4 General Administration of Quality Supervision, Inspection and Quarantine of the People's Republic of China (AQSIQ) AQSIQ is a ministerial-level administration and directly reports to the State Council of China. In charge of national quality, metrology, entry-exit commodity inspection, entry-exit health quarantine, entry-exit animal and plant quarantine, import-export food safety, certification and accreditation, standardization. AQSIQ SAC(Standardization Administration of China)... Department of Inspection and Quarantine Clearance CNCA(National Agency of Certification and Accreditation) (Duties including: registration of exporting and foreign processors ) Bureau of Import and Export Food Safety (DG: Dr. LIN Wei) 35 Provincial Local CIQs (China Inspection and Quarantine) 31 Provincial Quality and Technical Surveillance Bureaus (For domestic produced and sold commodities except food) 299 Branches and 398 CIQ Offices,452 labs,more than 30,000 staffs. (Not only food, but all regulated commodities, anmial & plants, and human. About 7000 staffs related to food) 3

Regulation development A full involvement of industry: both Domesticly & Globally; Procedure of developing regulation of AQSIQ: (1) Necessarity and feasibility: Discussion and on-the-spot investigation on the necessarity and feasibility of the Rugulation. 2. Regulation development * A full involvement of industry: both Domesticly & Globally; Procedure of developing regulation of AQSIQ: (2) Seeking comments: Comments within and outside of AQSIQ should be gathered, If necessary, meeting, hearing, publicizing the daft and so on. Comments should be dealt with seriously. Soliciting comments from other Ministries of State Council, if necessary. Notification to WTO, if the regulation will affect international trade. Comments from WTO members should be disposed properly. 4
