3 1. CCPE s FUNCTIONS AND OBLIGATIONS 1.1. Functions: - CCPE is an advisory body of the Central Executive Committee of the Communist Party, specifically under the Politburo and the Party s Secretariat. - It provides advise on politics, ideology, orientation, viewpoints and policies of the Party in the fields of propaganda, media, publishing, culture, arts, science and technology, education and training and some other social fields. At the same time, it is the specialized agency in charge of these fields under the Party.

THE PARTY S VIEWPOINTS AND ORIENTATION ON POPULATION - On 4 January 2016, the Party s Secretariat issued Conclusion No. 119-KL/TW on continuation of the implementation of Resolution No. 47-NQ/TW of the 9 th Politburo on further promoting the realization of population and family planning policies as follows: + To shift the focus of population policies from family planning to population and development. + To comprehensively address population issues in terms

6 - SPECIFIC ORIENTATION: + Maintain replacement-level fertility + Minimize SRB imbalance + Take advantage of the golden population structure + Response to population aging + Adjust the distribution of population properly + Improve the quality of population

7 3. COMMUNICATION ON POPULATION AND SRB IMBALANCE 3.1. Achievements - Sending official letters to Provincial/City CPEs and Party Committees to request further propaganda and advice on population. - Guiding, examining and supervising the implementation of Resolution No. 47-NQ/TW and Conclusion No KL/TW - Organize training workshops on population and SRB imbalance for propaganda and education officers (2 workshops in 2016).

8 - Presenting thematic reports on population and SRB imbalance in weekly press meetings every Tuesday - Presenting thematic reports in workshops of rapporteurs - Printing and distributing materials on population and development to propaganda and education officers from central to grassroots levels.

9 3.2. Difficulties and shortcomings - There is a high turnover of propaganda and education officers who are in charge of social issues. - Population is a difficult field, requiring a certain level of expertise and knowledge. - The number of propaganda and education officers in charge of this field is limited, so they have to take many tasks. - There is a lack of communication materials for propaganda and education officers. - Causes of SRB imbalance such as low level of socioeconomic development, limited development of scientific and technical achievements, low birth rate, etc. have certain impact on the effectiveness of communication activities.

RECOMMENDATION - The Ministry of Health should continue to collaborate with CCPE in developing orientation and plans for communication on SRB imbalance for officials of the propaganda and education sector from central to grassroots levels; support the development and distribution of communication materials for propaganda and education officers. - Party Committees at all levels and local authorities should direct relevant departments, agencies and mass organizations to collaborate with Provincial/City CPEs to promote communication on population and SRB imbalance in the locality, with attention paid to local particularities.

11 - It is necessary to regularly update knowledge and raise awareness of propaganda and education officers at all levels on the situation of SRB imbalance, determinants, negative consequences and solutions. - Committees for Popularization and Education at all levels should be active in collaborating with relevant agencies and units in communication, and advise local Party Committees and local authorities to solve the SRB imbalance in their respective localities.
