3 26 th Annual Training Seminar, Page 3 Invitation On behalf of the IAATI Australasian Branch Committee and our 2019 Seminar Partners IAG, the National Motor Vehicle Theft Reduction Council, Ligeti Partners and Vendor Management Australia I extend to you a warm invitation to attend our 26th Annual Training Seminar in Sydney, New South Wales. The Seminar will be held on the 1st and 2nd April, 2019 at the Rydges Sydney Central, 28 Albion Street Surry Hills, Sydney. We are pleased to announce that Interpol will be partnering with us for our 2019 Seminar and are bringing out a number of international speakers as part of their FORMATRAIN Program. Interpol will be hosting a separate training program later in the week for a select group of invited Police. However they will be attending our seminar and their international will be presenting training classes for IAATI delegates on the Monday and Tuesday. Our International keynote speakers include: Renato Schipani and Robert Frain - Interpol (France) George Baker - Global Vehicle Security Lead, General Motors (USA) Andreas Koeck - Investigator and Deputy Head of the Task Force Vehicle Crime Austria, from the Criminal Intelligence Service (BKA) (Austria) Nick Mayell - Police Liaison and Training Officer, Datatag Ltd. (UK) (Yes, back by popular demand with a new class) Each of these speakers are high regarded not only within their own countries but internationally. See their biographies on the following pages. There will also be a range of other interesting presentations including: Geoff Hughes, NMVTRC Katie Scott - Victoria Police IAG Michael Kiernan, General Motors Det. Sen.Const. Cathy Horton - QLD Police Det. Sen. Const. Steve Reid - VIC Police (yet to be confirmed) NSW Police pm on the Monday night. This is where we come together and recognise the outstanding work of those helping to reduce auto related crime in our communities. There will again be five awards and we will also announce the winner of our 2019 Travel Scholarship. The winner of the travel scholarship will receive up to $3,000 reimbursement to attend any overseas IAATI Training within the next 12 months. On Tuesday evening, from 5.15 pm 7.15 pm, we will be hosting a joint Networking Reception with the delegates, international guests and the speakers from the Interpol Training that will be commencing on the Wednesday and running through to Friday. Interpol will also be sponsoring a delegate from each of the United Arab Emirates, Malaysia and New Zealand so attendees can develop new contacts with some of the destination countries for our stolen vehicles. We encourage all IAATI delegates to stay on for this networking session. It not only provides you with the opportunity to renew interstate friendship, but also provides the chance for you to develop and international contacts with leading professionals that you can continue to use throughout your career. This is extremely important as this years seminar program will demonstrate the increased international connections involved with many of our vehicle investigations. I look forward to seeing you in Sydney for what promises to be an educational and entertaining seminar. As this year s seminar is only a two day event we have made a slight change to our evening activities. 4 17 26 th Annual Training Seminar, Page 24 About IAATI The International Association of Auto Theft Investigators (I.A.A.T.I.) is a non-profit organisation established in America in Membership is made up of representatives from police services (investigators, analysts, and forensic staff), insurers, private investigators, vehicle registration authorities, vehicle manufacturers and others with a legitimate interest in vehicle theft investigation, prevention and education. It has approximately 3,600 members in 71 countries. The Australasian Branch of IAATI was established in 1993 when a group of far sighted and dedicated vehicle theft investigators met in Canberra to commit their time on a voluntary basis to establish a forum for like-minded individuals. Their aim was to increase each other s skills and knowledge by sharing information and establishing a network of colleagues that could assist when needed. During the last 26 years we have seen the: rise and fall of specialist motor vehicle investigative units within Police Services; increased focus by registration authorities and the establishment and further refinement of written off vehicle registers and inspection programs; establishment of state based and more recently a national vehicle encumbrance registers; establishment of the National Motor Vehicle Theft Reduction Council; introduction and refinement of engine immobilisers; introduction of microdots and self-voiding labels to assist in component identification, changes by manufacturers in the method of application and location of primary and secondary identifiers; use of automated number plate reading technology; use of keyless entry systems; increased use of internet and mobile communication systems by both offenders and investigators; rise of new ethnic based offender groups; increased export of stolen vehicles and parts; rise and fall of scrap metal prices and the corresponding targeting of older vehicles; increased focus of offenders on light commercial and 4WD vehicles; increased use of technology and identity fraud; and increased sophistication in fraudulent theft, accident and injury claims. Over this time a professional car thief s toolkit has evolved from a basic screwdriver to a handheld electronic diagnosis tool to interrogate the vehicle s entire computer and security systems and the use of computers to create false identities or to provide an avenue for selling of the vehicle. As a result investigators also have needed to update their tools, skills and knowledge, and this is where IAATI has played an important role. Throughout the last 26 years IAATI s Australasian Branch has been the peak body providing relevant and high quality training throughout Australian and New Zealand. Our branch seminars have helped train and educate thousands of investigators and motor crime specialists and this year s 26 th Annual Training Seminar will be no exception. 5 17 26 th Annual Training Seminar, Page 25 Our International Speakers Renato Schipani - Criminal Intelligence Officer, Criminal Networks Sub-directorate, INTERPOL, Lyon, France Renato Schipani was born in 1962 in Ludwigshafen am Rhein (Germany), his parents having immigrated from a little village from Calabria in the south of Italy. Being born abroad gave Renato a kind of imprinting to his current internationally oriented life. After living for 9 years in Germany, he and his family returned to Italy, to Civitavecchia, a port town 70 km north of Rome. In 1998 he got a degree at the University La Sapienza of Rome in Foreign Modern Languages and Literatures. He joined Italian State Police in After his police education in Reggio Emilia, he was assigned to the Immigration Unit at the International Airport of Roma - Fiumicino where he worked as Immigration officer from 1993 to In May 1996 he was assigned to INTERPOL Roma, more specifically, to the International Car Trafficking Unit. Since April 2008 he has been seconded as Criminal Intelligence Officer to INTERPOL s General Secretariat in Lyon (France) where he is still working as Coordinator of the global vehicle crime program. In all, he has 21 years of experience in this field during which time he has had the privilege of meeting and working with many experienced officers from all over the world. Field investigations, Operations, executions of Letters of Requests on behalf of Judicial Authorities and Training have been and are the ingredients of his day-to-day activities. Renato joined IAATI in 2000 and in 2005 he had the honor and privilege of joining the board of the European Branch of IAATI. He believes strongly that the partnership between private and public sectors is vital in the fight against vehicle crime. In this way, IAATI is the best example of how these goals could be reached. Renato has attended several IAATI seminars in the United States and all the seminars organized by the EB since Renato served as IAATI EB President from 2013 to 2015 and is currently Director of the International Board. Robert Frain - Criminal Organizations and Drugs Sub-Directorate, INTERPOL, Lyon, France Robert is a member of the Drugs and Organized Crime Sub-Directorate at INTERPOL and working in the Stolen Motor Vehicle Unit. In this role, he is responsible for monitoring and analyzing global crime trends, organizing conferences spanning both public and private sector, assisting in the development of cutting-edge tools and systems designed for global law enforcement, as well as policy and project drafting and analysis. He has a M.A in International Relations from the University of Melbourne after an exchange semester at Malmö University, Sweden. His areas of study range from geopolitical risk analysis, to transnational trade and governance, to policy-writing and implementation. He also completed a Bachelor Degree at the Royal Melbourne Institute of Technology (RMIT), focusing on International and Global Studies. These studies included an internship at the Australian Federal Police. Andreas Koeck - Deputy Head of the Task Force Vehicle Crime Austria from the Criminal Intelligence Service (BKA), Austria Andrea Koeck in the area of organized crime. For more than 30 yrs working at the police, including the last nine years in his current position. Andreas is an expert for vehicle identification, international and national trainer in this field, including regularly conducting Interpol Training classes. He will present classes on the identification of Germany made vehicles (BMW, Mercedes, Audi, VW, etc.) and on current electronic theft methods.
6 17 26 th Annual Training Seminar, Page 26 Our International Speakers George Baker - Global Vehicle Security Lead, General Motors (USA) George Baker serves as GM s primary interface to the local, national and international vehicle crime investigation community. He leads the Global Vehicle Security Team, working with technical experts in all areas of vehicle security to ensure GM identifies and counters emerging vehicle crime trends to provide optimal vehicle security to GM product owners. Prior to this assignment, Baker held a number of positions at General Motors, dating back to July He first served as a locomotive program manager in Mexico and Russia. He then led GM s automotive activity in Russia, overseeing an emerging dealer network spread over eleven time zones. In early 2000, he became director of GM Military Trucks, leading the development and deliveries of specially-modified trucks to major military and federal agencies in the United States and overseas. In April 2004, he became OnStar s public policy manager and primary liaison to law enforcement, assisting with expansion of services in the US, Europe, Mexico and South America. Before beginning his corporate career, George served in the US Army as an armor officer and Russian Foreign Area Officer. A retired lieutenant colonel, he holds an engineering degree from West Point and a master s degree in Russian area studies from Harvard University. Nick Mayell - Police Liaison and Training Officer, Datatag Ltd. (UK) Nick is a well-known name in equipment security and police circles. He left school at the age of 16 and secured a position as an apprentice heavy vehicle mechanic with a local plant and truck company. He later went on to manage a hire company which is when he became brutally aware of the financial repercussions of heavy equipment theft. As more and more of his equipment became subjected to theft, he took it upon himself to trace and recover his own machines. Such was his success, insurance and finance companies continued to use his investigative skills to help locate their own assets. In 1994 Nick was employed by a specialist heavy equipment investigation company in the UK and worked on many high profile cases, including one case which led to the recovery of 86 stolen machines. In 2011 he left to set up Plant Theft Consultancy. Nick s services are currently secured by the UK s leading asset marking and registration company, Datatag ID Ltd, who are the administrators the CESAR scheme. In his role with Datatag Nick works directly with the police, crime prevention organisations and the insurance and asset finance industries to raise the level of awareness and increase the level of detection of vehicle enabled crime. Nick present special training courses to disseminate proven vehicle identification techniques for traffic police, as well as advanced courses for specialist vehicle examiners and training to insurance underwriters and claims officers, asset finance underwriters and fraud investigators. Nick is a qualified trainer who regularly runs courses through the UK and Europe including for Interpol s Formatrain project and IAATI. His heavy equipment course is internationally recognised and accredited at level 3. He also runs a level 3 accredited courses in forensic vehicle VIN recovery, using both chemical and thermal techniques. If you attended last year training seminar you will definite remember Nick s very informative and engaging classes. We received a strong demand from our members for more training from Nick, and Interpol have arranged for him to return again in 2019 with a new class on Plant and Equipment theft issues.
