STATE COUNCIL ON DEVELOPMENTAL DISABILITIES (SCDD), BAY AREA OFFICE UPDATE (Sheraden Nicholau) National Core Indicator Update: Most of the surveys will have been mailed out to families across the state by the end of the month. Most regional offices are finishing the bulk of the English surveys and are moving into the other languages. Please remind families in your network to complete them if they receive them. Coming soon in the region: Supported decision making training, in collaboration with U.C. Davis MIND Institute, with curriculum from a collaboration with U.C. Davis MIND Institute and the ACLU. Law enforcement safety training for self-advocates, family advocates, professionals, and law enforcement. CA State Treasurer Fiona Ma s Affordable Housing Listening Tour: 5 dates across the state. The Bay Area session is this Friday, 1/18,2019 in SF, at 3:00pm. It is mportant that we have strong community representation. Regarding recent requests for trainings and events: financial abuse and fraud prevention, ableism, systems overview for advocacy, CalABLE, and Medi-Cal and Medicare. Thinking of a training or event you would like to see? Please let your SCDD Regional Office know! Dates for calendar: January 23, Legislative & Public Policy Committee (LPPC) February 5, Employment First Committee February 27, next Bay Area Regional Advisory Committee meeting: San Mateo County Office of Education, from 7:00pm 9:00pm. (Agenda includes discussion on efforts to increase education and appropriate tool utilization within the criminal justice systems and first responder systems, and reviewing the annual SCDD CRA/VAS report March 7, LPPC March 11, 2019 self-advocates advisory committee March 12, SCDD council March 26 & 27, Statewide Self Advocacy Network See SCDD.ca.gov website for more information.

4 GOLDEN GATE REGIONAL CENTER 3 COMMITTEEE REPORTS: Services Committee (Carl Yorke) Presentation Provider Spotlight: Pomeroy Recreation and Rehabilitation Center (David Dubinsky) David gave an overview of the Pomeroy Center, including their mission statement, which is: The mission of the Pomeroy Center is to provide recreational, vocational and educational opportunities for people with disabilities through programs and services that encourage self-expression, promote personal achievement, and lead to greater independence. The Pomeroy Center comprises of: $9.2 million budget 136 Full-Time, 26 Part-Time employees, 20+ volunteers 500 people per day served on site 4.2 acre campus, 68,000 developed square feet of buildings Four Main Program Areas: Adult Day Services Children s After School Program Therapeutic Aquatics Program Residential and Respite Services Presentation was well received and a Q & A followed. Board Operations Committee (David De Lira) David introduced and presented a board candidate, Alex Madrid, and independent living generalist and person served by GGRC. An election will take place by the full board next month. Alex is recommended for consideration by the Board Operations Committee. David reported that a cultural diversity training will take place prior to the next board meeting on February 19 th at 5:00pm in GGRC s San Francisco office. Operations (For FY 18/19) Finance Committee - (Paul Goldsmith) Operations funds for Regular CPP operations have yet to be fully allocated for the fiscal year. All operations funds are expected to be fully expensed for the fiscal year over the normal course of operations. Purchase of Services (POS) Excluding CPP (For FY 18/19) After three (3) months of operation year-to-date Total POS expenditures are under budget by 0.2% or 24.8% expended to date. The current estimate is a net projected deficit of approximately $6.1 million for the fiscal year.

5 GOLDEN GATE REGIONAL CENTER 4 Community Placement Program (CPP) Funding (For FY 18/19) The current fiscal year CPP funding relates mostly to the final placements out of Sonoma Developmental Center and expected placements out of Porterville and Fairview Developmental Centers. After three (3) months of operation year-to-date CPP expenditures are under budget by 18.9% or 6.1% expended to date. The current estimate is a net projected deficit of approximately $814,000. Service Provider Advisory Committee (Matt Tarver Wahlquist) Matt reported that the Service Provider Advisory Committee continues to meet the second Tuesday of each month prior to the board meeting, followed by the SPAC Legislative Subcommittee. In the last meeting, SPAC had someone present on disability and sexuality which was well received. Matt emphasized the importance of the continued collaboration between SPAC and the regional centers. A recent example of such teamwork between the two was the accomplishment of encouraging participation from a large majority of all GGRC providers in completing the 2018 provider rate survey (conducted by DDS contractor, Burns & Associates). SPAC members made personal calls to hundreds of GGRC providers to urge them to participate and offer assistance and context to the survey Legislative Committee/Executive Committee/Chairperson s/arca Reports (Eric Zigman for Audrey DeChadenedes) Eric began by thanking Audrey DeChadenedes for not only chairing the Legislative Committee but also linking it to Advocats, an advocacy group here at GGRC. He noted that our Service Provider Advisory Committee also has a legislative sub-committee, and she has done a great job bridging the efforts of both committees. New Team in Sacramento We have a strong Democratic majority in both houses, and our local legislators are in some helpful positions: Senator Mike McGuire is Assistant Majority Leader, and sits on the Committee for Budget and Fiscal Review. Senator Jerry Hill is on the Appropriations Committee. Senator Scott Wiener is on the Human Services Committee and will be chairing a new Housing Committee. Assemblymember Kevin Mullin is the Speaker Pro Tempore of the Senate, and is on the Budget Committee. Assemblymember Phil Ting chairs the Budget Committee, and is an alternate on the Budget Subcommittee for Health and Human Services. David Chiu is also on the Budget Committee; he also chairs the Committee on Housing and Community. Budget/Rate Study Our new Governor, Gavin Newsom, released his proposed budget last week. The budget includes $7.8 billion total funds ($4.8 billion GF) for DDS in ; an increase of $435.2 million ($332.4 million GF) over the updated budget.

6 GOLDEN GATE REGIONAL CENTER 5 The Budget includes funding in the amount of $750 million for full-day universal preschool. The early intervention screening program will receive $105 million to expand the home visitor program. The Governor stated that the rate study to be completed by Burns and Associates this spring is a point of caution as the state is unaware of how the findings may impact the system. ARCA and the Lanterman Coalition are in the process of drafting a letter asking for an eight percent down payment on the rate study results, as the results are expected to show a need far greater. Our board and advocacy groups will be organizing a targeted campaign to address this, visiting our local representatives and writing letters. We are working on creating a template for families to tell their stories, which will be translated. A preview of the rate study expected in late December was postponed, with the date still to be announced. The final results will be presented to the legislature in March. Other State/ARCA News The deadline for new bills is February 17th. ARCA s Grass Roots Day will be on April 3 rd. EXECUTIVE COMMITTEE/CHAIRPERSON S REPORT (Paul Goldsmith) Paul reported that he and Audrey are writing a draft letter which will be from the GGRC board to legislators in our catchment area regarding the new Governor s budget proposal. DIRECTOR S REPORT (Eric Zigman) Announcement Eric reported that as of yesterday, our 2019 performance contract has been approved by DDS. State Developmental Center Closures (SDC) As of December 18 th, 2018 all individuals served have moved out of Sonoma Developmental Center. GGRC placed its final individual into community placement on 10/23/18. The closure of this institution represents a high water mark of many of our careers, and Eric thanked all those who worked tirelessly to ensure that all individuals would have the opportunity to enjoy life in their new communities, as is their right. The Case for Inclusion Eric reported that United Cerebral Palsy (UCP) puts out an annual nationwide report titled The Case for Inclusion which focuses around measures of the strength of each state s systems serving persons with developmental disabilities. Based on how the study was conducted (in consideration of 30 different factors), California ranks 9 th. Delays for services were one factor and why California ranks in the top 10-- as the Lanterman Act does not allow for waiting lists. Alarmingly, 425,000 (up 75,000 from the previous year) individuals are on other states waiting lists for community based services.

7 GOLDEN GATE REGIONAL CENTER 6 Only 14 states have closed all of their institutions, California has two facilities still open (the general treatment part of Porterville and Fairview Developmental Centers), but both are slated to be closed by the end of the 2019 calendar year. 24 states conducted a staff survey to explore provider staff turnover rates- this is a crucial survey as staff retention is one of the biggest challenges facing our service system. California does not participate in this survey. Eric will be sending a link to the report to the board. The People s Caucus (Jay Katz) Jay reported that effective this month, The People s Caucus Committee will be reinstated after a long recess. The proposed committee membership will staffed by Kate Russell and Elizabeth Grigsby of GGRC, and will comprise of board members and other persons served by GGRC. Still working out the membership and other details, but they plan to give a committee report to the board going forward. The focus of the committee will be client advocacy from their perspective, and advising the board of any issues relevant to persons served. AJOURNMENT Meeting Adjourned.
