2 Statements & Search Criteria Statements Mission Statement The Council of State Governments is our nation's only organization serving all three branches of state government. CSG is a region-based forum that fosters the exchange of insights and ideas to help state officials shape public policy. CSG is a region-based forum that fosters the exchange of insights and ideas to help state officials shape public policy. This offers unparalleled regional, national and international opportunities to network, develop leaders, collaborate and create problem-solving partnerships. CSG is a national non-partisan organization that alerts state elected and appointed officials from all branches of government to emerging social, financial and political trends. Additionally, CSG offers innovative state policy responses to changing conditions and advocates multi-state problem solving to maximize resources and competitiveness. Impact Statement Each year, CSG serves approximately 20,000 state officials in the 50 states and six U.S. territories through it's publications, meetings, research, leadership programs and services. State officials participate in a variety of round tables, panel discussions, presentations and workshops that enhance their capacity for making policy decisions. Capitol Ideas, CSG's national flagship magazine, is published 6 times a year and maintains a readership of over 16,000 each issue. Moving into the digital age and serving state officials as quickly as possible has meant the development of an advanced CSG web presence: the CSG Knowledge Center. The CSG Knowledge Center has been instrumental in reaching not only state officials but also the general public by producing quality information in a real time format. Blogs, articles and publications instantly reach individuals who can utilize the information to inform their decision making. CSG's Knowledge Center continues to be recognized and utilized by major publications and media outlets such as NPR, The Huffington Post and Governing Technology magazine. In addition, CSG hosts a thriving social media community via Facebook and Twitter usage. The CSG Web site reaches an average of 14,500 visitors a month. Needs Statement Achieving large scale and lasting results for individuals and communities typically cannot be accomplished without public investments and government directives. Accomplishing comprehensive and sustainable policy changes must include state policymakers. As such, CSG strives to provide state policymakers with the skills they need to become effective leaders, emphasizing both the content of public policy and its process of adoption. To achieve its mission and this view of positive impact, CSG requires support for its major programming, specifically for two national meetings each year; policy research and educational programs; leadership development; and, ongoing support for policymakers to make educated decisions though the many resources CSG produces. 2
3 CEO/Executive Director Statement Dear Friends: Challenging times present many opportunities for innovation. The current economic crisis is no exception. The Council of State Governments was founded during the Great Depression and for more than 75 years, CSG has worked hard to provide state leaders with what they need to succeed in difficult times. The members of CSG include every elected and appointed state and territorial official in the United States. Through our committees and task forces, supported by our exceptional team of policy and research specialists, we consider and make recommendations on promising approaches to public policy. We are a strictly nonpartisan organization that brings state leaders together to share capitol ideas, providing them the chance to learn valuable lessons from each other. We also foster innovation in state government and shine a spotlight on examples of how ingenuity and leadership are transforming the way state government serves residents of the states and territories. We believe the states and territories are the vibrant laboratories of democracy and all states can benefit from a robust dialogue among state leaders. CSG is a diverse and energetic organization. We work primarily through our headquarters and regional offices to advance our mission but it is also through the work of our valued affiliate organizations that many state leaders access CSG. CSG is also a respected voice for the states to the federal government as we advocate for the interests of the states in Washington, D.C. 5 Programs Programs Leadership Development Description Category The Council of State Governments recognizes government leaders across the country in leadership training at the national and regional levels. From the premiere Toll Fellowship Program to regional programs focused on legislators, CSG has played a role in the development of leaders at the state and national levels. The Toll Fellowship Program, named for CSG founder Henry Toll, is one of the nation's premier leadership development programs for state government officials. Each year Toll Fellows brings 40 of the nation's top state government officials from all three branches to Lexington, Ky for an intensive intellectual boot camp. The program's agenda includes dynamic speakers and sessions designed to stimulate personal assessment and growth while providing networking and relationship building opportunities. Previous programs have included sessions on leadership personality assessment, media training, crisis management, appreciative inquiry, adaptive leadership and more. Philanthropy, Voluntarism & Grantmaking, General/Other Population Served,, Program Short Term Success Program Long term Success Examples of Program Success Short-term success for our leadership development programs includes increased awareness, education and understanding of their leadership potential. Our sessions equip state policymakers with skills and strategies to improve state governance and enhance their effectiveness as public servants. Each program's agenda includes a lineup of dynamic speakers and sessions designed to stimulate personal assessment and growth while providing valuable networking and relationship building opportunities. CSG anticipates that the long-term success of individuals who complete our leadership development program to be immense. Program graduates work within their states to encourage multi-branch collaboration as well as interstate collaboration. Many take on increasing leadership roles beyond state government to extend public service beyond their contributions to CSG and their individual states. To date, there have been over 900 Henry Toll Fellowship Program graduates. The program has received positive praise from graduates throughout the country. Adam Schiff, now serving as a U.S. Congressman from California, found the program helped me identify my own leadership strengths, work more effectively with my colleagues and strengthen my relationship with the media. Alabama Secretary of State Beth Chapman stated that the program was educational, informative and an overall outstanding experience. 5
6 Policy Programs Description Category The Council of State Governments tracks public policy issues in various areas across the country, including in education, health, energy and environment, and transportation at its headquarters office. In addition, several policy programs offer an expanded look into specific categories, such as public safety and justice issues with the national CSG Justice Center, public health issues with CSG's Healthy States initiative, combined state efforts in areas of common interest through CSG's National Center for Interstate Compacts, and model legislation through the CSG's Suggested State Legislation program. CSG recently launched the national Comparative Performance Measurement Project, which seeks to collect, analyze and publish comparative performance data so states can better set reachable targets for their services and identify successful state practices. Community Development, General/Other Population Served,, Program Short Term Success Program Long term Success Health Policy - A subscription list of over 3,000 receives a monthly electronic newsletter summarizing the latest state actions in health policy and providing resources for policy development. Publications in 2010 included 20 policy briefs, 50 individual state profiles, and two Book of the States articles Transportation Policy - The group has produced two national reports, three national policy resolutions recommending principles for reauthorization, numerous widely read policy briefs, a blog and Twitter feed with many regular viewers, and successful policy sessions at CSG meetings that have focused on transportation finance and America's infrastructure needs. Health Policy - Opportunities for members to learn about federal health reform have included: web postings, webinars, publications, meeting sessions. Particular areas of focus have included disease prevention and wellness (in partnership with the Centers for Disease Control and Prevention), mental health, Medicaid, and health reform. Transportation Policy - In 2008, CSG created a Transportation Policy Task Force that allows the organization to keep members up to date on key policy developments and programs at the state level and to weigh in on federal issues such as the reauthorization of federal transportation programs. The task force and CSG's transportation policy program, which have expanded the capacity of the organization to address an issue of great interest to cash-strapped state governments. Performance Measurement - Measuring how well states are performing is increasingly important as states face shrinking revenues and rising demand for services. Citizens want and expect results from their governments, even in the face of fewer resources. Measuring performance and using performance data to strategically place resources is key to implementing the accountable, transparent and results-focused governance policies that citizens demand. Measuring performance is an essential tool of managing performance, providing the necessary information for informed, outcome-driven strategies. National Center for Interstate Compacts - The National Center for Interstate Compacts is designed to be an information clearinghouse, a provider of training and technical assistance, and a primary facilitator in assisting states in the review, revision and creation of new interstate compacts as solutions to multi-state problems or alternatives to federal preemption. The Center functions as a resource for state leaders and other crucial stakeholders. 6
7 Examples of Program Success Health Policy - Following the adoption of a national policy resolution to support the creation of state legislative mental health caucuses, presentations at three national meetings focused on successful mental health caucuses. Since those meetings, at least 3 additional states have moved to create a caucus to focus attention on mental health issues. Environment and Energy Policy - The group completed a three-year DOE sub- award with the Clean Energy Group in June 2010 to conduct outreach on solar energy policies. The project reached hundreds of state legislators through conference sessions, webinars, and policy reports. Performance Measurement - The National Comparative Performance Measurement Project developed States Perform, an interactive web tool designed to educate state policy makers on the approaches states are taking to measuring and managing performance. In addition, it provides users with access to interactive, customizable and up-to-date comparative performance measurement data for 50 states in six key policy areas. Launched in June 2010, the site has now averaged over 1,000 views per month. States Perform has received attention from numerous websites and electronic newsletters, like Rutgers's Public Performance Measurement and Reporting Network (PPMRN) and highlighted in state reports and press releases. National Center for Interstate Compacts - The Center's most recent project has been the Military Interstate Compact Children's Commission, an entity that makes it easier for the children of military families to transfer from one public school to another. The Center also developed the Interstate Commission and Compact for Juveniles, providing enhanced accountability, enforcement, visibility, and communication in the return of juveniles who have left their state of residence and in the cooperative supervision of delinquent juveniles who travel or relocate across state lines. 7
8 Publications and Research Description The Council of State Governments keeps state officials connected and upto-date on the issues through a variety of publications. The Book of the States, published since 1935, is a reference tool of choice and includes comparative information on everything from highway miles to state government employment and everything in between. Capitol Ideas provides analyses of current issues and a look inside current trends. The Current State, CSG's weekly e-newsletter, provides an in-depth look on how current events affect state governments. The Council of State Governments is pleased to offer state leaders a variety of publications focused on today's most important policy issues. Through CSG's Capitol Research series, CSG policy experts examine the ways key issues are impacting your state, how the issues are evolving and how your state can respond - now and in the future. These publications will be disseminated in multiple formats in order to increase the likelihood that state policymakers can obtain the information they need in a format they desire. Research The Research Group coordinates several projects and programs, including member requests for information, original research, surveys and evaluations, data analysis and interactive data display, the Comparative Performance Measurement initiative including States Perform and other performance measurement research, and fiscal and economic research. Publications CSG produces and disseminates a wide range of publications, including Capitol Research policy briefs, articles in both our Capitol Ideas magazine and its accompanying electronic newsletter,capitol Comments blog, and other policy and research publications. The CSG Knowledge Center serves as a central clearinghouse for all policy-related publications. Research Original research and analysis developed by the group received increased attention from states and the press. Several research topics were highlighted in national publications such as the New York Times and Stateline; in local publications; on numerous websites and electronic newsletters, like Rutgers' Public Performance Measurement and Reporting Network; in state reports and press releases; and featured in a live interview on National Public Radio broadcast. Original research on the federal extension of enhanced FMAP and Unemployment Insurance trust fund solvency generated significant press attention, with each topic receiving over 2,500 hits on the website some of the most popular content on CSG's Knowledge Center. In addition, States Perform an interactive web tool focused on performance measurement has averaged over 1,000 views per month since it was launched in June
9 Leadership & Staff CEO/Executive Director Executive Director Term Start Jan Mr. David Adkins JD Experience David Adkins serves as Executive Director/CEO of The Council of State Governments headquartered in Lexington, Kentucky. Founded in 1933, CSG is a regionally-based, non-partisan forum that fosters the exchange of insights and ideas to help all three branches of state government officials shape public policy. CSG's 220 professional staff and programs offer all 50 states unmatched regional, national and international opportunities to network, develop leaders, collaborate and create problem-solving partnerships. Prior to joining CSG, David served as Vice Chancellor for External Affairs at The University of Kansas Medical Center in Kansas City where he led advancement and outreach efforts. He also previously served as the founding executive director of the Community Foundation of Johnson County, Kansas and as a partner in a Kansas Citybased law firm. In 1992 the Kansas Bar Association recognized David with its Outstanding Young Lawyer Award. Beginning in 1992, David was elected to four terms in the Kansas House of Representatives and then to one term in the Kansas Senate. During his twelve years of legislative service he chaired committees on appropriations, taxation and reapportionment. He was also appointed by Kansas Governor Bill Graves to chair the Kansas Youth Authority. In 1996 David served as chair of the eleven-state Midwestern Legislative Conference of the Council of State Governments and was named a Toll Fellow by CSG in David earned degrees in political science and law from the University of Kansas where he served as student body president and was the first KU student selected to receive a Harry S. Truman Scholarship. The Truman Scholarship Foundation presented David with its highest award for distinguished public service in David is a member of the Board of Trustees of William Jewell College in Liberty, Missouri. David and his wife, Lisa, are the proud parents of a daughter, Nell.
