2 ASME A120 Standards Committee Procedures These procedures include the Procedures for ASME Codes and Standards Development Committee, Revision 17, Dated February 7, 2018, as supplemented below: Charter (Ref. 1.1) The charter of the ASME A120 Committee on Safety Requirements for Powered Platforms for Building Maintenance, hereafter called Standards Committee, of the American Society of Mechanical Engineers, shall be: the development and maintenance of standards for powered platforms (scaffolds) and traveling ladders and gantries for buildings where window cleaning and related services are accomplished by means of suspended equipment at heights in excess of 35 ft (11 m) above a safe surface, (e.g. grade, street, floor, or roof level). Number of Members (Ref. 3.1) The membership of the standards committee shall consist of not more than 35 members. Classification of Members (Ref ) The membership of the A120 Standards Committee shall be classified in accordance with their major interest from among the following categories, as appropriate: AF General Interest - Includes individuals that provide equipment servicing, training, research and development, educators and public interest persons. AO Owner - An organization owning and/or operating powered platforms and related equipment AK Manufacturer - An organization producing components or assemblies AT Regulatory - An agency or organization that regulates the designing, manufacturing, installing and operating activities related to owner facilities AI Laboratory - A national laboratory or an organization furnishing testing and examination services related to the manufacture, construction and installation of components, parts and items AB Designer - An organization performing design and design related services, consultants having a majority of their work performing design and design related services AE Employee/Union Interest - A group or groups organized to represent the employees affected by the applicable standard Determining Subordinate Group Members (Ref. 5.1, 6.3.2) The standards committee shall approve membership of the subordinate group reporting to it. Determining Project Team Membership (Ref. 5.3) The chairman of the standards committee appoints the project teams. 2
3 Interpretations (Ref , 10) Approval Committee Interpretations shall be approved by a vote of the standards committee. Intent Interpretation. Technical inquiries that cannot be answered on the basis of existing wording of the standard may be answerable by an intent interpretation. Intent interpretations are permitted only to clarify conflicting or ambiguous wording or to resolve incorrect wording. An intent interpretation shall be submitted to the standards committee for approval along with the revision(s) to the standard that support the intent interpretation. Both the intent interpretation and the revision(s) to the standard must be approved for the interpretation to be issued. 3
4 Written Instructions A120 Standards Committee procedures relating to membership are covered by Section 3 of the Procedures for ASME Codes and Standards Development Committees, Membership of the Standards Committee. This Appendix supplements those procedures by providing administrative guidelines for selection of new members and the requirements for maintaining membership in good standing. A1 STANDARDS COMMITTEE A1.1 Application for Membership (Ref. 3.2) Candidates may apply for one of the following memberships on the Standards Committee: - Member - Delegate (ref. 3.3) Candidates for membership on the Standards Committee shall have attended at least one Committee meeting within the 15 months preceding application for membership. Candidates shall complete an electronic ASME PF-1 application form and sign a Participation Agreement form (PAF) from the asme.org website. The application shall be included on the agenda for the next Standards Committee meeting for review and appropriate action. A copy of the application, along with a résumé shall be included as an attachment to the meeting agenda. When a vacancy exists on the Standards Committee, candidates will be solicited from interested persons who have submitted application for membership. A vacancy shall be considered to exist when the number of Standards Committee members is less than the maximum number of members permitted in this supplement. Openings shall be filled from the pool of candidates based on the criteria contained in Section 3 and its subsections. Candidates from an interest group category that is at its maximum limit shall not be included for consideration. If an individual on a potential member list has not been appointed to the Standards Committee or a Subtier Committee within three years of the request, the individual is to be notified by the Secretary and directed to resubmit the request if still interested; otherwise, the individual will be dropped from the list. A1.2 Selection of new members When the Standards Committee determines that it is necessary or desirable to fill an open position of the Standards Committee, candidates will be considered from the potential member list or may be solicited from interested persons. Openings will be filled from the pool of candidates based on the following criteria: (a) Technical expertise and experience. (b) Commitment of the individual and their employers for the allocation of the time and expense necessary to fulfill the duties of membership. (c) The interest categories of the individuals, in order to maintain proper balance of committee membership and to obtain a wide variety of expertise and interests. (d) Commitment of the individuals as demonstrated by active participation on Project Teams, and attendance at Standards Committee meetings. The approval of a nominee requires a majority vote of the Standards Committee members and approval by the BSCS. 4
5 Openings shall be filled from the pool of candidates based on the criteria contained in para 3.2 and its subsections. Candidates from an interest group category that is at its maximum limit shall not be included for consideration. When the pool of candidates for consideration is not greater than the number of vacancies, each candidate shall be balloted in accordance with para When the pool of candidates for consideration is greater than the number of vacancies, the weighted vote method shall be used, see A4. A1.3 Determining Nominees for Each Office (ref ) The nominees for each office will be determined using the weighted vote (3,2,1) method. See A4. A1.4 Membership requirements Standards Committee members (except ex officio and honorary members) are required to: (a) Attend at least ½ of all Standards Committee meetings per year; and (b) Respond to at least ¾ of all letter ballots per year; and (c) Participate on the Project Team(s) An alternate s attendance at a meeting where the member is absent, counts towards the attendance requirements. The member is responsible for meeting the ballot return requirement and to participate on project teams. The officers will review with the member the reasons for delinquency and, if necessary, recommend discharge at the meeting. A recommendation to discharge a member requires a 2/3 vote of the Standards Committee members and concurrence by the BSCS. A2 INTEREST REVIEW GROUP A2.1 Formation of Interest Review Group Since it is the purpose of the Standards Committee to develop and maintain and interpret standards, which represent a national consensus of concerned interests, an Interest Review Group (IRG) shall be established as set forth hereunder. A2.2 Membership Membership on the IRG shall be open to individuals with a concern and willingness to participate within the scope of the Committee. Selection shall be based on technical qualification of the individuals and the type of experience and expertise they would bring to the Committee. Representation shall normally be limited to one member per organization, company, or jurisdictional authority, except that additional members may be appointed if they represent special skills, interest, or fields of action considered beneficial to the committee. Members and alternates of the Standards Committee are not eligible for membership. 5
6 A2.2.1 Appointment. Memberships are subject to approval by majority of the Standards Committee and the BSCS. They are appointed to a term not exceeding 5-years and are eligible for reappointment. A2.3 Privileges and Responsibilities The IRG members are provided access to draft proposals for review and comment only (non-voting) on proposals covered under para A3 APPEALS Any action or inaction on membership may be appealed in accordance with Section 11. A4 WEIGHTED VOTE METHOD When the Committee is considering numerous candidates for the nomination of Standards Committee members (A1.2) or officers (Para. 4.2), the weighted vote method shall be used, as described below, to determine the Committee s preference. (a) A ballot listing the candidates will be prepared for letter balloting or distribution at the meeting. (b) Following discussion of the candidates, members (or their acting alternates) will mark the ballot with a 3 for their first choice, 2 for their second choice, and 1 for their third choice. (c) The votes will be tallied, and the person with the highest total will be nominated. The nominee will then be balloted for required majority approval. (d) If the Committee is considering filling more than one position of the Committee, the procedure will be repeated with the remaining candidates. 6
