ORGANIZATION OF THE BOARD Vote on the selection of the Chair and Vice Chair of the Chatham County Board of Commissioners Vote on a request to approve the appointment of Lindsay K. Ray to a one year term as the Clerk to the Chatham County Board of Commissioners. APPROVAL OF AGENDA and CONSENT AGENDA The Board of Commissioners uses a Consent Agenda to act on non-controversial routine items quickly. The Consent Agenda is acted upon by one motion and vote of the Board. Items may be removed from the Consent Agenda and placed on the Regular Agenda at the request of a Board member or citizen. The Consent Agenda contains the following items: Vote on a request to approve a contract with Chatham Habitat for Humanity, Inc.to appropriate $150,000 to provide affordable housing to low and moderate income residents. The session is no more than thirty minutes long to allow as many as possible to speak. Speakers are limited to no more than three minutes each and may not give their time to another speaker. The Board of Commissioners approved allocating $150,000 of the Briar Chapel funds to Chatham Habitat for Humanity to provide affordable housing. Approval of the attached contract is requested. Motion to approve a request to approve the Next Generation 911 Solution Contract proposed by Motorola Solutions Inc. and Intrado Communications Inc. Introduction & Background: The Chatham County Public Safety Answering Point (PSAP) is currently Phase II compliant, meaning that the system will give a caller s location, phone number, and location coordinates for both cell and land line calls. However, the PSAP is not capable of receiving text, video, or other types of smart phone applications. The exception to this is that the PSAP can use a text telephone device (TTY) to communicate with people who are deaf or hard of hearing. This is an effective communication device, but does not allow the caller to be mobile. Discussion and Analysis: To expand the capabilities of PSAPs, the NC State 911 Board has made next generation technology a priority and is one of the 2015 goals. Next generation technology will enable communication centers to receive information in additional formats already used by the public, such as video and text. The National Emergency Numbering Association (NENA) has defined next generation standards for communication centers. The solution proposed in the Motorola/Intrado contract provides a service to Chatham County that would meet all Next Generation requirements. Budgetary Impact: This entire project is a 5 year service contract with a onetime set up fee of $24,926 and a monthly recurring payment of $16,007 and will be paid for with 911 funds. This price includes all warranties and maintenance for the 5 year service period. Currently there are two vendors that can provide Next Generation capabilities to the county. One will be Motorola/Intrado as mentioned above and the other will be Centurylink. After multiple attempts by this department to obtain a comparable product price from Centurylink beginning May of 2014 and continuing to September 23, 2014, to date they have not provided a comparable service package. Introduction & Background: NC General Statute (NCGS) requires that the Board of Commissioners approve the official bonds of the sheriff. NCGS requires that the Sheriff furnish a bond payable to the State of North Carolina for execution and return of process, payment of fees collected, and faithful execution of his office as Sheriff, upon his election. Staff presented the Recommended FY plan on November 17. Though not required by law, commissioners have decided to hold a public hearing on the capital improvements program. The document is available online and in each of the county s libraries and on the county's website at: Budgetary Impact: The CIP will have significant budgetary impact, which will be explained in the document. Discussion & Analysis: Staff will need approximately one day to go through background information. A second day will be needed for goal setting. Staff also recommends hiring a facilator to assist the Board of Commisssioners in establishing goals. A third day may be needed if Commissioners want to discuss other items beyond the upcoming budget.
