Authorities, Appellate Authorities etc. under various Labour Acts. In the G.Os 12 th read above, orders were issued restructuring the Labour Department. In the letter 14 th read above, the of Labour has requested the Government to issue necessary orders notifying the officers in the Labour Department as Conciliation Officers and Authorities, etc. under various Labour Acts in supercession of all the previous notifications on the subject issued in G.Os. 1 to 11 read above. Government after careful examination decided to supersede all the previous notifications issued in the G.Os. 1 to 11 read above and issue fresh notification appointing the officers in the Labour Department as Conciliation Officers and

2 Authorities etc. under various Labour Acts to exercise their powers and functions under the said Labour Acts. Accordingly, the following notification shall be published in the next issue of the A.P. Gazette. NOTIFICATION In exercise of the powers conferred by section 4 and clause (b) of sub section (1) of section 25 -N of the Industrial Disputes Act, 1947, sub-section (1) of section 15 of the Payment of Wages Act, 1936, sub-section (1) of section 20 of the Minimum Wages Act, 1948, sub-sections (1) and (6) of section 7 of the Equal Remuneration Act, 1976, section 3 and sub-section (7) of section 7 of the Payment of Gratuity Act, 1972, Clause (a) of section 6, clause (a) section 11 and section 15 of the Contract Labour (Regulation and Abolition) Act, 1970, sections 3 and 7 and sub section (1) of section 11 of the Inter State Migrant Workmen (Regulation of Employment and Conditions of Service) Act, 1979, sections 48 and 50, and sub section (1) of section 53, of the Andhra Pradesh Shops and Establishments Act, 1988, Clauses (a) and (c) of section 2 of the Industrial Employment (Standing Orders ) Act, 1946, sub-section (1) and sub-section (2) of section 3 of the Trade Unions Act, 1926, sub section (1) of section 17 of the Working Journalists and Other News Papers Employees (Conditions of Service) and Miscellaneous Provisions Act, 1955, section 5 of the Beedi and Cigar Workers (Conditions of Employment) Act, 1966, section 2(d) and section 4 of Cine Workers and the Cinema Workers and Cinema Theatre Workers (Regulation of Employment) Act, 1981 as delegated under section 22-A of the said Act by the Government of India in Special Order 3455, dated , and section 6 of the Building and Other Construction Workers (Regulation of Employment and Conditions of Service) Act, 1996 and in super session of all previous notifications issued under the above Acts on the subject in this behalf in the G.Os 1 st to 11 read above, the Governor of Andhra Pradesh hereby appoint the officers mentioned in column (2) of the Annexure to this Order as Authorities and Conciliation Officers mentioned at column (3) thereof under the above mentioned Labour Legislations for the areas

3 mentioned therein at column (4) with effect from the date of publication of this notification in the A.P. Gazette. The Assistant s of Labour shall exercise their functions as Authorities in their respective administrative areas within the. 2. In respect of Claims under Payment of Wages Act, 1936, Minimum Wages Act, 1948 the concerned Assistant of Labour shall take up claim for amount up to Rs.20,000/-. Exceeding Rs.20,000/- and up to Rs.50,000/- claims shall be taken up by the concerned Deputy of Labour and claims for amount above Rs.50,000/- shall be taken up by the concerned Joint of Labour. 3. The Joint s of Labour and above ranked officers can also take up any claims under the above Acts irrespective of the amount, if it is required under certain circumstances. 4. The Conciliation Officers shall take up Industrial Disputes in Industries as specified below: (a) Assistant s of Labour : up to 50 workers, (b) Deputy s of Labour: Above 50 and up to 200 workers

20 (c) Joint s of Labour and Additional of Labour: Above 200 workers. (d) Joint of Labour and above ranked conciliation officers shall take up any dispute irrespective of number of workers as and when required. The lower officers shall also take up any dispute assigned to them by the higher officers irrespective of number of workers.
