CALL TO ORDER Chair Shami Sandhu called the meeting to order at 6:00 P.M. 2. APPROVAL OF AGENDA Addition: Special Presentation to follow Item #3 Removal from Agenda: #5.1 EPC Consultation with Chief s Advisory Committee
2 2 MOVED Commissioner Tamaklo Commissioner Palmer That the Agenda for the Commission s Public Meeting be approved as amended. 3. APPROVAL OF MINUTES May 22, 2014 MOVED Vice-Chair McCuaig Commissioner Hudson That the Minutes for the Commission s May 22, 2014 regular Public Meeting be approved Chief Knecht made a special presentation to Mr. Kenneth Thomas for his public support in making Edmonton a safe place to live. Mr. Thomas assisted the Service over the past two months with two situations that he encountered CONSENT AGENDA MOVED Commissioner Tamaklo Vice-Chair Palmer That all Consent Agenda Items be accepted for information. 5. PRESENTATION 5.1 Consultation with Chief s Advisory Committee This presentation was removed from the agenda. 5.2 Police Information Check Section: Investigative Support Branch Edmonton Police Service Deputy Chief Danielle Campbell introduced Mr. Dave Elanik, Manager, Police Information Check Section, Edmonton Police Service. Mr. Elanik spoke to the Definition and purpose of a police information check Value Commitment to customer service Keys to success Future He responded to questions.
3 Chair Sandhu and A/Deputy Chief Tony Harden commended Mr. Elanik s area for its work. 3 Chair Sandhu thanked Mr. Elanik for his presentation. 5.3 PACT (Police and Crisis Detail): Investigative Support Branch Edmonton Police Service Constable Anita Vallee, Police and Crisis Detail, introduced herself and Ms. Megan Antymis, a psychiatric nurse with Alberta Health Services. Constable Vallee spoke on PACT s mandate Memorandum of Understanding between the Service and Alberta Health Services Need for PACT police and mental health perspective Ms. Antymis spoke on a case study she and Cst. Vallee were involved in which provided an example of the program s value and success. Constable Vallee and Ms. Antymis responded to questions. Chair Sandhu thanked Constable Vallee and Ms. Antymis for their presentation. (Constable Vallee and Ms. Antymis left the meeting) BREAK 6:55 P.M. 7:10 P.M. 6. CHIEF S REPORT 6.1 Key Issues There were no key issues. 7. INPUT FROM THE PUBLIC 7.1 Mr. Dennis Hansen address the Commission and the Service, expressing his dissatisfaction with the Service, alleging that he feels harassed and discriminated against, and he is not receiving the proper response. He expressed a desire for the Service to assist him. 8. CHAIR REPORT There was no report. 9. COMMITTEE REPORTS 9.1 GOVERNANCE COMMITTEE There was no report.
4 9.2 FINANCE AND AUDIT COMMITTEE 4 Commissioner Derek Hudson advised that some of the matters discussed at the July, 2014 Finance and Audit Committee meeting were brought forward under the Consent Agenda. 9.3 PROFESSIONAL STANDARDS COMMITTEE Vice-Chair Gary McCuaig advised that the next Committee meeting will be held in July, EXEMPTIONS FROM CONSENT AGENDA There were no exemptions from the Consent Agenda. 11. EDMONTON POLICE COMMISSIONER INQUIRIES Commissioner John Lilley referred to the video campaign with respect to the impact of impaired and distracted driving and asked if this could be done by the Service. Chief Rod Knecht advised that he is aware of the campaign and will look into it. EPS 12. OTHER BUSINESS 12.1 Canadian Association of Police Governance (CAPG) Update Commissioner Cathy Palmer Commissioner Palmer advised that, as Chair of the CAPG, she met with the Federal Minister of Public Safety. She spoke on the discussion that was held. He is considering speaking at the upcoming CAPG Conference. She responded to questions Alberta Association of Police Governance (AAPG) Update Commissioner Derek Hudson Commissioner Hudson advised that the AAPG Conference held May 2-3, 2014 was a success. The 2015 conference will be held in Calgary, Alberta. 13. COMMISSIONER COMMENTS/CONCERNS/COMMENDATIONS There were no Commissioner comments/concerns/commendations. 14. ADJOURNMENT The meeting adjourned at 7:20 P.M. CERTIFIED as being a record of the matters dealt with at the Public Meeting.
