11 Civic Improvement Commission Report Campbell Historical Museum & Ainsley House June 12, 2014 COLLECTION & CONSERVATION City Council Study Session Considerable attention has been paid to the Museum following the March 18 study session and throughout the City s budget process. As a result, on August 5, Museum staff will present another Study Session for City Council, this time focusing options for the ongoing operation of the Museum by the City and addressing the resources needed for each option. Collection Inventory The Ainsley House inventory project has entered phase two. Following the completion of the physical inventory, staff are now updating collection records in PastPerfect, the Museum s collections management system. Meanwhile, Collections Specialist, Anna Rosenbluth is continuing to re-house objects in the Ainsley House and develop conservation plans for items with damage from pests or other sources. She is also working to identify and catalog the objects without accession numbers. This project will likely take the rest of 2014 to complete. Conservation Three works on paper have been sent out for conservation work to remediate mold and damage from acidic housing. PROGRAMS Volunteer Recognition Museum volunteers were recognized at the April 30 City Volunteer Luncheon. The Museum has 109 volunteers who contributed 5,661 hours of work in 2013 including maintaining the Ainsley Garden, giving tours of the Ainsley House, greeting visitors to the Historical Museum and Ainsley House, assisting the Collections Specialist with special projects, and providing administrative help to staff. Volunteers provide the equivalent of 2.72 full time positions. School Programs This academic year the Museum s education programs generated: 14 traveling trunk bookings, each trunk is used by 5 classes with total outreach of approximately 1,400 students 116 Hands-on-History programs at the Campbell Historical Museum, reaching 3,169 students to date (there are two more programs scheduled this week) 11 History Detectives programs at the Ainsley House reaching 330 students 2014 Exhibit The 2014 Ainsley House exhibit, The Spirit of Campbell, is on view through June 30. Voting on the contemporary photograph that best represents the spirit of Campbell will end June 22.
12 June 2014 Commission Report Nancy Howe, County Librarian Joint Powers Authority June 5th Meeting The Joint Powers Authority Board (JPA) will meet on June 5 th at 1:30 P.M.at Library Services and Support Center, 1370 Dell Avenue, Campbell. The agenda includes: final approval of the FY budget; acceptance of the Independent Audit Report for Fiscal Year ; adoption of Behavior Policy; establishment of a Fines and Fee Committee to review and propose revisions; and adoption of the 2014 Legislative Policy Agenda. State Budget funding for public libraries There is currently discussion in the State Legislature Budget Conference Committee regarding an increase of 10 million for public library funding (see attachment from the California Library Association CLA). Of particular interest to Santa Clara County Library District is the restoration of Transactional Based Reimbursement (TBR) which is not specifically named in the CLA memo, but could be one area for restored funding. The State stopped funding of Transactional Based Reimbursement (TBR) in TBR had provided reimbursement to local libraries for a portion of costs incurred when extending lending services beyond service area residents. TBR provided an incentive for free, seamless library use across jurisdictions. Local funding of libraries results in disparity of service levels. TBR provided a critical source of funds to the Santa Clara County Library District (SCCLD), which was the largest recipient of TBR funds in the State. In , the last year the funds were provided, SCCLD received over 1.2 million. To help mitigate the loss of the funds and to preserve the service level to residents, the Library JPA instituted a non District resident annual card fee of $80. However, the average annual amount received from this fee has varied from $400,000 in to $335,000 projected this fiscal year. The non resident fee also resulted in a decrease in demand for limited library services Public libraries provide essential access to information and life long learning to all. Before 2011, SCCLD was able to provide free library service to all vs. free library service to residents of the District. The residents of Silicon Valley may not live, work, or attend school in the same jurisdiction. Free, seamless service across jurisdictions is still our preferred service model and TBR helped make that possible.
13 PR Award The California Library Association PR Excellence Awards honor the highest quality efforts of California libraries in promoting and communicating their message to their patrons. This year, the Santa Clara County Library District won the Best Electronic Media campaign (for libraries with budgets of more than $10 million) for its 2013 Sharing Starts Here video. The project goal was to develop a short video that would provide a creative way to showcase the different services, resources, and programs the Santa Clara County Library District (SCCLD) offers to the public. The intended audience for this video was the general public residing in the Santa Clara County Library District, local government officials and Library stakeholders. The video was designed to have broad audience appeal for both Library users and nonusers. All seven community libraries are featured in the video. The Sharing Starts Here video accomplished the project goal by using high quality film images to communicate important SCCLD value propositions that resonate with the intended audiences. The value propositions featured in the video indicate that SCCLD is a place for: (1) sharing stories, (2) sharing reading, (3) sharing imagination, (4) sharing opportunities for success, (5) sharing technology, (6) sharing expertise, and (7) sharing resources and free programs. 15 Westmont High School during lunch hour on May 28 th to share Spark a Reactionteen summer activities with students. The Library District partnered with the Registrar of Voters to provide early voting for all Santa Clara County registered voters at the Campbell Library, Gilroy Library, Milpitas Library and Los Altos Library on May 24, May 25, May 30 and June 1. Many visitors stopped by to vote and some became library members. The Campbell and Gilroy Libraries were open additional hours on Sundays May 25 and June 1 in conjunction with early voting. News and Highlights The Campbell Library staff congratulates Marlene Iwamoto on her promotion as the Supervising Librarian of Adult and Teen Services. Marlene has many years of library experience and notable projects including creating a successful teen volunteer program, coordinating a district wide grant, and leading the Campbell Library s upcoming Tech ToolBar. She previously served the Library as the Teen Librarian, Adult Services Librarian, and recently as the Acting Supervising Librarian of Adult and Teen Services since October. The Library was pleased to host the Annual CUSD Writers Fair reception on May 21 st. Works by students are on display in the Children s Room through the end of May. Summer Reading is here!
