2 Course/Module description: This course sets as its main objective to provide theoretical tools for analyzing complex and intriguing public organizations such as local government. We will explore the roles and interaction between local players and the structural conditions under which they operate. Course/Module aims: We will focus on the last decade of "New local Governance" which entails multiple interdependent actors that contribute to the delivery of public services and a pluralistic inter-organizational governances shift that concentrate upon the need for innovation and for co-production of services. Co-production that includes: central government, constituents, interest groups, business and civic entrepreneurs. Another key issue that we will discuss is local representation. Mainly, how electoral and none electoral mechanisms of participation effect the policy process and how representation is challenged in diverse societies. We will also explore the economic constraints under which local government operate and we will ask what is entailed in the process of reaching local financial stability. This course will place a special emphasis on the urban setting of Israel by exploring the challenges and struggles with which local authorities in Israel face in the last decades.
