1 Minutes of Meeting (MoM) Rehabilitation and Relocation Sub-Committee and Shelter-WaSH s Coordination Meeting Date: Time: 3:00 pm to 5:00 pm Venue: Office of the Rakhine State Transport and Communication Minister Chair by: U Hla Han, State Transport and Communication Minister and Chairman, RRSC Co-chairs: Melissa Adoum, UNICEF WASH Coordinator and Wilfredo Jr. Tiangco (Boyet), UNHCR Site Engineer/Shelter Coordinator Participants: UNHCR, UNICEF, OCHA, ICRC, LWF, DRD and GAD Objective: Shelter and WaSH updates/discuss current issues and 2015 relocation plan Minutes by: Aung Ze Ya, Shelter Associate, UNHCR Sittwe Annex: Attachments Camp Facilities Repair and Maintenance (R/M) in Rakhine State Action point RRSC Shelter : UNHCR LWF OCHA The Minister informed that RRSC had shared the DRD assessment list of 15 IDP camps with urgent need of shelter and WaSH facilities Repair and Maintenance (R&M) in Sittwe Township. He requested concerned agencies for possible assistance. RRSC is aware that there are some gaps in IDP camps without camp management agencies such as TKP and MTN. RRSC will coordinate with respective TA and CMC of camps located in Pauktaw (PT) and other townships as well. RRSC shared feedback from PT TA regarding R&M requirements in PT: For STM camp, PT TA requested for the R&M of long houses For ANY camp, PT TA did not make any comment at the moment UNHCR gives update on the progress of direct implementation (DI) and quick impact project (QIP) works as well as shelter R&M activities in STW, MB and PT IDP camps. In response to RRSC s request for R&M assistance to IDP camps in Sittwe per DRD assistance, the agency/ members need more time to talk to partners about the scope of works/camp assignment and available funding. Also highlighted the R&M needs for camps not covered by camp management agencies. LWF has R&M plans for both STW and PT Townships IDP camps where they have CCCM responsibilities. However, detailed assessment/plan will be available in the next coming weeks as funding has yet to be finalized with the fund providers. LWF shared technical assessment conducted in ANY camp and initial R&M plan for (5) longhouses in NC camp. Final plans will be shared accordingly OCHA shared that there might be lower interest in R&M of camps from donors as the international community wants to see the development in the humanitarian response. Requested RRSC to provide agencies with the comprehensive plan timely and other relevant info for agencies to develop plans and subsequently be able to request funds to donors. RRSC will compile and share updates in next meetings All concerned members will coordinate and update outcomes P a g e 1

2 WaSH UNICEF Just remember as: will review assessments of R/M due to budget, standard and guidelines. It could not grant/cover full coverage and review case by case.} Individual Shelters construction and Relocation updates in Rakhine State Action Point RRSC RRSC stated that RSG and Union have focused first on shelter and categorized assistance models/packages according to their available resources and considering the needs, eligibility and vulnerability of the IDPs. RSG and GAD have responsibility for management of fund and land issues and construction progress. RRSC will try to receive detail plans and info from RSG and its relevant departments. RSG was granted some fund from the Union Government and relocation task was delegated to GAD for this year. Crucial point: RRSC reminded that to mitigate suffering of IDPs, it is important for them to be cooperative and participate in the verification exercise/process. Assistance between verified IDPs and non-verified IDPs will have some degree of differences. Union Government and RSG have planned to solve the crisis step by step and based on IDP community participation and government resources. Moreover the current relocation process will not end after giving the IDPs IH or material packages but will be accomplished when the IDPs participate in the verification process to have a chance for citizenship and stop depending on humanitarian assistance. Total estimated IDP household is about 25,000. The 1st phase (plan to complete by end of May 2015) is to target around 2,000 HHs located in (9) townships. Currently in progress MRU, MBR, KT, RTD, PT, MB, KPU and Ramree. The 1 st phase relocation plan objectives are: RRSC acknowledge its role to share progress updates/plan and share when received from RSG/GAD Relocation is prioritized in IDP camps located in PoOs or near the PoOs. For IDP groups verified as citizens, the IH will be same design as the previous government design (long-legged shelter) built in MGD, STW (SYK) and PT (BWCWS). RSG has plan to build 100 in Kyauk Phyu, 100 (60M+40R) in Myebon and 62 in Ramree according to the Minister. Shelter material packages for yet to be verified IDP groups and IDP camps most vulnerable or located in disaster prone areas (including fire affected IDPs) with clearances from TAs and both communities (i.e. KNP and NC in PT). In KNP IDP camp, fire victims (112) HH from Kan Pyin have received material package and constructed individual shelters. Other IDP groups in KNP are under consideration. In NC camp sector 1, 468 HHs will receive material package and sector 2 is in negotiation process. In NC sector 1, 40 HHs from MB and KyaukPhyu will temporarily stay in long houses vacated by Cha Eik (old and new) IDP groups. CMC to discuss/identify suitable long shelters for them. In RTD: ANP camp, 32 IDP HHs out of 88 have already decommissioned long houses and started construction of individual shelters as advised by local authorities. RRSC/RSG will coordinate relevant actors The Minister mentioned RSG s plan to relocate the so called economic IDPs living in Sittwe rural camps back to their PoOs. RRSC is coordinating and assistance being requested from UNDP and MRF. The plan (not yet finalized) consist of early recovery and P a g e 2

3 Shelter UNHCR WaSH UNICEF AOB: some livelihood/shelter assistances as well. For Basara camp: RRSC stated that it has yet to receive info on relocation of Basara camp but will follow up and inform concerned agencies timely to adjust R&M and CCCM activities accordingly. UNHCR shared some concerns regarding MRU and RTD relocation as there are some IDP HHs being left out in the process. Requested RSSC to check the number of IDP HHs provided with shelter material assistance package. UNHCR and Shelter inquired with the RRSC on how to assist the other IDPs living in camps where relocation process is on-going on but were left out or not included in the relocation process (i.e. 35 HHs out of 65 HHs in ANP, RTD). The RRSC advised that the responding agency needs to submit proposal letter to RSG for approval. However, the assistance package should be exactly the same as that of the current government package. UNHCR requested GAD to initiate the allocation plots and houses in SYS-1 to IDP families accordingly but GAD considers that it should start after completion and handover of the houses. RRSC also advised that the premature or early allocation of house/plots will raise tensions between the IDPs and impact on the contractors working in site. RRSC acknowledge that current allocated fund was not focus on WaSH needs and it will consist in next funds. Shelter members will coordinate and share updates UNHCR will share updates with GAD Information about the Relocation of camps such as Basara, NC-1, KNP was asked by all to prepare/adjust plans of R&M of Shelter and WASH facility and CCCM. MRF reported that they miss the meeting due to workload. DRC did not present in the meeting. The meeting was the 1 st meeting chaired by the Minister after coming back from China mission. P a g e 3
