1 Economy of Kyrgyzstan in 2003 Population Prices Government Budget Wages and Salaries Capital Investment Agriculture, Hunting and Forestry Output of Industrial Products Construction Foreign Trade Finances of Enterprises Social Sector Diseases Crimes This publication, which is envisaged for wide range of foreign readers, presents a review of economic and social situation of the Republic. According to preliminary estimates, Gross Domestic Product in 2003 has amounted to 83420,8 million soms and is higher by 6.7% compared to 2002, including Gross Value Added (GVA) increase in agriculture by 3.8%, mining by 1.1%, manufacturing by 19.2%, production and distribution of gas and water by 10.3%, trade and repair of automobiles by 11.8%, hotels and restaurants by 22.6%, transportation and communication by 5.5%. At the same time, the volume of GVA dropped in construction by 6.8%. The demographic situation in 2003 was characterised by a slight growth of birth rate and considerable decrease of migration. It has caused a higher growth of the population as compared to the previous year. In January-December 2003, the average monthly nominal wage of employees working in enterprises, establishments and organizations (excluding enterprises of small business) was 1901,5 soms increasing by 17.6% compared to the similar period of Real rate of wages (deflated by the CPI) has increased by 14.1% and in January-December 2002 the increase made up 10.8%. In January-December 2003, the number of employees in enterprises, establishments and organizations (excluding enterprises of small business) reduced by 3% in comparison with the corresponding period of the previous year. A significant reduction was observed in trade, construction. In 2003, industrial production was valued at 53703,4 million soms and the index of volume of industry was 117% of the level of the corresponding period of 2002.

2 Gross output of agriculture, hunting and forestry has increased by 3.8% compared to the corresponding period of 2002 and amounted to 54235,8 million soms. In 2003, prices of all goods and services increased by 5.6% (against the increase by 2.3% in 2002) mainly due to a significant increase of prices of paid services by 18.5% (against the increase by 2.1% in 2002). At the same time, prices of food-stuff tend to increase by 5.2% (against 2.1% in 2002). In 2003, the volume of external trade was valued at 1298,7 million US dollars increasing by 21.1% compared to Export increased by 19.8% (by 96,2 million US dollars) as compared to 2002 due to the increase of export to CIS countries by 19.4% and countries outside CIS by 20.1%. Import increased by 22.2% (by 130,3 million US dollars) due to import of goods from CIS countries by 27.3% and countries outside CIS by 16%.

3 Population The demographic situation in 2003 was characterised by a slight growth of birth rate and considerable decrease of migration. It has caused a higher growth of the population as compared to the previous year. In 2003, 105,500 children were born, 20,9 per 1000 population (20,2 in 2002). 35,900 people died, 7,1 per 1000 population. Natural growth reached 69,600 people or 13,8 per 1000 population. In 2003, 2186 children under 1 year old died or 20,9 per 1000 children born alive. Main death causes were deceases during the prenatal period (nearly half of deaths) and respiratory diseases (nearly 30%). In 2003, 4,500 people arrived in the country and 21,200 people left the country. Migration outflow of the population reached 16,700 people (27,800 in 2002). At the beginning of 2004, according to preliminary estimates, the resident population of the Kyrgyz Republic was 5 million 37 thousand people increasing by 52,800 (by 1.1%) in Prices In 2003, prices of all goods and services increased by 5.6% (against the increase by 2.3% in 2002) mainly due to a significant increase of prices of paid services by 18.5% (against the increase by 2.1% in 2002). 4 In January-December 2003, prices of bakery products and groats increased by 16.6%, fruits by 1.3 times, sugar, meat, milk by %. At the same time, prices of vegetables dropped by 12.7%, fish by 2.4%. In non-food item, prices of gasoline increased by 1.3%, newspapers and periodicals by 8.8%, gas by 6%. Consumer Price Index in 2003 (% to December of the previous year) Paid services increased by 18.5%, of which tariffs of notary services increased considerably by 14 times, passenger transport services by 12.7%, communications and services of pre-school establishments by 11.4%. Government Budget According to figures of the Ministry of Finance, government budget was implemented with the deficit of 681,1 million soms (0.8% of GDP). Budget revenue made up 19.4% of GDP, expenses made up 20.2%. Budget revenue was implemented by 102.1% to the adjusted plan, expenditures by 104.7%. The adjusted plan of tax receipts was implemented by 101.3%, non-tax receipts by 104.3%. In 2003, government budget revenue (including official transfers) made up 16214,9 million soms and that is higher by 12.5% (by 1803,2 million soms) as compared to The increase was due to the increase of tax receipts (by 1441,8 million soms) and non-tax receipts (by 716,3 million soms). In comparison with 2002, the volume of VAT, income tax and funds allocated for the prevention and removal of emergencies increased, and

5 as for non-tax receipts the amount of receipts from entrepreneurship and property increased. Government budget revenue was formed from taxes (73.5% or 11916,5 million soms), non-tax receipts (22.8% or 3700,2 million soms), official transfers (2.8% or 461,5 million soms), receipts from capital operations (0.9% or 136,7 million soms). More than 83% (9963 million soms) of tax receipts were value added tax (5526,3 million soms), income tax (1208 million soms), excises (1164 million soms), profit tax (913,1 million soms), funds allocated for the prevention and removal of emergencies (728,8 million soms), custom payments (422,8 million soms). The biggest share of non-tax receipts were formed from receipts gained from entrepreneurship and property (1432,2 million soms) and special funds of budgetary establishments (1799,4 million soms). Government Budget (in % to GDP) Government budget expenditures have made up 16895,9 million soms. The main part of government expenditures were still allocated to social and cultural spheres 57.1% or 9647,7 million soms, government general services, defence, public order and security nearly 30% or 5052 million soms, financing economy branches 10.9% or 1840,6 million soms. 6 Wages and Salaries In January-December 2003, the average monthly nominal wage of employees working in enterprises, establishments and organizations (excluding enterprises of small business) was 1901,5 soms increasing by 17.6% compared to the similar period of Real rate of wages (deflated by the CPI) has increased by 14.1%. Salaries of employees of the budgetary sector amounted to 1358,4 soms and in comparison with the previous year it increased by 21.5% and its real rate increased by 17.8%. A high increase of salaries and wages was observed in trade (30.5%), forestry (22.6%), education (20.5%), transportation (21.7%). The average wages in industry increased by 13.8%, and significantly in manufacturing by 15.5%, production and distribution of energy, gas, steam and hot water by 10.5%. There is a significant difference in the level of wages depending on the type of economic activities. Higher average monthly wages were in the financial activity (6151,1 soms), services of hotels and restaurants (3931,7 soms), public administration (2798,9 soms), industry (3008,6 soms), transportation and communications (2918,4 soms). At the same time, salaries and wages of employees engaged in the following sectors are still below the national average: education (1169,5 soms), health care and social services (963,5 soms), agriculture and forestry (871,5 soms). In January-December 2003, the average number of employees of enterprises, establishments and organizations (without agriculture and forestry) reached 506,300 people which is lower by 3% than in the similar period of A decrease was observed

As of January 1, 2004, 63,500 people have applied to employment centers to find jobs and that is lower by 11.1% than in the corresponding period of By the end December 2003, the number of unemployed citizens registered at employment centers as seeking work was 86,600 increasing by 0.1% as compared to the similar period of ,400 people had an official status of the unemployed. The share of the unemployed receiving benefits in the total number of officially certified as unemployed was 7.3%. The level of officially registered unemployment at the end of December 2003 was 2.9%. Registered Unemployed At as of January 1, 2004, 56% of the registered unemployed were made up of persons who voluntarily quitted their jobs and 16.9% - persons who lost their jobs because of redundancy and liquidation of enterprises. Graduates from general educational schools, vocational schools, higher educational institutions increase the number of those who seek for jobs. The graduates formed 17.2% (9,900 people) in the total registered unemployed. The educational level of the unemployed population is rather high (8.8% - with higher education, 21.8% - with specialised secondary education, 58.5% - with secondary general and only 10.9% with incomplete secondary education). To assist the unemployed population, state employment centers directed 5,000 people to vocational training, 5,300 of the unemployed completed the training. From the total unemployed who were directed to professional training, 52.7% were trained in vocational schools. At the end of December 2003, enterprises offered 3,500 vacancies and in comparison with the similar period of 2002 it was higher by 16.1%. At the end of December 2002, in average 29 people were per 1 vacancy and at

8 the end of December 2003 there were 25 people per 1 vacancy. At the end of December 2003, 36,100 people were provided with jobs and the share of people provided with jobs in the total number of applicants increased from 54.4% to 56.9%. Capital Investment Capital investments of 8788,9 million soms, which is lower by 8.6% than in the corresponding period of 2002, were directed at the development of the economy. Equipments in the amount of 2527,2 million soms were procured and its share in the total capital investments was at 28.8%. Capital assets of 5783,3 million soms (9194,6 million soms in 2002) were brought into operation. In comparison with 2002, the share of investments in the total implemented capital from local budgets increased by 4% (making up 464,7 million soms), foreign grants and humanitarian aid, accordingly, 2.9% and 410,6 million soms. The share of direct foreign investments, assets of enterprises, organizations and population remained at the level of the previous year. The situation in the field of construction of electric power plants improved and 1140,9 million soms of capital investments were used (13% of total). In comparison with 2002, the volume of implemented capital investments in this field has increased by 39.4%. Capital investments of 1667,2 million soms (19% of total) were used for transportation and communications. In 2003, only 449,8 million soms of investments (42.7% as compared to the previous year) were used for the reconstruction of Bishkek-Osh highway and contract works were valued at 397,1 million soms. The reconstruction is mainly carried out by foreign credits (68.9%). Capital investments of 377,6 million soms were used for the construction of objects of agriculture and manufacturing, of which 300,1 million soms for reconstruction and rebuilding of irrigation network. The reconstruction is mainly implemented by foreign credits 85.4% of total implemented capital investments. In comparison with 2002, the volume of used investments for these purposes in capital investment has increased by 13.8%. Agriculture, Hunting and Forestry In 2003, gross output of agriculture, hunting and forestry has increased by 3.8% in comparison with the corresponding period of the previous year making up 54235,8 million soms. Main producers of agricultural products are peasant farms and individual

9 subsidiary holdings of the population that produce more than 95% of products. In 2003, production of grain (including corn) was 1670,5 thousand tons (net weight), 95.3% of the level of Yield capacity of grains and legumes (including corn) was 27,3 centners from a hectare against 27,9 in the previous year. Production of potatoes made up 1308,2 thousand tons and is higher by 5.2% than in The increase was due to the increase in the amount of land sown. Production of vegetables was 678 thousand tons (higher by 1.5 times), berries 134 thousand tons or 86.9% of the level of Production of sugar-beet increased by 55.8%, tobacco by 41.2% making up, accordingly, 812,300 tons and 8,700 tons which is due to the increase in the amount of land sown and yield capacity. In 2003, farms of all categories have produced 357,1 thousand tons of meat (live weight) which is higher by 0.5% as compared to the corresponding period of the previous year. Output of milk made up 1191,8 thousand tons (by 1.6%), eggs 267,6 million (by 10.1%), wool 11,6 thousand tons (by 0.3%). Output of Industrial Products In 2003, industrial production was valued at 53703,4 million soms and the index of volume of industry was 117% of the level of the corresponding period of Dynamics of the Index of Volume in Industry (I quarter of 1996=100) Mining output was valued at 711,2 million soms and the index of volume of mining was 100.4%. Production of coal and lignite reached 411,300 tons or lower by 3.9%

10 as compared to 2002, natural gas in gaseous state 27,1 million cubic metres (by 10%), crude oil 68,500 tons (by 9.3%). Production of natural sands increased by 28.7% (294,300 cubic meters), clay and kaolin by 1.6 times (381,100 tons), salt by 42.4% (1,100 tons). Manufacturing output has amounted to 42274,3 million soms, thereof production of food-stuff, including beverages and tobacco 9136,7 million (21.6% of total) and products of metallurgy 22262,2 million soms (52.7%). The index of volume in manufacturing was 119.2%. The index of volume in the food industry, including the production of beverages and tobacco was 107.9%, production of food-stuff 110%. Production of meat and poultry increased by 7.7 times, sugar by 47.4%, meat and variety meat of cattle, pigs, goats by 40.4%, curd by 59,2%, cheeses of all types by 10.4%, butter of all types by 23.6%, ethyl alcohol by 11.2%, milk and creams by 26.8%, pastries by 22.7%, chockolates and confectioneries made of sugar by10.1%. At the same time, production of canned meat dropped by 73%, beer by 17.2%, mineral waters by 3.2%, flour and products made of cereals by 49%, grape wines by 29.7%. The index of volume of tobacco production was 87.9%. Production of raw produce of tobacco, rustic, fermented tobacco dropped by 36.3%. The index of volume in the textile and clothing was 97.7% as compared to The production of cotton and combed fibres dropped by 13.5%, washed wool by 16.5%, cotton yarn by 68.9%, natural silk fabrics by 90.2%, wool fabrics by 19.3%, cotton fabrics by 89.7%, machine and handmade knitted stockings and socks by 65.3%. Production of machine and handmade knitted outwear increased by 2.2 times, machine and handmade knitted underclothes by 26.8%, sweaters, jumpers, pullovers and machine and handmade knitted similar clothes by 20.2%, clothes by 38.1%. Production of leather, leather goods and footwear dropped by 3.9% due to the reduction of production of leather articles by 46.5% and footwear by 5%. The volume of the production of oil products was 727,4 million soms (72% compared to 2002). Production of gasoil dropped by 14.2%, motor fuel by 32.4%, masut by 9.1%. The volume of chemical production was 259,5 million soms or 106.9% as compared to Production of rare-earth metals (oxides) increased by 2.8 times, paints and varnishes by 24.4%, washing and cleansing agents by 39%, pharmaceuticals by 3.9%. At the same time, production of mercury dropped by 33.1%, trioxide of molybdenum by 50.8%. Production of other non-metallic mineral products increased by 23.1%. Production of sheet glass increased by 2.6 times, asbestos-cement pipes by 2.5 times, asphalt concrete by 43.9%, cement by 42.2%, bricks, tiles and building products made of baked clay by 15.2%, concrete assembly by 9.4%, corrugated slate by 4.8%. The index of volume in metallurgy and metal working increased by 25% due to the increase of the output of crude gold by 24.7%, roof panel by 37.5%, metal-working tool by 2.6%. at the same time, production of antimony dropped by 13%. The index of volume in machinery building and equipment production made up 99.9%. Production of electric stoves dropped by 5.7%, equipment for enterprises engaged in trade and public catering by 11.3%, food boilers by 12.5%, equipment processing

11 foods, beverages, tobacco by 19.7%. At the same time, production of refrigerated display equipments increased by 2.2 times, heaters by 11.2%, centrifugal pumps by 20.3%. Production of electrics, electronic equipment was 122.3%. Production of uninsulated wire increased by 38.4%, insulated wire by 35.3%, TV sets by 32.8%, alternating current motors (75 kw) by 32.1%, electric accumulators by 13.3%, electric lamps by 2.7%. The volume of production and distribution of electricity, gas and water was 10717,8 million soms and the index of volume was 110.3%. Production of electricity in hydroelectric plants increased by 20.5%, services on distributing electric energy by 16.8%, services gas fuel by 14.1%. Construction In 12 months of 2003, 4766 flats with the total area of 439,700 m 2 were put in place which makes up 101.3% as compared to More than half of dwellings were put in place in rural areas. Houses were built and put in place only at the expense of the population. For the construction of houses 1086,5 million soms of capital investments (estimated) were used. Construction firms of all types of ownership have completed contract works valued at 3953,3 million soms which is lower by 8.9% as compared to 2002, of which 1121,5 million soms were used for the works on capital and current repair. 69.6% of completed contract works were new construction, reconstruction and extension of buildings. 12 In the 4 th quarter, according to the results of a survey, 38.2% of respondents reported that the volume of contract works has dropped. At the same time, 35.3% of managers reported that the volume of contract works remained the same and it is higher by 13.4% than in the 3 rd quarter. In the 1 st quarter of 2004, 15.7% of respondents expect that the volume of construction works will increase and 43.1% of respondents hope it will remain the same. Foreign Trade In 2003, the volume of external trade was valued at 1298,7 million US dollars increasing by 21.1% compared to Export increased by 19.8% (by 96,2 million US dollars) as compared to 2002 due to the increase of export to CIS countries by 19.4% and countries outside CIS by 20.1%. Import increased by 22.2% (by 130,3 million US dollars) due to import of goods from CIS countries by 27.3% and countries outside CIS by 16%. Export was valued at 581,7 million US dollars, including to CIS countries 201,4 million US dollars, countries outside CIS 380,3 million US dollars. The share of countries outside CIS in total export was valued at 65.4%. CIS countries 34.6%. Import was valued at 717 million US dollars increasing by 22.2% as compared to Export surplus was negative amounting to 135,3 million US dollars (101,2 million soms in 2002). There was a positive trade balance with countries of Central and Eastern Europe, the Near and Middle East and Switzerland. A significant increase of turnover deficit with CIS, EU, USA and China was observed. The share of countries of the Near and Middle East in export has increased from 15.3% to 25.4% and the share of Central and Eastern European countries dropped from 3.3% to 2.9%, EU countries - from 3.9% to 3%. Products were mainly exported to Asian countries (49% of total export or million US dollars). Export to countries was as follows: United Arab Emirates (50.6% of total export to Asian countries), Kazakhstan (20%), China (8,2%), Uzbekistan (5.7%) and Tajikistan (6.6%). In comparison with 2002, some changes were observed in export structure. Thus, the share of precious metals export in total export increased from 33.9% to 45.1%, nonmetallic articles (mainly glass), accordingly, from 2.1% to 5.5%. However, the share of export of finished food-stuff and tobacco has dropped from 6.2% to 4.4%, leather articles, leather, accordingly, from 5% to 2 %, products of chemical industry from 5.2% to 1.7%, land transport vehicles, its parts and articles from 4.4% to 2.5%. The main import partners were Russia (24.6% of total import), Kazakhstan (23.8%), China (10.8%), Germany (5.3%), Uzbekistan (5.5%),

13 Turkey (3.6%). The biggest shares of import were distributed as follows: CIS countries (57.3%), EU countries (11.1%), Central and Eastern European countries (2.1%). No significant changes were observed in import of commodities. Import structure was still dominated by mineral products 27.3%, machines and equipment 12.4%. Most of chemical and other related products were also imported - (12.8%), finished foodstuff - (8.3%), textile and textile goods (6.6%), non-precious metals and articles made of it (6.1%). External Trade Turnover of Goods (mln. US dollars) Finances of Enterprises From January to September 2003, the financial situation of enterprises in the Kyrgyz Republic was characterized by the achievement of positive surplus and it indicates to the fact that the activities of enterprises are profitable. There was a slight increase of receivable and payable accounts. The losses from non-operational activity had a negative influence on the financial situation. Proceeds of enterprises from products sale (works, services) were valued at 45756,2 million soms. The share of industrial enterprises in total proceeds made up 71.2% (32563 million soms), enterprises engaged in transportation and communications 11.6% (5309,6 million soms), construction - 5% (2275,9 million soms). Cost of sales and production in 9 months amounted million soms. During the three quarters of 2003,

14 growth rates of incomes were slightly higher than cost of sales, except for construction and agriculture, and this indicate that operational activities of enterprises were profitable. In 9 months of 2003, the financial balance of enterprises was valued at 2898,2 million soms. Balance profit of enterprises of transportation and communications made up 920,2 million soms, trade, repair of automobiles, household appliances and artciles of personal use 497,2 million soms, manufacturing 437,2 million soms, production and distribution of electricity, gas and water 290,2 million soms, mining 217,5 million soms. The increase of balance profit by 1.5 times (910,4 million soms) in January-September 2003 indicates to the fact that the financial perfomance of enterprises improved. The increase of profits was provided by the enterprises of transportation and communications, trade, repair of automobiles, household appliances and artciles of personal use. In 9 months of 2003, enterprises engaged in production and distribution of electricity, gas and water have gained balance profit in the amount of 290,2 million soms, while their losses in the corresponding periof of the previous year made up 530,9 million soms. Balance profit (+), loss (-) (mln. soms) Profitability of enterprises in January-September 2003 made up 6.9%. Accounts receivable of enterprises as of October 1, 2003 were valued at 23959,2 million soms. In comparison with the beginning of 2003 the volume of accounts payable has increased by 5.7% (or by 1286,5 million soms) due to enterprises engaged in manufacturing and production and distribution of electricity, gas and water. At as of October 1, 2003, the highest amounts of accounts receivable were observed in enterprises engaged in production and distribution of electricity, gas

15 and water (39.7%), manufacturing (20.9%), trade, repair of automobiles, household appliances and artciles of personal use (22.7%). Accounts payable of enterprises at the beginning of October 2003 were valued at 29846,8 million soms. In comparison with the data of the beginning of 2003 the amount of accounts payable has dropped by 204,1 million soms. The amount of accounts payable of enterprises engaged in production and distribution of electricity, gas and water has considerably increased. As of October 1, 2003, excess of accounts payable over accounts receivable was valued at 5887,6 million soms. Social Sector The average annual minimal consumer budget per capita amounted to 1540,36 soms and compared with 2002 it has increased by 9.7%. Cost of food basket was at 1093,50 soms increasing by 11.5%, non-food goods 211,64 soms (by 1.5%), services 205,96 (by 9%). The structure of consumer expenditures of the population has been slightly changed. In 2003, the share of expenditures on food-stuff remained unchanged (one of the most important indicators of population living standards). At the same time, expenditures on non-food products decreased and costs to cover services have increased. One third of paid services are the payments for communal services. Actual consumption of the main food products is considerably below the standard of consumption approved by Jogorku Kenesh (Parliament) of the Kyrgyz Republic for the estimation of minimal consumer budget. Rise in prices on more valuable foods leads to the consumption decrease and, in particular, it concerns such foods as potatoes, fruits and berries. Products of vegetable origin (vegetables) are still dominant in population food ration. The level of per capita consumption of food containing protein which is valuable and, as a rule, expensive, remains low. It is necessary to note that the energy value of population nutrition is very low (the standard approved by Jogorku Kenesh (Parliament) of the Kyrgyz Republic is 2249 calorie a day). Diseases In 2003, according to figures of the Ministry of Health Care, the number of cases of epidemic parotitis, meningococcal infection, brucellosis, salmonellosis, acute respiratory infections and flu have increased. Thus, 2599 cases of epidemic parotitis were recorded against 715 in In comparison with 2002 the incidence of meningococcal infection per population made up in average 3.4 cases by country increasing by 1.5 times as compared to The incidence of salmonellosis increased by by 48.3% (307 cases). The number of people infected with brucellosis

16 reached 2522 (1771 in 2002) or 50.3 cases per population. Among parasitic deseases the cases of ascariasis increased by 20.3%. The incidence of echinococcosis increased by 3.2%. Outbreak of typhoid was observed in southern regions of the country 138 cases, against 33 in There were 5635 cases of brucellosis recorded (5754 in 2002). The incidence of acute respiratory infections increased by 26.8% (3877,2 cases per population). The incidence of flu per population made up 500 cases increasing by 2.4 times as compared to In 2003, the incidence of malaria dropped by 83.2%, pertussis by 66.7%, pediculosis by 45.7%, bacterial dysentery by 38.5%, gonorrhea by 22%, acute enteric infections by 15.7%, itch by 9.5%, syphilis by 9.3%, viral hepatitis by 3%. In 2003, 132 people were found with HIV/AIDS, of which 7 foreign citizens, and 125 citizens of the Kyrgyz Republic. Among crimes against public security (3252 cases) cases of hooliganism increased by 14.7% (3074). Recorded penal traffic incidence reached 640, including 328 fatal cases which is higher by 11.9% as compared to the previous year. The number of drug related crimes increased by 2.9% (3106 cases) as compared to the previous year. 3,5 tons of narcotics and psychotropics, including kilograms of heroin and 45.7 kilograms of opium and were seized. The number of recorded economic crimes reached 3413 of which larceny (38.8%), abuse of power (11.7%), neglect of official duty and forgery (6.4%), bribery (4.2%). The damage of criminal cases amounted to 270,3 million soms. As of January 1, 2004, detected crimes that were under investigation

17 were 78.8% increasing by 2 percentage points as compared to the similar date of In 2003, 18,900 people that committed crimes were seized. From total, 11.9% were women, the young persons 6.3%. From total criminals 16.8% - were persons comitting crimes in group, 7.8% - under the influence of alcohol and drugs, 6.5% - persons previously comitting crimes, 78.7% were unemployed and not attending educational establishments.
