Myers Memorial Township Building, 1092 Bethel Road, Garnet Valley, Pennsylvania. PRESENT: IN ATTENDANCE: Mike Davey, Chair Jean Gallagher Stoyer, Vice Chair Alex Giribaldi, Supervisor Mark Koehler, Supervisor Trish Sharp, Newly Appointed Supervisor Peter Barsz, Treasurer Amanda Gattuso, Treasurer s Staff Kelly Brophy, Treasurer s Staff Matthew Houtmann, Engineer Michael Maddren, Solicitor Ryan Baldino, Jr. Supervisor OBSERVERS: Members of the Public (40) The regular meeting was called to order by Mike Davey, Chair at 7:4 5 p.m. followed by the Pledge of Allegiance. Mike requested everyone to please silence all electronic equipment and announced the presence of a recording device for the purpose of minute taking. The recording will be deleted once the minutes are approved at the following meeting. An Executive Session was held prior to this meeting to discuss legal, real estate, and personnel matters. APPROVAL OF MINUTES:

2 Page 2 of 6 Mike Davey asked for a motion to approve the minutes of the June 13 Supervisor s Meeting. Motion: Moved by Alex Giribaldi and seconded by Mark Koehler to approve the minutes. Motion carried, unanimous. Mike Davey announced with regret the resignation of Stacy Langin and thanked her for her hard work and years of service. He then asked for a motion to appoint Trish Sharp to fulfill Stacy s unexpired term as Supervisor. Motion: Moved by Jean Stoyer and seconded by Mark Koehler. Motion carried, unanimous. Mike Davey asked District Justice Wendy Roberts to come forward and administer the Oath of Office for Trish Sharp. Wendy Roberts gave the Oath of Office to Trish Sharp. Trish was congratulated by her family, the residents and Board of Supervisors. Mike Davey also announced the hiring of Michelle Patarino, for a part-time police officer position, at the rate of $17.67 per hour. Motion: Moved by Mark Koehler and seconded by Alex Giribaldi. Motion carried, unanimous. Mike Davey asked District Justice Wendy Roberts to come forward and administer the Oath of Office for Michelle Patarino. Michelle was congratulated by her family, the residents, Chief of Police and Board of Supervisors. TREASURER S REPORT: The Treasurer s report was submitted and is attached. Mike Davey asked for a motion to accept the Treasurer s report. Motion: Moved by Mark Koehler and seconded by Jean Stoyer to accept the Treasurer s report and pay all bills. Motion carried, unanimous. Joe Thurstlic, 3716 Knole Lane, had various comments and questions for Treasurer, Peter Barsz, on the general fund and payroll. Peter answered his questions. REPORTS: FINANCE/AUDITORS/TAXES: Mark Koehler read the Tax Collector s June 2017 report submitted by Ed Plasha. Mark also mentioned that the school tax bills went out in the mail today. Auditors: No Report.

3 Page 3 of 6 PUBLIC SAFETY: Police: Mark Koehler read the Police report for June 2017 as submitted by Chief Thomas Sharp. Reminded residents to lock their car doors. Mark also stated that Officer Pat Tiefel and Chief Tom Sharp have completed the International Police Mountain Bike Association bike course. Bethel now has 4 officers that are certified and will be utilizing the bike patrols in the neighborhoods. Mark stated that toward the end of July or early August the Colonial Pipeline Company will be doing maintenance work in the areas of Naamans Creek Road and Overlook Circle. Bethel Hose Co. #1: Mark read the report for June During the month of June. the fire company responded to 5 motor vehicle accidents, 3 medical assists, and 5 mutual aid. Mark stated it is pool season to make sure all fencing and gates are in place around your pool. Make sure all chemicals are stored properly. NIMS: No report for June 2017 EMS: No report for June FACILITIES AND MAINTENANCE: Highway Jean Stoyer commented that the road work bids had come in and AF Damon was the low bidder at a total cost of $272, A portion of that is curb work at $10,300 and the engineering cost is 10% or $27, This is under our budget of $310,000. The actual cost will be $299,472. Motion: Moved by Jean and seconded by Alex to accept the bid from AF Damon for the road improvement costs. Motion carried, unanimous. Mike Davey asked Matt Houtman to give an overview of some of the issues that have come up with the curb depressions. Matt stated that due to aging some of the homes in the development that are being repaired have deteriorating curb depressions and he suggests that the township allow those homeowners to pay a fee of $800 should they desire to have that fixed when the township is repairing the roads. There are about 12 homes that would be affected. Steve Mancini, 204 Half Mile Post, wanted to clarify that it would not be a cost to the taxpayers of Bethel. The cost would be borne by the homeowner should they choose that option. The Supervisors comfirmed that. Motion made by Mike Davey and seconded by Mark Koehler to authorize communication to residents identified by the township engineer of the option to repair curb depression at the same time as the road repaving. Motion carried unanimous. Amendment to Motion made by Jean Stoyer and seconded by Alex Giribaldi that notice to homeowners that this curb repair work may be required at a later date for point of sale so they may want to take advantage of this opportunity now since it may be more

Building & Grounds: Jean Stoyer reported that the landscaping work is just about done and the carpeting in the Myers Building has been replaced. She also suggested that we take a look at the replacing the carpeting in the township building since it is old and not complete. INSPECTIONS: Plumbing: Mike Davey read the June Plumbing Report which is on record at the Township Building and is available for review. Building: Mike Davey read the June Building Inspector s report which is on record at the Township Building and is available for review. Zoning: Mike Davey read the June Zoning report which is on record at the Township Building and is available for review. BOARDS: Parks & Recreation Board: Trish Sharp thanks everyone for a wonderful Fourth of July Fireworks display held on July 2 and reminded everyone of the upcoming Corn Boil on August 13 and additional upcoming events this fall. Zoning Hearing Board: Alex Giribaldi reported that there was a variance request for a front yard addition at 1540 Winding Brook Run and this request was granted. Planning Commission: Alex Giribaldi stated that there was no review or discussion on the KC Sunshine 4 lot subdivision at 1731 Garnet Mine Road since the developer has not completed adjoining property certified notifications. Sewer Authority: Alex Giribaldi reported that the dedication work continueson the lsat phase of Foxfield, Phase VI. Also, the developer is moving forward with dedication of sanitary sewer improvements and rights of way for Creekside Run. The developer at Linton Farms II will begin installation of sewer improvements. EDUCATION: Garnet Valley School District: Jean Stoyer announced that the school district passed the budget with a tax increase of 2.4% which is under the 2.5% index. Also, Junior Supervisor Ryan Baldino commented that the Garnet Valley High School library has been revamped this summer to increase space and update certain sections.

5 Page 5 of 6 Rachel Kohl Library Jean Stoyer introduced Librarian Susan Sternberg who commented that our of 450 summer reading participants, 150 are from Bethel Township. OLD BUSINESS: No old business NEW BUSINESS: Alex Giribaldi asked for a motion to initiate an ordinance to advertise for a Township Manager. Motion: Moved by Alex Giribaldi and seconded by Mark Koehler. Motion carried, unanimous. Joe Thurstlic, 3716 Knole Lane, had questions regarding the Township Manager position. Mike Maddren explained that with the growth of the township there is a need for an expanded role from the Township Secretary into more of a Township Manager position. There are also opportunities for grant funding so the position could ultimately end up paying for itself. The Supervisors presented a check for $3000 to BYC for their annual donation. The BYC President was in attendance to accept the award. Mike Maddren discussed the Resolution to oppose the sale of the assets of the Chester Water Authority. Aqua America has made an offer to purchase the assets of Chester Water Authority and Chester Water Authority provides water service to Bethel residents. The sale is likely to result in increased costs for water service in the township. Motion made by Mike Davey to pass Resolution to oppose the sale of the assets of Chester Water Authority and seconded by Jean Stoyer. Motion carried, unanimous. ADJOURNMENT: Mike Davey asked for a motion to adjourn. Mark Koehler made the motion. Seconded by Jean Stoyer. Motion carried, unanimous.
