2 Report of ISO/TC 8/SC 1/WG 1 Meeting 7 8 May 2014 in Shanghai, China. ISO TC 8/SC 1/WG 1 N222 The Working group on Lifesaving appliances and arrangements (WG1) met during the 20 th plenary meeting of the Subcommittee on Lifesaving and Fire protection (SC1) from 7 through 9 May 2014 at the Jin Jiang Tower Hotel in Shanghai. The WG1 meeting was opened on 7 May and convened by Mr. Kent Molsted Jorgensen welcoming the experts present. 1 ROLL CALL OF DELEGATES Experts appointed by five P-members and one liaison attended as recorded in the table below. 3 2014 ending 3 rd September The Convenor thanked the Project Leader Mr. Chen Peiji of SMERI. 4.b ISO/DIS Ships and marine technology Marine evacuation systems Determination of capacity The working group noted that the revised DIS had been circulated as WG1 N215 and submitted to the Secretary for new DIS registration and renewed ballot. The working group also noted that N357 had been posted and tasked the Convenor to have the Secretary to investigate and take actions as deemed appropriate and inform the Convenor. 4.c - g ISO/NP Ships and marine technology Servicing of inflatable life-saving appliances (series) The working group noted that revisions of working drafts had been progressed by the working group meeting in Southampton. The final working drafts being prepared by the Convenor and Project leaders will be circulated for comments before these be submitted to the Secretary for registration and ballot. The working group noted that the deadline for DIS registration was overdue and agreed to recommend an extension by the subcommittee. 5 STANDARDS UNDER PREPARATION 5.a ISO/NP Ships and Marine Technology Marine Evacuation Systems Deployment in conditions of icing The working group noted that this project had been registered for ballot receiving number The 5.b ISO/NP Ships and Marine Technology Means of recovery of persons from water The working group noted that this project had been registered for ballot receiving number The 5.c ISO/NP Ships and marine technology Servicing of immersion suits, anti exposure suits and constant wear suits The working group noted that this project had been registered for ballot receiving number The 2
4 5.d ISO/AWI (revision) Ships and marine technology -- Gas inflation systems for inflatable life-saving appliances The working group noted the deliberation at the intersessional working group meeting and tasked the Convenor to provide a working draft for the revision of this standard. Mr. Jack D. Davis III questioned whether it was intended to include specifications for gas cylinders in this revision to which the Convenor replied that this had been discussed at the intersessional meeting where it was agreed that this was not the intention as exiting standards already covers this. The working group also noted that this project had not registered in accordance with the resolution at the 19 th plenary in Copenhagen and tasked the Convenor to follow up on this with the Secretary to ensure formal registration accordingly. 5.e ISO/AWI (revision) Ships and marine technology -- Sea anchors for survival craft and rescue boats Ms. Miyazaki (JISC) presented the proposed revisions in accordance with the comments from SR ballot received from JISC and DS and the decision of the subcommittee at the 19 th plenary. She further informed that NMRI intended to initiate some research on the performance of parachute type sea anchors and appropriate performance requirements. The Convenor informed that extensive research and trials had been made in the 1980'ies and presented a report of these trials. It is apparent that the existing standard is based on this report which should be recognized in proposed revision as to ensure that while design restrictions are removed the performance characteristics required should be maintained to ensure proper function regardless of design and materials. The working group also noted that this project had not registered in accordance with the resolution at the 19 th plenary in Copenhagen and tasked the Convenor to follow up on this with the Secretary to ensure formal registration accordingly. 6 STANDARDS PLANNED FOR SYSTEMATIC REVIEW The working group noted in general the information provided by the Secretary in Annex 3 to N376 on standards planned for systematic review process and tasked the Convenor to advice the working group before the next intersessional meeting for inclusion in agenda as deemed necessary. The following standards planned for systematic review were discussed as included in the draft agenda: 6.a. ISO 15736:2006 Ships and marine technology -- Pyrotechnic life-saving appliances Testing, inspection and marking of production units The working group noted this planned systematic review but did not discuss any potential for revision. The Convenor advised members to examine any perceived need for revision and inform the Convenor before the next intersessional meeting for inclusion in agenda as deemed necessary. 6.b. ISO 18813:2006 Ships and marine technology -- Survival equipment for survival craft and rescue boats The working group noted and generally agreed to the comments received from ANSI. The Convenor advised members to examine any further perceived need for revision and inform the Convenor before the next intersessional meeting for inclusion in agenda as deemed necessary. The working group agreed to recommend the subcommittee to ensure that the IMO be informed of any revisions to this standard. 7 POSSIBLE NEW WORK ITEMS 3
5 7.a Ships and Marine Technology Survival crafts Habitability in Polar conditions The Convenor reported the discussions and outcome of first session of the IMO Sub-Committee on Ship Systems and Equipment (SSE1) finalizing the draft Polar Code for approval the 93 rd session of the Maritime Safety Committee (MSC93). The working recalled the intervention by ISO TC8/SC1 proposing to draft a standard on this topic and other standards in support of the Polar Code as deemed appropriate e.g. emergency rations, survival kits etc... The working confirmed the need for such standards and tasked the Convenor to advice a way forward in consultation with the Chairman in preparation for the next intersessional meeting. 7.b Ships and Marine Technology Rescue craft transfer and fendering arrangements The working group recalled the agreement at the last intersessional meeting and did not discuss the preliminary draft circulated by the Convenor as N201. The working group recommends the subcommittee to task the Convenor to reach out to SAR organizations and experts at the meeting of the International Maritime Rescue Foundation (IMRF) in order to involve SAR experts for the progression of this project. 7.c Others potential new work items emanating from IMO DE/SDC/SSE committees. The Convenor reported on possible new work items stemming from IMO. This included the proposed new unplanned output on the MODU Code as proposed by US and Marshall Islands. In this context the Convenor recalled previous discussion regarding the requirements for survival crafts capacities considering the average weight of offshore personnel compared to those of the LSA Code. The working group tasked the Convenor to keep this under review in preparation for the next intersessional meeting. 8 ANY OTHER BUSINESS The working group identified no other business for discussion. 9 NEXT MEETING The Convenor confirmed the next intersessional meeting of the working group tentatively from 27 to 29 January 2015, subject to the dates of relevant IMO meetings. The venue will be decided end July and draft agenda circulated. 9 CLOSURE OF MEETING The Convenor closed the meeting while thanking the working group experts and observers for their productive participation and expressed the working group's gratitude to the SAC and CIMTEC for hosting the meeting and thanked Mr. Wenchen Luo his successful preparation and support during the working group meeting.
