3 PASADENA PUBLIC LIBRARY COMMISSION MINUTES San Rafael Branch, 1240 Nithsdale Road April 16, PM PRESIDING: Kathleen Hamilton PRESENT: Debbie Ayala, Karla Bluestone, Sharon Calkin, Victor Gonzalez, Jane Haderlein, Arnie Siegel, Wendy Wang ABSENT: Morris Dent STAFF: Jennifer Addington, Brigida Campos, Catherine Hany, Debra Humphrey, Leonard Lane, Jan Sanders I. CALL TO ORDER/INTRODUCTIONS Vice Chair Ayala called the meeting to order at 6:05 pm. San Rafael Branch Update Branch Manager Leonard Lane Leonard gave a brief overview of activities and events at San Rafael Branch. He is the branch manager for Lamanda Park and San Rafael branches. Staff at San Rafael consists of Librarian Zyrel Rojo, Technical Specialist Wendy Schorr, Staff Assistant III Dana Crisp, and Page Agnes Mendoza. Circulation has been up since he came to San Rafael in September. He thanked the San Rafael Associates for the patio, and handed out before and after pictures. No action taken. II. COMMUNICATIONS No Letters or Articles Regarding Library Services or Events. III. ACTION ITEM - APPROVAL OF MINUTES Commissioner Bluestone moved, and Commissioner Gonzalez seconded, to approve the minutes of March 19, The motion carried 8:0. IV. COMMUNITY COMMENT There was no community comment. No Action Taken. V. DIRECTOR S REPORT a. One City, One Story Wrap Up Director Sanders reported that the One City, One Story program was successful. The author Robin Sloan was relaxed and interesting. There was a full house at All Saints Church on Thursday, March 27, and approximately 41 people attended the event at IdeaLab on Friday, March 28. No action taken. b. Suggestion of New One City One Story Member Chair Hamilton recommended Mary Schuller for the committee. Brenda Galloway, who was recommended by Chair Hamilton, can no longer serve on the committee. No action taken. c. Update on Future of California Public Round Libraries Roundtable Director Sanders gave an update on Senator Liu s roundtable. Summary is attached to minutes. No action taken. d. Update on National Library Legislative Day, May 5-7. Director Sanders reported that she will be in Washington D.C. with Deputy Director Addington. Eight years ago when Jan attended this event, it was just her and one other person. No action taken. e. Dust, Drought, and Dreams Gone Dry: A Traveling Exhibit Coming to Pasadena Public Library August 27 October 10. Director Sanders reported that the library received a grant from the National Endowment for Humanities through Christine Reeder s work. The traveling exhibition will feature twenty colorful, illustrated panels about the Plains area before, during, and after the Dust Bowl

4 April 16, :00 p.m. San Rafael Branch Page 2 of 2 occurred. As part of the grant, the library will be responsible for presenting at least three public programs. No action taken. VI. NEW BUSINESS (COMMISSION INPUT) Chair Hamilton asked if Commissioner Calkin would like to continue serving as commission liaison on the One City, One Story Book Selection Committee. Commissioner Calkin agreed. Commissioner Siegel mentioned that he was talking to Councilmember Tornek and was asked about the homeless situation at Hill Avenue. Director Sanders reported that the branch is across the street from PCC and they have showers. This keeps the homeless in the area. The issue is that they gather at the Hill Avenue entrance and it intimidates library users. Deputy Director Addington added that the City has a task force composed of the HOPE team, Passageways, and PCC officers. They will be coming to Hill Avenue to talk to branch staff. We also have security visit the branch in the mornings. No action taken. VII. REPORT(S) FROM COMMITTEES/REPRESENTATIVES a. Friends of the Library Report b. Library Branch Associates Report c. Commissioner Siegel reported that he is attending a District 1 commissioner breakfast. He will bring up the library associates idea at that time. Field Rep Tina Williams is supportive. No action taken. VIII. ANNOUNCEMENTS Director Sanders reported that the date for the Foundation and Friends Gala is Sunday, September 14. The Library s Old Time Country Fair will be Saturday, November 15 to celebrate the Library s 130 years. The Library s Staff Development Day is Thursday, May 8 at the University Club. No action taken. Update on the State Budget and Library Legislation a. Senator Liu s Vision for the Future of California Public Libraries. Education is and has always been my number one priority. My legislative agenda is formulated around my philosophy that if we break the cycle of poverty, we can break the cycle of crime, and education is key. Libraries play a critical role in this. They exemplify what the center of a community should be: a gathering place for exploration, adventure, and learning. Libraries have the opportunity to make a comprehensive impact and serve the unique needs of our communities by multi-purposing as career centers, job training sites, classrooms and meeting places. b. The Governor s Budget. The Governor proposed to spend $3.3 million from the General Fund in the for the State Library to connect all public libraries to a high-speed backbone operated by CENIC.

Of this amount, $2.25 million would pay for half of the $4.5 million annual contract with CENIC for access to its high-speed Internet backbone and related services. The Governor assumes remaining CENIC contract costs would be paid from the California Teleconnect Fund (CTF), a state special fund. ii. In addition, the Governor proposes to spend $1 million form the General Fund on a one-time basis in to purchase networking equipment for libraries. c. In a recent Legislative Analyst Office (LAO) analysis, they recommend that the Legislature reject the Governor s proposal and focus on improving certain existing Internet-related programs including programs for Internet discounts, bulk purchasing of Internet services, and Internet infrastructure upgrades that already are designed to assist libraries as well as many other public (and even private) entities. d. The Governor s proposal will be discussed in the Senate Budget Sub-Committee on Education on April 24 th. e. Library Legislation. SB 1455 (DeSaulnier) - The California Reading and Literacy Improvement and Public Library Construction and Renovation Bond Act of This bill passed the Senate Education Committee this week. Senator DeSaulnier agreed to accept an amendment that would require the State Library to conduct a Needs Assessment to determine the current construction needs in all of the library jurisdictions. It is important to begin this discussion and the Needs Assessment is the first priority. f. SCA 7 (Wolk) - Library Construction Bond. This constitutional amendment would lower the local voter threshold for library construction bonds and special taxes for library operations from 2/3 rd to 55%. Since 2000, state funding for city, county, and special district libraries have been reduced dramatically, SCA 7 would make the need for local funding initiatives more critical. There has not been an action on this and other SCAs. i. Also to note, SCA 7 will be competing with education and water bond bills in waiting. g. State Librarian appointed. Most recently, the Governor appointed State Librarian, Greg Lucas expected to start May 1 st. III. Discussion: Future of California Public Libraries a. Senator Liu: As the world of information technology, education and service delivery changes, libraries are emerging as an even more valuable resource. Now is the time to think creatively and chart a course for repurposing our public libraries and collaborating to serve the need for digital access and community services. b. Points of discussion mentioned by attendees: i. CENIC. Membership to CENIC is vital to increasing community accessibility and needs to technological services, such as filling out employment applications. 1. Complaints across the libraries that the internet speed is slow. Many libraries internet is consumer grade, while the needs are commercial grade.

13 Senator Liu Libraries Roundtable: Meeting Summary Page 3 2. Ability to connect to the CENIC backbone with increase internet connection dramatically. a. For example, South Pasadena library currently operate with a Time Warner connection but the school district offices located right across the street are on the CENIC network with much faster connectivity. 3. A Needs Assessment and Spending Plan was conducted by the Acting State Librarian, Gerald Maginnity and Acting Deputy State Librarian, Jarrid Keller and submitted to the Department of Finance, the Legislative Analyst s Office and the chairs and vice chairs of the budget subcommittees on education on February 1, (Source: ii. Infrastructure needs. Along with telecommunication needs, infrastructure needs are vital to libraries, such as ADA compliance capacities, sheer spacing, etc. Meeting these needs will help create a building for community services. 1. For example, South Pasadena continues to preserve their historic library, while expanding to the senior center. 2. For example, Sierra Madre library is also dealing with an aging facility. Property was re-zoned as a preservation site of local history. iii. Homelessness. There is a fine line for libraries that are dealing with homeless and transient individuals. This is not a new social issue mental health, drug/alcohol still exists. This is a prominent issue across the various libraries represented at the table, such as San Marino, South Pasadena, Pasadena and Monrovia. 1. If there are opportunities in the city for day rooms to be established, this could serve as a solution to addressing homeless encampments in and around library facilities. 2. Difference between statewide issue and what the state decides should be a local issue. If the state deems this a social issue and localities need to administer services, the state needs to assist with funding. 3. San Francisco Library was mentioned as a best practice model. In partnership with the San Francisco Department of Public Health, the library hired a social worker to provide referral and social services assistance on-site. a. Similar model utilized at the Pasadena Library in partnership with the Pasadena Public Health Department. b. Additional model programs are identified by the American Library Association, Extending Our Reach: Reducing Homelessness Through Library Engagement. (Source:

14 Senator Liu Libraries Roundtable: Meeting Summary Page 4 IV. Discussion: Partnerships and Collaborations i. Libraries are a node of connection between other service providers and the public. Many libraries partner and collaborate with city, non-profit and other agencies to provide community services. Points of discussion mentioned by attendees include: 1. Monrovia Library collaborates with the Monrovia Adult Education School for adult literacy, 21 st Century work skills, job postings and career center service needs. a. Senator Liu encourages libraries to be a part of the adult education regional consortia. There are 2 million people registered in adult education courses with a 5 million people need. b. Glendora library reached out to their consortia leads. It is clear that library can be a partner but adult education providers livelihood depends on these funds. 2. Pasadena Library is a partner in the workforce development council and provides Women at Work services at library branches for career and job development. 3. In Glendora, seniors are a valued resource to libraries serving as volunteers. 4. Libraries dispatch librarians to school sites to serve as de-facto school librarians. Varied relationships and collaborations with school districts dependent on leadership. V. Next Steps a. The state is encouraged to support the bond act and library initiative for telecommunications and infrastructure expansion and meeting basic needs. b. Libraries continue to articulate their role and visibility through the story map which depicts the key roles and changing landscape of the 21 st Century Library. (Source: c. 15 Share Memories of Loved Ones Lost in Service of Nation Through Library s Tribute Wall From STAFF REPORTS Published : Wednesday, May 14, :00 PM Pasadenans may commemorate and share the memories of their loved ones whose lives were lost in service to the country through Pasadena Public Library-La Pintoresca branch s Memory Day Tribute Wall. Visitors may post the pictures, memories or names of their loves ones on the wall which will be displayed beginning May 15, coinciding the Peace Officers Memorial Day, till May 31. The Memorial Day is being celebrated in the country every May 26 to commemorate those who died while serving in the United States Armed Forces.

16 There will also be a series of films commemorating events from World War II which will be shown in the Community Room during the Memorial Week. Among them is the 1962 film The Longest Day, an award-winning World War II classic which covers the events of D-Day from both the Allied and the German point of view, and stars a full cast of Hollywood s greatest actors. The movie will be featured on Monday, May 19, at 3:30 p.m. The 1995 film Tuskegee Airmen, an HBO historical drama, will be will be shown on Thursday, May 22 at 3:30 p.m. The movie is based on the experiences of Captain Robert W. Williams, a World War II pilot on the 332nd Fighter Group, the all African-American combat unit. Star-cast film The Great Escape will be featured on Thursday, May 29 at 3:30 p.m. The 1963 film is based on a true account of the escape by Allied prisoners from a German POW camp, featuring the famous scene of Steve McQueen attempting to escape on a 655c Triumph through the fields of Germany.
