4 I. THE PROJECT 1. The Transport Connections in Northern Mountainous Provinces Project will improve Provincial Roads (PR) in the six northern provinces of Bac Kan, Cao Bang, Yen Bai, Ha Giang, Tuyen Quang and Lao Cai in Vietnam with loan funds from the Asian Development Bank (ADB). The executing agency of the Project in each province is Provincial People s Committee (PPC) and the Project owner is the Provincial Department of Transportation (PDOT). The Provincial Project Management Unit (PPMU) in each province is responsible for the implementation of the Project. The Joint Coordination Committee (JCC) of the Project has an overall coordination task across the six provinces, but has allocated some of its responsibilities to be undertaken by Bac Kan PPMU. 2. The Project Coordination Consultant (PCC) is assigned to work directly for JCC and to support and assist JCC in the Project coordination and implementation. PCC is accordingly working with the PPMUs, providing support, assistance and training in the practical implementation of the Project and all the Project-related activities. 5 II. DESCRIPTION OF GAEMDP ACTIVITIES UNDER THE PROJECT A. Road construction design and road safety measures 3. In the detailed construction design PPMU has to identify hazardous parts and points in the road and accordingly design necessary and applicable safety measures such as warning signs and lighting poles that will be installed in the identified places on the road. PPMU will consult with the commune leaders (CPC Chairperson and CPC member in charge of safety issues) and with commune Women s Union Chairperson concerning the specifically dangerous parts of the road and the location of needed safety measures. PPMU will clarify how the hazardous points are assessed and report the installation of safety measures at the latest by the end of the project. PPMU will base its reporting on the GAEMDP Monitoring Table which is part of the approved GAEMDP (or GAP) document of the provinces. B. Local employment in the road construction 4. According to the GAEMDP requirements, construction companies contracted by the project must employ local workers from the road construction area villages. Contractors shall provide adequate working conditions and facilities for their workers, as well as ensure health and safety measures in the workplace. PPMU will ensure that the GAEMDP employment requirements are clearly stated in the bidding documents and included in all the construction contracts and accordingly implemented by the contractors. PPMU is also responsible for monitoring contractors implementation performance and for reporting it quarterly to JCC. PPMU will do the monitoring according to the GAEMDP Monitoring Table. 1) Employment of local male and female labour force 5. GAEMDP states the following requirements for contractor concerning employment of construction labour force: a) Contractor has to prioritize employment of local unskilled labour force (through subcontracting) so that at least 30% of the labour force is unskilled workers from the project-area communities. b) Totally 50% of the local unskilled labour force has to be women (as far as practicable). c) Contractor will employ local workers according to name lists provided by authorities in the eight project-area communes. Each person s name, sex, age and ethnicity are given in the list. The commune authorities will inform the local residents through village chiefs about the project and the labour opportunities in the road construction. Men and women interested in working in the road construction are requested to get registered in a list provided by each village chief, and priority will be given to members of the poorest households searching labour opportunities. Commune authorities will provide the name lists from the village chiefs to contractor. d) Male and female skilled and unskilled workers will receive equal pay for equal work. e) Contractor shall not use any child labour (workers under 16 years of age). 2) Facilities for labour force 6. Contractor shall provide basic facilities (such as water and latrines) separately for men and women in the construction sites. The quality of these facilities has to meet the locally acceptable standard. Project Coordination Consultant (PCC) 5

6 3) Labour force health and safety 7. Contractor has to coordinate with local health centres in order to ensure that necessary arrangements will be made for prevention of accidents and epidemics, and that first aid facilities and access to basic health care and emergency care are available at all times for all employees at the construction site and at workers camps. C. Gender representation in PPMU staff capacity training 8. Connected to the Project, PPMU will be provided with a training course in climate change adaptation. In order to enhance the competence of not only male but also female staff, PPMU shall ensure that 25% of the staff attending this training is female, or up to the largest proportion possible, given the actual number of male and female staff in the workplace. 9. PPMU will also ensure that women and staff members with ethnic minority background are given priority to participate in all project-related staff competence building and management capacity training. D. Public Awareness Campaign in project-area communities 10. The purpose of the GAEMDP is to ensure that project-area people will benefit from the project in equal terms despite their sex or ethnicity. The purpose of the GAEMDP is also to mitigate the potential risk of negative impacts on the project-area people connected to road construction. Experience shows that the risk of HIV/AIDS and other sexually transmitted infections (STIs) as well as of human trafficking will increase during road construction projects. With better connectivity and increased mobility these risks remain even after the construction period. Improved road conditions also tend to increase the number of traffic accidents. 11. In order to mitigate these potential negative consequences of the Project, a Public Awareness Campaign will be implemented in the project-area communes and villages. The campaign consists of three components: 1) HIV/AIDS and other sexually transmitted diseases prevention 2) Human trafficking prevention 3) Road safety promotion 12. The intention of the Public Awareness Campaign is to increase the risk awareness of the people living along the road through information dissemination in the project-affected villages and communes. Better knowledge of the sexually transmitted infections and of protection against them is expected to obstruct the increase in HIV/AIDS and STI cases. Likewise understanding of the ways and methods of human trafficking will hinder individuals falling easy victim for it. Information of proper conduct and accident prevention on roads is expected to hold back an increase in traffic accidents on the improved PRs. 1) Content and organisation of the activities 13. The activities will be initiated prior to the construction start. Local awareness raising facilitators will be trained to distribute information and implement awareness-raising activities in the project-area communes and villages during the road construction time. Five facilitators will be selected from each commune and two facilitators from each directly affected village in the project area. a) Facilitator training workshop 14. Three three-day training workshops will be arranged: In all the 3-day workshops one day will be devoted to each of the three risk-mitigation components. Workshop participants will be sensitized to understand the spreading mechanisms of and protection methods against HIV/AIDS and other STIs, the ways and methods of human trafficking and its Project Coordination Consultant (PCC) 6

7 prevention, and dangers in road traffic and the importance of proper conduct on roads. Apart from comprehending the issues, the emphasis in the workshops will be on learning information dissemination methods and how to facilitate people s understanding of the risks related to HIV/AIDS and STIs, human trafficking and road safety. Trainers 15. Trainers will come from Province HIV/AIDS Prevention Centre, Women s Union and PDOT Inspectors Division. Each organisation will provide at least one qualified trainer with responsibility for the content of one workshop day. The HIV/AIDS Prevention Centre will be responsible for the HIV/AIDS and other STIs component, Women s Union for the human trafficking and PDOT for the road safety component. They will sensitize the workshop participants on the respective component issues and learn the facilitators disseminate relevant information on an appropriate manner, using the information materials provided by the PCC. The trainers are expected to teach one day each and be available for support and advice during the remaining two workshop days. The trainers will receive payment for three workshop days and relevant travel allowance by the Project. After the training workshop, relevant staff of Women s Union will be in charge of providing advice and support to the facilitators throughout the implementation of the information dissemination activities. Participants 16. The following five persons from the commune and two from each directly-affected village will be trained to become public awareness raising facilitators: - Commune facilitators: Commune Women s Union Head (or Vice Head) CPC member in charge of safety issues Staff member of Commune Health Centre Commune Youth Union Leader One teacher from the Commune Secondary School - Village facilitators: Village Leader Village Women s Union Head b) Information dissemination by facilitators 17. Each village facilitator will be trained to disseminate information in his/her own village. Commune facilitators will support the village facilitators and regularly work together with them in the project-affected villages. Commune facilitators will also work on the entire commune level and disseminate information during commune market days and also to the adjoining villages that are not along the road. The village and commune facilitators are expected to undertake information dissemination activities at least twice a month during the construction time. They will each receive a monthly allowance for this work in 12 months. Methods of information dissemination 18. Information will be disseminated through various media: Weather-resistant posters will be set up in the commune office, health centre and cultural house and in an appropriate central place in each village (such as the village leader s house or the village cultural house); thematic village meetings and small group meetings will be arranged in villages and communes; campaigning through loudspeakers and leaflets will take place during commune market days; information leaflets will be delivered to households in the affected villages; DVDs with short informative films will be shown in village meetings, in schools, and in small group meetings around each thematic area. In village meetings and small group gatherings facilitators will be using a special information presentation book on each of the three components to ensure appropriate and efficient information dissemination. Information material 20. The Project will provide information materials for the awareness raising campaign. The materials will be produced jointly for all the six provinces encompassed by the project, based on a wide range of previously used materials by competent organisations in these provinces. The Project Coordination Consultant (PCC) coordinates the selection and production of the materials in order to meet ADB requirements and in order to guarantee production cost efficiency. Production of the information materials is budgeted within the total GAEMDP budget for the six provinces. In each province the materials will be distributed through the implementation coordination organisation (Women s Union), and the facilitators will receive relevant materials at the training workshop and learn to utilize these. 21. The information materials will be produced to be appropriate for the project-area people, especially considering that large proportion of the project-area people originate from Dao, Tay and other ethnic minority groups. Accordingly the information will be presented in a clear and simple way, with emphasis on pictorial communication. 22. Following materials will be available for the Public awareness raising campaign: - Poster on each of the component area. The posters will be informative and attractive, pictorial and of an appropriate quality to be set up outdoors in commune centres, health clinics, schools, and in central locations in villages (such as the cultural house and the village leader s house). - DVD film on each of the component areas. Existing informative films will be duplicated and each facilitator will have DVDs to be shown in meetings and gatherings in villages and commune centres. The project will not provide technical equipment but the existing available equipment in commune centres and in villages will be used for film showing. - Information leaflets for distribution to households and visitors at commune markets. Three different leaflets will be produced to cover the three campaign components. They will contain pictorial information supported with text. - Facilitator information presentation book. Facilitators will have a special spiral book for sharing information on each of the three component areas. The information to be shown for the public will be pictorial while the essentials for the facilitator to present are written on the back page. While appearing attractive and easy to remember for the public, this design will also assist the facilitator to recall specifics and to present the whole story in a competent way and inspiring for questions and discussion. The type of spiral book that has been tested in a previous project will be of strong and weather-resistant material to ensure its life-length in village conditions. E. Construction workers HIV/AIDS awareness programme 23. Contractor is required to implement an HIV/AIDS awareness programme among construction workers and to undertake measures to reduce the risk of the transfer of the HIV virus and other sexually transmitted infections between and among the contractor s personnel and the local community. Contractor is requested to subcontract an approved service provider, such as the Province HIV/AIDS Prevention Centre to: - Carry out awareness rising among the employees at least every other month throughout the construction time through information, education and communication activities that address HIV/AIDS and other sexually transmitted infections (STIs) transmission risks and promote preventive measures. The awareness program shall cover the entire Project Coordination Consultant (PCC) 8

9 contractor's employees, all subcontractors and any other employees, as well as all truck drivers and crew making deliveries to the construction site. - Promote early diagnosis of HIV: Ensure workers have access to and know how to access voluntary counseling, screening and diagnosis for HIV/AIDS, so that all workers can find out their HIV status. - Provide free condoms at the workers camps. - Construction Contract will include the HIV/AIDS awareness program as a subclause in the execution of the works, budget it as a lump sum covering all the costs related to the program and clearly indicate when, how and at what cost the program with all the required measures will be implemented. Contractor shall detail the resources to be utilized and the proposed sub-contracting arrangements and provide a cost estimate with supporting documentation. Payment to contractor for preparation and implementation of this program shall not exceed the budgeted sum for the purpose. 24. PPMU will assure that the HIV/AIDS awareness program is included in the bidding documents and accordingly included in the construction contracts and implemented by eligible contractors. F. PPMU Management Capacity in Gender and Development 25. The PCC Gender and Ethnic Minority Specialists will support PPMU and provide PPMU staff competence building in implementing the GAEMDP and in monitoring and reporting its implementation progress. After an initial training on the GAEMDP content and related gender and development issues, PPMU staff competence is enhanced mainly through PCC working together with PPMU staff in the project locations and providing needed on-the-job training on a regular basis. PCC will both assist PPMU to properly implement the GAEMDP measures and to monitor the implementation progress and effects. Accordingly PCC will also assist PPMU in preparing quarterly reporting on the project progress to JCC. Added to the regular support from PCC, PPMU may request extra assistance and support from PCC whenever needed. Project Coordination Consultant (PCC) 9

10 III. ACTIVITIES UNDERTAKEN 26. In January, PCC has signed a contract with Bac Kan Printing House to print all kinds of communication materials on HIV / AIDS, human trafficking and traffic safety (posters, leaflets, and brochures for commune /village facilitators). 27. In January, international and national GAEMDP specialists have completed the contract about the campaign on HIV/AIDS Prevention, human trafficking and traffic safety with the provincial WUs after negotiating contract s contents with all WUs. The contracts were signed between the WUs and PCC. 28. In February, GAEMDP specialists of PCC has received a sufficient number of the above documents and distributed to the Women's Union of 6 provinces. 29. In February, after the Tet holiday, the GAEMDP specialists have worked with some WUs to agree on the form used for monthly/ quarterly report of WUs and commune /village facilitators and instruct the provincial WUs on issues related to contracts and reporting form of activities and finance based on contract. 30. GAEMDP specialists have consulted and supported WUs of 6 provinces to hold the training workshop for facilitators to start the awareness campaign in the end of February and during March. 31. Monitor the implementation of GAEMDP plan at construction site, the contractor office and the worker camps. Details of the works are implemented as follows: Dissemination Campaign: In March 2014, all 6 provinces simultaneously organized the training workshop for facilitators in awareness raising programs on HIV / AIDS protection and other infectious diseases through sexual intercourse, against human trafficking and road traffic safety. GAEMDP specialists attended the training workshop in 6 project provinces. The purpose of the training workshop at the project commune / district is to train and learn the basic knowledge for the commune /village facilitators about HIV / AIDS protection and other infectious diseases through sexual intercourse, prevention of human trafficking and road traffic safety. After training, they will be the facilitators who organize Dissemination meeting on the fields which has been learned in the community in various forms such as distribute leaflets and disseminate in the market days, village meetings, club activities... Implementation time of dissemination activities will be lasted during project construction and may last after construction several months, depending on each province. Trainers who come from the Provincial Center for HIV / AIDS control and prevention, Traffic Safety Office of Transportation Department and from the provincial WUs have experience and skills in conveying knowledge to the trainees, especially ethnic minority trainees. Trainees include: - District level: Women Union, Medical Center, Transportation Department, Youth Union (01 representative per units). - Commune level: Women Union, PPC, Youth Union, Secondary school teachers (01 person per unit). - Village level: Village cheft, leader of WU 17 training workshops in 6 provinces were organized with the participation of 854 Trainees, of which, 480 are women, accounting for %, and 569 ethnic minorities, accounting for %. Total facilitators trained are 795 people (59 people are delegates in district level). Handouts were sent to trainees, after training they will be facilitators. Handouts are 3 workbooks (designed as a simple picture, easy to use, have many illustrations in accordance with EM), leaflets and posters about HIV / AIDS, human trafficking prevention and road traffic safety. These documents will be used by commune /village facilitators to disseminate in the Project Coordination Consultant (PCC) 10

11 community under variety of forms such as disseminate in village meetings, WU meeting, club activities, distribute leaflets in the market days,... The trained facilitators are commune staffs, village chief, leader of WU at village level, therefore, they can use minority languages for dissemination in local community. TRAINEES OF THE FACILITATOR TRAINING WORKSHOP IN 6 PROJECT CLASSIFIED BY GENDER AND ETHNICITY Participants in the Training workshop Yen Bai Tuyen Quang Bac Kan Cao Bang Ha Giang Lao Cai Total Female Male Total ethnic minority participants Total participants Facilitators trained Commune facilitators Village facilitators Female Male Total facilitators trained The Training Workshop was designed in 03 days, with the effective contents dissemination skills, knowledge of HIV / AIDS protection and other diseases transmitted through sexual intercourse ; human trafficking prevention; road traffic safety ; guidance of dissemination materials and report forms in the implementation process of the campaign s activities. Participants of The Training Workshop need to ensure about the number. In three days, the trainees were conveyed the content in brief and easy way to understand, exchange necessary information for implementing in local. The trainees were allowed to exchange and practice right in the classroom to gain experience when coming back local for dissemination work. Thus, through the Training Workshop facilitators can undertake the contents trained for deployment in local communities. Monitoring GAEMDP plan: In Quarter 1/2014, the construction work was carried out in most provinces. Commencement and implementation time are also different in each packages of provinces. Tuyen Quang has started in approximately 1 month; Ha Giang will start commencement in early April, while the other provinces started from the year before. Learning from the previous quarter, the requirements of GAEMDP plan were concerned by PPMU and contractors such as: hiring local women, priority for suitable job. Most contractors have deployed dissemination in raising awareness about HIV / AIDS prevention for workers once; many contractors have not yet implemented this activity. Provinces undertook the awareness raising campaign about HIV / AIDS prevention for workers including: Yen Bai and 1 contractors of Bac Kan; 4 provinces have not implemented this work, which are: Lao Cai, Tuyen Quang and Cao Bang. Through reviewing, PCC confirmed that all contractors hire local workers, but the recording and reporting of this activity has not been good. Local workers are often hired to do the Project Coordination Consultant (PCC) 11

12 simple job such as excavating and rigid-lining ditches, concreting pile culvert ring, reshape excavation pit, grading and filling, protecting construction sites, guiding to ensure traffic safety, cooking, cleaning up the site and camp etc... The mobilization of labor does not ensure compliance with the mobilization procedure in GAEMDP plan. Most contractors did not coordinate with local authorities / WU to recruit / employ labor. In stead, they often inform and mobilize directly at the construction location. Sometimes, the hiring of local workers is also limited by the nature of the work at each stage of construction, for example, construction by machines or requires skilled workers. In certain packages, it is difficult to recruit local workers such as PR 202 Cao Bang, PR 154 Lao Cai. At these alignments, in the time of growing season or harvesting, the labor hiring is very difficult because people do not have time to work for the project. Most workers' camp was equipped with medical pocket; however, medicines and medical devices for first aid are still poor. Through inspection, only a few medicine cabinets have condoms. Yen Bai province: has hired local workers for site cleaning, ditch concreteing, cooking, watering, ensuring traffic sfety... Approximate 56.7% are local labor, in which women accounted for 43, 4% (33/76 people), the number of female labor day reached 40.6% of total days of local labor (572/1.409 days). Women and men receive equal pay for the same type of work (from 150, d/ngay work). The dissemination of HIV / AIDS for workers and local workers has hardly been widely appreciated. In quarter 1/2014, there was a new contractor who organized the dissemination campaign of HIV / AIDS prevention (1/2014 Truong Tho Construction Co. Ltd). Medicine cabinets in worker camps are still poor and nearly run out of condoms and has not been supplemented yet. Bac Kan province : 38 % are local workers, mainly Tay people, were hired to do the works such as traffic safety ensuring during construction, loading rock and sand into concrete mixer, concreting pile culvert, reshapping excavation of stage chutes, grading and filling and cooking. Payment of women and men is alike, about 100, ,000VND depending on the work. In total, there are 78 local employees, 33 employees are women, accounting for 42 %, the number of working days of female labor reach 39 % of the total number of working day of local labor ( 546/1.395 working days). Information of HIV / AIDS prevention has not been implemented and disseminated, except for Hoang Hai Company who has made dissemination about HIV / AIDS prevention on 13 March Some worker camps have not had medicine cabinets, or have but do not have condom, apart from Hoang Hai Company. Contractor s Latrines have not ensured hygiene requirements. Contractor s Latrines are still sketchy and in poor hygiene conditions. Tuyen Quang Province: construction work of New road started approximately 1 month, the work in this phase mainly used machines (rock excavation, grading). Therefore, contractors haven t the need of hiring local workers, however, traffic safety ensuring, protecting and cooking have been undertaken by local labor, in which, women took in charge of cooking. The dissemination of raising awareness for workers about HIV / AIDS protection has not been done because of the new commencement and only some machine operators have worked. In Quarter , contractors will start implementing this. The contractors are also constructing latrines and bathrooms for the workers. Ha Giang province: construction work will begin in early April, the first step will only work within the luminescence and open the alignment. Therefore, mainly use construction machines without hiring local labor. GAEMDP activities will be implemented from quarter 2/2014. Cao Bang Province : Construction works are at early stage and mainly with the mechanized excavation, therefore, there is no need to hire many unskilled local labor. However, the work items require skilled labor such as concreting pile culvert ring, machine operator, excavator operator or rock blasting workers were undertaken by hiring local labor. Specifically, 20 local workers were hired are Tay, Dao and Nung people, accounting for 57 % of the total number Project Coordination Consultant (PCC) 12

13 of the labors on site, in which, 4 women (20%). The number of female workers in this period is less because the nature of work does not suit women. In addition, after Tet holiday, it was a time when local people mainly focused for the seed growing (corn, beans... ) hence, the hiring of female workers was sometimes difficult. The payment for women and men is alike with the same type of work ( VND). The dissemination for construction workers on raising awareness about HIV / AIDS prevention has not been implemented yet. Contractor s First-aid kits are still sketchy, and latrines are in poor conditions. Lao Cai province: All contractors hired local workers but reporting on the status of employment was very limited. In package LC-R160-01, according to the report of supervision consultant, 64% (29 people) of the total workforce (45 people) including local labor, mainly men (66% - 19 people), because at this stage of the project, the tasks are considered less suitable for female labor. About 40% of the total workforce are local local workers, mostly are men, because in this period, the construction work did not suitable for female workers. The construction of foundation requires high technical skills, thus, local labors were not hired much. GAEMDP specialists of PCC has worked with PPMU, construction supervision consultant and the contractors in Bac Kan, Yen Bai, Lao Cai, Tuyen Quang and Cao Bang to promote the contractors in the implementation of the related items in the GAEMDP plan. PPMUs also required Supervision Consultant to closely monitor the compliance of GAEMDP plan. Project Coordination Consultant (PCC) 13

ACTIVITIES PLANNED FOR QUARTER II The consultant will assist the provincial WUs launch information dissemination activities in the project areas after the training workshop for facilitators; participate / supervise and support facilitators in organizing the information dissemination activities to raise awareness about HIV / AIDS and other infectious diseases through sexual intercourse, against human trafficking and traffic safety. 33. Support WU / facilitators in the preparation of monthly reports, monitor communication activities. 34. Monitor the construction units in compliance with GAEMDP. 35. The Consultant will support and assist PPMUs in GAEMDP implementation. 36. Progress to-date - On-going: In quarter 1/2014, there were many rainy days, and nearly a half of February the construction works were hardly undertaken because of Tet holiday, therefore, the use of local labor was also somehow limited. Besides, Tuyen Quang and Ha Giang has started the commencement, most of the works were undertaken by using machines (excavation), therefore, there is no need to use unskilled local labor. However, the traffic safety, maintenance and security were also implemented by hired local workers. In Yen Bai, Bac Kan, in the first quarter, the contractor has hired about 154 local workers (45%), in which, female workers accounted for 43%. Working days of female workers are about 40% of the total number of working days of local labor. Construction-Setting Risk Mitigation Campaign - PPMU and Contractor will work closely with health services at the district and commune level to develop awareness, training, prevention, diagnosis and treatment programs for workers. - All programs and materials developed will integrate gender issues, including key vulnerabilities and needs of men and women. In particular, contractor will: - Develop awareness programs for the employees and the community including information, education and communication activities that address HIV transmission and promote preventive measures; - Provide voluntary counseling and encourage testing for HIV/AIDS to make sure that all employees know their status; - Facilitate access to health care and be supportive of people who have disclosed their HIV status; On-going: In Yen Bai, contractors have organized HIV/AIDS awareness raising campaigns for their workers but have not completed in all sites. Delayed: Other activities / other objectives will be implemented after the completion of the road construction. -On-going: PCC has provided training to PPMU staff, supervision consultants and contractors and introduced the plan and reporting format. Besides, in the field trip, PCC met each contractor and supervision consultant to guide the implementation of GAP. 1. Challenges during implementation: - Delay of JCC approval of PCC s budget (VO3) for awareness raising campaigns has delayed until the commencement in Quarter 1/2014, Specifically, facilitator training workshop at commune /village level has been organized in March Although PPC has provided training on GAEMDP and monitoring requirements to PPMUs related staff, monitor and report the GAEMDP implementation every months, however, the reporting is incomplete and not in time, even in some months, there was no information about GAEMDP implementation. - At some stages of civil work, it requires fewer unskilled labor or due to the nature of the work which is inconsistent with women, women have fewer opportunities of employment. Both contractors and local female residents expressed the needs to hire local labor and work that suit women and women are interested in this job. 2. Recommendations/Solutions: Project Coordination Consultant (PCC) 20

21 - JCC and PPMU need to encourage contractors in GAEMDP implementation and send monthly and quartly report about the GAP implementation. This also include monitor and supervise current and in-coming contractors to fulfill their obligations (according to contracts) related to local unskilled labor employment and awareness raising for their workers in civil work. - PPMU encourage contractors to prioritizing hiring female labor where possible, mobilizing women via local women s union. - PCC supports JCC and PPMUs regularly monitor and provide updated GAEMDP table quarterly as part (an Appendix) of quarterly report to ADB. In the next months, PCC should take more often technical support and monitoring to 6 project provinces to ensure related PPMUs address the issues identified above. In addition, the PCC will support the provincial WUs in starting the information dissemination activities in the project area after the training workshop for facilitators so that PAC can achieve good efficiency and the negative impacts on the social aspect to local people will be minimized.
