1 January 12, 2016 PAGE 57 CITY COUNCIL OF THE CITY OF HOMETOWN JOURNAL OF THE PROCEEDINGS January 12, 2016 Call to Order: Pledge of Allegiance: Roll Call: The regular meeting of the City Council of the City of Hometown was called to order by Mayor Kevin Casey on Tuesday, January 12, 2016 at 8:00 P.M. The Pledge of Allegiance was led by Alderman Touchie. Roll call indicated that the following were present: Aldermen, Walsh, Carmody, Grochowski, Finnegan, Barnhouse, Touchie, Byrne, Reinheimer and Banasiak. Also present: Michael Cainkar, City Attorney, Charles Forsyth, Chief of Police, Mark Trlak, Director of Public Works, Mike Ringbaurer, Director of Public Health and Safety and James Forbes, Building Commissioner. Press: Journal December 8, 2015 Hometown Hi-Lites, Kelly White. Moved by Alderman Reinheimer, seconded by Alderman Carmody to approve as published the Journal of December 8, 2015 regular City Council Meeting. (7) Aldermen Banasiak, Reinheimer, Walsh, Carmody, Byrne, Finnegan and Barnhouse. ABSTENTION: (3) Aldermen Grochowski, Scheckel and Touchie CITIZEN S HEARING NONE REPORTS AND COMMUNICATIONS Office of the Mayor: Mayor Casey stated that at this time he would like to honor the winners for the Christmas Decorating contest. Those present were presented with their awards. Corcoran Road 8838 S. Kolin Mayor Casey thanked all the winners for their efforts. Mayor Casey stated it was so nice to see so many residents decorating this year.

2 January 12, 2016 PAGE 58 Appointments: Mayor Casey reported that with the retirement of Tom Kopek from the Library Board, he would like to appointment thirty year Hometown resident Donna Bailey. Mayor Casey stated he did not know Donna before receiving her letter asking to be considered for the Library Board but her library experience made her the best candidate for the vacant position. Moved by Alderman Walsh, seconded by Alderman Carmody to approve the appointment of Donna Bailey to the Hometown Library Board. (10) Aldermen Banasiak, Reinheimer, Walsh, Carmody, Touchie, Grochowski, Scheckel, Byrne, Finnegan and Barnhouse. Mayor Casey reported that Assistant Building Commissioner, James Berkery resigned his position for personal reasons. Jim did a great job and we will miss him. To fill that vacant position Mayor Casey stated he would like to appoint Chris Dobrowolski. Chris has many years of experience in the trades and will be a good fit for the position. Moved by Alderman Scheckel, seconded by Alderman Banasiak to approve the appointment of Chris Dobrowolski to the position of Assistant Building Commissioner. (10) Aldermen Banasiak, Reinheimer, Walsh, Carmody, Touchie, Grochowski, Scheckel, Byrne, Finnegan and Barnhouse. Office of the City Clerk: Clerk Hacker reported her office received notification from the Department of Revenue that the Sales Tax collected in the month of October 2015 was in the amount of $27,018.27, the amount collected in the month of October 2014 was in the amount of $11, Clerk Hacker reported her office received notification from the Department of Transportation that the MFT collected in the month of June to October 2015 was in the amount of $48,616.50, the amount collected in the month of June to October 2014 was in the amount of $40, Clerk Hacker congratulated the new appointees and advised them they would be receiving a letter with details on their swearing in. Office of the Treasurer: Treasurer Roti stated that the annual audit is completed and our Auditor John Hoffman from Wagner Sim is here to give us a report and copies of the report. As in the past, the manager analysis on page six through eleven gives you the best over view. Treasurer Roti introduced Mr. Hoffman. Mr. Hoffman explained that next year s audit must include GASB68 reporting which means unfunded IMRF will be included in the report instead of a foot note. Mr. Hoffman recommended next year extra funds be put in IMRF to reduce the unfunded amounts due to the bad market. Mr. Hoffman asked if anyone had any questions and there were none. Mr. Hoffman stated he will be available if anyone has any questions in the future. Treasurer Roti stated everyone should have the reports from his office, the Treasurer s report, Investment portfolio and ETSB Fund report with balances as of December 31, Treasurer Roti reported that as Clerk Hacker had stated, we have received all the MFT Funds that the State was holding as well as the Video Gaming funds.

3 January 12, 2016 PAGE 59 The good news is that the State is only one check behind on the Income Tax. Treasurer Roti stated everyone should have updated tax collections and the budget memo; please add the meeting dates to your calendars. Treasurer Roti reported from the memo we received from Cainkar Ltd. The City of Chicago has voted to increase our water rate only 1% this year. In previous years we have seen upwards of 15 to 25 % increases. REPORTS FROM CITY APPOINTED OFFICIAL City Attorney: Michael Cainkar, City Attorney had no report Police: Public Works: Charles Forsyth, Chief of Police commended the Fire Department and Police force for their professionalism during the train versus car accident. We also had a bad accident on December 31 at 87 th Street and Cicero with a vehicle roll over. Mark Trlak, Director thanked Chief Hojek and the Fire Department for the quick response to the Public Works truck on fire. Director Trlak also thanked Officer Horvath who remained very cool as he helped during the fire. Building: James Forbes, Building Commissioner invited the Aldermen to the Zoning Hearing on January 13, 2016 at 8:00 p.m. Public Health & Safety: Mike Ringbaurer, Director of Public Health and Safety, No report. REPORTS FROM STANDING COMMITTEES FINANCE COMMITTEE Accounts Moved by Alderman Touchie seconded by Alderman Banasiak to approve for payment the Payable accounts payable vouchers in the amount of $72, and payroll vouchers in the and amount of $49, for a total expenditure of $121, Payroll (List of vouchers marked EXHIBIT A attached to and made a part of this Journal) December 22, 2015: (10) Aldermen Banasiak, Reinheimer, Walsh, Carmody, Finnegan, Touchie, Byrne, Barnhouse, Scheckel and Grochowski. PARKS AND RECREATION COMMITTEE Alderman Frank Finnegan, Chairman no report BUILDING COMMITTEE Alderman Barnhouse, Chairman reported that there will be a Zoning Board meeting January 13, 2016 regarding an oversized garage. Chairman Barnhouse gave the December Building Report. LICENSE COMMITTEE: Alderman Donna Grochowski, Chairman, no report CODE AND ORDINANCE COMMITTEE: Alderman Gary Scheckel, Chairman, no report INSURANCE COMMITTEE: Alderman Rick Banasiak, Chairman, had no report. PUBLIC HEALTH AND SAFETY COMMITTEE: Alderman Rick Banasiak Chairman moved, seconded by Alderman Scheckel to authorize the Mayor to sign the intergovernmental agreement for the provision of Environmental Health Inspectional Services for the period of December 1, 2015 to November 30, (10) Aldermen Banasiak, Barnhouse, Reinheimer, Walsh, Carmody, Finnegan, Touchie, Byrne, Scheckel and Grochowski. POLICE COMMITTEE: Alderman Howard Reinheimer, Chairman gave the December report. Calls: 310 MSI Tickets: 219 State Tickets: 27 REPORTS FROM SPECIAL COMMITTEES Library: Donna Grochowski attended the meeting and reported that the new officers were elected and a new policy was voted into place putting a cap on spending. The Board began working on the budget. Legislation: Alderman Spencer Touchie Chairman no report. Fire Department Personnel Review: Alderman Daniel Walsh gave the December report. Mayor Kevin Casey, Chairman no report RESENTATION OF PETITIONS, COMMUNICATIONS RESOLUTIONS, ORDERS AND ORDINANCES BY ALDERMEN ETSB: Chief Forsyth reported the consolidation is still being investigated and he will have two or three proposals in the next few months to present to the City Council. Special Alderman Grochowski thanked all the volunteers that helped at the Breakfast with Santa. Over $ Events: cash donated for the food pantry and we filled 2 ½ toters with food, the pantry is full.

5 January 12, 2016 Page 61 The event was very well attended and went smoothly. We will begin planning the Breakfast with the Easter Bunny. Health, Welfare & Community Awareness: Alderman Grochowski reported on several upcoming events in town. UNFINISHED BUSINESS: NONE NEW BUSINESS: Mayor Casey reported the soil testing for Anderson Park has been ordered, Rubino Engineering was the low proposal and they work with Hitchcock, we should have results 20 days after they take the samples. CITIZEN S HEARING: NONE Closed Moved by Alderman Grochowski, seconded by Alderman Finnegan to close the regular meeting to Session: discuss the sale of real property; acquisition of real property. (10) Aldermen Banasiak, Barnhouse, Reinheimer, Walsh, Carmody, Finnegan, Touchie, Byrne, Scheckel and Grochowski. The regular meeting of the City Council of the City of Hometown re-opened. ADJOURNMENT: Motion made by Alderman Touchie seconded by Alderman Reinheimer to adjourn the regular meeting of the Hometown City Council.
