Note that it is up to the individual to make sure that their state accepts the PDH credits for participation in meetings. 3.0 ADOPTION OF AGENDA Required action - Motion to approve the Agenda with or without amendments. 4.0 APPROVAL OF MINUTES May 23-24, 2017 Required action - Motion to approve the Minutes with the following amendments. B30.5 Hargreaves withdrew his disapproval during the meeting on Ballot , record (not on ). 3 5.3.2 CSP 34 Policy on Recording Meetings As a reminder, taping of the committee meetings is prohibited Standards Training at Universities The ASME Council on Standards and Certification has been focused on educating college students on the importance of standards and how they could apply to their future employment. If anyone has contacts at colleges or universities and are interested in giving a codes and standards, please let the Secretary know. If any of the members would like to give the presentation, the Secretary can forward the PowerPoint presentation and volunteers are welcome to use the material. All standards are available in PDF format for all B30 members and alternates through the following link: ublications=yes 6.2 B30 Revisions Approved for Publication Pages The SC Chairs are requested to review this document and let the Secretary know if there are any changes to be made. 6.3 Global B30 Volume Revision Requests Pages The Secretary has posted the Global Volume Review Approved Items on C&S Connect at: Standing guidance: All SCs need to review the Global Revision Requests and consider them for incorporation during their revision process. 8 B30.22 Articulating Boom Cranes (Reynolds) The following request needs to be reviewed during the next revision: As a result of discussion during the BSCS consideration of the B30.22 Appeal in November 2015 the BSCS noted the following: It is recommended that the B30 Standards Committee review the wording in for the next revision of the standard. This review should consider the location of this requirement and how information related to original design factors is to be obtained. US TAG to ISO TC 96 on Cranes (Fidler) ISO TC 96 will be meeting in Tokyo Japan from September 25-30, RAC Regulatory Authority Council (Shelhamer) Standing request - If anyone has any suggestions for potential members, please contact the Secretary. June 2016 Minutes Front Pages Pages ) Request for information on Mini Cranes/Spider Cranes in the 3-5 ton range The RAC has requested that the B30 committee comment on which of the B30 standards currently cover this equipment. If none of the standards currently cover it, then they suggest that the committee consider adding safety guidance for these types of cranes or that a new standard be developed. They are seeing more and more of these in their jurisdictions. Pictures may be found at:
10 2) The following Requests for Revision have been forwarded by Charles Shelhamer NYC Department of Buildings: May 2017 A Motion to request that B30.5 subcommittee review these three items and bring their recommendations back to the B30 committee was approved unanimously. The B30.5 ad hoc committee will report back at the September meeting. 1) Signaling Requirements I ve been comparing the signaling requirements in the B30 standards and the requirements in OSHA Subpart CC. There are some extra requirements in Subpart CC, especially 1420 and 1421 around voice signals, and 1422 for a hand signal chart to be posted near the operator, that are not in the B30 standards. Has any consideration been given to including these in B30 for consistency? 2) Frequent Inspection OSHA has several requirements for frequent inspection that are not included in the B.30 standards. Would it be possible to include all of the OSHA frequent inspection items into B30, so that way there is one consistent list to reference? I haven t gotten to the periodic inspection and inspections for idle cranes, but assuming there are items in OSHA not in B30, assume I ll make the same comment. 3) Rigging Supervisor If future editions of B30 will introduce the concept of a rigging supervisor would the duties of the lift director be revisited, and perhaps some of them assigned instead to the person responsible for the rigging (for example, checking that loads are balanced, that weights are communicated to the operator, etc). Has any consideration been given along those lines? 8.0 OLD BUSINESS 8.1 Definition of Rigger and Signalperson (Lusi) The Chair appointed an ad hoc committee to develop these definitions. Tony Lusi is the ad hoc Chair, Ted Blanton, Dave Decker, Mike Mills, Cliff Dickinson, Stephanie Wood, Mark Jaxtheimer. The committee discussed the proposed language and after discussion and numerous comments. The project team manager on this standards action, Tony Lusi requested that this item be submitted for ballot. Ballot closes 8/17/17 Pages TR B30 Global Definition of Rigger and Signalperson received 14 disapprovals. 8.2 ASME Areas of Focus (Hyam) Page 305 During the May 2017 meeting, the Secretary noted that ASME is interested in making sure that their standards reflect current and future technology. Possible future topics that were discussed include: Inspection of Cranes Using Drones, Automation of Cranes or Material Handling Equipment and use of real time load charts that use on the fly calculations of stability will require sensing system reliability. 1) Inspection of Cranes Using Drones See Agenda Item 9.3
11 2) Automation of Cranes or Material Handling Equipment 3) Use of real time load charts 8.3 CSA Liaison Report (Mellott) 8.4 Technical Committee on Spanish Liaison Report Subcommittee on B30 Standards in Spanish (Edwards) The Committee is no longer active, but will most likely be activated once the next edition of B30.5 is published. 9.0 NEW BUSINESS 9.1 B30 Supplemental Procedures Proposed revisions to the Membership Procedures to be reviewed based on discussion during executive session. 9.2 Request for Revision to Responsibilities (Closson) Page 306 Proposal to add wording to standards and the potential to have ASME publish a guideline document to include relevant information. 9.3 Inspection Unmanned Aircraft Systems (UAS) used in the Inspection, Testing, Maintenance and Lifting Operations. Pages Proposal for an addition to the B30 standards MEMBERSHIP REPORT (EXECUTIVE SESSION) 10.1 Committee Roster Pages The B30 committee members are requested to review the rosters. Chair Ballots (May) Membership Review (May) Pages During the May 2017 meeting, the Chair reviewed the performance of standards committee participants in accordance with the B30 supplemental procedures, see attachment. It was noted that Norman Hargreaves was not in compliance with the requirements and per the supplemental procedures, his membership was to have been removed from the committee. However, ASME staff reviewed the B30 supplemental procedures alongside the ANSI accredited Procedures for ASME Codes and Standards Development Committees and determined that the supplemental procedures do not meet the requirements of Section 4.4 Duties of the Officers. Paragraph states that all terminations need to be voted on by the consensus committee, see below for the excerpted requirement The Chair shall review the performance of standards committee participants at least once each year, and take actions to correct poor performance, including the possibility of proposing terminations. See paras , 3.3.4, and 7.1. Terminations must be approved by both the consensus committee and the cognizant board. Individuals whose appointments have been terminated may appeal this action. Therefore, the B30 supplemental procedures need to be revised. A proposed revision to the B30 supplemental procedures will be presented during the September B30 meeting and must be approved by the B30 committee and Board on Safety Codes and Standards before further action could be taken on the pending membership action.
