2 A. Call to Order The Chair called the meeting to order at 9:00 a.m. B. Introductions A round table introduction was held. C. Adoption of Agenda The following items were added to the agenda: F d) Request for seat from UCIA (Upstream Chief Inspectors Association) F Possible Adoption of ISO F Qualifications of the Owner s Inspector as per ASME B31.3 F National Board Commission Examinations T.J. Sheptycki / Dan Lindbeck moved adoption of the agenda, as amended; CARRIED D. Adoption of Minutes Clarification was provided by the Administrator regarding wording contained in the ABSA Report and ASME Boilers and Pressure Vessels Code Proposals. Allan Belter / Jim Weiss moved adoption of the minutes of the June 25, 2010 meeting, as circulated; CARRIED E. Business Arising from the Minutes F Qualification of NDE Personnel update Jim Weiss reported on a Chief Inspectors meeting he attended in Calgary during the summer where discussion was held regarding NDE personnel competencies and certification. Industry was looking to the Technical Council to determine these competencies. It was clarified that this would not be within the mandate of the Council. The group was advised that determining competencies is a task that needs to be determined by industry. It was recognized that certification requirements could be something within the scope of the Council. It is anticipated that this will continue as ongoing discussion for some time, led by the Chief Inspectors Association. Although support may be requested when competencies have been determined, there will be little involvement from the Council at this time. The Administrator provided clarification regarding the demonstration of a company s nondestructive examination techniques and procedures in accordance with the ASME Code. With only two Authorized Inspectors Supervisors witnessing such demonstrative throughout Alberta instead of having individual Authorized Inspectors to do so as allowed by the Code, it is believed that Alberta has far better consistency. 3 F Power Engineering Regulation Amendment update The Technical Advisor reported that it was hoped the consultation for the Power Engineering Regulation Amendment would begin in early September Due to challenges relative to AMA staff changes, it is uncertain when the consultation will begin. The Technical Advisor advised that it will be a lengthy consultation document and provided an overview of the major issues that will be contained in the consultation. An explanation was provided of the public consultation process. The Administrator advised that an announcement of the upcoming Power Engineers Regulation public consultation would be made in the September ABSA newsletter The Pressure News. The Administrator also advised the Council of recent discussions held at National Public Safety Advisory Committee (NPSAC) aiming to achieve uniformity of rating of boilers and supervision of power plants and heating plants in Canada. NPSAC s requested Association of Chief Inspectors of Canada to develop a proposal of standardized method of rating of boilers and uniform system of plant supervision. This may have implication on the Power Engineers Regulation in Alberta. NPSAC will be meeting in Edmonton October 25/26, E CSA B52 Refrigeration Code adoption of latest edition The Administrator reported that a new CSA B52 Standard will be published in due course and provided an overview of the issues being discussed relative to the recently published supplement. With the number of issues needing to be addressed, it is anticipated that it will take some time for the new edition of the Standard to be published. With the previous decision to not recommend adoption of the current supplement of the CSA B52 Refrigeration Code, anyone wishing to utilize the supplement could do so through applying for a Variance as provided for under the Safety Codes Act. Being no further action at this time, this item will be removed from the agenda. [Paches] F CSA B51 Subcommittee Meeting update The Administrator reported on the CSA B51 Technical Committee meeting and provided a summary of the issues being discussed including development of a separate section for inservice inspection provisions; and traction engines and historic boilers. The adoption of ISO was under consideration and the guideline in use in ABSA for Finite Element Analysis (FEA) would be balloted for inclusion in the Code as a non-mandatory appendix for uniform application across Canada. It is anticipated that a new CSA B51 Standard will not be published for at least 3 or 4 years. Discussions were held regarding some of the issues. F ASME Boilers & Pressure Vessel Code Proposals The Administrator reported that ABSA is conducting the annual Code Update seminars which would also be addressing the large number of revisions in the ASME Boilers & Pressure Vessel Code. These seminars are scheduled for October 5, 2010 in Nisku and October 7, 2010 in Calgary. It was noted that the Nisku seminar was already oversubscribed and an extra session could be considered at a later date. 4 An update was provided on the issues discussed at the last ASME meeting including the imminent replacement of all ASME Code Stamps by one single ASME Production Certification Mark and the possibility of design review and verification by third party was under review. The Administrator will provide a copy of ASME s presentation on Production Certification Mark with the meeting minutes. F Agreements between Boiler & Gas Safety Disciplines on LPG Storage Vessels and Fuel Gas Piping The following STANDATAs were circulated and reviewed: Gas Pressure Piping in Excess of 15 PSI G (Handout #1) Liquid Petroleum Gas Storage Vessel Installations G (Handout #2) It was reported that these STANDATAs will be circulated to the Plumbing and Gas Technical Councils in mid-september 2010 for review and consideration for adoption. An overview of each STANDATA was provided. Council members were asked to review both STANDATAs and provide feedback to the Technical Advisor before the meetings of the PTC (September 15, 2010) and GTC (September 29, 2010). [All] It was noted that there are still two STANDATAs that need to be developed and these will be circulated once they are drafted. F Proposed Amendment to PESR AR49/2006 PESR 38-1 Code Change Request update The Technical Advisor reported that the primary reason for the proposed amendment to PESR AR49/2006 is to current outdated code references. The Technical Advisor is working with ABSA to review all references in the Regulation to determine the most current published codes and standards. F Clarification on the use of Overpressure Protection by System Design as provided for under the Regulation vs. Code provisions by the Administrator update It was reported that the committee has not yet been formed. Djordje Srnic has been asked by the Administrator to head the committee on the development of this guideline. At the present, ABSA is handling issues on a case-by-case basis. The goal is to address the majority of the issues but even after a guideline is developed it will not cover everything and some issues will still need to be addressed case-by-case. The need to ensure ARPIA representation on the committee was emphasized. Feedback was requested from Council on how large the committee should be and examples were provided on specific stakeholders that should be included. F Boilers & Pressure Vessels Matrix It was reported that the Research, Policy and Investigations Coordinator will provide an update to the council next week via . 5 a) Request for seat from IMAPP (Integrity Management Association of Pulp Producers) update Jon Wilson reported that he has communicated with members of the Integrity Management Association of Pulp Producers and they are comfortable with Jon Wilson acting as a liaison between council and their association. Consensus was reached that adding this seat to the matrix would indeed create duplication and no recommendation will be forthcoming from council for this addition. With no further action, this item will be removed from the agenda. [Paches] b) Request for seat from EPC (Engineering, Procurement & Construction) update The Chair reported that he reviewed the Consulting Engineers of Alberta website. The organization has an office, full time staff and 75 member companies representing 7,000 to 8,000 engineers. Concern was expressed whether the organization was seeking representation or whether this was being driven by the Technical Council. It was clarified that representation from EPC has been on the matrix for some time, but the Council has been attempting to determine the most suitable organization to solicit nominations to ensure effective communication with industry. Consensus was reached that the Chair corresponds with CEA to determine interest in being the nomination body. New Business F Possible Adoption of ISO A copy of the ISO Boilers and pressure vessels Part 1: Performance requirements was circulated (Handout #4). The Administrator provided background on its development. ISO Standard Part 1 is the basis for measuring other Standards to ensure all performance-based requirements are met. Standard Part 2 (not circulated) is the application form to apply for ISO Certification. The question was posed should the ISO be adopted nationally? Specific to Canada, for areas under provincial jurisdiction, national standard does not imply a standard is nationally adopted since standards in Canada require to be adopted by the provincial jurisdiction for enforcement. It was suggested that we could formally adopted the ISO under the Pressure Equipment Safety Regulation for the construction of specific pressure equipment not addressed by CSA B51 and ASME Codes although the ISO could be used in Alberta through individual Variance applications. 6 The Administrator will circulate the draft proposal with additional background and information to all council members. Council members will review all documentation for discussion at the next meeting. [All] F Qualifications of the Owner s Inspector as per ASME B31.3 A draft document from ARPIA regarding Qualifications of the Owner s Inspector as per ASME B31.3 and Equivalences was circulated and reviewed (Handout #3). With these qualifications contained in the code, besides encouraging an ASME code change, ARPIA is seeking direction on how such a recommendation could move forward. A question was raised if the document was pertaining to the owner s Chief Inspectors or all owners inspectors. The Administrator welcome the input from ARPIA and stated that ABSA would review the input provided by ARPIA to determine how the information would be used in conjunction with the PEIM program as well as for input to ASME. TJ Sheptycki would be consulting with ABSA and working with ABSA representative on this matter during the next ARPIA meeting. [Lau / Sheptycki] F National Board Exams On reviewing last meeting s minutes and his meeting with Richard Allison, Assistant Executive Director of National Board, Jim Weiss reported that the National Board changed their Inspector Commission examinations. Previously, the examination was 2 to 3 days long containing a large quantity of questions to test ASME knowledge. The new In-Service Inspector Commission examination has changed and he believed that now there would be little to no ASME knowledge tested on this new examination. The Administrator clarified the changes to the National Board Commission Exams and the two parallel streams for In-Service inspector Commission and New Construction Inspector Commission while previously, a New Construction Inspector Commission could only be obtained following obtaining the In-Service Inspector Commission. Also, prior to the change, the In-Service Inspector Commission examination was 1½ day duration and now it is a 1 day examination. The New Construction Inspector Commission examination only covers new construction inspections and to be qualified for inspection of in-service repairs and alterations, an endorsement certification is required. Generally, all ABSA SCOs for inspection would actually hold both In-Service Inspection and New Construction Commissions. John Gillen advised that judging from some of the staff members challenging the National Board In-Service Commission examination recently, considerable knowledge of the ASME Code would still be required as highlighted in the National Board s Body of Knowledge for the examination. On Jim Weiss s request, ABSA would evaluate the National Board In-Service Commission examination pertaining to the certification of In-service inspectors relative to the Owner/User Inspection Program. 7 G. Correspondence The September issue of Pressure News was circulated as information (Handout #5). It was noted that an article in the National Board magazine referenced Ron Muller for being the first Canadian to receive a scholarship from the National Board a number of years ago. Ron was presented with a copy of the magazine. The Chair reported on several pieces of correspondence over the summer. Reference was made to the ABSA Information Bulletin that was issued regarding a fatal accident that took place in Pennsylvania involving a pressurized truck-mounted water vessel. The Administrator provided further details regarding the incident. H. ABSA A copy of the Information Bulletin IB Interpretation on Rubber Hose Assemblies Manufactured in accordance with Rubber Manufacturers Association RMA IP-2 was circulated and received as information (Handout #6). The Administrator reported on the following: Reminded council members to share the articles included in the Pressure News with their stakeholders, particularly with the winter season rapidly approaching (e.g. furnace explosions, low-water cut-off and freezing damage). Lessons had to be learned or we would be facing with same pressure equipment safety problems (e.g. same accidents are reoccurring ever year). ABSA will be working with all manufacturers and owners as a result of ASME s latest development on Certification of Authorization. Reminded everyone of the Code Update Seminars. Although this is conducted every year, even more information will be provided this year based on industry feedback and increased number of Code revisions. I. Technical Coordinating Committee Update The BPTVC recommendation regarding the adoption of ASME has been sent to the Technical Coordinating Committee via letter ballot. J. Next Meeting The final meeting of 2010 was reconfirmed for Friday, November 19, 2010 at 9:00 a.m. at the Delta Edmonton South.
