Day of Pluralism is April 21, :30PM City Hall. $100 M has been allocated for homelessness in the FY Budget. No cuts were made to public safety or basic services.. DONE: Thomas Soong Mike Fong is the new representative for WRAC. Thank you Tom Soong for your service to WRAC. Elections are underway with Region 11 and Election Day is June 5, NPG Clarification is in the monthly report. Representative Ted Lieu: Janet Turner Lieu focusing on cell hackers. Lieu is proposing study for expanded recreation in Santa Monica Mountains, beach areas to Torrance. Updates (10 mins) Mayor Garcetti s Office: Daniel Tamm The Mayor met with Secretary of Education John King, Jr. to discuss criminal justice reform, particularly concern about Prop. 47 and the need to alleviate recidivism through jobs and education. 791 firearms taken off the streets in this year s gun buy-back program, and increase from last year. There is a gun violence round table discussion with Federal officials scheduled in June. State Senate President Kevin de León s $2 billion No Place Like Home bill to create permanent housing for the mentally ill and homeless is expected to pass with Governor Brown s support. The Mayor has started touring homeless encampments every week. New program: Welcome Home parties to fill move-in boxes for newly-sheltered neighbors (lamayor.org/throw-welcome-home-party) DONE: Mike Fong Pop up polls are rolling out in advance of the Zone 11 election. Funding deadline is June 17. July 30 is Budget Day; Sept 24 is the Congress of Neighborhood Councils. Lieu met with the Postmaster General about missing mail on the westside and the creation of postal banks as an alternative to payday loans. Please contact the office about problems with Frontier Communications. Successful meeting with VA and neighborhood leaders: VA will be conducting a second traffic study, and are committed to working with the community. CM Koretz s Office (CD 5): John Darnell Block party on Saturday for opening of Palms/National Expo station. Successful Senior Fraud Day. Clean Streets initiative will place 50 new trash cans along Pico in SORO. The CM found that 500 uniformed officers in LAPD were assigned clerical work; 125 will be replaced with civilian administrative staff. CM Bonin s Office (CD 11): Debbie Dyner-Harris Expo openings: celebrations all along the line this weekend, with free rides Friday and Saturday. Friday midnight: space shuttle fuel tank will begin journey to California Science Center along Lincoln and Westchester Blvds. City Attorney Feuer: Veronica de la Cruz Robles Office focused on community justice, with priority on school safety. Barbara: can CA look into the status of illegal signs without Council direction and support? Sen. Ben Allen s Office: Eugene Tseng $10 mil. for earthquake early warning system will be approved. Presentations Matt Glesne: LA City Planning Department (30 mins) Presentation and Q&A Re: Proposed Home Sharing Ordinance CPC CA (new number) ( The ordinance was initiated by CM Bonin s office and has included three community listening sessions and an online survey that yielded 1100 responses. The draft ordinance was released last month. The challenge: sorting good vs. bad operators. Matt reviewed the content of the draft linked above. Noted the efficacy of requiring registration numbers on every listing (Santa Monica s approach). The pressure will be on the platforms (Airbnb, et al.) to provide monthly reporting unless/until a working, verifiable enforcement agreement is reached (like the one being negotiated in Paris). Looking into legal ramifications of using ACE program for citations. There s an RFP out to tech firms to develop tools to help with tracking and verification, including mapping. Mark: Consider providing relief on the 90 day limit for people who cohabit with renters. A: We ll look into it, but potential problems with verification. Also, after 180 days they re long-term renting. Marissa: How is Airbnb advertising for an illegal service? Nickie: This is an old issue spiraling out of control. How do you ID actual owner? Much tighter rules required. Chris: City Admin. Guidelines on suspensions and revocations are too vague. How would that be initiated? Tip line? PPCC has suggestions on proof of residency requirements. Private right of action process should be codified. PPCC feels 30 day limit is better; 90 days means every weekend. Barbara: Must have tech tools and data in place first. Can citizens document abuses, especially late night? Flo: Berlin is banning it outright, and cities in France rebelling. Paris may be model. Maryam: What is the remedy for advertising violations? A: $200 or 2x the nightly rent, whichever is greater. Public comment on the ordinance will be taken Saturday, May 21 at 10am at Deaton Auditorium downtown. You are also able to submit comments on the draft ordinance directly to Matthew for staff consideration before June 6th (sooner is better). Written comments may also be sent directly to the City Planning Commission per their policy. After changes, ordinance is scheduled to go before the CPC at 8:30am Thursday, June 23 at Van Nuys City Hall. VI. New Business a.
