4 1. Opening of the meeting. The Chairman, Mr Reuter, opened the meeting and welcomed the delegates to the meeting. He also thanked the Indian National Committee for the facilities provided for the meeting. 2. Approval of the Draft Agenda, document 3B/210A/DA. The agenda, document 3B/210A/DA was accepted. 3. Confirmation of the Minutes from the Meeting held in Helsinki , document 3B/206/RM. The minutes were confirmed with the following change: Page 11 Clause 20. a) IEC TC16 Terminal markings and other identifications [Liaison officer: Mr. J. Pettersen]: Add CC and MM to TE. 3a) Consideration of the Report from the Secretary of SC3B, document 3B/225/INF. The Secretary presented his report, document 3B/225/INF, and gave some comments. Discussion: Page 1 Clause 3 Publication IEC?/ISO? 11714? 61714? Part 1, Part 2 and Part 3 Mr. Cordelier informed that the part 1of ISO/IEC will remain in ISO. Page 2 Clause 5 Use of IT-tools The Secretary informed that the document will be further discussed at the TC3 meeting. A question among the present delegates showed that: 3 delegates had downloaded the complete document set from the server all delegates except one had the possibility to access the web-site. It was noted that WG convenors are not allowed to enter the IEC document data base according to the present rules. Mr. Reuter said that for a WG convenor and/or project leader it would be a very valuable possibility to search among existing documents, inside the own TC but also outside. Decision (New Delhi/1/97): The Secretary was asked to include in the Report to the CA a request to the CA (or GPC) to reconsider the possibility give also convenors (listed in the data base) access to the document data base. 4. Report from the Chairman of SC3B. With reference to the preceding item the Chairman stated that within the SCs and its WGs we have now good possibilities to communicate electronically. This is due to the early efforts by Mr. Ikeda by the setting up of the Chiba server and later efforts by the Central Office, by their provision of ftp and web servers

5 What remains to do now is to look into better procedures so that these tools can be used in the most efficient ways. He also added that two years ago there were difficulties in the committee to differentiate between information and documentation, in the sense presentation of information. That is now a generally captured difference, which facilitates the discussions on some matters. Mr. Ikeda added that with respect to the use of the electronic tools he wanted to express his appreciation for the support from the Chairman and especially the Secretary that is now maintaining two web-servers. He suggested that since the Central Office server is now available the Chiba server could now be turned into a server supporting the Japanese work. The Secretary said to this that the Chiba server is presently not updated as regularly as the Central Office server, and that he wanted to discuss the migration from the Chiba to the Central Office server further with Mr. Ikeda. Mr. Reuter then raised the question if the Central Office was willing to supply necessary infrastructure for an exploder ( reflector). Mr. Cordelier could not confirm that this was actual or planned. Mr. Selvik mentioned that the need for exploders was explained and described already in document 3/484/INF (The re-engineering document.) Decision (New Delhi/2/97): A request for the necessary infrastructure for exploders should be included in the Report to the CA. 5. Note of publications 5. a) Published International Standards The publication of ISO/IEC Ed. 1: Design of graphical symbols for use in the technical documentation of products, Part 1: Basic rules IEC Ed. 1: Preparation of documents used in electrotechnology, Part 6: Index IEC Ed. 1: Classification and designation of documents for plants, systems and equipment. IEC Ed. 1: Identification of terminals within a system was noted. IEC TR3 Ed. 1: Industrial systems, installations and equipment and industrial products - Structuring principles and reference designation, Part 4: Discussion of concepts, is not yet published, but was sent for printing in August NOTE IEC was published in January

6 5. b) Circulation of Final Draft International Standards The following documents were planned to be published at this time but have been delayed, primarily because of problems with the numbering and responsibility. 3B/220/FDIS: IEC Ed. 1: Design of graphical symbols for use in the technical documentation of products, Part 2: Specification for symbols including symbols for a reference library. 3B/177/FDIS: IEC Ed. 1: Design of graphical symbols for use in the technical documentation of products, Part 3: Classification of connect nodes, networks and their encoding. Document 3B/177/FDIS was approved. Report on the voting, document 3B/229/RVD. A proposal was made that IEC should publish IEC , with a content identical to that of ISO/IEC , but with a note stating that ISO is responsible for the maintenance. This approach has earlier been applied for IEC , for which ISO publishes an identical document in the ISO series. This proposal was supported by all delegates. Mr. Cordelier said that such an arrangement need to be discussed with ISO. Decision (New Delhi/3/97): The proposal to publish IEC , with a content identical to that of ISO/IEC , but with a note stating that ISO is responsible for the maintenance, should be included in the report to the CA. 6. Consideration of the Report from SC3B/WG2 - Computer-aided design aspects on documents and documentation - and relevant decisions, documents 3B/232/INF and 3B/222/WG. The Convenor of SC3B/WG2 presented his report, document 3B/232/INF. Page 2 Clause Proposal for a modified procedure, caused some discussion. Mr. Cordelier said that laving the responsibility for the administration of the 2nd language version to the CO would require too much resources. The Secretary said that a modified procedure may be useful in light of changes in the way documents are prepared. Today this work is very often done in the WGs, by the WG convenor. The WG convenors are less prepared to handle the 2nd language version than the Secretaries, and therefore new ways have to be found. Decision (New Delhi/4/97): The discussion on the handling of the language versions should be mentioned in the report to the TC3 meeting for further consideration. The report was accepted. 7. Consideration of the Report from IEC/SC3B - ISO/TC10 JWG7 - Instructions and manuals - and relevant decisions, documents 3B/230/INF (and ACOS/156/RM and 02/1070/RCA) and 3B/224/WG. Mr. Viitanen, member of JWG7 presented the report, document 3B/230/INF

7 Page 1 Clause 1 List of members Mr Viitanen pointed out that more active members are desirable. Mr Costa is retired but has promised to participate. 5 active members are therefore available and in view of the fact that the draft is fairly well advanced, there should be no immediate need. Mr. Ikeda said that Mr Tutiya will soon have the possibility to take a more active part in the work. Page 1 Clause 4 Open questions 4.1 Because of the lack of native English speaker in the WG this language need to be checked by BSI. UTE/AFNOR has promised to prepare the French version 4.2 Multimedia issues Mr. Viitanen: We decided to check the requirements on multimedia and ergonomic standards. Mr. Reuter: It was never the intent to specify in detail multimedia requirement. JWG7 should not be involved in these activities. Mr. Ikeda informed that TC100 has 3 project teams of which one is lead by Mr Nakamura, Chairman of SC3C. This team is making an effort to collaborate with ISO/TC159. In this team they do not know about the activities of JWG7, and contacts need therefore to be established. He also told that TC100 is dealing with high level requirements close to the human interface, and not dealing with technical details. Page 2 Clause 4 Open questions 4.3 IEC/CO will be asked to issue a new project number for this draft. 4.4 Proposals from ACOS Mr. Reuter, who had been in contact with the Chairman of ACOS, Mr. Kayser, told that ACOS is concerned about two things: The intended publication of the document as a standard and not as a guide It is written to comprise also consumer products, but for this there is already an ISO/IEC Guide. Mr. Viitanen said that the revised draft is written in such a way that there are not any direct duplications compared to ISO/IEC Guide 37. After a lengthy discussion about what a guide is (Conclusion: A guide is a document written to guide technical committees. It is not intended for end users ) Decision (New Delhi/5/97): The discussion on the publication on preparation of instructions should be mentioned in the report to the TC3 meeting for further consideration

8 The SC3B prefer to see this document published as an international standard. There is presently no standard intended for end users available in this area. SC3B prefers NOT to limit the scope to capital products/goods as compared to consumer products/goods, since there are a lot of products with dual usage. The border is in many cases drawn by the users for each single product and not possible to define generally. The Chairman of ACOS will be informed (by Mr. Reuter) and also CA (by Mr. Cordelier.) The report was accepted. 8. Consideration of the Report from 3B/WG8 - Preparation of parts lists - documents 3B/227/INF and 3B/221/WG. The Secretary, Mr. Svensson, presented the report, document 3B/227/INF. Page 1 Clause 1 List of members More members are needed, especially a permanent convenor: the secretary is now acting convenor. The situation is, however, not as bad as it seems, because of the co-operation and joint meetings with the ISO groups. There we have an additional pool of experts that can give input to the work. The report was accepted. 9. Consideration of the Report from IEC/TC3 - ISO/TC184/SC4 JWG9 - Electrical applications of ISO Product data representation and exchange - on work of interest to SC3B, and relevant decisions, documents 3/515/INF and 3/511/WG. Mr. Reuter presented the report from JWG9. Additional comments: Page Application Protocol ISO (AP 212), Electrotechnical Design and Installation: The AP 212 has been voted upon. It is accepted for distribution as DIS under the ISO procedure (corresponding to CDV in IEC). Planned to be technically ready end of 1st quarter The data model has been widely validated, e.g. for HV substation 120 kv including lower voltages. Last month the complete energy distribution network (up to 123 kv)control system has been mapped. In Germany some validation has been made for its use for parts libraries. All validations have been positive so far Conformance class: Product library based on ISO : Recent discussions within the German chemical and electrotechnical industry raised the question to establish a conformance class using ISO as a resource for product libraries. This will be checked until the end of the year

9 Page Conformance class: Symbol library based on ISO/IEC and ISO : The mapping is intended to be done on the DIS version % expected to be covered Abstract Test Suite ISO (ATS 312), Electrotechnical Design and Installation: ATS need to available for the FDIS not for the DIS according to later decision within ISO TC84/SC ISO , Electronic assembly, interconnect and packaging design: Intended to be released by the end of the year as DIS. Page ISO (NWI), Technical data packaging core information and exchange: This work has relevance with respect to meta data for document management systems ISO Industrial automation - Parts library: This work will not be of major importance for the electrotechnical industry, since it does not cover assembled components Project description 03/507/INF: What needs to be done for the other life-cycle phases not yet covered by TC3: In the JWG9 it was foreseen that the output from such a project will be input for a STEP AP B/208/NP Meta data for documents: At the moment at least two STEP APs would need this meta data. The meta data project is therefore important and the need for members to SC3B/WG8 therefore an essential issue. Page Co-operation issues with IEC TC93: Have a look on the issue of sufficient competence on national level. Comments and votes on different issues are sometimes incompatible with each other. The report was accepted. 10. Consideration of the Report from IEC/SC3B - ISO/TC10 JWG12 - Letter codes for reference designations - and relevant decisions, document 3B/218/INF. Mr. Brückner presented the report. Additional comments: Page 1 1 WG-members: Bengt Åkerberg is also a corresponding member, although no formal request has been received from ISO. The report was accepted

10 11. Consideration of the Report from SC3B/WG14 - Revision of IEC and relevant decisions - documents 3B/216/INF and 3B/217/WG. Mr. Dubray presented the report. The report was accepted. 12. To note the result of the voting on document 3B/208/NP New Work Item Proposal: Management data (meta data) associated with documents, document 3B/228/RVN. The Secretary presented the result of the voting: the project is accepted. The project number is IEC The work is assigned to SC3B/WG8. This group has a minimal number of members and additional ones are desirable. There is a quite good basis for the work in the comments presented 3B/228/RVN. Mr. Reuter mentioned that there is an urgent need for the result of this project for different APs. It is expected that it may be possible to go directly for a CDV in the middle of Report on maintenance teams, (document 02/1043/DC). The Secretary reported. At the meeting in Helsinki we decided to install maintenance groups for some of the new standards we have issued. The exact organisational form for this was not exactly defined at the time. An CA working group has developed new procedures for the handling of new work items. These procedures are discussed by the CA at its present meeting. This proposal differentiates procedures for entirely new work items and maintenance work. In this context also the maintenance team is defined. In expectancy of the discussion and decision in the CA our own maintenance groups have therefore not yet been installed. 14. Consideration of document 3B(New Delhi/Secretariat)3: IEC Structuring principles and reference designation, Part 2: Classification of objects and codes for classes. (Compilation of comments 3B/213/CC and 3B/213A/CC.) Mr. Brückner described the present situation with regard to IEC and -3: Part 2 is practically ready, and available as a meeting document 3B(New Delhi/Secretariat)3, but not yet officially circulated, since there may be some influence on it from the development of part 3. Part 3 is being developed. Part 2 and 3 will be circulated together at the end of the year. He then described how the comments from the National Committees had been taken care of with reference to the compilation, document 3B/213/CC. Detailed comments given during the presentation are included in document 3B(New Delhi/Secretariat)7A. The question it was possible to go for a CDV was discussed. The new draft was considered to contain substantial changes compared to the first one. Therefore the following decision was taken. Decision (New Delhi/6/97): The new draft for IEC should be circulated as a CD

11 15. Discussion of document 3B/211/CD: IEC 62027: Preparation of parts lists, with compilation of comments document 3B(New Delhi/Secretariat)4. The Secretary presented the comments on 3B/211/CD with reference to 3B(New Delhi/Secretariat)4. NOTE Document 3B(New Delhi/Secretariat)4 has later, in an updated form, been circulated as document 3B/233/CC. Comments in addition to those given in the compilation are listed in document 3B(New Delhi/Secretariat)7A. Decision (New Delhi/7/97): The new draft for IEC should be circulated as a CDV, since there appears to be no substantial changes. 16. Discussion of document 3B/212/CD: IEC Structuring of technical information and documentation, with compilation of comments, document 3B(New Delhi/Secretariat)5. The Secretary presented the comments on 3B/212/CD with reference to 3B(New Delhi/Secretariat)5. Comments in addition to those given in the compilation are listed in document 3B(New Delhi/Secretariat)7A. NOTE Document 3B(New Delhi/Secretariat)5 has later, in an updated form, been circulated as document 3B/234/CC. Decision (New Delhi/8/97): The new draft for IEC should be circulated as a CDV, since there appears to be no substantial changes. 17. Note of the circulation of and preliminary consideration of document 3B/215/CD: IEC (Ed. 2) Preparation of function charts (SFC/GRAFCET) for control systems. The Chairman noted that this document had been circulated recently and that it was open for comments until mid November. He asked if any National Committee had any preliminary comments. Mr. Sjögren then presented Swedish comments given in document 3B(New Delhi/Sweden)8. Mr. Jörgensen pointed out that the document is also of interest to TC65, and Mr. Viitanen added that it might be better to direct it explicitly to SC65B which is the committee dealing with e.g. IEC Mr. Dubrey said that in view of the comments provided by Sweden this NC should be encouraged to appoint a member to WG14. No further action to take place, since the document is still open for comments

Note of the circulation of document 3B/207A/INF: Collection of signs and markers used in IEC 1082, IEC 1175, IEC 1346 and IEC 1355, and relevant decisions The Chairman informed that this document, which was developed as a result of a decision at the last meeting in Helsinki is now placed as a standing document on the SC3B web page. It is to be updated as soon as there is a need. Mr. Brückner asked about the use of the # sign? There has been a new proposal from ISO to use this as another structure. This question has been referred the JWG12, which already has discussed it and decided not to use it that way. The conclusion was that there seems to be no need to act in JWG Result of the Workshop , document 3(New Delhi/Secretariat)7 (Documents 3/506/INF, 3/507/INF, 3/508/INF), and relevant decisions on the circulation of new work item proposals. Document 3(New Delhi/Secretariat)7 was the basis for the discussion. 3/506/INF Decision (New Delhi/9/97): With regard to 3/506/INF (item 2 of the report from the workshop) SC3B confirmed that from its point of view it was necessary that option C should be the final goal and that this needed to be taken into account when going for the intermediate option B. We may need to make comments on the proposals of the task force, if this is set up. Mr. Reuter suggested that the validation agency should consist of the representatives of the NC s. For maintenance there should be the possibility for the National Committees to enter data (during the establishment and later on language dependent information). 3/507/INF The Chairman recalled the discussion the previous day and said i.a. that: Some data in this area are coming from the product manufacturer. Other data can not be provided by the manufacturer, they come from the operation. He recommended the delegates to contact people dealing with maintenance. Mr. Viitanen told that in Finland one group is discussing this kind of neutral format for maintenance data. CEN/CENELEC has a group dealing with maintenance. He added that Finland is very interested in this project. Mr. Pettersen asked if this does not relate to TC56. Mr. Reuter said that we could contact these sources and then issue another document. Decision (New Delhi/10/97): With regard to 3/507/INF (item 3 of the report from the workshop) the proposed project is still to be seen as stage 0 work and we will need to make further investigations

13 3/508/INF The Chairman recalled the discussion the previous day and said i.a. that: AP212 and AP210 has exactly the same problem. In AP210 the problem is less, since they have fewer object classes. The majority is already in IEC Mr. Viitanen: There are many very specific electronic products where there will be a need. Mr. Reuter added that for AP212 a web application will probably be set up by users. Mr. Viitanen said that a road map would be a good input, and the Chairman agreed to that. Decision (New Delhi/11/97): With regard to 3/508/INF (item 4 of the report from the workshop) the proposed project is still to be seen as stage 0 work in SC3B/WG Discussion of the Draft Strategic Policy Statement for SC3B, part of document 02/1002/RCA. Consideration of the impact of the Report from the ISO High-Level Steering Group on CALS, document 3(New Delhi/Secretariat)9 (equivalent to document SB3/13/INF). No changes were proposed to the existing SPS. It will be updated to reflect the actual situation. Since only a few delegates were aware of the report from the ISO High level Steering Group on CALS it could not be considered. All delegates got copies and were asked to study the document before the TC3 meeting, since this a very good document and some of the proposals are directly related to the work of TC3. The discussion will be taken up at the TC3 meeting. 21. Review of the liaisons with other bodies (not already covered): 21. a) To note the circulation of document 3/503/NF: The role of liaison officers, and relevant decisions The Secretary recalled the decision at the last meeting in Helsinki about the liaison officers. The document 3/503/INF had therefore been circulated without causing any comments. Therefore the procedure described in the document had been implemented and liaison committees contacted. Most committees had responded positively. Mr. Reuter added that he personally had taken on too many liaison tasks and could not possibly take part in meetings as suggested. He therefore wanted replacement for some liaisons. 21.b) IEC TC16 Terminal markings and other identifications [Liaison officer: Mr. J. Pettersen], document 3/514/INF. Mr. Pettersen presented his report and said that it was correct when it was written but after that a number of things had happened: IEC 445 updated has been proposed to be updated. (16/364A/CC, 16/366/CD) TE replaced by FE (Functional Earth)

14 CC replaced by FB (Functional Bonding) MM replaced by a graphical symbol. It was the meaning of the committee that MM must under no conditions be replaced by a graphical symbol only since this would not be computer interpretable. Decision (New Delhi/12/97): SC3B strongly opposes to the deletion of the alphanumerical notation (earlier MM), since this is needed for documentation purposes. (Graphical symbols are not computer interpretable unless they are defined in a character set. ) The Secretary will inform the Secretariat and the National Committees are asked to act accordingly. NOTE This comment has been forwarded to the TC16 secretariat at a separate meeting between SC3B and TC16 representatives in January Mr. Pettersen also informed that things happen also in TC1: tension is proposed to be used instead of voltage. This concerns also TC3 and SCs. Mr. Sjögren, who is also working for TC1, informed that one fundamental requirement is that quantity should not be named according to the unit, and this is the background for this proposal. AC etc. There will soon be an AC circulated summarising how this is dealt with. 21. c) IEC TC44 Safety of machinery - electrotechnical aspects [Liaison officer: Mr. T. Viitanen], document 3B/214/INF. Mr. Viitanen presented his report. It was noted that we need to inform better about our work so that our publications are appropriately referenced. Mr. Dubray asked: What is the situation of 204-2? 15 Additional comments: The languages defined in TC65 (SC65B) do not support structured design in the sense of IEC , for example the use of signal designations as in IEC This makes it impossible to raise the conceptual level of the design and engineering work. On a question by Mr. Viitanen about the relation to the work in WG14, Mr. Reuter said that Mr Otto is related to the work in TC65. New liaison officer for TC65 will be Mr. Viitanen. 21. f) IEC TC93 Design automation [Liaison officer: Mr. F. Reuter], document 3/516/INF. Mr. Reuter presented his report. Page Co-operation with ISO TC184/SC4 JWG 9: There will be no harmonisation of the models. As a result several standards will cover the same matter. National Committees need to be aware of this. This will e.g. cause problems in Europe. Page 3 Will somebody take over the liaison job in TC93? Mr Regnar Schulz may be a possible new liaison officer since he is also active in that committee. 21. g) ISO TC10 Technical drawings, product definition and related documentation (including SC1 and SC11), document 3/520/INF. The Secretary presented the report from Mr. Aagard who is the new liaison officer for this committee. It was noted that there is now a strong willingness for co-operation. 21. h) ISO TC184/SC4 Industrial automation systems: External representation of product definition data [Liaison officer: Mr. F. Reuter], document 3/515/INF. Dealt with under item Review of the Programme of work, document 3B/219/PW. This will be updated based on decisions taken at the meeting. 23. Any other business. 23. a) To note the new TC3 WWW-site on the IEC-server ( The Secretary informed about the work on the server. We presently have TC3 and SC3B web pages and some project and working group pages. New project and WG pages will be set up as soon as convenors and project leaders can take on the responsibility for the updating of them. A new kind of page is the presentation pages for standards, which makes possible for the search engines on Internet to find them

16 23. b) Standing documents on the IEC server The Secretary informed that on the web pages for TC3 and SC3B there is now a place for standing documents. For SC3B document 3B/207A/INF is such a one. 23. c) Report on project descriptions Some project descriptions are maintained on the web server. 23. d) Data element type definitions in SC3B standards; electronic availability The Chairman said that we have earlier concluded that data element type occurring in a standard should be collected in an annex to the standard and -3 are examples of such standards that presently have such annexes. These should be put in the electronic reference collection IEC Also it should be proposed to the IEC/CO that standards containing such annexes, this annex should be available as diskettes. 23. e) Maintenance group for data element type definitions together with SC3D For most of our standards we should put an annex where data elements are listed to make them easily available for the reference collection. The meta data project is one actual project. The result of this project could be a fully electronic standard, without any paper version. A common procedure should be sought with SC3D for the maintenance of such data. NOTE After this meeting a confirmation has been received from the Chairman of SC3B indicating his willingness to prolong the terms of office for a three year period. 24. Date of next meeting It would be desirable to hold this in one years time. Place is not yet fixed but there are candidates. NOTE After the meeting it has been decided that the next meeting will be held in Charlottenlund, Denmark, in the beginning of November Close of the meeting The Chairman thanked the delegates their active contribution.
