SECOND by Kirby Stucky MOTION CARRIED CONSENT AGENDA MOTION by Carol Berning to approve the consent agenda consisting of Minutes for Regular Council meeting held April 2, Payroll for amount of April 6, 2018, $9,930.95, and General Disbursement Checks amount of $36, SECOND by Kirby Stucky MOTION CARRIED MAYORAL APPOINTMENT Mayor Chapman nominated Miranda Tolin to fill the vacant Council seat replacing Jeremy Liby, term to expire November, MOTION by Rick Jacob to approve the nomination of Miranda Tolin for City Council. SECOND by Kirby Stucky MOTION CARRIED Miranda Tolin was sworn in as a Council Member by Janise Enterkin, City Clerk. April 16, 2018

5 PUBLIC FORUM Rebekah Morse came before Council to request the use of a piece of land located by the east water tower for a Community Garden. Council suggested creating a Community Garden Committee. Ms. Morse said she would look into what it takes to create the committee. Consensus of Council to approve the use of land by east water tower for a community garden. MOTION by Carol Berning to approve the start-up of a community garden project. SECOND by Rick Jacob MOTION CARRIED STAFF REPORT Kermit McGinn, City Superintendent presented Council with 4 bids for water tower cleaning/inspection. Kermit suggested awarding the bid to Maguire Iron for internal cleaning. He will also check with Maguire Iron regarding a video of inspection. MOTION by Rick Jacob accept McGuire Iron contract as submitted. SECOND by Richard Ludowese MOTION CARRIED City Superintendent McGinn updated Council on the storm sirens. Waiting on bid from Sentry. Executive Session Contract Negotiations MOTION by Richard Ludowese to recess into Executive Session for Contract Negotiations, 10 minutes with Governing Body, City Attorney and City Clerk in attendance. SECOND by Randi Tolin MOTION CARRIED DRAFT Meeting reconvened at 8:12 pm with no binding action taken in Executive Session. Farm Leases MOTION by Rick Jacob to approve farm leases for Curt Grattan and Frank Harper. SECOND by Richard Ludowese MOTION CARRIED Brad Jantz, City Attorney updated on Dollar General deed correction that he will file. He also updated Council on 403 Garfield (sent letter to owner) and 416 Garfield (Quiet title, no viable heirs). UNFINISHED BUSINESS Cross Connection Police MOTION by Richard Ludowese, to adopt Cross Connection Policy in conformity with SECOND by Miranda Tolin MOTION CARRIED NEW BUSINESS Traffic Diversion Program Policy MOTION by Richard Ludowese to table Traffic Diversion Program Policy until changes have been made and bring back to Council on May 7 th. SECOND by Rick Jacob MOTION CARRIED April 16, 2018

6 Emergency Water Plan MOTION by Rick Jacob to approve Emergency Water Plan SECOND by Richard Ludowese MOTION CARRIED MAYOR AND COUNCIL REPORTS Letter received from Kansas Historical Society giving release for demotion of 503 N. Commercial. MOTION by Rick Jacob to recess into Executive Session for Non-elected Personnel to protect the subject employee for 10 minutes with Governing Body, City Attorney and City Clerk in attendance. Regular Council meeting to resume at 8:45 pm. SECOND by Richard Ludowese MOTION CARRIED DRAFT Meeting reconvened at 8:45pm with not binding action taken in Executive Session. 22 MAINTENANCE REPORT st Quarter Kermit McGinn, City Superintendent WWTP Generator repaired radiator (leaking), replaced belts & hoses. East Lift Station Generator changed out. Main Lift Station Generator hooked up with Fire Station. WWTP cleaned plant and serviced gear boxes, etc. Sewer inspection received letter from KDHE. Mayer cleaned and checked sewer lines. Swimming Pool washed, cleaned and ready to fill. Swimming Pool shelters water sealed. Swimming Pool bathroom hooked up toilets and sinks. Swimming Pool bleachers all boards replaced. Water leaks (5) Water meters putting meter radios & foam in all meter lids. Dead Pine Trees on West 4 th Street (removed and trimmed). Attended Ks Rural Water Conference. Park replaced Teeter Totters. General maintenance of equipment.
