STATE COUNCIL ON DEVELOPMENTAL DISABILITIES (SCDD), BAY AREA OFFICE UPDATE (Sheraden Nicholau) Dates and happenings: SCDD is gearing up for the roll out of the next NCI cycle here in CA. This cycle will involve sending approximately 71,000 child-family surveys to households where one or more child is served by one or more regional center funded services. The survey will be available in many languages, and there will be an option to send in a completed hard copy survey, or for a family to complete the survey online. Some dates for the calendar: 10/19, 6:00pm - 9:00pm at the Ed Roberts Center in Berkeley: The annual Carlos Quintong Celebration of Self Advocacy. Registration still open for last minute RSVPs. 10/22, 10:30-4:00pm, Sacramento SCDD HQ: Legislative and Public Policy Committee Meeting. COMMITTEEE REPORTS: Presentation Lifehouse (Nancy Dow-Moody) Services Committee (Carl Yorke) Nancy Dow-Moody, executive director, gave a Powerpoint presentation to introduce Lifehouse supports and services to the board and community. Some highlights: Overview: Started in 1954 by a group of parents who wanted a school for their children with developmental disabilities in Marin County. In the 70 s, when their children got older, Lifehouse started group homes
4 GOLDEN GATE REGIONAL CENTER 3 for these families. The agency was originally named Marin Association for Retarded Citizens. In 2004 they changed the name to Lifehouse, upon request of the families. In 2019 agency is having their 65 th year anniversary. Persons Served often have diagnoses of: Autism Seizure Disorder Cerebral Palsy Downs Syndrome Services Provided: Supported Living Services/Independent Living Services (SLS/ILS) Intermediate Care Facilities (ICF) Licensed Group Homes Recreational Programs Autism Programs Areas of Support: Household Management Financial Management Social Skills Health And Hygiene Community Integration Transportation Skills Vocation Skills Personal Growth Number of Individuals Served 1994 Number served: 6 Number of staff: Number served: 81 Number of staff: Individuals: 102 Staff: 161 Nancy s presentation was informative and well received. Board Operations Committee (David De Lira) Consideration of New Board Member Tracey Bullock Ms. Bullock was presented to GGRC Board at the September Board meeting at the recommendation of the Board Operations Committee. ACTION: M/S/C: Tracey Chew-Bullock has been approved unanimously for membership. M/S/C: (David De Lira motioned/audrey DeChadenedes seconded). Consideration of New SPAC Member Katie O Connor Ms. O Conner was presented to GGRC Board at the September Board meeting at the recommendation of the Service Providers Advisory Committee
5 GOLDEN GATE REGIONAL CENTER 4 ACTION: Katie O Connor has been approved unanimously for SPAC membership. M/S/C: (Paul Goldsmith motioned/david De Lira seconded) Operations (For FY 17/18) Finance Committee - (Paul Goldsmith) Operations funds for Regular CPP operations have yet to be fully allocated for the fiscal year. All operations funds are expected to be fully expensed for the fiscal year over the normal course of operations. Purchase of Services (POS) Excluding CPP (For FY 17/18) After two (2) months of operation year-to-date Total POS expenditures are under budget by 0.47% or 16.2% expended to date. The current estimate is a net projected deficit of approximately $2.5 million for the fiscal year. Community Placement Program (CPP) Funding (For FY 17/18) The current fiscal year CPP funding relates mostly to the final placements out of Sonoma Developmental Center and expected placements out of Porterville and Fairview Developmental Centers. After two (2) months of operation year-to-date CPP expenditures are under budget by 9.47% or 7.2% expended to date. The current estimate is a net projected deficit of approximately $165,000. Healthcare Benefits Contracts - United Healthcare and Kaiser Permanente (Tom Gannon) Tom introduced the renewal and renegotiation of our Healthcare benefits contracts with Kaiser and United Healthcare for The contracts represent an overall increase in premiums of 3.1% over ACTION: The Healthcare contracts for 2019 were unanimously approved. M/S/C: (Saul Gurdus motioned/jay Katz seconded). Service Provider Advisory Committee (Abby Yim) Abby Yim, SPAC member as well as SPAC Legislative Subcommittee Chair, reported that the Service Provider Advisory Committee continues to meet the second Tuesday of each month prior to the board meeting, followed by the SPAC Legislative Subcommittee. Recently, with the help of Sheraden at the State Council s Bay Area office, a survey was sent out to all GGRC service providers about which legislative issues are currently having the greatest impact on providers. The three issues deemed most pressing to providers: 1.) rates and funding, 2.) lack of affordable and accessible housing, and 3.) employment opportunities. The survey resulted in the creation of three subgroups to address these three issues. These subgroups will focus on relationship building with both elected officials as well as building relationships with groups doing similar work outside of regional centers. SPAC thus far has had three initial planning meetings for these subgroups.
6 GOLDEN GATE REGIONAL CENTER 5 Legislative Report Legislative Committee/Executive Committee/Chairperson s/arca Reports (Audrey DeChadenedes/Paul Goldsmith) SB 134, regarding regional center contracts, was signed by Governor Brown. ARCA had concerns about this bill, and the governor s signature was unexpected. This month public stakeholder meetings began, addressing California s implementation of the controversial Federal requirement for EVV - Electronic Visit Verification. Phase 1 for public comment, which already took place, was focused on IHSS and WPCS. We are currently in Phase 2, which covers home care services funded through the 21 regional centers including Supported Living Services, In-Home Respite, and potentially personal assistance services. The federal deadline for states to comply with the federal "EVV" (Electronic Visit Verification) law is January 1, California is seeking to delay implementation until January 1, Opponents of EVV implementation across the nation, and in California, oppose the federal law as an invasion of rights to privacy and violations of individual rights under the Americans with Disabilities Act (ADA), and under the landmark 1999 US Supreme Court "Olmstead Decision". Assembly member Jim Frazier will be holding local community hearings around the state in the coming weeks and months to assess how persons with IDD are being served. The first meeting was held on today in Fresno, the next will be in Concord on October 24 th. These meetings are free and open to the public and anyone and everyone is encouraged to attend. EXECUTIVE COMMITTEE/CHAIRPERSON S REPORT (SDC) Paul reported that the board has completed the review of the executive director and will be addressing that today in the executive session. DIRECTOR S REPORT (Eric Zigman) Announcements- Self Advocacy Conference & Denti-Cal Expansion On September 27 th, Eric attended the 22 nd annual Self-Advocacy Conference in San Francisco. He conducted a break-out session on the Power of Choice, focusing on major life changing decisions as well as daily decisions for persons served. The conference was well attended and well received. The Legislative Analyst Office published a report recently titled Improving Access to Dental Services for Individuals with Developmental Disabilities. Proposition 56 was passed by California voters in 2016 to help fund health care services. In September 2018, Denti-Cal released information on increasing reimbursement rates as well as funding of behavior management services. The Health Plan of San Mateo is hoping to obtain a grant and permission to develop a pilot program to integrate Denti- Cal and Medi-Cal service delivery. State Developmental Center Closures (SDC) Update In 2015 GGRC had 120 individuals that we supported living at Sonoma Developmental Center, but as of today we only have one person supported by the agency at SDC. That final individual is slated to
7 GOLDEN GATE REGIONAL CENTER 6 move into their new home in the GGRC area on next Tuesday, November 23 nd. Former SDC residents that have been placed in the GGRC community are doing well, and we are now are down to two individuals served by GGRC at Fairview DC and two in the general treatment area of Porterville DC. The final home that was technically part of the Sonoma closure is a crisis home, which is very difficult to find in our catchment area, due to land needs and the high cost of housing in our area. Therefore we needed to seek housing in an area out of GGRC s catchment area, and we finalized the purchase of a crisis home last week in Hollister in partnership with San Andreas Regional Center (SARC). We will also partner with SARC with the purchase of a much needed second crisis home within SARC s catchment area. Self Determination October 1 st was a benchmark day for DDS as they did the actual random selection of the first 2500 individuals statewide who will start Self-Determination in the next calendar year. Golden Gate s Self Determination Local Advisory Committee, a committee made up of predominately family members and individuals served has done excellent work over the past 3 years in preparation for this program. The Committee conducted 37 informational sessions over the past several months where 300 persons attended. We sent a total 205 names of interested individuals from those sessions to the Department. We received recently from DDS information regarding the demographics of the 68 GGRC individuals chosen by DDS with the intent of reflecting the ethnic, age, diagnosis and gender of those served in our catchment area. Performance Contract 2019 The board was presented detailed information about the proposed 2019 GGRC Performance Contract and board members reviewed and discussed each section of the report. ACTION: The proposed 2019 Performance contract was presented to the board and approved unanimously. M/S/C: (Jay Katz motioned/paul Goldsmith seconded.)
