1 NORTH YORK COMMUNITY PRESERVATION PANEL M I N U T E S 2014 Report No. 5 Date of Meeting: Monday, May 26, 2014 Time: 7:00 p.m. Location: Committee Room 2, North York Civic Centre Present: Sam Ghose, Alex Grenzebach (Vice Chair), Geoff Kettel (Chair) Guests: Karl Frank, Daniel Rende Regrets: Mary Ann Cross, Councillor John Parker, Councillor James Pasternak Absent: Morteza Samareh Golestani, Louis Henry ADOPTION OF AGENDA: It was moved by A. Grenzebach and seconded by S. Ghose that the proposed agenda be adopted, as amended. Carried. There were no declarations of interest pursuant to the Municipal Conflict of Interest Act NYCPP Minutes (Report No. 4, April 28, 2014) It was moved by S. Ghose and seconded by A. Grenzebach that the minutes of the meeting held April 28, 2014 be approved, as amended. Carried Delegations and Presentations There were no delegations or presentations Panel Initiatives Downsview (Ward 9) Canada Lands Community Consultation Further to the discussion at the last meeting, G. Kettel confirmed that he sent a letter to Rodger Martin, Acting General Manager, Real Estate Ontario and Atlantic, Canada Lands Company, expressing the Panel s comments. A response was received from Joe Lobko of DTAH, thanking the Panel for its comments Leaside (Ward 26) Leaside Heritage Conservation District Nomination G. Kettel reported that the Leaside HCD nomination was recommended by North York Community Council at its meeting of May 21, The nomination will be on the City Council agenda at its next meeting. G. Kettel noted that a total of seven nominations of HCDs were approved by Community Councils in May, coordinated by Heritage Preservation Services.

2 5.4.3 Status of NYCPP Heritage Nominations There was nothing to report at this time Site Specific Items Ward Steeles Avenue West (Sanofi Pasteur) G. Kettel will follow up with Councillor Pasternak s office Ward Briar Hill Avenue (former Briar Hill Public School) G. Kettel circulated a series of s and photographs regarding the archaeological assessment that was undertaken at 1100 Briar Hill Avenue. It was noted that the remains of the 1863 schoolhouse and the subsequent 1908 extension were discovered intact. The effect of these discoveries on future development on the site has yet to be determined. D. Rende agreed to investigate further Ward Burndale Avenue (Joseph Shepard House) G. Kettel reported that he contacted the Real Estate Council of Ontario regarding the listing for the property. They responded that the property s heritage status did not need to be included in the ad but that the real estate agent is obligated to disclose this information to the buyer Ward Ballyconnor Court Tyndale University College and Seminary (former Ontario Bible College) The Panel wondered why the Panel was not consulted in the case of a development proposal for this property. It was moved by S. Ghose and seconded by A. Grenzebach that the Chair be authorized to write to the North York Community Planning and Heritage Preservation Services requesting them to advise the Panel when a development will take place adjacent to or potentially impacting a heritage property, Carried Centre Avenue Robertson House G. Kettel reported that designation of the property under the Ontario Heritage Act was approved by City Council at its meeting held May 6, Barberry Place (Thomas Clark House) G. Kettel indicated that the owner (through former Councillor Joan King) has invited the Panel to see the

3 property. He will respond on behalf of the Panel to arrange a time for the visit Ward Bessborough Drive (Thomas G. Elgie House) G. Kettel reported that at its meeting of April 8, 2014, North York Community Council passed a motion recommending that City Council refuse the demolition application and that the City Solicitor and appropriate City staff be authorized to attend any Ontario Municipal Board hearing to support Council s position, should the owner appeal the City s decision. City Council adopted this item without amendment at its meeting of May 6, The date for an Ontario Municipal Board hearing has not yet been set Overlea Boulevard (former Coca-Cola Canada Headquarters and Bottling Plant) There was nothing new to report Eglinton Avenue East ( Celestica West ) There was nothing new to report Lane/Street Naming Naming of a Proposed Public Street Redevelopment at 2205 Sheppard Avenue East (Ward 33) M.A. Cross indicated that Engineering Services and the developer have approved the name "O'Reilly" for the proposed public street in the redevelopment at 2205 Sheppard Avenue East. The Staff report has not yet been completed because a reference map from the developer is required. The map has been requested. It is expected that the item will be discussed at the North York Community Council meeting scheduled for August 12, Naming of Proposed Public Road and Public Lane at Finch Avenue East (Ward 24) M.A. Cross indicated that preliminary research is being reviewed Unassumed Street Between Rean Drive and Barberry Place - just south of Sheppard Avenue East (Ward 24) M. A. Cross reported that research is ongoing City-Wide Items Eglinton Connects Planning Study

4 G. Kettel confirmed that the letter of April 28, 2014 commenting on the heritage aspects of the Planning Study was submitted as per the discussion at the last meeting of the Panel. Panel members agreed to review ERA Architect s heritage report and make recommendations as to which properties should be brought forward for listing in support of Eglinton Connects recommendation # Administrative Items Panel Financial Report G. Kettel confirmed that he had ordered reprinting of the Layers of Leaside walking tour brochure at a cost of approximately $ Panel Members should forward their expenses to G. Kettel for submission to the City Future Panel Meeting Dates Future meeting dates have been confirmed as follows: June 16, 2014 July 21, 2104 All meetings will be held in Committee Room 2 at the North York Civic Centre Correspondence Letter to Planning and Growth Management Committee re. Eglinton Connects April 20, 2014 (PG32.4.6) ( e pdf) Committee Reports Lawrence Park Heritage Committee A. Grenzebach reported that a heritage evening was recently held at 12 Weybourne Crescent. He noted that all of the participants in the panel discussion had been involved in the restoration of heritage properties Other Business Community Heritage Awards nominations (Heritage Toronto) A. Grenzebach confirmed that he submitted the Panel s nomination of the Lawrence Park Heritage Committee for Heritage Toronto s Community Heritage Award Paul R. King, Ideas for Amending the Ontario Heritage Act, CHO News, March, 2014, p.5 G.Kettel suggested the Panel respond to Community Heritage Ontario s request for comments on the recommendations of a sub-committee formed to look into this issue. D. Rende offered to assist the Panel in preparing its comments in response to the suggested changes.

5 5.9.3 Heritage Toronto Walk: North York Centre Then and Now M.A. Cross will be leading this walk (along with Barbra Myrvold from the North York Public Library) on June 14, 2014 at 10:30 a.m Doors Open/Heritage Toronto Walks: Layers of Leaside G. Kettel reported that about 150 people attended the four walks held in Leaside on Doors Open Weekend, May 24-25, Panel Membership G. Kettel indicated that he will follow up with the respective local Councillor regarding the appointment of additional members to the Panel Adjournment There being no further business, the meeting was adjourned.
