2 Welcome In the following pages you will find information for the nationwide Maritime Security Identification Card (MSIC) scheme. In the next few minutes you are going to learn all that you need to know about this scheme; what an MSIC actually is; why it s important to you etc.
3 What is a MSIC? STATED SIMPLY It is a National Identification Card issued to the Maritime Industry. It will identify maritime industry workers and contractors as having been background checked and therefore, eligible to enter a maritime security zone at ports, ships and oil and gas facilities unescorted. In other words - you must have one.
4 Why Do We Need a MSIC? IT IS ESSENTIAL BECAUSE Because an MSIC scheme provides a level of assurance that the holders, working within maritime security zones, are not a threat to maritime security within Australia. Because it is essential that all maritime industry workers (and contractors) who operate within maritime security zones confirm that they have met the background checking requirements to work in a maritime security zone. This card does this.
5 What is a Maritime Security Zone? It is defined as being all of the following: Port security zones (within security regulated ports) On-board security zones (on Australian regulated ships) Ship security zones (around any security regulated ship) Offshore security zones (on and around offshore facilities) In other words almost anywhere we work.
6 The MSIC As displayed (opposite), an MSIC must contain: Your Full Name Expiry Date Unique identification number Recent photograph The name of the maritime industry participant that issued the temporary MSIC; An MSIC must always be properly displayed when the holder is in a relevant secure area. Attached to your outer clothing Worn above the waist Displayed at the front or side of your body The whole front of the MSIC must be clearly visible You are committing an offence if your MISC is invalid, incorrectly displayed or misused in a Maritime Security Zone.
7 Who Needs an MSIC? You must have an occupation or business related need to have unmonitored access to a maritime security zone at least once per year. This may include: Port, port facility and port service workers Stevedores Transport operators such as train and truck drivers Seafarers on Australian regulated ships People who work on and/or supply offshore oil and gas facilities Applicants must provide evidence of OPERATIONAL NEED to hold an MSIC. This evidence can be in the form of a letter of sponsorship attached to your application or an sent to mcoordinator@programmed.com.au. The letter must be an original and on a Company letter headed form from: your employer a port facility with whom you are engaged or a maritime industry participant If you are self-employed, a letter of sponsorship from the company who uses your services is required along with your own letter of introduction In summary, you must prove your legitimate need to be in a maritime security zone.
8 What Does the Application Process Involve? Programmed Marine is an authorised MSIC Issuing Body which will provide you with an Online Application Form at the end of this presentation and AusCheck Privacy Notice. In order for you to be issued with an MSIC, Programmed Marine will need to: Be satisfied as to your identity Ensure you have an operational need Be satisfied that you are an Australian Citizen or resident, or have the right to work in Australia Request a background check through AusCheck by ASIO, CrimTrac and DIBP, conducted every two years Why is my personal information being collected? Cards are issued under advice provided by the Attorney-General s Department (AusCheck). The application form collects the information AusCheck needs, in order to correctly identify you, and conduct a background check. How long does the process take for my MSIC to be issued? Your MSIC can take approximately 4 weeks to be issued from the date submitted to your Issuing Body. The application involves the following:
9 MSIC Application Categories When you fill out the application form, you will be asked to tick the relevant application type. 1. Standard MSIC (New) This type of application is for applicants applying for a Standard MSIC for the first time and will require a bi-annual ASIO and CrimTrac background check through AusCheck. Each MSIC applicant will have the choice of the following depending on the applicants operational need: A 2 year MSIC with an initial background check A 4 year MSIC with an initial background check and another after 2 years 2. Renewal of a Standard MSIC Is for applicants who s Standard MSIC has expired and require a renewal. Holders of a Standard MSIC must apply for a renewal MSIC at least 1 month prior to the expiry date of the previously issued MSIC and undergo the same process as a Standard Application including a bi-annual ASIO and CrimTrac background check through AusCheck. Cards are re-validated for two (2) or four (4) years depending on applicants operational need. 3. Under 18 MSIC (Provisional) A Provisional MSIC will be issued to persons under the age of 18 years at the time of application. The card will expire six (6) months after the persons turns 18 and application for a Standard MSIC will be required. 4. ASIC based MSIC (MSIC based on Aviation Security Identification Card) A person who holds an Aviation Security Identification Card (ASIC) has already undertaken background checks by AusCheck. If an ASIC holder requires an MSIC, only proof of ASIC, identity and operational need is required. The expiry of the MSIC will mirror the ASIC expiry.
10 Identification Documents Before we can begin to process your application, you will need to provide us with the following to verify your identification. YOU MUST PROVIDE: 1 x Primary identification document; PLUS 1 x Secondary identification document; OR 2 x Tertiary identification documents.
11 Primary Identification Shows a person s full name and citizenship. A certified copy of a full birth certificate. If you do not have a copy of your birth certificate, please contact the Registry of Births, Deaths and Marriages at A certified copy of an Australian Citizenship Certificate. If you require a certificate of citizenship, please contact the Department of Immigration and Border Control at Evidence of citizenship of another country or A current passport issued to you (Please note: all documents presented must be either an original document or a certified copy of the original.)
12 Secondary Identification Shows a person s name, and must also include a person s signature or a recent photograph of the person Licence (e.g. a driver s licence) issued under a law of the Commonwealth or State or Territory of Australia Government employee identification document Australian student identification card or document Verifiable reference letter - that identifies the person by name, certifies that they have known the person for at least 12 months, and is signed by the referee and by the identified person
13 Tertiary Identification Signed statement by the person s employer or former employer about that employment Certified copy of a record issued under a law about land titles Document issued by a rating authority from its records about land ownership or occupation (example Rates bill) Document issued by a bank or similar financial institution from its records about a mortgage or other security that the person gave to the bank or institution (example Bank Statement) An extract from the electoral roll compiled by the Australian Electoral Commission A record issued under a law in force in Australia other than a law about land titles
14 Authority to Work in Australia If you are an Australian or New Zealand Citizen, you will be required to provide evidence of this by providing a passport or documentation proving citizenship. If you have an Australian Working Visa you will be required to provide evidence of this by producing one of the following documents: passport with a permanent visa (your visa will say permitted to remain in Australia indefinitely on the visa label) or a certificate of evidence or residence status. A passport with a visa which shows you have a work right status Electronic Visa - Authorise Programed Marine to conduct an Entitlements Verification Online (EVO) to check work rights with the details you provide on the application form. MSIC Expiry based on Visa - An MSIC issued to a person who is entitled to remain in Australia because he or she holds a visa must expire no later than the day on which the person s Visa Expires. (Further information regarding citizenship and right to work status can be obtained by visiting the Department of Immigration, and Border Protection (DIBP) website at or by calling )
15 Background Check AusCheck, a unit of the Attorney General s Department, is responsible for coordinating the background checks for all new and renewal MSIC applications every two years. How will my personal information be used? AusCheck will coordinate a background check through the following Government agencies for information about you and will use the results to advise your Issuing Body whether you have an adverse criminal history, an adverse security assessment, or are prevented for immigration reasons from being issued with an MSIC. The Australian Security Intelligence Agency (ASIO) If you are over 18, ASIO will check your name on a database of known persons involved with politically motivated violence. ASIO will also keep your information and use it as necessary for national security purposes. CrimTrac If you are over 18, CrimTrac will check your criminal history in the databases of all Australian legal jurisdictions and supply a copy of your criminal record to AusCheck. CrimTrac will not use your information for any other purpose. The Department of Immigration and Border Protection (DIBP) your citizenship status or your legal right to work in Australia. DIBP may also use your information for immigration compliance purposes. The AusCheck Privacy Notice (located on our website) provides information relating to what personal information is collected about you when applying for an MSIC, how your personal information will be used, and where you can find out more information relating to the security of your information.
16 Maritime Security Relevant Offence (MSRO) If you have been convicted of an MSRO that is deemed a maritime security related offence, you will be ineligible to receive an MSIC. It depends on the type of offence and the circumstances under which it was committed. AusCheck will notify you in writing stating reasons why you are not eligible along with advice of your appeal rights. 17 Holders Responsibility An MSIC holder must notify Programmed Marine immediately in the event of: Change of Address or Contact Details Change of Identity MSIC has been Lost, Stolen, Destroyed or Damaged If you no longer have an operational need If you are convicted of a disqualifying MSRO or convicted of any other MSRO and sentenced to imprisonment while you hold an MSIC. An MSIC holder must return their MSIC to the issuing body within one month after: You no longer have an operational need to enter a secure area for at least once a year Your MSIC has been damaged, altered or defaced (permanently or temporarily) Your MSIC has Expired Your MSIC is Replaced due to Name Change, Damaged or Lost/Stolen then found (refer to next slide) You have been notified in writing that your MSIC has been cancelled or suspended by the Issuing Body or AusCheck Monitoring or escorting visitors: As a valid MSIC holder, you may be asked to continuously monitor or escort a visitor. This should be undertaken in accordance with the procedures set out in the relevant maritime security plan, ship security plan or offshore oil or gas facility security plan and relevant site induction.
18 Issue of Replacement MSIC A replacement MSIC may be issued to a holder if: Lost, Stolen, Destroyed or Damaged: (must be reported to the issuing body within 7 days of becoming aware) MSIC holder has lost the MSIC and makes a Statutory Declaration to that effect The MSIC has been destroyed, damaged, altered or defaced either permanently or temporarily and the holder makes a Statutory Declaration to that effect and returns any card remnants within 30 days of receiving your replacement MSIC. The MSIC has been stolen and the holder immediately reports the theft to the Police. The holder must make a Statutory Declaration concerning the circumstances of the theft including information issued by the Police or forward a copy of the police report. Change of Identity: (original MSIC must be returned to the issuing body within 30 days following receiving replacement) The MSIC holder has changed their name through legal process and makes a Statutory Declaration providing evidence of the change. An MSIC issued to a person who changes his or her name ceases to be valid one month after the day on which the change is made.
19 Issue of Replacement MSIC MSIC Visa Renewal: (Expired MSIC must be returned to the issuing body within 30 days of receiving replacement) The MSIC holder can apply for a visa renewal MSIC if the holder has a new visa entitling him or her to work in Australia, continues to have an operational need to hold an MSIC and makes a Statutory Declaration confirming there have been no changes to the holders circumstances since the previous MSIC application background. The renewed MSIC will not exceed the maximum 2 or 4 years given from AusCheck. Cancelled MSIC: A cancelled MSIC can be re-issued if an applicants MSIC is cancelled at his or her request and is less than 12 months after the cancellation. The holder must provide evidence of operational need to hold an MSIC & makes a Statutory Declaration stating that, since the cancellation, no relevant circumstance has changed. MSIC Holders are required to complete the appropriate MSIC Replacement Form located on our Website and submit to Programmed Marine along with the requisite documentation for processing.

21 Submitting You Application for Processing Once you have completed and printed your MSIC Application Form (located on last slide), please submit your application to Programmed Marine for processing by: Option One: Verification By Appointment Arrange an appointment with the Programmed Marine in West Perth to verify your supporting documentation and lodge your application (refer to application form). The verification process is scheduled on designated days only, please call and make an appointment before visiting our office. A photograph will be taken on the day of your appointment. 22 Link to Online Application IMPORTANT Once you have filled out the online application form, simply click on submit, print your form then sign/date the declaration. Your MSIC Identification number will appear on the submitted form. Before visiting our office or mailing your application, please remember to check that you have; Online MSIC Application form submitted & printed (signed/dated); The correct identification documentation (certified, if applying by post); Operational need letter from your employer; Certified photograph, passport size (if applying by post); If applicable, your proof of right to work in Australia; If applicable, an appointment made with the MSIC Coordinator; and The means by which you will be paying. Programmed Marine can refuse to process an MSIC application if the above documentation is not provided or is incomplete.
