Fr mst f these wrkers, the cnstructin industry is their principal surce f emplyment..thus the cnstructin wrkers cme under the unrganized sectr. The term unrganized sectr has been defined as thse areas which has n prper means and ways f ding wrks in a systematic way r in rganized way. The unrganized sectr wrkers suffer frm the cycle f excessive seasnal emplyment; there is n frmal emplyer and emplyee relatinship; because there is als lack f scial security and prtectin. Unrganized industry wrkers in India include:- small and marginal farmers, landless agricultural labrers, share crppers, fishermen, and thse engaged in animal husbandry, beedi rlling, labeling packing, building and cnstructin wrkers, leather wrker, weavers, wrkers in bricks kilns and stne quarries, wrkers in saw mills and il mills etc. and s n. Cnstructin is the sectr which has registered a large increased in emplyment in the pst refrm decade. In cnstructin, an estimated 10.7 millin cnstructin wrkers, accunting fr 83 per cent f all cnstructin wrkers in India in that year, were emplyed thrugh cntractrs and did nt receive minimum emplyment prtectin and benefits whatsever. I. Intrductin Cnstructin sectr cmes under unrganised sectr f an ecnmy. The term unrganised labur has been defined as thse wrkers wh have nt been able t rganise themselves in pursuit f their cmmn interest due t certain cnstraints like casual nature f emplyment, ignrance and illiteracy, small and scattered size f establishment Mdernizatin and industrializatin has paved a gd way t the cnstructin industry. Wrker migratin is generally defined as a crss-brder mvement fr the purpses f emplyment and better living cnditins. The term wrker migrant can be used restrictively t nly cver the mvement fr the purpse f emplyment. Cnstructin wrkers face many prblems like mistreatment and discriminatin. Bth skilled and unskilled migrant wrker are required t cmplete many cnstructin prjects wrk. Accrding t the Indian cnstitutin article 19prvides peple basic freedm t mve t any part f the cuntry and the right t reside and earn a livelihd in the place f their chice. Pverty, unemplyment and helplessness frce peple t leave their place f rigin and t g t unknwn places t wrk in extremely difficult cnditin. The cnstructin sectr is an imprtant sectr f the ecnmy and cntributes significantly t GDP.Cnstructin wrkers is ne f the majr prblems in India. Nwadays, cnstructin sectr plays a majr rle in which cnstructin wrkers face s many prblems in their day-t-day activities. The study f wages and wrking cnditins f cnstructin wrkers in Madurai city in India the study was highlight n migratry nature, recruitment, scial prfile f rganised cnstructin wrkers, methds f wage payment, wage structure, level f differential wrking cnditins, legislative prtectin, and sci ecnmic characteristics f the rganised cnstructin wrkers. Prper enfrcement f welfare measures can be imprved the status f cnstructin wrkers (M. L. Jesudss, 1990). Anther study was the emplyment relatinships in cnstructin labur in Nairbi, Kenya reveals that infrmal cnstructin wrkers are mstly yung men belw 45 years f age. They perate under difficult wrking envirnment. They have n 24 frmal emplyment cntracts, scial security, health insurance, and are expsed t several health hazards. There are n relevant plicies and regulatins aimed at addressing the prblems facing the sub sectr. Mst f the cnstructin wrkers interviewed have skills and sme further training (frmal r infrmal) in their areas f specialisatin which are predminantly masnry, plumbing and electrical wrk. Hwever, experience and reputatin are the main requirements f emplyment within the infrmal cnstructin system. These cnstructin wrkers are spread acrss the width and length f the cuntry (Mitullah and Wachira, 2003). The wrkers wh are migrated frm different regins and states leaving their native villages. These peple in general are nmadic in their life and usually d nt return t their birthplace r natives. They travel frm ne area f wrk t ther area alng with their families and live in a place, which is either prvided by the wner f the cnstructin cmpany r smewhere nearby, building temprary shelters. 2 cnstructins, residential flat cnstructins, city beautificatin wrks, these cnstructin wrkers, as a part f unrganized wrk frce remain the mst explited nes even after five decades f independence. Mst f the cnstructin wrkers migrate t cities and metrs are frm pr families and are illiterate. Their lack f educatin and skill make their chice very limited. When they cme t big cities, they have t face number f prblems because f their inexperience and lack f skill. They becme easy victim f explitatin and have t wrk fr their day tday sustenance. The present study aims t analyse the prblems f cnstructin wrkers in India as well as Odisha in which the cnstructin business is bming is a vast prprtin and there is greater migratin cnstructin wrkers. Since there is need t discuss the issues f cnstructin wrkers. II. OBJECTIVE OF THE STUDY 1. T examine the sci ecnmic status f cnstructin wrkers in India. 2. T study the Current Scenari f wrkers cnditins in India as well as Odisha. 3. T find ut the prblems and challenges faced by cnstructin wrkers in India as well as Odisha. 4. T examine the sectral appraches with special reference t cnstructin industry in India. III. RESEARCH METHODOLO- GY The present study is descriptive and analytical in nature.it is an empirical study based n the primary as well as secndary data. The data was cllected frm varius reprts f the Gvernment f India viz., Reprt f All India Census f 2011, Ecnmic Survey f India (Varius Issues), Plan Dcuments (Varius Issues), Standing Cmmittee Reprt (Varius issues). IV. SOCIO ECONOMIC CON- DITIONS OF CONSTRUCTION WORKERS IN INDIA In India, the scale and grwth f reginal disparities has been a subject f much cncern and debate, particularly since the pst liberalizatin perid. One f the indicatrs f such disparity is the rati between the highest and lwest state per capita incme, which, represented by Punjab and Bihar in the perid and Maharashtra and Bihar in the perid , witnessed a rise frm 2.6 t 3.5 ver the same perid (Srivastava, 2003). The same rati, represented mre recently by again Bihar and Haryana, further rse t 4.78 fr the perid As the state has mved away frm the elements f reginal plicy t encurage agglmeratin ecnmies in and arund the pre-existing grwth centres in advanced regins, such reginal disparities have nly gt accentuated in the pst-refrm perid (Srivastava, 2009b).Almst ne-third f India s ppulatin still lives belw the pverty line and a large prprtin f pr live in rural areas. A great majrity f rural pr are cncentrated in the rain-fed parts f eastern and central India, which cntinue t have lw prductivity in agriculture. Generally, the rural pr in India pssess meager physical and human capital and als tend t be cncentrated amng the scially deprived grups such as SC and ST and religius minrity such as Muslims. In , scheduled castes and tribes accunted fr 80 percent f the rural pr althugh their share in ttal ppulatin is smaller. As sme f these resurce-pr regins fall behind in their capacity t supprt ppulatins, pr husehlds participate extensively in migratin (Cnnell et al., 1976). India has a lng histry f internal migratin, with urban pckets like Klkata and Mumbai receiving rural labur mainly frm the labur catchment areas like Bihar, Uttar Pradesh, and Orissa in the east and sme parts f Andhra Pradesh, Tamil Nadu, Kerala, and Karnataka in the Suth (NCRL, 1991; Jshi and Jshi, 1976; Dasgupta 1987). Thugh such pattern f migratin cntinued unabated even after independence, increased labur mbility and migratin have becme mre prminent in the natinal ecnmy in the recent years. That migratin has been a significant livelihd strategy fr pr husehlds has been cnfirmed by sme mre recent studies. The imprtance f migratin as a livelihd strategy has,hwever, been belied by fficial statistics such as Ppulatin Census and NSSO, which grssly underestimate sme migratin flws such as temprary, seasnal, and circulatry flws, bth due t cnceptual and empirical difficulties. Hwever, a clser examinatin f migratin pattern frm the perspective f pverty and livelihd requires a fcus n temprary and shrt-duratin migratin, because such migrants lack stable emplyment and surces f livelihd at hme. 3 file f the temprary/ seasnal migratin is very different frm the ther migrants, as mst f them are mre likely t be frm scially deprived and prer grups, have lw levels f educatin, and are mre likely t be engaged in casual wrk. Data frm the migratin survey carried ut by NSSO in 2007/08, thugh pr in cverage, indicates sme brad patterns f such shrt-duratin migratin. Accrding t the survey, mre than tw-thirds f shrt-duratin migratin invlves migratin t urban areas, with 45.1 percent f them migrating t ther states, f which 8.6 percent is t rural areas and 36.5 percent t urban areas in destinatin states (Srivastava, 2011a). A number f detailed empirical studies suggest that in the ut-migratin endemic rural areas f Central and tribal regins, Andhra Pradesh, Nrth Bihar, Eastern Uttar Pradesh, etc, the incidence f husehlds with at least ne ut-migrant ranges frm30 percent t 80 percent (Srivastava 2011a). Hwever, nt many f these studies traced the migrants t their wrkplace r frm wrkplace t the surce area t better understand the factrs that trigger such migratin and the impact such migratin has n pverty. Mst f these micr studies have at best given a static picture that gives a ne-pint snapsht f the impact f migratin n pverty either in the surce area r at destinatin. Accrding t latest NSSO estimates, the cnstructin sectr is ne f the mst predminant sectrs emplying labur migrants and is als a sectr which has seen a rapid increase in emplyment in the recent years. The highest percentage f shrt-duratin migrants wrk in the cnstructin sectr (36.2%), fllwed by the agriculture-related sectr (20.4%), and manufacturing (15.9%) (Srivastava 2011a). 2001/ / / / / / / / / / Surce: GI Accunting fr 33 percent and 19 percent f shrt duratin migrant wrkers in urban and rural areas respectively in the 2007/08 2 (Sundararajan, 2013). Bth in terms f the share in GDP and particularly, the peple emplyed, the imprtance f the cnstructin sectr has increased significantly in the recent years (Table 1.1). In the last decade between 2000/01 and 2012, the GDP f India s cnstructin industry grew n average by percent annually, making the sectr the third-fastest grwing industry, after ther industries such as trade, htel, transprt and cmmunicatins and finance, insurance, real estate and business (RBI, 2012). Despite the large number f wrkers invlved, we have limited infrmatin n the impact f such large-scale migratin n the well-being f wrkers in particular and n rural pverty in general. The lack f evidence, bth at the macr and micr level, belies enrmus significance that migratin t the sectr hlds fr rural livelihds. We identify this as an imprtant gap in the literature. With stagnatin in emplyment in bth agriculture and manufacturing in India, it is all the mre imprtant t see what impact such migratin entails fr the migrants in bth surce and destinatin areas. Given that many f these seasnal/temprary migrants are undercunted in data and are invisible in plicy discurse, this study f migrant wrkers engaged in the IJATER (NCRTSTM-2018) Vlume 01, March

4 cnstructin sectr can present an imprtant case study f what is happening t the vast mass f infrmal wrkers wh migrate frm resurce-pr areas in search f livelihd. Using survey-based evidence cllected in tw phases frm destinatin and surce areas, the present study aims t fill the gap in the literature thrugh an in-depth study f bth living and wrking cnditins at the destinatin areas and the impact f such migratin at the surce areas. T begin with, India is the ninth- largest cnstructin market, with a share f 3.3 percent in the glbal cnstructin market and is set t becme the third-largest cnstructin market by 2020 (Glbal Cnstructin 2020, 2013). The sectr is extremely diverse. While a sizeable part f the cnstructin activity is very small scale, and is in the unrganized sectr, larger scale cnstructin activity is rganized by firms in the private and public sectr. Mst f the cnstructin activity is rganized in sites in the frm f prjects. The present study fcuses n labur migrants in the cnstructin sectr and the impact f such migratin n pverty, bth at destinatin and surce. V. SOCIO ECONOMIC CONDITIONS OF CON- STRUCTION WORKERS IN ODISHA Due t lack f emplyment, lw wage payment impverished cnditins are sme f the factrs behind the cncentratin f migrant wrkers in the cities. These migrant cnstructin wrkers lead a very miserable life because f the absence f jb security as well as pprtunity fr better jbs. In India there are 30 millin f peple are seasnal migrant laburers. Out f that Odisha has 2.5 millin are migrant laburers. A ttal f 1, 01,012 laburers frm different districts were given permissin thrugh 1975 licensed cntractrs t g utside States fr wrk in They include highest f 67,137 wrkers frm Balangir district fllwed by 13,605 frm Nuapada, 6827 frm Sambalpur, 5026 frm Ganjam, 3,173 frm Puri and 1153 frm Nayagarh district. Hwever, 13 districts Baleswar, Bargarh, Bhadrak, Degarh, Gajapati, Kalahandi, Kendrapada,Khrdha, Kraput, Rayagada, Subarnapur, Sundargrh and Talcher area f Angul distrt was in the list had n wrkers in the list, accrding t the infrmatin ( Odisha State Migratin Prfile, July 2014) Bureau. Arund % f the State s ppulatin belngs t wrkers class. The State Gvernment has nt cnducted any survey t knw the number f peple ging t ther States in search f wrk; but gathers infrmatin n migrant laburers nly thrugh the licensed wrker-cntractrs. Under the Odisha Building and Cnstructin Wrkers Welfare Bard 17,95,145 cnstructin wrkers have been registered till nw. The migratin pattern studied in this paper is predminantly inter-state in nature, which is determined by the fact that 21% f ttal migrants mve within the state t find wrk. The imprtant destinatin the castal regin is Bhubaneswar, Khrda. This alng with Cuttack and Puri cmpse f 84% f intra-state migratin frm different regins. These migrated wrkers basically wrk as daily laburers in different cnstructin site. Especially, in the Khrda district they are hired by the cntractrs frm the labur cngregatin pints fr daily wrk with a fixed payment and sme ther wmen are hired as dmestic help in husehlds (Odisha State Migratin Prfile, July 2014). Mrever, the wrkers are nt registered and the absence f dcumentary evidence restrains them frm accessing measures fr scial security, pensin and insurance frm the Cnstructin Welfare Bard etc. Within a very limited incme they dn t have any savings, investments and remittance and are als deprived f basic amenities like sanitatin, clean drinking water, electricity, shelter and a safe envirnment. Bth the wmen and children face additinal vulnerabilities in relatin t health, safety, nutritin and hygiene. Basically, the impact is seen n the children as due t seasnal migratin, they are deprived f educatin, expsed t the risky wrk envirnment and significantly limits the verall develpment f the child disallwing them a better future than their parents. Amng the respndents, (43%) f wmen belng t the age grup f years, fllwed by years (29.7%) and years (27.3%). Amng the respndents, (88.3%) were married fllwed by widwed/divrced (6.7%) and nly (5.3 %) unmarried. The results frm educatinal backgrund shws that (88.3 %) f the respndents had are illiterate wh have n frmal educatin fllwed by (11.7%) wh have attained schl till cmpletin f primary level. The caste categry cmpsitin f the sampled respndents shws that (60%) belng t General categry fllwed by Scheduled Caste (30.7 %) and Other Backward Classes (9.3%). The analysis n dependency rate shws that the respndent have mre than tw members fully dependent n them (53.0%) in the family fllwed by (47.0 %) wh are having nly ne member dependent n them. VI. Prblems f Cnstructin wrkers 1. Prductivity f Labur Cnstructin labur prductivity is having imprtance t check the utput fr given input in the frm f payment, scial security schemes. By ding micr-measures f cnstructin labur prductivity indicate imprvement and sme macr-measures indicate therwise, the pprtunity fr imprving cnstructin labur prductivity clearly exists. The way t find pprtunities fr cnstructin labur prductivity imprvement is t identify which factrs are affecting it. Factrs which are the cnstructin labur prductivity is related t these variables management, labur, Gvernment, cntracts, wner characteristics and financing. Similarly the American Assciatin f Cst Engineers defines prductivity as a relative measure f labur efficiency, either gd r bad, when cmpared t an established base r nrm. and rectified the factrs affecting laburs prductivity in cnstructin planning. It is difficult tcalculate abslute value f labur prductivity by analyzing the infrmatin frm varies surces. And the utcme is adequate crdinatin, unin agreements, restrictive wrk practices, Absenteeism, Delays, Scial Characteristics, envirnmental rules, climate and fixed price, unit cst i.e. payment t the labur 2. Nature f Wrking Prfessin Nw we are in the twenty-first century, many f us wuld dispute that the cnstructin industry has a pr image. In the scenes f devastatin as buildings cllapse, numbers f accidents n cnstructin sites, crruptin in the cmpensatins and crruptin in cnstructin itself. All f these prblems cntribute t the pr image f the industry in the eyes f its clients and the public at large als cntribute t the pr image f the industry in the eyes f its wrkfrce, r ptential wrkfrce. The pr image fin the cnstructin industry is generally thught t stem frm the nature f the wrk, which is ften described as dirty, difficult and dangerus. But the real reasn why cnstructin wrk is s prly regarded has much mre t d with the terms n which labur is recruited than the Nature f the Wrk Itself. Fr many cnstructin wrkers arund the wrld the duratin f emplyment have always been a prblem. And it is been temprary in nature which cause instability, insecurity in labur. The utsurcing f labur thrugh subcntractrs and ther intermediaries is nw the fad in ur cuntry. It means that wrk in cnstructin has becme increasingly temprary and insecure, and wrkers prtectin has been reducing at large numbers are excluded frm scial security schemes. The increase in the practice f emplying labur thrugh subcntractrs has als had a prfund effect upn ccupatinal safety and health and it has undermined cllective bargaining agreements and training prvisin. 3. Prject Delay Reasns: The cnstructin industry is ne f the main sectrs that prvide imprtant ingredient fr the develpment f an ecnmy. Hwever, many prjects experience extensive delays and thereby exceed initial time and cst estimates. The wealth f any cuntry is gauged by its perfrmance in infrastructure prvisin thrugh its cnstructin industry. The cnstructin industry is large, vlatile, and requires tremendus capital utlays. Fr develping ecnmies, it means that much f the natinal budget n infrastructure develpment. Owner - Cntractr labur dispute. Accidents n cnstructin site. Financial shrtage. 4. Accident n Cnstructin Site The cnstructin industry is generally thught t stem frm the nature f the wrk, which is difficult and dangerus. And the main persn wh is actually executing the prject is in maximum risk and danger t his life. Every year rate f accident n cnstructin site is regular which 5.2 percentage f ttal accidents is and minimum 11,614 fatal accidents must be ccurring in Indian cnstructin industry. In ther way, n an average 38 (=11,614/300 wrking days in a year), fatal accidents ccur per day in Indian cnstructin sectr. As the number f accident are mre than that directly effects n the prject duratin, and cst f prject als cst the assciated with the accident and crating the faire f accident in the eyes f laburs. Als the prvisin f cmpensatin is extra burden n the cnstructin prject. And it cmes ut in the frm f shrtage f labur and strikes n the cnstructin wrk. VIII. Cnclusin: The cntributin f this study in the area f cnstructin wrkers invlvement in ecnmic grwth activities is immense; they remain largely invisible. These cnstructin wrkers are predminantly yung peple wh migrate due t pverty, face pr living and wrking cnditins and lack f educatin and skills, they lack prper identity and representatin. They, thus, remain excluded frm public services, prtectin and pprtunities fr advancement in a grwing ecnmy. T ensure that cnstructins wrkers are safe and secure, and are able t access their entitlements as Indian citizens wrkers bth at the destinatin and surce states, the study enumerates a hst f interventins: prmting awareness within the wrkers cmmunity t sensitize members t their vulnerability t discriminatin and explitatin, as well as t their health, educatin and legal rights, addressing the cncerns f wman issues specifically.
