2 2016 LOCAL GOVERNMENT ELECTIONS RETURNING OFFICER S DECLARATION OF RESULTS Recommendation That the information be received. Topic and Purpose The purpose of this report is to provide the Returning Officer s Declaration of Results for the offices of Mayor and Councillor election held on October 26, Report On October 26, 2016 the 2016 Saskatoon Civic Elections was held. Pursuant to Section 139(2) of The Local Government Election Act, attached is a copy of the Returning Officer s Declaration of Results for the offices of Mayor and Councillor. 14 Appointments of Deputy Mayor and members of the Standing Policy Committees November and December 2016 Recommendation That the recommended appointments of Deputy Mayor and members of the Standing Policy Committees for the remainder of 2016, as described in this report and detailed in Attachments 1 and 2, be approved. Topic and Purpose The purpose of this report is to appoint a Deputy Mayor and members of the Standing Policy Committees for the remainder of Report Highlights 1. Attachment 1 provides suggested appointments for Deputy Mayor for November and December Attachment 2 provides a listing of Council appointments to the Governance and Priorities Committee and four (4) Standing Policy Committees to the end of Strategic Goal The information contained in this report and attachments aligns with the long-term strategies related to the Strategic Goal of Continuous Improvement. Background Bylaw No. 9170, The Procedures and Committees Bylaw, 2014 was passed by City Council on June 9, 2014 and came into force on July 1, Section 6 of the Bylaw provides for the first meeting of Council to be held the first Monday following a general election. At the first meeting, Council shall appoint a Deputy Mayor and members of the Standing Policy Committees for the remainder of the current year. Report Pursuant to The Cities Act, City Council is required to appoint a Deputy Mayor. The Deputy Mayor is to act as the Mayor if the Mayor is unable to perform the duties of Mayor, or the office of Mayor is vacant. Council shall appoint an Acting Mayor if both the Mayor and the Deputy Mayor are unable to perform the duties of Mayor, or both the office of the Mayor and the office of Deputy Mayor are vacant. The Acting Mayor shall be the Council member who was last elected as Deputy Mayor. In the past, City Council has appointed the Deputy Mayor on a reverse alphabetical basis with a monthly rotation. 15 November and December 2016 Appointments of Deputy Mayor and members of SPCs In accordance with the above, it would be in order to appoint Councillors Loewen and Jeffries as Deputy Mayor for the months of November and December 2016 respectively. Recommendations for appointments to the Governance and Priorities Committee and the four Standing Policy Committees to the end of 2016 are outlined in Attachment 2. Policy Implications There are no policy implications at this time. Due Date for Follow-up and/or Project Completion The 2017 Appointments for Deputy Mayor and Standing Policy Committees will be considered by City Council at its organizational meeting, as part of the Regular Business Meeting on November 28, 2016, along with the 2017 Council and Committee Meeting Schedule.
