2 Call to Order Chairman David Evans called the regular meeting of March 13, 2017, to order at 1:00 p.m. in the Commission Room of the Courthouse. Commissioners Kaminska, Coble, and Evans were present, as well as, County Clerk Kerry Harrod, and County Counselor Paul Dean. Minutes Approval Commissioner Coble moved and Commissioner Kaminska seconded the motion to approve the Special Meeting Minutes of February 6, 2017 as amended. Motion carried 3-0. Commissioner Kaminska moved and Commissioner Coble seconded the motion to approve the Regular Meeting Minutes of February 27, 2017 as amended. Motion carried 3-0. Public Forum Elk County Council on Aging mailed in a letter requesting the Commission to appoint Ruth Ann Lovelady as our Silver Haired Legislator to represent Elk County at the state capital. County Clerk Kerry Harrod will send out a letter of appointment. Four County, which is a Senior Corps program, wants Elk County to participate to show support for local citizens who help improve the lives of others through service. County Clerk Kerry Harrod will prepare a proclamation to be signed at the next meeting to participate. Volunteer residents of Elk Falls have created a library in their senior center which is hooked up to the Southeast Ks Library system. Commissioner Kaminska stated she has finished up the fence viewing and will follow up on that later in the meeting. Emergency Preparedness Byrdee Miller stated they had the solid waste board meeting this morning and she has a few corrections to make on the plan. Ms. Miller presented the criteria for the Fire Management Assistance Grant Program (FMAG) to the commissioners to review. The National Weather Service will be at the Cox Building tonight at 6:30. EMS Kenneth Mitchell turned in the monthly report. They had 19 runs and total collections of $10, for the month of February. They are setup in the rental house and have a telephone number of Register of Deeds Stephanie Ollenborger turned in the monthly report. They had a total of 73 instruments recorded and a total deposit of $2, for the month of February. Public Works Don Sanders turned in the monthly reports for the Road and Noxious Weed Departments for the month of February. Mr. Sanders said he will be attending a class Thursday in Topeka and 6 other employees will be attending a class in Erie Kansas April 13 th. Rock has been hauled out to Road 25 south of Longton.

3 Sheriff John Walker stated there should have been a deposit of $25,000 a few days ago for a new truck. One of the deputies will be taking off Monday to go to the academy for 14 weeks. Commissioner Kaminska wanted to remind everyone to make sure they sign all their receipts. Rural Fire Doug Ritz asked if there was going to be a county surplus auction anytime soon. John Walker stated that there is one tentatively scheduled for May 20, Mr. Ritz informed the commission that there was some fence cut and fence posts that were burnt up in the fire South of Howard. He said tenants were not too happy about how the fence was cut and how it was repaired, but says it was necessary under the circumstances. Communications Tower Doug Ritz will contact Steve Hall to find out where we are at regarding the tower. Annex Building The Westar Energy bill has increased a large amount over the past few months Don Sanders will contact Westar Energy to check on it. Wage Scale The commission would like for all the departments to have their wage scales ready by March 27, Elk Falls Streets Paul Eck and Tom Keast spoke to the commissioners in regards to the streets in Elk Falls. They are inquiring about street maintenance work to be done by the county road department to get the roads back into decent shape. Don Sanders said he would look at the roads and come up with an estimated cost for the work to be done. This was only an inquiry. Elk Falls City Council would reimburse the County for the work that maybe done, this has not been approved. Greenwood County Hospital Commissioner Kaminska spoke with County Commissioner Brian Hind from Greenwood County regarding their new EMTs to see if it would be possible for some of them to take a couple of shifts at Elk County since we are short handed. Mr. Hind didn t think that would be possible at this time. He did say they were having a lot of problems with their hospital and wanted to know if Elk County would be interested in forming a hospital district with all or part of our county. This would create property taxes that would be generated to help support the hospital and it would become more of a regional hospital rather than a county hospital. County Counselor Paul Dean will look into hospital districts and how they are formed. EMS Rental Agreement Kenneth Mitchell presented the EMS Rental Agreement. Commissioner Kaminska moved and Commissioner Coble seconded the motion to sign the rental agreement with David & Dana Denton for the rental of 205 S. Pennsylvania in Howard after striking a $ non refundable

4 cleaning deposit from the lease and correcting language in item 21 relating to repairs of dangerous, defective, unsafe or emergency conditions. Motion carried 3-0. Break (2:55 p.m.) Commissioner Kaminska moved and Commissioner Coble seconded the motion to take a 5 minute break. Motion carried 3-0. Back in session at 3:00 p.m. Ashenfelter/Marabito Fence Commissioner Kaminska stated upon viewing the fence on March 1, 2017 her findings are that the height of the top wire has been moved to a sufficient height. However, the other two deficiencies have not been remedied. Therefore her finding is that the fence is still inadequate. Commissioner Kaminska moved and Commissioner Coble seconded the motion to receive and record the viewing order of the fence between Ashenfelter and Marabito. Motion carried 3-0. County Counselor Paul Dean will send copies of the recorded order to all parties involved. Executive Session (3:08 p.m.) Commissioner Kaminska moved and Commissioner Coble seconded the motion to go into executive session to discuss non elected personnel for 15 minutes with Don Sanders and Paul Dean. Motion carried 3-0. Commissioner Kaminska moved and Commissioner Coble seconded the motion to extend the executive session for 5 minutes. Motion carried 3-0. Back in session at 3:28 p.m. Public Works Supervisor Don Sanders stated that he has hired 3 new employees. Nathaniel Ornelas will be a blade operator in the Moline area, Dameon Kiesel will be working in the Longton area, and Dakota Chamberlain will be a blade operator in the Howard area. Commissioner Kaminska moved and Commissioner Evans seconded the motion to promote Todd Winscher to road foreman at a wage of $15.00 an hour effective on the March 2017 payroll. Motion carried 3-0. Commissioner Kaminska moved and Commissioner Coble seconded the motion to remove the $ stipend from Jared Wiseman for noxious weed director and increase his hourly wage to $14.50 an hour effective on the March 2017 payroll. Motion carried 3-0. Treasurer County Treasurer Rachel Ware presented a release of mortgage and a lien release from SCKEDD for Kiddie Korner to be signed by the chair and notarized. Commissioner Kaminska moved and Commissioner Evans to execute a mortgage release and a lien release regarding Kiddie Korner Daycare owned by Jeff and Angela Town, because their micro loan has been paid in full. Motion carried 3-0. Mrs. Ware would also like to have an emergency evacuation plan set up for

5 the courthouse. Commissioner Kaminska stated the department heads should discuss this at the next meeting. Saltwater Lines Commissioner Kaminska stated for the record on the saltwater lines for Rus and Deanna Jones that Mark McCann told County Counselor Paul Dean thru that he was going to bury those lines by the end of this week on Dove Road. Mr. Dean will contact Mr. McCann to follow up on this issue. Canvass County Clerk Kerry Harrod informed the commission that the April 11 th Special Election Canvass has to be held on April 14, Commissioner Kaminska moved and Commissioner Evans seconded the motion to set the canvass for the Special Election on April 14, 2017 at 9:00 a.m. in the commissioner room of the courthouse. Motion carried 3-0. Warrants Commissioner Coble moved and Commissioner Kaminska seconded the motion to approve the warrants in the amount of $112, Motion carried 3-0. National Association of Counties (NACo) Commissioner Kaminska spoke about one of the benefits NACo offers, which is called live healthy US counties. This is a prescription drug discount drug program that is available to all residents in the county should we choose to use it. This program could be beneficial to the county to reduce cost for the inmate prescriptions. Commissioner Kaminska will look more into how it will affect our local pharmacy and will follow up on this program. Commissioner Discussion Discussion was had regarding economic development and how it is very important to our community. Commissioner Kaminska stated she would like to see a website created to promote Elk County s businesses and community activities to help let people know what is available in our county. Commissioner Coble said the County should push hunting to help bring people into our community. There were different ideas brought up about how to utilize the Annex Building from a daycare to a child in need of care facility. Barbara Clubine asked if anyone had found out how much demolition cost would be for the Annex Building. Commissioner Evans stated he has not received a final cost on it yet. Commissioner Evans said a temporary landfill might be the way to go, if it is possible. Commissioner Evans is still waiting on blue prints for the EMS & Health building; once they come he will Ken Mitchell and Kandy Dowell to review them. Public Works Supervisor Don Sanders said he received a call from KCAMP and they are sending a check for $47,500 for the 2006 Mack truck that was wrecked.
