3 13.1 Welcome and introductions Round-table introductions took place Call to order Lawren Bate, PTAC Chair, called the joint Machinist PTAC and Tool & Die Maker PTAC meeting to order at 9:05 a.m Approval of Agenda MOTION: Motion to approve the agenda of October 18, 2007 as written. M: Gerry Plante S: Ken Smith 13.4 Approval of Minutes dated May 23, Typographical error on page two of the May 23, 2007 minutes was amended at the October 18, 2007 meeting Correspondence A copy of the April 2007 Board memo regarding Practical Exams was circulated for review. Carried. MOTION: Motion to approve the minutes dated May 23, 2007 with one amendment. M: Gerry Plante S: Ken Smith Carried Contact Information Update The Branch contact information sheet for the PTAC was circulated for any updates to be made by PTAC members. Action: PTAC database to be updated by PTAC Closed 3 of 8
4 13.7 Business Arising.1 Apprenticeship Training Coordinator (ATC) Update - John McCafferty (Mac) Mac McCafferty, ATC, reported on the statistical information regarding apprenticeship activity. He stated that Manitoba currently has: - 6 apprenticeship applications are pending - 23 Tool & Die apprentices Machinist Apprentices support. Open/ Fwd..2 Practical Exams Joe Black, Leonard Harapiak In April 2007, the Apprenticeship and Trades Qualifications Board Chair sent a memo to all PTACs that have a practical exam is in place. The purpose of the memo was to ask the PTACs for justification regarding continuing the Practical exams. Open/ Fwd. Joe Black, Executive Director of Apprenticeship and Leonard Harapiak, Chair of the Apprenticeship and Trades Qualifications Board joined the meeting to discuss the matter. They noted that in many cases the following occurs: - Apprentices who are able to pass the technical exam also pass the practical exam; - Exams tend to be outdated and difficult to keep current; - There is a lack of objectivity in assessing the practical exam; - A lack of resources for administering the practical exams means that there is often a 4 of 8
5 long wait time; - In future, the Branch will review and tighten the Trades Qualification (TQ) process to ensure those going through the process are properly qualified; - Exams developed from the item bank are now more application based than they had been previously. The PTAC unanimously expressed strong objection to dropping the Practical exam as it is still necessary to ensure the quality of the workmanship, but will accept the information provided. This item is tabled for further discussion/decision at a future PTAC meeting..3 Program Development Catherine Koch Catherine Koch, Program Development Coordinator, updated the PTAC on the following: - The newest Computer Numerical Control (CNC) Machinist exam is ready for use. It will be monitored and if problems occur they will be addressed right away. - The rough draft CNC units of instruction will be reviewed by college instructors in the next few weeks. It will be ready for review by the PTAC at the next meeting. - The Tool & Die National Occupational Analysis (NOA) has been updated with a Closed 5 of 8
6 section on Prototypes. This has already been added to Placement Level exams and will soon be added to the other exams. This concluded this agenda item..4 Trade Regulation update Anne Janes Anne Janes, Policy Analyst, noted that the Machinist and Tool & Die regulations are up to date and the new CNC regulation has been registered and is now on-line. This concluded this agenda item..5 Senior Years Apprenticeship Option (SYAO) - Rob Cormack Rob Cormack reviewed the following information regarding the Senior Years Apprenticeship Option (SYAO) Program: - The program was developed 10 years ago to get more youth involved in Apprenticeship. - The program is run through a variety of educational facilities including; home schools, adult education facilities and high schools. - The program is not a replacement for high school. The students are required to have completed grade 10 and must complete the core grade 12 course in order to graduate. SYAO is used to gain elective credits only. They receive 1 credit per 110 hours worked and may use the hours toward a regular apprenticeship program. - Students must register/ be paid and supervised and pass with a minimum of 70% 6 of 8
7 13.8 New Business: Debrief from Board/PTAC Orientation Sessions ~ Nancy Eller as do all regular apprentices. This concluded this agenda item. Nancy Eller addressed this agenda item. She noted that the three orientation sessions held at the Sun Centre in mid-september had good turn out. The Branch received positive feedback from the participants. Future sessions will be held once a year. These sessions will focus on new members specifically. The PowerPoint presentation used at the sessions is available on the Apprenticeship Branch website at Information Item Next Meeting/ Future Agenda Items: Next Meeting The next joint meeting of the Machinist PTAC and the Tool & Die Makers PTAC is tentatively scheduled for April 17, The time-frame of the meeting is to be determined. Future Agenda Items: ATC Update, PDC Update, Correspondence, Contact Info Update, Practical Exam (Discussion/Decision) Adjournment The meeting adjourned at 11:50 am.
