6 1. Population The total population in Malta as at the end of 2010 was estimated at 417,617, an increase of 1 per cent when compared to the previous year. Maltese citizens numbered 397,222, or 95 per cent of the total, while the number of foreign citizens stood at 20,395. Just over half of the total population were females. Nineteen per cent of the total population were children under the age of 18, while a further 16 per cent were persons aged 65 and over. Birkirkara, Mosta and Ħal Qormi remained the largest localities. The smallest district, with a share of 8 per cent of the total population, was Gozo and Comino. In fact, the population of persons aged 65 years and over is projected to increase to around 111,700 an increase of 72 per cent when compared to this segment of the population during By 2060, children and youths under 20 will decrease from 90,705 to around 59,300 a drop of 35 per cent. 2. Births A total 4,008 live births were registered in Malta during 2010, of which 3,721 were registered on the mainland and 287 births in Gozo. There was a decrease of 3 per cent in the number of live births when compared to Registered births in Malta dropped by 5 per cent while those in Gozo increased by 19 per cent when compared to the previous year. The majority of total live births occurred to Maltese citizens Chart 2.1 Percentage of Maltese live births from Total live births: per cent year During 2010, 27 per cent of all live births were born to parents living in the Northern Harbour district, while the Southern Harbour district and the South Eastern district had a share of 19 per cent and 17 per cent respectively. During the year under review, 1,010 live births occurred outside marriage and 253 cases had an unknown father. Moreover, nearly a third of the babies registered as having an unknown father were born to mothers under the age of 20. The share of births occurring to Maltese parents outside marriage stood at 25 per cent, while 7 per cent had an unknown father. vii
8 First maternities made up slightly more than half the total maternities. Nearly a third of the mothers were expecting their second child, while a further 12 per cent were third maternities. 80 Chart 2.2 Number of pairs of tw ins: number year 91 per cent of the mothers were born in Malta. A further 4 per cent of births occurred to mothers born in another European country, while 3 per cent were born in Africa. With regard to fathers, 84 per cent were born in Malta, 4 per cent in another European country, and a further 4 per cent in African countries. The majority (81 per cent) of the registered births occurred to parents who were both born in Malta. A further 3 per cent of babies were born to parents who were both born in African countries. 3. Deaths The total number of deaths registered during 2010 stood at 3,010 a decrease of 7 per cent when compared to per cent of these deaths took place in hospital. This drop was a result of a decrease of 11 per cent in deaths occurring to males and another drop of 2 per cent occurring to females. Consequently, the crude death rate decreased by 0.6 when compared to the previous year. The Northern Harbour district registered the largest number of mortalities, with a share of nearly a third of all deaths. 9 Sixty-one per cent of all deaths involved persons aged 75 or over. Mortalities of individuals aged between 20 and 34 decreased by 32 per cent when compared to the previous year a drop of 18 cases. During the year under review there were 37 mortalities that occurred to persons below 20. As expected, the majority of deaths registered during 2010 involved retired persons aged 65 and over. 600 Chart 3.2 Deaths by sex and age: number of deaths age-groups male female More than a third of all deaths in 2010 occurred due to diseases of the circulatory system while a further 29 per cent were caused by neoplasms. 21 per cent of all deaths were caused by Ischaemic heart diseases while a further 9 per cent were caused by Cerebrovascular diseases. Five per cent of total deaths were attributed to malignant neoplasms of the trachea, bronchus and lung. The most common neoplasm that caused deaths among males was the malignant neoplasm of the trachea, bronchus and lung, while the largest share of females who died of neoplasms had a malignant neoplasm of the breast. There were also five cases where infectious and parasitic diseases were the main causes of death and another nine deaths caused by diseases of the blood and blood-forming organs and disorders involving the immune mechanism. Deaths due to diabetes mellitus amounted to 3 per cent of all deaths. Mental and behavioural disorders claimed the lives of 123 persons while 74 persons died due to diseases of the nervous system. Ten per cent of all deaths were attributed to diseases of the respiratory system, which include influenza and pneumonia. External causes of morbidity and mortality accounted for 119 deaths or 4 per cent of the total; of which 17 cases were transport accidents, 34 cases were falls, 2 cases were accidental drowning and submersions, 1 case of exposure to smoke, fire and flames, 6 cases of accidental poisoning by and exposure to noxious substances, 31 cases of intentional self-harm and 4 cases of assault. There were 26 deaths of children under the age of five during Nearly half were due to congenital malformations, deformations and chromosomal abnormalities. The majority were under one year of age. Nearly a third of child deaths were attributed to conditions which originated in the perinatal period. ix
10 Chart 3.3 Expectation of life: 1870/ life expectancy year Males Females During the past century the expectation of life of persons living in Malta has been on the increase. At age 0, the life expectancy was calculated to be 79 years for males and 83 years for females. 4. Marriages A total of 2,596 marriages were registered in Malta and Gozo during 2010 an increase of 10 per cent over Marriages occurring in Malta increased by 9 per cent, while those in Gozo increased by 23 per cent. During 2010 there were 847 civil marriages; an increase of 2 per cent over the previous year. Once again, the second quarter of the year proved to be the most popular period selected by couples to get married. In fact 956 marriages, or 37 per cent of the total were celebrated during this quarter. The third quarter came second with 34 per cent. 11 The majority (89 per cent) of all marriages involved brides and grooms who were single before marriage. The majority (41 per cent) of the grooms were aged between 25 and 29 while 29 per cent fell within the year-old age group. Of all the brides married during 2010, 43 per cent were aged between 25 and 29 while 22 per cent were between 20 and 24 years old. Half the grooms and twothirds of the brides were under 30 years of age. Nearly three-fourths of the persons married during 2010 had Maltese citizenship. Eleven per cent of the brides were British while another 9 per cent were citizens of another European Union country. A further 3 per cent were Asians. Twelve per cent of the grooms were British and 9 per cent were citizens of another European Union country. The majority (92 per cent) of Maltese grooms married Maltese brides while 3 per cent married Asian brides. The majority (93 per cent) of Maltese brides married Maltese grooms while 2 per cent married African grooms Number of civil marriages: number year On average, a third of the brides and grooms marrying civilly were Maltese. More than half the Maltese grooms (58 per cent) married Maltese brides, while a further 18 per cent of the grooms married Asian brides. Of the Maltese brides married civilly, 64 per cent married Maltese grooms while 12 per cent married African grooms. 5. Migration 5.1 Migration Flows During 2010 an estimated 8,201 persons immigrated into Malta. Around 15 per cent of these immigrants were returned migrants while more than three-fourths of the total immigrants originated from EU Member States. Nearly half the immigrants were aged between 25 and 49. Total emigration during 2010 stood at 5,954. During the year under review, an estimated 1,863 Maltese nationals emigrated. Of all the emigrants, 47 per cent were EU nationals, and another 21 per cent were thirdcountry nationals. More than half the emigrants were aged between 25 and 49. The net migration for 2010 was estimated at 2,247. xi

13 5.3 Decisions made by the Office of the Refugee Commissioner: 2010 Rejections 36% Granted refugee status 12% Subsidiary protection or other forms of protection 52% During 2010, 222 positive decisions were granted by the Office of the Refugee Commissioner. These decisions accounted for 64 per cent of total decisions taken by the Refugee Commissioner. The remaining 36 per cent had their application rejected. Seventy-three per cent of the persons that were granted protection were males, while 67 per cent fell within the year old age group. Thirty-six per cent of those granted protection by the Office of the Refugee Commissioner originated from Somalia, while a further 5 per cent were from Ethiopia. 5.4 Positive decisions by ctiizenship: 2010 Somalia 36% Ethiopia 5% Libya 4% Other African countries 2% Syria 6% Pakistan 2% Bangladesh 2% Other Asian countries 2% Eritrea 41% 5.3 Illegal presence During the year under review, the Police Department reportedly found 243 individuals residing illegally in Malta and were therefore subject to an obligation to leave the country. A total of 272 persons were repatriated during The majority were returned to African countries while 23 per cent and 10 per cent were returned to Asian and European countries respectively. 5.4 Open Centres At the end of 2010 there were 1,992 individuals living in Open Centres and other institutional households maintained by AWAS. Of these, 83 per cent were males and 203 were minors. Of all the residents, 62 per cent were Somalis and 11 per cent were Eritreans. xiii
14 5.5 Naturalisations and Registrations 5.5 Naturalisations and Registrations by citizenship: 2010 Stateless 0% Unspecified 2% Europe 29% Oceania 44% Africa 10% Asia 4% America 11% During 2010, 943 persons obtained a Maltese citizenship through naturalisation or by registration. Forty-four per cent of these persons were Australians while a further 11 per cent were British. Of the persons naturalised and registered during 2010, 44 per cent were from Oceania, 29 per cent from Europe, 10 per cent from Africa and 4 per cent from Asia. Less than half these persons were between 18 and 34 years old, while another 36 per cent fell within the 35 and 64-year-old age group. Slightly more than half the naturalisations and registrations were granted to males. 6. Miscellaneous 6.1 Adoptions Chart 6.1 Adoptions: Number of adoptions year 74 children were adopted during the year under review an increase of 30 when compared to the previous year. There were 27 children adopted from Malta and another 21 who were adopted from xiv
15 Russia. Of all adopted children, 61 per cent were aged four and under. Nearly a third of the adopting parents resided in the Northern Harbour district. 6.2 Registered separations, annulments and divorces A total of 566 separations were registered at the Public Registry during 2010, an increase of 7 per cent over the previous year. The majority involved Maltese couples. During 2010, divorces obtained abroad increased by 24 per cent when compared to the previous year. The majority of these divorces were obtained from countries in the European Union. Nearly twothirds of these cases involved marriages that had lasted for more than ten years. Of all registered annulments, 43 per cent were marriages that lasted between 10 and 19 years, while another 35 per cent of the annulled marriages lasted between 5 and 9 years. 6.3 Crime During 2010, there where 13,296 reported criminal cases. When compared to the previous year, 2010 saw an increase of 11 per cent in the number of reported crimes. Cases of robbery, violent crimes and drug-related cases decreased slightly when compared to On the other hand, cases of domestic robbery increased by 5 per cent. During 2010 the Police complement increased by 71, reaching 1,918 officers. The average yearly prison population has been on the increase during the past ten years, reaching an average of 582 inmates. During the past ten years, the prison population increased by 137 per cent. xv

The most substantial increases were noted in the Northern Harbour district (17 per cent), the Northern district (14 per cent) and the South Eastern district (13 per cent). 17 Definitions and Methodological Notes 1. Population Total Population figures include both Maltese and foreign residents. The total population at the end of year t, is computed using the following equation: P t = P t-1 + B t - D t + I t E t, where P t is the total population at the end of year t, P t-1 is the total population at the end of year t-1, B t is the total number of births registered during year t, D t is the total number of deaths registered during year t, I t is the total immigration of both Maltese and foreign nationals registered during year t. This figure is measured by summing up the count of all new work permit and residence permit holders, their dependents, asylum seekers under protection, returned migrants and new adoptions of children from foreign countries. E t is the total emigration of both Maltese and foreign nationals registered during year t. This figure is measured by summing up the counts of all work permit and residence permit holders who fail to extend their permits during the year under review, together with their dependents, resettled or repatriated asylum seekers who were previously given protection and other Maltese emigrants (i.e. persons who leave the country for a period of at least 12 months). Maltese population figures include Maltese residents only. Births Note: Some of the migration components mentioned above have been estimated using auxiliary information like data obtained from the 2005 Population and Housing Census and other register data. Total live births include all babies being born and registered with the Public Authorities in Malta. All still births are excluded. The crude birth rate is the number of total live births per thousand mid-year population. Maltese live births include all babies being born and registered with the Public Authorities in Malta having a Maltese father or a Maltese mother (in case the father has not been registered with the Public Authorities). The Maltese crude birth rate is the number of Maltese live births per thousand mid-year Maltese population. xvii
18 Total fertility rate is the number of children that would be born to a woman if she were to live to the end of her child bearing years and bear children in accordance with current age-specific fertility rates. Maternities include both still and live births. Multiple births are counted as one maternity. Maternity order is the ranking of a newborn baby in relation to all the previous births (both still and life) of the mother; that is, the number of previous births (both still and live) plus the birth that has just occurred. 3. Deaths Total deaths include all registered Maltese and foreign deaths in Malta and Gozo. This count excludes tourists but includes Maltese who die abroad and who are then buried in Malta. Total deaths exclude still births. The crude death rate is the total number of deaths per thousand mid-year total population. Maltese deaths include all registered deaths of Maltese nationals in Malta and Gozo. This count includes also Maltese who die abroad and who are then buried in Malta. Still births are also excluded. Life expectancy at birth is the number of years a newborn is expected to live if mortality in the various age-groups remains at the level of the period in which the expectation of life is computed. 4. Marriages Total marriages include all marriages registered in Malta and Gozo. This count includes marriages between non-resident foreign spouses. The crude marriage rate relates the number of marriages per thousand total mid-year population. Civil marriages include all non-religious marriages that are recognised by law in Malta. Data on separations has been extracted from records held at the Malta and Gozo Public Authorities of separations involving both Maltese and/or foreign spouses that have been concluded by a legal contract. Information on registered annulments of Religious and Civil Marriages between Maltese and/or foreign spouses is as according to records held at the Public Authorities in Malta and Gozo. Divorces obtained abroad of marriages involve both Maltese and foreign spouses. Information in this publication includes only those divorces that were accepted by the laws of Malta in terms of section 33 of the Marriage Act (1975) and are registered at the Public Authorities in Malta and Gozo. 5. Migration Immigration is the action by which a natural person establishes his or her usual residence in a territory of a State for a period that is or is expected to last a minimum of 12 months. xviii
19 Emigration is the action by which a natural person leaves his or her usual residence in the territory of the Member State for a period that is or is expected to last a minimum of 12 months. Asylum applicant: A person having submitted an application for international protection. Application for asylum: The application made by a third-country national or a stateless person which can be understood as a request for international protection from a Member State, under the Geneva Convention. Any application for international protection is presumed to be an application for asylum (including requests for refugee status or for subsidiary protection status) unless a third-country national or a stateless person explicitly requests another kind of protection that can be applied for separately. An application for asylum is deemed to have been lodged once a form is submitted by the applicant for asylum or a report prepared by the authorities has reached the competent authorities. Refugee: A third country national who, owing to a well-founded fear of being persecuted for reasons of race, religion, nationality, political opinion or membership of a particular social group, is outside the country of nationality and is unable or, owing to such fear, is unwilling to avail him/herself of the protection of that country, or a stateless person, who, being outside of the country of former habitual residence for the same reason as mentioned above, is unable or, owing to such fear, unwilling to return to it (Art.2(d), Directive 2004/83/EC). A third country national or stateless person is granted the Geneva Convention status (also referred to as Refugee status) if, owing to a well founded fear of being prosecuted for reasons of race, religion, nationality, political opinion or membership of a particular social group, is outside the country of nationality and is unable or, owing to such fear, is unwilling to avail him/herself of the protection of that country. Person eligible for subsidiary protection is a third country national or stateless person who does not qualify as a refugee but in respect of whom substantial grounds have been shown for believing that the person concerned, if returned to the country of former habitual residence, would face a real risk of suffering serious harm, or owing to such risk is unable to avail him/herself of the protection of that country. Person covered by a decision granting authorisation to stay for humanitarian reasons under national law concerning international protection is a person who is not eligible for international protection but is nonetheless protected against removal. Rejected applicant: A person covered by a decision rejecting an application for international protection under consideration by the responsible national authority. Unaccompanied minors: Third-country nationals or stateless persons below the age of 18, who arrive on the territory of the State unaccompanied by an adult responsible for them whether by law or custom, and for as long as they are not effectively taken into the care of such a person; it includes minors who are left unaccompanied after they have entered the territory of the State (Art.2(i), Directive 2004/83/EC). The term Third-country Nationals refers to Non-EU Citizens. Third-country nationals found to be illegally present are nationals who are officially found to be on the territory of the State and who do not fulfil, or no longer fulfil, the conditions for stay or residence in the State. Registration is the action by which foreign residents register themselves as Maltese citizens at the Citizenship and Expatriate Affairs Department. Registered persons are included in the Maltese population count. Naturalisation is the action by which a foreigner may be granted a Maltese citizenship according to the Maltese Citizenship Act. xix

Deaths by causes are classified according to the International Classification of Diseases (ICD). Data on crime has been classified according to the classifications used by the Police Department through the Police Incident Reporting System V.2 (PIRS II). 7. Other notes Population figures for 2009 have been revised further to provision of new administrative data which helped to improve migration statistics. As from 2003, there has been a change in the method by which birth and death statistics are compiled. Prior to 2003, figures on births and deaths referred to Maltese persons only. In 2003 definitions were changed to include total births and deaths. Past data has been revised to reflect the new definitions and to ensure that the time series are consistent. During 2010, the methodology by which the population projections have been computed has been revised. The totals in Tables 6.9 and 6.10 up to 2006 do not tally because of differences in reporting periods and in definitions. Such discrepancies were addressed from 2007 onwards. 8.
