4 CHARGES AGAINST ONTARIO OFFICIALS AND ENVIRO MANIACS Prohibition in Ontario was achieved by DECEITFUL Enviro Maniac Government Officials who concocted a classification of pest control products based on a methodology that FRAUDU- LENTLY AVOIDED SOUND REGULATORY SCIENCE. Additionally, Environmental Terror Organizations have concocted stories that pest control products are somehow «linked» to environmental and health problems in order to increase their memberships and donations! In January 2010, the Green Space Industry outlined the list of CHARGES against the Government of Ontario and the Ministry of the Environment. Additionally, individual Enviro Maniac members of Environmental Terror Organizations are facing FRAUD charges under the Canadian Criminal Code. The legal challenge is organized by Jeffrey Lowes and M REP Communications. These Enviro Maniac Activists conspired with Government Officials by using DISGRACE- FULLY FALSE and MISLEADING information in order to impede access to Health Canada Approved products through FRAUDULENT MEANS. 5 PRECAUTIONARY PRINCIPLE DECLARED INVALID JUNE 22 ND, 2010 AARON ORLANDO [ E NV I R O MA NI A C RE P ORTE R ] REVELSTOKE TIMES REVIEW A council discussion about the city s role in the regulation of cosmetic pesticides resulted in the DEFEAT of a motion calling for future decision making based on the PRECAUTIONARY PRINCIPLE, and the will of the majority. [ So much for this being an unbiased professional report ] [ Enviro Maniac ] Councillor ANTOINETTE HALBERSTADT presented the motion, and in the end was T HE O NL Y O NE W HO SUPPO R T E D I T. The June 22 [ 2010 ] council debate, however, does not substantially change the city s course when it comes to plans to expand an existing cosmetic pesticide ban on public parks and fields to include private properties. The discussion arose in response to letters from the «Industry Task Force II on 2,4 D Research Data», an organization supported by several pesticide manufacturers. 6 BACKGROUND INFORMATION FROM AN INDEPENDENT PERSPECTIVE THE INDUSTRY TASK FORCE II ON 2,4 D RESEARCH DATA The Industry Task Force II on 2,4 D Research Data was formed to work closely with the United States Environmental Protection Agency ( EPA ) and the Health Canada Pest Management Regulatory Agency ( PMRA ). Its role is to fund new research and provide information to each agency as required by their respective pesticide re registration and re evaluation programs. The 2,4 D Task Force is made up of those companies owning the technical registrations on the active ingredient in 2,4 D herbicides. They are Dow AgroSciences ( USA ), Nufarm, Ltd. ( Australia ) and Agro Gor Corporation ( USA & Argentina ). The Task Force does not conduct the research required by EPA and PMRA, it simply funds the scientific research needed to meet all agency requirements and keep 2,4 D registrations in the United States and Canada constantly up to date. All research funded by the Task Force is conducted under stringent Good Laboratory ( GLP ) Practice guidelines. MYTH BUSTING FACT : 2,4 D is SCIENTIFICALLY SAFE! Overall, when it is used properly, there are NO harmful irreversible effects to health and the environment! FACT : 2,4 D is probably THE MOST studied and best understood of ANY chemical not just pesticide in existence. FACT : Despite the opposite claims from Environmental Terror Organizations, NO regulatory body in the world classifies 2,4 D as a human carcinogen. FACT : 2,4 D DOES NOT cause cancer, which was the conclusion of the Health Canada s respected Pest Management Regulatory Agency ( PMRA ) in 2005, indicating that «the toxicological database does not suggest a carcinogenic risk».

7 The PMRA has stated that «No other international body considers 2,4 D to be a human carcinogen. Based on all available and relevant data, Health Canada agrees with this position.» The U.S. Environmental Protection Agency ( EPA ) has stated that «The Agency has determined that the existing data do not support a conclusion that links human cancer to 2,4 D exposure.» FACT : 2,4 D, which is used for turf weed control, has been tested with groups of people consisting of homeowners, professional applicators, and by standers. The study showed that these people had a level of exposure to 2,4 D that was lower than those standards accepted by the international scientific community. FACT : Enviro Maniac Activists and their Environmental Terror Organizations are WRONG about 2,4 D! 8 [ Enviro Maniac ] Councillor ANTOINETTE HALBERSTADT s response was a motion requesting council base their decisions and deliberations regarding cosmetic pesticides on the PRECA UTI O NA RY P RI N CI PLE and the will of the majority of citizens, «rather than on specific arguments for and against the alleged safety or harmfulness of specific pesticides, including 2,4 D». Although all councillors eventually O PPO SED the motion, the reasons they cited were somewhat different. Councillor TONY SCARCELLA was the only councillor to overtly state the position that cosmetic pesticides were «safe». He restated the position he presented at the JUNE 10 city health advisory committee meeting << It's not a health issue, pesticide 2,4 D, and people should make their own decision. [ It ] should be voluntary, not council decisions. >> Councillor CHRIS JOHNSTON said he felt the [ Precautionary Principle ] motion would bind future decisions of council and could not support it. JOHNSTON felt the [ Precautionary Principle ] motion would limit council s ability to make good decisions by prescribing the basis upon which the decisions were made. << I think i t gives this par ticular war more ammunit ion between them more ammunition that we don't need pointed at us. >> Councillor PHIL WELOCK said he was not in a rush to jump into the debate at this point. << I know people in my neighbourhood use [ pesticides ], and I ve used them, and when I do I don t feel very good physically after I ve finished, so it s not good stuff. >> He said the issue was being discussed globally, and counselled moving forward cautiously on the issue.

9 Councillor STEVE BENDER said he felt council already works to base decisions on the will of the majority. << I would like to think that we do that already. >> Mayor DAVID RAVEN said the pesticides debate was controversial, saying people were «polarized very, very significantly» on the issue. He had been dealing with the debate for 30 years. << Unfortunately, it's not clean science in some cases. >> In the end, RAVEN said he CO UL D NO T S U PPO RT a motion that would «fetter» the future decision making of this and future councils. [ Enviro Maniac ] HALBERSTADT s was the O NLY vote I N F A VO UR of the defeated motion. Cosmetic pesticide ban bylaw work continues The discussion was in response to correspondence, and is separate from ongoing staff work to prepare a bylaw that is exploring extending the existing ban on public property to private property. City administrator ROSS MCPHEE said staff was working on the bylaw and should have it ready for council by LATE AUGUST or EARLY SEPTEMBER. The city recently hired new contract based environmental sustainability coordinator, [ and Enviro Maniac ] PENNY PAGE BRITTIN, and mayor RAVEN said she would also be working on the plan. «It s one of her highest priorities» he said. 10 The city s [ Enviro Maniac ] ENVIRONMENTAL ADVISORY COMMITTEE has also reiterated unanimous support for the existing ban on cosmetic pesticides on city parks and playing fields and the proposed extension of the ban to cover private properties. [ Quelle surprise! ] At their JUNE 17 meeting, the committee passed a motion supporting city moves on both fronts, saying decisions on the matter should take into account the precautionary principle when it comes to health. [?!?! ] Committee member [ and Enviro Maniac ] SARAH NEWTON said the committee has pushed for the ban on public fields first because parents like herself could voluntarily restrict pesticide use at home, but not when her kids were involved with activities in public spaces. «That is where our kids are» she said. [?!?! ] She also said that in her discussion with CANADIAN CANCER SOCIETY [ Enviro Maniac ] representatives, she was told to expect significant opposition to city moves by pesticide industry lobbyists. «As soon as it hits the wire, these people will be on you. That's what they do» said NEWTON. [ Poor little persecuted Enviro Terrorist! ] Committee members also discussed a perceived generation gap on the issue. Chairperson [ and Enviro Maniac ] KELSEY FU RK wondered if older REVELSTOKI- ANS still adhered to the «better living through chemicals» motto of yesteryear. «The hardest sell will be to older people» she said. The NORTH COLUMBIA ENVIRONMENTAL SOCIETY [ an Enviro Terror Organization operated by Enviro Maniac Newton ] gathered significant public support for the initial ban, including letters from diverse stakeholder groups such as the school district, the Revelstoke Rod & Gun Club, the Revelstoke Minor Soccer Association, the Friends of Mt. Revelstoke & Glacier and the Illecillewaet Greenbelt Society. [ How much support?!?! ] The environment committee motion was not available for the JUNE 22 council meeting.

11 COUNCILLOR WANTS TO REVISIT PESTICIDE BAN DECISION JUNE 13 TH, 2010 AARON ORLANDO [ E NV I R O MA NI A C RE P ORTE R ] REVELSTOKE TIMES REVIEW In light of what he is calling new evidence of the safety of cosmetic pesticides, Councillor TONY SCARCELLA is pushing the city to RESCI ND their cosmetic pesticide ban. It has been a year since the city banned cosmetic pesticide use on city parks and playing fields. In MARCH of this year, council gave city staff six months to prepare a report exploring options for a city wide cosmetic pesticide ban that would extend to private properties. Councillor SCARCELLA chose the JUNE 10 city HEALTH ADVISORY COMMITTEE meeting as the venue to table plans for an about face on the issue. He cited a letter that was recently sent to council as proof that HEALTH CANADA had found cosmetic pesticides were safe. << Everyone should know that this 2,4 D is not a health risk. >> The letter in question was recently discussed at an in camera city meeting, but is not yet publicly available. SCARCELLA also said the ban was CO STING T HE CI T Y MO NE Y, though he didn t present any figures.

12 Speaking at the health committee meeting, [ Enviro Maniac ] Councillor ANTOIN- ETTE HALBERSTADT dismissed the letter as chemical industry propaganda, saying the authors were «basically pesticide industry». [?!?! ] Committee member [ and Enviro Maniac ] JILL ZACHARIAS said the letter amounted to «w ordsmithing and w ordplay», and that a well financed campaign by the pesticide industry against progressive city moves was to be expected. [?!?! ] «The city should stay strong and say no» said health committee chairperson [ and Enviro Maniac ] NELLI RICHARDSON. «Why would you take the risk?» The committee also called for a presentation from the [ Contemptible and Radical ] CANADIAN CANCER SOCIETY ( CCS ) to council on the subject of pesticide safety. CCS representatives did make a presentation to the city last year, but that was at a special meeting, not a council meeting. BACKGROUND INFORMATION FROM AN INDEPENDENT PERSPECTIVE For many years, CONTEMPTIBLE and RADICAL Canadian Cancer Society has SOLD FOR PROFIT so called PESTICI- DE TREATED TOXIC CANCER DAFFODILS SOAKED IN EVEN MORE TOXIC FORMALDEHYDE. Mr. Gathercole has supervised, consulted, programmed, and/or overseen the successful and safe execution of HUNDREDS OF THOUSANDS of pest control applications in the urban landscape. He has trained, instructed, and consulted with THOUSANDS of turf managers and technicians. Mr. Gathercole has also been an agricultural agronomist. For many years, Mr. Gathercole was a contributing columnist for TURF & Recreation Magazine, Canada s Turf and Grounds Maintenance Authority. Mr. Gathercole is now retired from Force Of Nature, although his name continues to appear as the FOUNDER. Mr. Gathercole is personally credited for crafting the Golf Industry Exception Status that endures to this day. He is also the creator of the signs that are now used for posting after application.
