3 2.1 Call to Order The meeting was called to order at 1:10 p.m. 2.2 Approval of the agenda The agenda was approved as written. 2.3 Approval of the minutes from March 18, 2002 The minutes were approved as written. 2.4 Discussion Items.1 Trade Regulation update Barbara Barnett-Fontaine.2 Review of PTAC By-law Barbara Barnett-Fontaine Barbara Barnett-Fontaine explained to the committee that the regulation went to the Apprenticeship Board in March, and was accepted with the provision that a term of apprenticeship matching that of Albertas, be added to allow Manitoban apprentices to take training in Alberta. Section 4, Apprenticeship Levels was added to the regulation, which will now go to Legislative Council to be drafted and translated. It will then go back to the Apprenticeship Board for approval. This process is likely to be completed in the fall of Barbara Barnett-Fontaine reviewed the PTAC s role and obligations, and explained that the Apprenticeship Board will review the by-laws in May of this year. Item 3.03 may Concrete Finisher Page 3 of 6 May 9, 2002

4 change. The committee discussed what information arising from a PTAC meeting members may take back to the industry. It was clarified that while members are obligated to keep industry informed, it is advisable to not discuss business that is pending or in draft form. Barbara explained that the Apprenticeship Branch has tried to balance PTAC membership for as broad based representation as possible and that 70% of PTAC members are trade qualified whenever possible..3 Trades Qualification John Hample John Hample explained that until Manitoba has a training program for Concrete Finisher, those wishing to become certified in the trade may apply to write the Trades Qualification exam. Applicants must provide proof that they have the required time in the trade and have knowledge and experience in at least 70% of the scope of the trade. For this purpose, the PTAC will have to develop a Work Experience Form, based on the National Occupational Analysis (NOA). This will assist the Examination Officer assess the eligibility of TQ applicants to write the Interprovincial (IP) exam. The Work Experience Form will be developed in Concrete Finisher Page 4 of 6 May 9, 2002

5 consultation with the PTAC so that it is ready for use when the regulation is finalized in autumn Time lines for in-school technical training development John Hample.5 Letter to Becky Barrett on Workplace Safety & Health Wally Rooke John Hample explained that because the Branch has prior commitments as per the Work Plan to develop curriculum in other trades, work on Concrete Finisher Technical Training will not occur until the 2003/2004 fiscal year. The Branch has an obligation, however to provide training opportunities in the interim. The most likely arrangement will be to send apprentices to Alberta for their Technical Training until Manitoba s own program is fully developed. He distributed copies of the Alberta Concrete Finisher Apprenticeship program outline for the information of PTAC members. Wally Rooke reviewed the letter from the Apprenticeship Board to Becky Barrett, Minister of Labour & Immigration, which states the Branch s continued support for teaching Workplace Safety & Health from Kindergarten through S4. It was noted that in the Concrete Finisher Concrete Finisher Page 5 of 6 May 9, 2002

6 trade, safety awareness is very poor and that much needs to be done to educate workers and employers on workplace safety..6 Discussion for increasing PTAC membership Wally Rooke.7 Election of a Vice-Chair - Wally Rooke The PTAC had a general discussion about each members representation on the committee, and that the number of members may need to be increased in order to include more industry representation. John Hample said that the PTAC might need to justify any request to exceed five members. He also suggested that the option of inviting guests to participate in the meetings was a way to broaden industry participation without actually increasing size of the committee. Mario Constantini agreed to be nominated for the position of Vice-Chair. The committees agreed to leave membership as it is and assess later if they will need to put a motion to the Board to increase it.
