1 OPEN TO EXTERNAL CANDIDATES Position title: Specialist on migration management institutional assessment Duty Station: Remote job position, including five-day assessment visit to Skopje and one-day validation workshop to be held in Skopje Type of appointment: Consultant, four months Estimated start date: 15 January 2015 This is a request for Curricula / expression of interest for the position of Specialist on migration management institutional assessment. The envisaged length of service for this position is four (4) months. Applications from qualified female candidates are especially encouraged. Established in 1951, IOM is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental and nongovernmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants. Context: Under the direct supervision of the Officer in Charge, the successful candidate will be responsible to conduct a Feasibility Study on Migration Management in the former

2 Yugoslav Republic of Macedonia. The Consultant should provide recommendations on institutional reforms in the area of migration management and policy development (including possible introduction of Migration Bureau/Specialized Agency on Migration Management, Migration Unit or any other inter-institutional modality for efficient management of migration and migration policy development) and the consequent administrative, operational and legislative reforms, including staffing, data exchange and financial implications that would enable the introduction of different models. S/he will work on the project Streamlining Migration Management and Employment of Migrant Workers in the former Yugoslav Republic of Macedonia, funded by the IOM s International Development Fund (IDF). Purpose: The purpose of the Consultancy is a development of a Feasibility study on Migration Management in the former Yugoslav Republic of Macedonia containing the following segments: Overview of the current institutional structure for management of migration and policy development and gaps identification; Migration management assessment and proposal on the recommended Migration Management/Policy Development Models including the advantages/disadvantages of the proposed Models and the needed administrative, operational and legislative reforms (related to the establishment of Migration Bureau/Specialized Agency on Migration Management, Migration Unit or any other inter-institutional modality for efficient management of migration and migration policy development considering the country context and the alignment to the EU Acquis); Example of the institutional solutions for management of migration and migration policy development in at least two EU countries Core Functions / Responsibilities a) Develop an appropriate methodology for the feasibility study. The methodology will include: list of legal and strategic documents to be reviewed (to be compiled with the assistance of IOM Skopje), draft questionnaire for structured interviews to be conducted during the field visit, list of stakeholders to be interviewed, a draft table of content for the feasibility study and other materials to be suggested by the expert; b) Through the assistance and coordination with IOM Skopje, systemize national

3 strategic and legal documents for the relevance of migration management and migration policy development in the former Yugoslav Republic of Macedonia, including laws and by laws, ministerial orders, constitution and other official government strategies/action plans and key policies and programs. The compilation of strategic and legal documents will be done through a direct support of IOM Skopje; c) Conduct interviews with the relevant stakeholders with competencies on migration management and policy development during a field visit to Skopje for 5 days; d) Review of the mandate, responsibilities and roles of the relevant Government institutions with competences on migration management/policy development; e) Review of internal coordination mechanisms among the above-mentioned agencies and identify gaps and challenges; f) Identify gaps and challenges related to the institutional solutions on migration management and policy development; g) Considering the EU mechanisms provide proposal on the recommended Institutional Models on Migration Management/Policy Development including the advantages/disadvantages of the proposed Models and the needed administrative, operational and legislative reforms, including staffing, data exchange and financial implications that would enable the introduction of different models; h) Provide description of the institutional migration management framework i.e. institutional body/bodies responsible for management of migration in two EU countries through a desk research; i) Prepare and submit to IOM the draft version of the feasibility study; j) Stay in constant communication with IOM Skopje designated staff on refining the scope of the feasibility study as it emerges; k) Incorporate the suggestions provided by IOM and Governmental counterparts in the final version of the feasibility study; l) Present the findings of the study during the validation event (duration of 1 day) to be organized in Skopje.

Required Qualifications and Experience Master s degree in Law or a related field from an accredited academic institution with at least 5 years of relevant professional experience; University degree in the above fields with seven years of relevant professional experience. Experience Professional experience in the area of institutional reforms on migration management Strong knowledge on the functions of Migration Bureau (professional work experience in a Migration Bureau will be considered as a strong advantage) Knowledge of the migration-related issues and EU Acquis on migration required; Experience in drafting policy, institutional strategies or assessment reports required; Experience in dealing with high level governmental counterparts

5 Languages Fluency in English is required. Working knowledge of Macedonian/Serbian/Croatian/ is an advantage.
