Without opposition, WLANC adopted this position on June 12, City Council Members, please take whatever steps are required to upgrade our elections to Instant Runoff Voting (IRV) as soon as possible. Additional Information: WLANC's CI8 for Council File is not meant for The motion in would request an unconstitutional charter amendment. The state constitution says that a charter city's selection of an election method must be specified in its charter. The Charter may not delegate the choice of City Council election (and re-election) methods to the City Council. Also, WLANC has not supported the CLA's recommendations on the agenda.

Call to Order a. Jay Handal opens the meeting at 7:04 p.m. b. Jay Handal announces the resignation of Dr. Uyeda from the WLANC board. 2. Public Comment (6 Minutes) a. Raymond Yu: The Chinatown parade will be on June 28. The Pacific Palisades Americanism Parade will be on Friday, July 4, from 2 to 6 p.m. b. Marilyn Noyes: The Westside Progressives will hold a picnic at Mar Vista Park on June 21 from 12 to 4 p.m. Bill Rosendahl will be appearing, and other local public figures have been invited to attend. 3. Approval of Minutes for Meeting dated 05115/2008 a. David Holtzman introduces a motion to approve the minutes for the meeting on 05/15/08. MOTION by DAVID HOLTZMAN; SECONDED BY NATHALIE DESCHATRES Resolved: to approve the minutes of 04/09 and 04/16 with a few changes. 4. Public Safety a. LAPD Report i. No senior lead officer is present to make a report. Item is tabled. Jay Handal says that WLANC has been assigned a new SLO, Matt Kirk, and he should begin attending the meetings next month. 5. Stoner Park Report a. Eric Calhoun is not present to make the report. Jay Handal reports that Eric Calhoun had asked for up to $18,000 for projects already funded by the LAPD. Jay Handal believes that the WLANC should fund only emergency projects not paid for by LAPD funds. The Stoner Activity League is a good example of a project that the WLANC could support. I Al Casas leaves at 8 p.m. 2 Luo Zhongyan is elected as an at-large resident at the meeting. He is a new member of the board. 3 Larry Taylor is elected as an at-large resident at the meeting, He is a new member of the board. [I]

3 i. David, coordinator at Stoner Park, representative for Eric Calhoun, says that the park will be losing 15 percent of its allocated budget. Jay Handal advises David to tell Eric to request funding for emergency items not included in the budget or for the SAL program. b. Marilyn Noyes notes that the playground in Stoner Park is not yet open. It was supposed to be open already. Jay Handal says that the WLANC will ask Len Nguyen about the progress on the playground. Captain Bill Eaton: He understands that the playground in Stoner Park needs to be open over the summer because nine schools feed into that park and the gang activity between the Sawtelles and their rivals is a growing problem. The police force in Stoner Park will be using a T3 mobility device, similar to a Segue, to do foot beats. Those machines will help the police reduce crime. c. Marilyn Noyes would like to know who to contact about a project on Bundy, north of Santa Monica and below Rochester. The project has a long green tarp covered in gang graffiti. Captain Eaton says that Marilyn should put him in contact West L.A.'s senior lead officer about the graffiti. d. Tom Donovan says that there needs to be more enforcement in the civic center, especially to protect the porta potties and keep the homeless population out of the area. 6, CD 11 - Councilman Rosenthal - represented by Len Nguyen, Field Deputy" a. Regarding the EXPO line, Steve Holikronis with outreach for Metro Phase II, is invited to the next PLUM meeting on the second Tuesday in July. b. Regarding FUEL signage, Dean Staron, senior inspector of the sign division in Department of Building and Safety, told Len Nguyen that the FUEL company is in litigation and that the courts will not allow the sign ordinance to be enforced. c. In regards to Silver Reign, Len Nguyen asked Wayne Song or another representative from the City Attorney's office if he could give PLUM an update at a meeting. d. CDII will be able to get the $8,000 for the funds without creating an invoice. The mayor's office will not be taking away the unused allocations from the budget. e. Len Nguyen will make sure that the warrant is issued for the porta potties at the Farmer's Market. f. Jay Handal asks Len Nguyen for an update on the status of the air conditioning in the Felicia Mahood Senior Center. Len agrees to talk to the superintendent about the NC. 7, Mayor of LA - Antonio Villaraigosa represented by Stephen Cheung, Westside Area Representative a. Stephen Cheung is not present to make a report. 8, DONE Report - Deanna Stevenson a. Designating the DONE office as the "public office or location that the agency shall designate for [the] purpose "of making writings available for public inspection, as required by the Amendment to the Brown Act effective July I, L David Holtzman received an saying that WLANC communications need to be available to the public. The WLANC would like to send its correspondence to DONE. Jean Shigematsu introduces a motion designating the DONE office as the "public office or location that the agency shall designate for [the] purpose "of making writings available for public inspection, as required by the Amendment to the Brown Act effective July 1,2008, MOTION BY JEAN SHIGEMATSU; SECONDED BY DAVID HOLTZMAN Resolved: in favor of the motion, b. Deanna Stevenson: DONE will be sending out an blast about jobs available for 10'" and II'h graders in Stoner Park. Ms. Stevenson will supply the information, and she asks WLANC to disseminate the information. She asks the WLANC to double check the accuracy of its contact information to insure that the WLANC will receive all information. She also expresses her concern about the safety of the seniors inside the Felicia Mahood Senior Center during the hot summer months when the air conditioning is down. 9, "Endorse Instant Runoff Voting for Los Angeles -listing at www,irvinla.org a. David Holtzman, member of LA VoteFIRE, describes the process of instant runoff voting, an electoral method where voters rate their preference of candidates. There is only one election, never a run-off election. Instead, the preferences indicated by the voters are used to determine the winner in the case of a tie. Instant run-off voting is thought to encourage increased voter participation and satisfaction. He asks WLANC to vote to endorse the concept of instant runoff voting. If the board gives its endorsement, then David Holtzman plans to write a letter to the City Council stating the WLANC's endorsement. a. Tom Donovan introduces a motion to endorse the concept of IRV in Los Angeles and send a letter to IRV in L.A, stating the WLANC's official endorsement of instant run-off voting, MOTION BY TOM DONOVAN; SECONDED BY TIM DAGODAG Resolved: in favor of the motion, David Holtzman recuses himself, 4 Len Nguyen arrived late at 8:32 p.m. to make his report. Sum-Sum Chan presents possible designs of banners promoting the West L.A. Farmer's Market, the WLANC Summer Concert series, and West L.A. in general. All of the banners will be single pull, not side-by-side. ii. Jay Handal outlines the following plans: I. Make 20 Farmer's Market banners, 20 Summer Concert banners, and 60 general West L.A. banners, or 2.Make 100 general West L.A. banners for less than the cost of the three types in the previous option. To regain the expenditure of$ll- 13,000, the WLANC can hire a salesman to sell the advertising space on the banner for a 20 percent commission, and return a profit. Jay Handa} recommends choosing the first option with three types of banners and finding out how much of the cost they can recoup with advertising revenue. iii. Jay Handal introduces a motion to allocate $12,800 for banners (20 Farmer's Market, 20 concerts, and 60 general West L.A. banners) and to have a salesman sell the banner project for a 20 percent commission. If the banners are not sold, then the board can decide what direction to go with the signs. MOTION BY JAY HANDAL; SECONDED BY DAVID HOLTZMAN Resolved: in favor of the motion. Discussion: Nathalie Deschatres and Jay Handal would like the general West L.A. banners to serve as simple reminders of the borders of West L.A, to residents and visitors, while Tom Donovan believes that the general signs should provide more information. Sum-Sum Chan asks for comments from the board by the end of the week in order to get going on the banners. Once they have received all necessary feedback, the banners can be done in a week. Al Casas would like to make sure that the banners will be up before the first concert on July 11. Nathalie Deschatres would like to make sure that the banners can stay up all year, and Jay Handal says that it's a matter of determining which poles are available right away, or in three months, once another organization's permit expires. Nathalie Deschatres would also like to see the WLANC's website address on the banner. iv. Food at event Westside NC $300 Nathalie Deschatres introduces a motion to allocate $300 for food. MOTION BY NATHALIE DESCHA TRES; SECONDED BY DAVID HOLTZMAN Resolved: in favor of the motion. v. Postcard and mailing $8,000; and Window cards (printing) $200 Sum-Sum Chan says that the window card will be for the concert, while the postcard will contain all the information about WLANC. Nathalie Deschatres introduces a motion to reallocate $8,200 from the outreach budget to the postcard and mailing budget. MOTION BY NATHALIE DESCHA TRES; SECONDED BY SUM-SUM CHAN Resolved: in favor of the motion. 11. Finance and Budget Report - AI Casas After receiving the general budget previously approved by the WLANC board, the City now wants a detailed budget. The board will have to gather and reevaluate the budget they submitted. In the next fiscal year, the WLANC will have $98,000 to spend. There is $48,851 in the WLANC's budget as of May 30, according to the City. Also, the WLANC received a certificate celebrating its volunteerism. [AI Casas leaves the meeting at 8:00 p.m.] 12. PLUM (Planning, Land Use Management) Tom Donovan a. Project ation, Reports and/or PLUM Action re: Projects: I Stoner Ave. 2. Westside YMCA - University H.S. [3]

5 i. There was a meeting with YMCA and LAUSD. The YMCA has agreed to do full outreach in the areas neighboring the YMCA. This outreach will give WLANC an opportunity to learn more about the residents of that neighborhood and to get their opinions on development. LAUSD is building a separate gymnasium in that area without the input of the YMCA Santa Monica Blvd. i. The restaurant at this location would like to expand the hours of their alcohol and liquor license for another hour. Tom Donovan introduces a motion to approve the expansion of the alcohol and liquor license of the restaurant on Santa Monica Blvd. MOTION BY TOM DONOVAN; SECONDED BY DAVID HOLTZMAN 4. Bundy Village & Medical Park (at Olympic & Bundy) i. The developers of this project are going to make a presentation to the WLANC BOD in July or August. This project will be a great source of traffic mitigation funds Santa Monica Blvd. i. Torn Donovan has nothing to report /2 Federal i. Tom Donovan has nothing to report Westgate i. Tom Donovan has nothing to report. 8. Casden Project - Pico and Sepulveda i. The developers of this project are going to make a presentation to the WLANC BOD in July or August. This project will be a great source of traffic mitigation funds b. Silver Reign - Office of the City Attorney i. Tom Donovan leaves this report to Len Nguyen. Look in item 6 for information. c. Allocation of funds generated for traffic mitigation & problems by prior WLA projects L Tom Donovan: Since the late 1990's, certain development projects in West Los Angeles were approved on the condition that each project allocate money to fund traffic mitigation measures in the neighborhoods affected by the projects. Tom Donovan introduces a motion that the WLANC BOD approve and recommend that these traffic mitigation funds be used for the WLA Pico Blvd. traffic mitigation and landscape project along with any additional traffic mitigation measures in the WLA area served by the WLANC, Council District 11, and D.O.T. MOTION BY TOM DONOVAN; SECONDED BY NATHALIE DESCHATRES d. The Expo Line Route - Len Nguyen - Council Dist. Tom Donovan has nothing to report. Check item 6 on the agenda (Len Nguyen's report) for information. e. Creation of Design Review Area or Design Overlay for WLA - Grieg Asher, Len Nguyen - Council Dist. Tom Donovan has nothing to report. g. SB California Density Bonus Law Tom Donovan has nothing to report. h. "FUEL" Billboards & signs i Illegal billboards and conspicuous signs are proliferating in Los Angeles. "FUEL" is a company that is installing mini-billboards on buildings and properties in West L.A. and other areas. Tom Donovan introduces a motion that the WLANC BOD request that the City review its sign ordinance for private properties so as to determine if the FUEL signs are in violation of the sign ordinance and authorize a letter making such to be written on behalf of the WLANC by a designated member of the PLUM Committee. MOTION BY TOM DONOVAN; SECONDED BY DAVID HOLTZMAN Resolved: in favor of motion. i. WLANC status as a local governmental agency under the Calif. Public Records Act (CPRA) Tom Donovan has nothing to report. 13. Traffic-Update a. Jay Handal spoke with Bill Rosendahl. There is a motion going through City Council in the next week or two. There will be an Environmental Impact Report (EIR) on the concept of making Pica into a one-way street. Tom Donovan notes that be would like the WLANC to have input on Ellc's that affect their area. 6 14. Beautification/Civic Center/Farmers Market a. Bring back porta potties Jay Handal: The WLANC had agreed to remove the porta potties. They need to be re-placed as the homeless population has been using the picnic tables in the area as toilets. The new SLO will be able to ensure comprehensive enforcement of the area. Tom Donovan introduees a motion that the WLANC write a letter to the LAPD and the City Council offiee asking for the return of the porta potties to the area, for enforcement of the park hours and increased surveillance of the area once the porta potties are returned. MOTION BY TOM DONOVAN; SECONDED BY JEAN SHIGEMATSU IS. Public Safety a. Letter to City Attorney for Stoner Park Gang Injunction Jay Handal: He would like to write a letter to the City Attorney's office and other relevant local organizations asking for a gang injunction against the gangs in Stoner Park. Jay Handal has been informed that the WLANC cannot get a gang injunction because there are not enough gang members. Nathalie Deschatres introduces a motion that the WLANC write a letter to the City Attorney's office, Bill Rosendahl's office, Bill Bratton, Bill Eaton, and to Terry Hara asking for a gang injunction against the Sawtelles in Stoner Park. MOTION BY NATHALIE DESCHATRES; SECONDED BY TOM DONOVAN Resolved: 7-0 in favor of the motion. 16. Appointment of New Board Members a. The WLANC increased the size of its board to accommodate new members. There are four at-large resident seats and two business representative seats available. Two people nominate themselves for the position of at-large resident. i, Luo Zhongyan: He has lived in West L.A. for 5 years, and he works as a system developer in an investment company. He has no specific focus for his work with the WLANC. He wants to make the neighborhood better. He is available on weekday evenings and weekends for meetings. ii. Larry Taylor: He is a computer programmer at UCLA who has been living in West L.A. for 6 years. He would like to focus his volunteer efforts with the WLANC on outreach and traffic. Years ago, he was on the Allegheny Transit Council in Pittsburgh. He has a flexible schedule to accommodate the board's meetings. b. There is a secret ballot, and both Luo Zhongyan and Larry Taylor are elected as at-large residents. Four open seats remain on the WLANC board - two at-large resident seats and two business representative seats. 17. Public Comment (6 Minutes) a. There is no public comment. 18. Board Comments (5 Minutes) a. Sum-Sum Chan asks the board members to submit their input about the designs for the new WLANC banners. b. Tim Dagodag checked with some contacts at L.A. City Planning, and they were adamant that the WLANC, as a city body agency, should be notified about Environmental Impact Reports. Tom Donovan says that the WLANC will be agitating to get the rights to see draft copies of EIR's and the like as all government entities can. 19. Adjourn a.
