Review of Notice Waiver Requests for Agenda Items or Documents (if needed) Vice Mayor Rose Herrera opened the floor for public testimony. Public Comments: Martha O Connell referenced Item 3.3 on the Agenda, indicating this item should have come before the Housing Commission first to allow full transparency. Councilmember Johnny Khamis and carried unanimously, the Committee accepted the August 2, 2016 Agenda, as amended: Item 3.4, Proposed Ballot Measure Alternative Pension Reform Act, Item 6.2, Amendment to the On Demand Ground Transportation Management Agreement with Taxi San Jose, Inc., and Item 6.3, Actions Related to the Mineta San José International Airport - Terminal B Exit Lane Technology, were added to the Agenda with Sunshine Waivers. Public Comments: Gail Osmer and Shannon Camacho urged the importance of rent control and attested that several families have been evicted from their apartments in District 6 without just cause. Approval of Campton Chase Neighborhood Beautification Day sponsored by Council District 10 as a City Council sponsored Special Event to expend city funds and accept donations of materials and services for the event. (Khamis) 1) Approve the Campton Chase Neighborhood Beautification Day scheduled for August 13, 2016 as a City Council sponsored Special Event and approve the expenditure of funds. 2) Approve and accept donations from various individuals, businesses, or Documents Filed: Memorandum from Councilmember Johnny Khamis, dated July 21, 2016, recommending approval of the City Sponsored Special Event and placing it on the August 2, 2016 Agenda for action. Vice Mayor Rose Herrera opened the floor for public testimony. Public Comments: Dave Truslow (Citizens for Fiscal Responsibility), Richard Zappelli, Nancy Pyle, Gail Osmer and Ed Rast offered opinions on the event, including criticism of using public funding for public forums and potential scheduling conflict with National Night Out. Assistant City Attorney Ed Moran offered clarification, indicating that such forums cannot be used for political purposes but may be used for providing impartial information to residents. Council Member Pierluigi Oliverio spoke in support of the use of forums and the positive feedback that has been provided in the past from residents. Committee discussion followed. Action: Upon motion by Councilmember Johnny Khamis, seconded by Councilmember Magdalena Carrasco, and carried unanimously, the Committee END OF CONSENT CALENDAR July 27, 2016

(City Manager) Accept the semi-annual report on posting of public calendars by City officials on the City s web site. Documents Filed: Memorandum from Director of Communications, David Vossbrink, dated July 20, 2016, recommending acceptance of the semi-annual report on posting of public calendars. Councilmember Johnny Khamis, and carried unanimously, the report was accepted. (3-0-2.) 3. Ad-Hoc Committee on Development Services and Meeting Schedule. (Mayor) Forward for approval at the City Council hearing on August 9, 2016, the creation of an Ad-Hoc Committee on Development Services and setting the dates for the meetings to be held in the City Manager s Conference Room. Documents Filed: Memorandum from Mayor Sam Liccardo, dated June 21, 2016, forwarding approval of the creation of an Ad-Hoc Committee on Development Services. Action: Upon motion by Councilmember Johnny Khamis, seconded by Councilmember Magdalena Carrasco, and carried unanimously, the Committee forward approval of the Ad-Hoc Committee on Development Services and Meeting Schedule. Approval of the Neighborhood Services and Education Committee Workplan for the period August through December 2016, and setting its meeting schedule on the second Thursday of each month at 1:30 p.m. in Rooms W Documents Filed: Joint memorandum from Mayor Sam Liccardo and Councilmember Donald Rocha, dated July 15, 2016, recommending approval of the Workplan. Councilmember Johnny Khamis and carried unanimously, the Neighborhood Services and Education Committee Workplan for the period August through December 2016, and setting its meeting schedule on the second Thursday of each month at 1:30 p.m. in Rooms W , was approved.
