ORDER NO. 37 No. 282/AP/2007. In pursuance of Section 8 read with Section 4 of the Delimitation Act, 2002 (33 of 2002), and having regard to all other relevant Constitutional and statutory provisions in this regard, the Delimitation Commission hereby determines: - a) the total number of seats to be allocated to the State of Andhra Pradesh in the House of the People as Forty- two (42); b) of the total number of Forty- two (42); seats so allocated to the State of Andhra Pradesh in the House of the People, the number of seats to be reserved for the Scheduled Castes and Scheduled Tribes as Seven (7) and Three (3) respectively; c) the total number of seats to be assigned to the Legislative Assembly of the State of Andhra Pradesh, as Two hundred Ninety four (294); and d) of the total number of Two hundred Ninety four (294) seats so assigned to the Legislative Assembly of the State of Andhra Pradesh, the number of seats to be reserved for the Scheduled Castes and Scheduled Tribes as Forty-eight (48) and Nineteen (19) respectively. In pursuance of sub-section (2) of Section 9 of the Delimitation Act, 2002 (33 of 2002), the Delimitation Commission hereby publishes its proposals for the delimitation of Parliamentary and Assembly Constituencies in the State of Andhra Pradesh, together with the dissenting proposals of the Associate Members, and specifies 5 th February, 2007 (Monday) as the date on or after which the proposals will be further considered by it. 2. Any objections or suggestions in regard to these proposals should reach the Secretary, Delimitation Commission, Nirvachan Sadan, Ashoka Road, New Delhi on or before the said date. (i) (ii) (iii) PROPOSALS The territorial constituencies into which the State of Andhra Pradesh shall be divided for the purpose of elections to (a) the Legislative Assembly of the State of Andhra Pradesh, and (b) the House of the People, the extent of each such constituency and the constituencies in which the seats are reserved for the Scheduled Castes and Scheduled Tribes shall be as shown in the Table-A and Table-B respectively; and Whereas the name of a constituency as shown in Table A or Table B is distinguished by the brackets and letters (SC), the seat in that constituency is reserved for the Scheduled Castes. Where the name of a constituency as shown in Table A or Table B is distinguished by the brackets and letters (ST), the seat in that constituency is reserved for the Scheduled Tribes. The Delimitation Commission has proposed (20)-Metapalli, (21)-Jagtial Assembly Constituencies in (4)-Nizamabad Parliamentary Constituency both are very close to Karimnagar Assembly Constituency and are existing in Karimnagar Parliamentary Constituency. (20)-Metapalli and 921)-Jagtial Assembly Constituencies should be retained in Karimnagar Parliamentary Constituency. (222)- Darsi, 2. (227)-Ongole, 3. (229)-Kondepi (SC), 4. (230)-Markapuram, 5. (231)-Giddalur, 6. (232)- Kanigiri and 7. (221)-yerragondapalem in (33)-Ongole Parliamentary Constituency with a total population of 18,80,962. In this connection we would like to bring to your kind notice that (226)- Santhanuthalapadu (SC) Assembly Constituency which is included in (32)-Baptla Parliamentary Constituency is situated around Ongole Assembly Constituency. Hence, (226)-Santhanuthalapadu (SC) Assembly Constituency can not be excluded from Ongole Parliamentary Constituency to fulfil guidelines of the Delimitation Commission i.e. Contiguity, public Convenience and Communication. In addition the people belongs to all the 4 mandals of (2260-Santhanuthalapadu Assembly Constituency i.e. 1) S.N. Padu, 2) Maddipadu, 3) Naguluppalapadu and 4) Chimakurthi mandals have to come to Ongole for all pratical purposes like Administration, Marketing etc., 2) While deleting (226)-S.N.Padu from (32)-Baptla (SC) Parliamentary Constituency (221)- Yerragondapalem which is proposed has to be included in (31)-Narasaraopet Parliamentary Constituency while deleting from Ongole Lok Sabha. 3) While deleting (221)-Yerragondapalem Assembly Contituency from Ongole and adding to 31-Narasaraopet Parliamentary Constituency, consequently (215)-Chilakauripeta Assembly Constituency which is an existing Assembly Constituency in Guntur Parliamentary Constituency is to be retained in Guntur Parliamentary Constituency only. 4) The re-constituted (207)-Ponnuru Assembly Constituency now proposed to include in (30)- Guntur Parliamentary Constituency is to be deleted and to be added (32)-Baptla (SC) Parliamentary Constituency and which is already an existing Assembly Constituency of (32)-Baptla Parliamentary Constituency by deleting (226)-Sanathanuthalapadu (SC) Assembly Constituency. (271)-Singanamala (SC) Assembly Constituency existing in Ananthapur Parliamentary Constituency may be retained by deleting from Hindupur Parliamentary Constituency for the reason that (271)-Singanamala (SC) Assembly Constituency is very close and adjacent to Ananthapur Assembly Constituency within the radius of 5 to 10 Kms and where as Hindupur is more than 100 Kms from Singanamala and the people Singanamala Assembly Constituency should go through Ananthapur Assembly Constituency only. In fact (40)-Tirupathi (SC) Parliamentary Constituency and (42)-Chittoor (SC) Parliamentary Constituency are situated in Rayalaseema Region only. With result of this 2 Parliamentary Constituencies meant for SCs are carved out in Coastal Andhra. Hence, we request the Commission should consider constituting third SC Parliamentary Constituency from Coastal Andhra with Gudur Headquarters with the following Assembly Constituencies: (238)-Sarvepalli/Rapur, (239)-Gudur (SC), (240)-Sullurpeta (SC), (241)-Venkatagiri, (287)-Srikalahasthi, (288)-Satyaveedu (SC) and (289)-Nagiri, with the highest population of SCs (26.74)% in the State. 2. The proposal of Tirupathi (SC) Parliamentary Constituency proposed by the Commission is to be abolished and the (286)-Tirupathi Assembly Constituency to be included in (42)-Chittoor (SC) Parliamentary Constituency for the reason mentioned above. 3. The name of the Parliamentary Constituency may be named after either as (42)-Chittoor or Tirupathi (SC) Parliamentary Constituency. Thus the ratio of allocation of SC reserved Parliamentary Constituencies as decided by the Commission can be fulfilled in the State. 4. (285)-Chandragiri Assembly Constituency and (286)-Tirupathi AC are inter connected and necessarily both Assembly Constituency is to be included in one Parliamentary Constituency i.e. (42)-Chittoor (SC) Parliamentary Constituency. Where as the Commission proposed to include Tirupathi AC in Tirupathi Parliamentary Constituency and Chandragiri Assembly Constituency which is now proposed by the Commission in place of Tirumala Assembly Constituency (which is originally proposed by the Delimitation Commission in its working paper). 5. Thus (40-Gudur) Lok Sabha and 9420-Chittoor/Tirupathi (SC) Parliamentary Constituency in place of Tirupathi (SC) may be considered as follows. 6.
