2 ASME CSDAFB Standards Committee Procedures These procedures include the Procedures for ASME Codes and Standards Development Committee, Revision 17, dated February 7, 2018 as supplemented below: Charter (Ref. 1.1). The charter of the Controls and Safety Devices for Automatically Fired Boilers (CSDAFB) Standards Committee of the American Society of Mechanical Engineers (ASME) shall be the development of requirements for the assembly, installation, maintenance, and operation of controls and safety devices on automatically operated boilers directly fired with, gas, oil, gas oil, or electricity subject to the Service Limitations and Exclusions listed below. Service Limitations (1) All automatically fired boilers regardless of fuel input ratings (2) Burners field installed in automatically fired boilers. Exclusions (1) Boilers with fuel input ratings greater than or equal to 12,500,000 Btu/hr (3 663 kw), falling within the scope of NFPA 85 Boiler and Combustion Systems Hazards Code. (2) Water heaters. (3) Direct gas-fired swimming pool heaters that bear a label and/or are listed by a nationally recognized testing agency or other organization that is acceptable to the authority having jurisdiction as complying with ANSI Z21.56/CSA 4.7, Standard for Gas-Fired Pool Heaters. Number of Members (Ref. 3.1). The membership of the Standards committee shall consist of not more than 35 members plus a Secretary. Membership of the Standards Committee is on an individual basis. Application for and Selection of Membership (Ref. 3.2). (1) Candidates for membership on the Standards Committee shall have attended at least one Committee meeting within the 15 months preceding application for membership. Candidates shall complete an ASME PF-1 application form supplied by the Secretary. The application shall be included on the agenda for the next Standards Committee meeting for review and appropriate action. A copy of the application, along with a résumé and a letter of support from their employer (not required if self-employed) indicating the employer s willingness to extend the time and resources needed for the candidate to attend meetings shall be included as an attachment to the meeting agenda. (2) When a vacancy exists on the Standards Committee, candidates will be solicited from interested persons who have submitted application for membership. A vacancy shall be considered to exist when the number of Standards Committee members is less than the maximum number of members permitted in para Openings shall be filled from the pool of candidates based on the criteria contained in para 3.2 and its subsections. (3) Candidates from an interest group category that is at its maximum limit shall not be included for consideration. (4) When the pool of candidates for consideration is not greater than the number of vacancies, each candidate shall be balloted by the Standards Committee members present at a meeting held in accordance with para. (1) above. Approval in accordance with para. 7.6 of the accredited procedures shall be required for recommendation by the Standards Committee to the BSCS. (5) When the pool of candidates for consideration is greater than the number of vacancies, the following weighted vote method shall be used: (a) A ballot listing the candidates will be prepared for distribution at the meeting.

3 (b) Following discussion of the candidates, members (or their acting alternates in accordance with 3.1.2) shall mark the ballot with a 3 for their first choice, a 2 for their second choice, and a 1 for their third choice. (c) The weighted votes shall be tallied and the person with the highest total shall be nominated. The nominee shall then be balloted in accordance with para (d) If more than one position on the Standards Committee is being filled, the weighted vote method shall be repeated with the remaining candidates. Multiple Memberships from a Single Organization (Ref. 3.2). The Standards Committee has agreed to use the BSCS policy for Multiple Membership from a Single Organization. (1) There shall be no more than one voting member from a single organization [see para. (5) below] except that a Standards Committee may nominate more than one voting member due to one or more of the following circumstances: (a) The nominees represent difference expertise considered necessary to the Committee. (b) One of the nominees (or two of the nominees if three are being nominated) is a Chairman of a Subordinate Group. (2) The justification for the multiple membership shall be submitted to the BSCS at the time the nominees are considered for appointment and reappointment. When circumstances arise in which there would be three persons from one organization, the justification shall be considered at a meeting of the BSCS. (3) Under no circumstances shall there be more than three voting members from a single organization. (4) If there are two members from one organization on a Standards Committee due to the acquisition of one company by another, or a member moving from one organization to another (without changing interest category), this policy need not be applied until the expiration date of one of the member s term. If this situation results in three or more members from one company on a Standards Committee, it shall be brought to the attention of the BSCS for consideration at its next meeting. (5) For the purpose of this policy, an organization is defined as a company, government agency, union, etc. In the case where two companies are part of the same corporation or one company is owned by another, a decision as to whether they constitute a single organization will be made by the BSCS on a case-by-case basis. The independence of the two companies shall be used as the criteria for making this decision. In the case of government bodies, two agencies would not be considered the same organization if they promulgated separate regulations or separate procurement standards/specifications. Classification of Members (Ref ). The CSDAFB Standards Committee members shall be classified in accordance with their major interests from among the following categories, as appropriate: AK Manufacturer An organization producing components or assemblies. AF General Interest Consultants, educators, research and development organization or testing laboratory personnel and public interest persons. AM Material Manufacturer An organization producing controls, related accessories or component parts. AT Regulatory An agency or organization which regulates the designing, manufacturing, installation, or operating activities related to owner facilities.

4 AH Insurance/Inspection An organization which insures equipment or provides required independent inspection of manufacturing and installation of components, parts, and items. AW User An organization which uses a product covered by the standard. To ensure balance, not more than one-third of the membership shall come from any single category without the recorded approval of the other classification and the approval of the BSCS. Operation of Committee While Out of Balance (Ref ). The Standards Committee may continue to operate if it becomes temporarily out of balance due to the resignation or termination of any member. However, the Standards Committee Chair or the BSCS may rule that certain actions should be postponed until balance is restored. Interest Classification Change (Ref ). The effects of the new interest classification on the balance of interest on the Standards Committee and expertise in the new interest shall be considered. Nominating Committee (Ref (a)). The Chair shall appoint a Nominating Committee of not less than three members from among the voting membership of the Standards Committee for the purpose of nominating two candidates for each office for the following term. The Secretary shall notify the Standards Committee of the Nominating Committee s report and that nominations from the voting membership of the Standards Committee may also be made by petition signed by at least five voting members of the Standards Committee and submitted to the Secretary. The Secretary of the Standards Committee shall provide to each voting member the names of all candidates, those submitted by the Nominating Committee being so indicated. Weighted Vote (Ref (b)). The Secretary shall send out to members of the Standards Committee two identical lists of names of all members of the Standards Committee; one for Chair, the other for Vice- Chair. Each list shall be noticeably marked, distinguishing which office the vote is intended for. Each member shall mark the ballot with a 3 for their first choice, a 2 for their second choice, and a 1 for their third choice indicating the member s preference for Chair and Vice-Chair on their respective lists. The two names receiving the weighted highest number of votes, or additional names if there is a tie for second, shall be nominees. A member may choose to select the same person for both offices. After determining whether the nominees for each office will serve if elected, the Secretary shall then submit the names of the nominees to all members of the Standards Committee, for voting within thirty days. If a member is nominated for both offices, the person who received the third highest number of votes for each office shall also become a nominee. Should a member be elected for both offices, the prospective Officer will be contacted for which office the member chooses to serve. The vacant office will be offered to the person who received the second highest number of votes. Duties of the Chair (Ref ). The Chair shall review the performance of the Standards Committee members at least once each year. The review shall include the activity of each member with regard to participation on Project Teams, participation in the review and comment process, participation in letter ballot voting, obligations, and attendance at meetings. Based on the findings, the Chair shall report to the Standards Committee any recommended change, including removal action. Voting on any such recommendation shall be by secret letter ballot (excluding of any member being voted on). Unmarked ballots or failure to return ballots within the specified time shall be considered as votes for approval of the recommended change. See Section 11 for appeal procedures. Duties of the Secretary (Ref 4.4.4). The Secretary shall prepare and distribute agenda and minutes of all meetings of the Standards Committee to members of the Standards Committee, and to the members of the Conference Committee*. Determining Project Team Membership (Ref ). The chairman of the Standards committee appoints the project teams.

5 Approval of Standards Actions (Ref ). The project team provides access to draft proposals for review and comment to members and delegates of the Standards Committee, members of the Conference Committee*, technically cognizant subordinate interest groups, other affected or appropriate Standards Committees, BSCS members and members of the public who have expressed interest. Voting Procedures (Ref ). Members of the Conference Committee* shall have the opportunity to vote on First Consideration standards actions only. Not Voting (Ref (c)). The reason for not voting should be stated on the ballot form. The total Standards Committee membership count is reduced by one for each not voting ballot for that particular action. A response of abstain signifies neither approval nor disapproval, but the total Standards Committee voting membership remains unaffected by such action. The reason for the abstain vote should be stated on the ballot. Project Team Actions (Ref (j)). The project team may submit an item for recirculation vote when no changes have been made to the proposal or when only editorial changes that do not change the technical content have been made. If the technical content of a proposal has been modified, with or without editorial changes, the item shall be submitted for a new first consideration vote. CSD-1 CASES 1. CSD-1 Cases: Cases, which shall be sequentially numbered, may be issued for the purpose of providing, when the need is urgent, rules for boiler controls and safety devices, as well as the use of materials and/or specific constructions not covered in existing requirements in CSD Requests for Cases shall be submitted to the Secretary of the CSDAFB standards Committee and shall provide the following: (a) Statement of Need. Provide a brief explanation of the need for the Case. (b) Background Information. Provide background information to support the Case and the exceptions taken in the Case to the Standard (i.e. CSD-1). Include any data or changes in technology that form the basis for the request that will allow the Committee to adequately evaluate the proposed Case. 3. Case(s) shall be written as a Question with a proposed Reply in either Format A or Format B as shown in item 4. below, and should identify all the requirements of the applicable Standard for which exception is sought. All other requirements of the applicable Standard shall apply. Furthermore, the proposed Case(s) should identify the applicable edition of the Standard to which it applies. 4. Case Format Format A Question: Under what conditions may (controls, safety devices, materials or construction) not covered in CSD-1, be used in lieu of the requirements of (applicable section/paragraph) of CSD-1? Proposed Reply: It is the opinion of the Committee that (controls, safety devices, materials or construction) not covered in CSD-1, may be used in lieu of the requirements of (applicable section/paragraph) of CSD-1 provided the following requirements are met: List requirements List any other requirements All other applicable requirements of CSD-1 shall apply.

6 Format B Question: Under what conditions may (controls or safety devices) as required in (applicable section/paragraph) of CSD-1 be omitted? Proposed Reply: It is the opinion of the Committee that (controls or safety devices) as required in (applicable section/paragraph) of CSD-1 may be omitted, provided the following requirements are met: List requirements List any other requirements All other applicable requirements of CSD-1 shall apply. 5. Case Approval: Cases require approval by the Standards Committee in accordance with paragraph Case Effective Date: Cases are effective for use upon the approval date of the Board on Safety Codes and Standard. 7. Cases shall be published in the next scheduled edition of the applicable Standard and shall carry an expiration date four (4) years later than the date of approval or revision unless an earlier expiration date is specified in the Case. Cases will be annulled automatically at that expiration date unless extended or previously annulled by voted action (revision to CSD-1 or a decision to make no change) of CSDAFB Standards Committee and the Board on Safety Codes and Standards. 8. Applicability of Expiration: Expiration or annulment of the Cases shall not apply to equipment contracted for during the period of time when the Case was in effect, nor to in-service inspection and testing plans which includes the time-period when the Case was in effect. ERRATA 1. Errata are considered to be necessary corrections to errors introduced in the Standards during the publication process (e.g. typographical errors, misspelling, grammatical errors, and incorrect publication of revisions). Errata corrections shall be approved by the Standards committee, and shall be posted on the public domain of the CSDAFB Standards Committee web page in C&S Connect once approved. Subsequently, errata corrections shall be published in the next scheduled edition of the affected Standard.
