal debate speeches, the prepared Operative & Preambulatory clauses, and evidence/research. Motion for Formal Debate on a proposed Resolution via the Speakers List (2 minutes each) The President will call for a new Speakers List. Delegates will have 2 minutes to speak on their country s stance of the proposed Resolution, makes points of clarification and/or suggest amendments. Motion to vote on or amend the Resolution A resolution either passes or fails Once all delegates on the Speakers List have been given time to speak the President will ask for a motion on the Resolution. There are two types of motions: 1. VOTE ON The delegates votes on whether to pass the resolution or not. 2. AMEND A delegate motions to change part of the Resolution. If the motion is to Amend the Resolution, the amendment is introduced and the process returns to step 3, informal debate and continues until a motion to Vote On the Resolution is reached. After a motion to VOTE ON the Resolution, the President will ask for a vote by a show of hands from the delegates. If a Resolution passes, the Vice President will provide a final draft of the Resolution to the Office of the Secretary General for processing.

8 A Resolution can be written by one ambassador or several during the Committee Process of MUN. When drafting a Resolution remember this is different from a country s Position Paper. A Resolution is how to resolve an issue/topic facing the MUN. Your country s position on the topic can be incorporated into your Resolution idea, or several countries positions. If you are having trouble coming up with a Resolution, caucus with other ambassadors and develop an idea together! Steps for Resolutions 1. Ambassadors discuss topic through committee procedures What do you think your committee would want to focus on in its Resolution? Have the Committee Chair review the Guided Questions (from the Topic Guides) with the Committee. 2. Write your Preambulatory Clauses (see page 2) 3. Write your Operative Phrases (see page 5) 4. Bring it All Together Now, your job is put all of this work together in an order that makes sense. Be sure your Preambulatory Clauses are first, followed by your Operative Clauses. Remember, your resolutions should not exceed two pages so pick your best clauses. 5. Present Resolution to Committee Once a resolution passes committee pass it on to the Secretariat for formal drafting of the Resolution. 1

9 Write your Preambulatory Clauses (the first part of your Resolution): Your Preambulatory Clauses should reveal your committee s understanding of the background/context based on the discussions of your group. Remember: You want to paint a picture which allows the suggestions you make through your Operative Clause to really seem to make sense. Be sure to think about each of the questions below as your write your Preambulatory Clauses: 1. What do you think the key historical events are leading up to the current situation? 1. What do you recognize as the basic causes of the problems? 2. What are you taking into account regarding the MUN s involvement? 3. Are there things occurring about the topic that you approve of? 4. Are there things going on about the topic that you wish to criticize? 5. Are there recent events about the topic that are alarming to you? 6. What future events about the topic do you feel are most important?
