4 5.3 GENERAL ANNOUNCEMENTS Legislation Updates or topics for discussion provided by members prior to the meeting: NYC now requires event recorders on all cranes and has banned cranes over 25 years old. New York City has issued a new rule regarding rigging practices that references ASME B30 standards. A copy of the rule can be found on the following link CSP 34 Policy on Recording Meetings As a reminder, recordings of the committee meetings is prohibited. The subcommittee chairs should also consider stating this this during their subcommittee meetings Standards Training at Universities The ASME Council on Standards and Certification has been focused on educating college students on the importance of standards and how they could apply to their future employment. If anyone has contacts at colleges or universities and are interested in giving a codes and standards, please let the Secretary know. This review should consider the location of this requirement and how information related to original design factors is to be obtained. Mr. Closson, who was the B30 respondent in the appeal, reported that the B30.22 wording in was identical to the wording in B30.5 and during the appeal he noted that he would ask B30.5 subcommittee to review the wording in the B30.5 volume to determine if any further improvements to the wording could be made. The B30.5 Chair reported that the B30.5 Subcommittee had further reviewed this section and the consensus of the subcommittee was that the current language is adequate. The B30 Standards Committee discussed the proposed B30.5 subcommittee's response to Mr. Hargreaves. Motion to approve the B30.5 response as shown below was seconded and unanimously approved during the September 2018 meeting. After further review by the B30 main committee, as recommended by the board, it was determined the B30.5 current language is adequate. B30.22 SC reported that they were still working on this item during the September 2018 meeting. B30 RAC: Request for information on Mini Cranes/Spider Cranes in the 3-5 ton range See section B30 RAC Regulatory Authority Council (Charles Shelhamer) below for additional information. B30.23 Personnel Lifting Systems (Michael Eggenberger) Michael Eggenberger resigned from the B30.23 (Chair) and B30 (Alternate) positions and a petition for a new Chair was sent. 11 US TAG to ISO TC 96 on Cranes (Eric Fidler) B30 RAC Regulatory Authority Council (Charles Shelhamer) Standing request - If anyone has any suggestions for potential members, please contact the Secretary. Request for information on Mini Cranes/Spider Cranes in the 3-5 ton range The RAC has requested that the B30 committee comment on which of the B30 standards currently cover this equipment. If none of the standards currently cover it, then they suggest that the committee consider adding safety guidance for these types of cranes or that a new standard be developed. They are seeing more and more of these in their jurisdictions. Pictures may be found at: January 2018 meeting: The Chair directed that B30.5 and B30.22 review this item and provide their input back to the RAC. The committee will discuss the SC feedback with the understanding that ASME does not certify if a piece of equipment conforms to a particular B30 standard. SC B30.5 response: If the equipment falls within the scope of then it would belong within ASME B30.5. SC B30.22 response If the equipment falls within the scope of then it would belong to B B30.5 Latin America and Caribbean International Working Group No report at this time. 8.0 OLD BUSINESS 8.1 Definition of Rigger and Signalperson (Toni Lusi) The Chair appointed an ad hoc committee to develop these definitions. Tony Lusi is the ad hoc Chair, Ted Blanton, Dave Decker, Mike Mills, Cliff Dickinson, Stephanie Wood, Mark Jaxtheimer are the members. During the January 2018 meeting, the ad hoc committee withdrew the proposal for further revision and noted that they would forward for a new ballot. Ballot Closed on 8/17/17 Pg(s): TR B30 Global Definition of Rigger and Signalperson received 14 disapprovals. 8.2 ASME Areas of Focus (Kat Peterson) During the May 2017 meeting, the Secretary noted that ASME is interested in making sure that their standards reflect current and future technology. Possible future topics that were discussed include: Inspection of Cranes using Drones, Automation of Cranes or Material Handling Equipment and use of real time load charts that use on the fly stability calculations, which will require sensing system reliability. 1) Inspection of Cranes Using Drones. a. Update: This topic is being covered by the new B30.32 subcommittee. Page 11

12 2) Automation of Cranes or Material Handling Equipment 3) Use of real time load charts During the September 2017 meeting, a further discussion took place and the attached new technology items were noted during the brainstorming session. These will be kept on future Agendas for further consideration by the standards committee and SCs. SC Chairs are requested to continue to review. 8.3 CSA Liaison Report (Judith Mellott). 8.4 Technical Committee on Spanish Liaison Report Subcommittee on B30 Standards in Spanish (Robert Edwards) No report. May 2018 meeting: The Committee is no longer active, but will most likely be activated once the next edition of B30.5 is published. Depending upon the success of the sale, ASME will prioritize the future volumes for translation. The Secretary noted that there is a plan to update B30.5 for the next edition. Mr. R.
