1 Tehama County Board of Education October 10, 2018 The Regular Meeting of the Tehama County Board of Education was held on the above date with Mrs. Betty Brown, President, presiding. Mr. Richard DuVarney, County Superintendent; Mr. Wes Grossman, Assistant Superintendent of Business Services; Mrs. Karin Matray, Associate Superintendent; Ms. Noelle DeBortoli, Director of Human Resource Services; and Ms. Carol Stephens, Recording Secretary were present. Call to Order Roll Call and Pledge of Allegiance Mrs. Brown called the meeting to order at 4:00 pm Present: Brown, Hopper, Steffan, Begrin Ms. DeBortoli led the Pledge of Allegiance. Regular Meeting Minutes Mrs. Steffan moved, seconded by Mrs. Hopper, to approve the minutes of the meeting held on September 19, The Ayes: Steffan, Hopper, Begrin, Brown Warrants Mrs. Begrin moved, seconded by Mrs. Steffan, to approve the warrants ending September 27, The motion was approved by the following vote: Ayes: Begrin, Steffan, Hopper, Brown Financial Report Mrs. Hopper moved, seconded by Mrs. Begrin, to approve the financial report as presented by Mr. Grossman. The Ayes: Hopper, Begrin, Steffan, Brown Audience with Groups and/or Individuals Closed Session There were no members of the public present who wished to address the Board on items not on the agenda. The Board moved into closed session at 4:03 pm. Attorney Bill Byers was present.

2 Liability Claims Conference with Legal Counsel - Existing Litigation Open Session/Call Back to Order Announcement of Action Taken in Closed Session The Board reconvened in open session at 4:39 pm. Mrs. Brown announced that the Board took the following action in closed session: Mrs. Steffan moved, seconded by Mrs. Hopper to deny/reject the claim of Dionne Renee Davis and authorize Superintendent DuVarney to write the letter of denial on behalf of the Board. The motion was approved by the following vote: Ayes: Steffan, Hopper, Begrin, Brown Mrs. Brown also announced that the Board gathered information on existing litigation, and no action was taken. Department Reports Superintendent Report Superintendent DuVarney reported on the following: Staff met with the architect yesterday and went over the plans for the TeLA and Tech Center building. We are not ready to break ground but are working on the plans. Teacher of the Year visitations will start tomorrow and conclude on Friday. Farm Day is Tuesday, October 16 at the Fairgrounds for 4th graders in the county. SERRF Lights On is scheduled for October 25 at the Fairgrounds at 6:00 pm. The Legislative Analyst's Office will visit with district superintendents on November 29. They advise the legislature in policy and education. We held a premeeting with district superintendents to craft our message in regards to what they need to hear from us. Shared a handout with the Board from CASBO. It is an overview for Board members on how California public schools are funded. It also addresses the Local Control Funding Formula. Shared Twitter account. 2

3 Human Resource Services Report Associate Superintendent Report Ms. DeBortoli reported on the following: Hosted their second countywide Human Resource Meeting in September. All but four small districts attended. The next meeting will be held at Gerber School. They have created a list serve so that people can send questions or request information of the group. Working with the business department on minimum wage. It is going to be difficult the next couple of years with our Office Technical Unit, State Preschool and CSEA. We are trying to come up with ways to keep up and also keep programs in the black. Rachel Shawls coming to Tehama County on October 25. We currently have 90 people registered. We are very excited to have her come to Tehama County. Mrs. Matray reported on the following: The Admin Network Meeting was held yesterday. They had a very participant-involved session where they shared best practices. The next session will be at Gerber School. Negotiating with CIA and CSEA. They are friendly sessions. Distributed information on Red Ribbon Week. Lincoln Street School enrollment is at 86. TeLA enrollment is at 102. They have decided not to enroll anymore students, other than homeless students, until the end of the semester. Juvenile Hall enrollment is between students. We had 10 students that had IEP's and represent all partnering counties. The impact of special education at Juvenile Hall and TeLA is high. New Business Unaudited Mr. Grossman gave a presentation on unaudited actuals Actuals with unrestricted and restricted funds. Discussed special funds with TeLA, Lincoln Street Charter School, Special Education pass-through funds, which we pass through to the districts, Early Childhood Education, and Forest Reserve. We made money in State Preschool this year. Attendance is up and we have full enrollment. Forest Reserve is money coming here. Our portion is $60,000 and the rest goes to districts and part to Shasta College. Shared trends from 2013 through

4 Unaudited Actuals - continued Mrs. Steffan moved, seconded by Mrs. Begrin to approve the Unaudited Actuals as presented by Mr. Grossman. The motion was approved by the following vote: Ayes: Steffan, Begrin, Hopper, Brown Resolution No : Approval of the Gann Limit Mrs. Hopper moved, seconded by Mrs. Steffan to approve Resolution No : Approval of the Gann Limit. The Ayes: Hopper, Steffan, Begrin, Brown Resolution No Mrs. Begrin moved, seconded by Mrs. Hopper to approve 2018: Proclaiming Resolution No : Proclaiming October 23-31, 2018 October 23-31, 2018 as Red Ribbon Week. The motion was approved by the as Red Ribbon Week following vote: Ayes: Begrin, Hopper, Steffan, Brown Review of Williams Quarterly Report Disposal of Surplus Property Superintendent DuVarney reported that this report was brought to the Board as information. Mrs. Steffan moved, seconded by Mrs. Begrin, to approve surplus of a 1992 Thomas 34 Passenger School Bus - License Number E The motion was approved by the following vote: Ayes: Steffan, Begrin, Hopper, Brown Dashboard Local Indicator Mrs. Matray gave a report on the Dashboard and the Local Indicators.
