5 Action for Members FONASBA provides direct support to individual member associations in relation to issues they may be facing with national authorities. The lack of understanding by national authorities of the specific role, conventions and requirements of the ship agency sector, as well as counter pressure from other vested interests, can put an association at a considerable disadvantage when negotiating with the authorities on local issues. FONASBA can assist the association to level the playing field by providing the association with information on international conventions and accepted practice in other countries both locally and internationally. In addition, FONASBA can make direct representations to the relevant national authorities to further reinforce and support the views of the national association. Member associations are encouraged to bring such issues to the notice of FONASBA so that the appropriate level of support can be provided
6 External Relations As mentioned previously, FONASBA works in close cooperation with other bodies in the maritime sector to achieve it aims. These include: Consultative status with I M O, granted in November 2007, the only organisation within IMO representing the ship broking and ship agency sectors. Its role is technical and advisory, so provides input to relevant IMO Committees and correspondence groups on issues of importance to the membership Close relations with UNCTAD, UNICTRAL, signed Memorandum of Understanding with WCO FONASBA works closely with international and regional associations representing shipowners, ports, terminals, port service providers and others, including the Baltic Exchange, BIMCO, INTERTANKO, Intercargo, ITIC, World Shipping Council, European Community Shipowners Assn., European Seaports Organisation, European Port Community Systems Assn.

8 Black Sea Overview Excluding its northern arm, the Sea of Azov, the Black Sea occupies about 436,400 square kilometers. It is connected to the Aegean Sea through the Bosporus, the Sea of Marmara, and the Dardanelles, and has been of critical importance to regional commerce throughout the ages. Today the Black Sea serves as a primary highway for the transport of energy to Europe from Russia and western Asia. Main Ports: Constanta, Varna, Burgas, Istanbul, Poti, Batumi, Odessa, Novorossiysk, Samsun and others.

12 Russia, Ukraine and the Black Sea On the 14th of August it was revealed that Russia and Ukraine, both major Black Sea grain exporters, are poised for strong sales campaigns despite political crisis and economic sanctions with their near record harvests. The countries combined will account for about a fifth of global wheat shipments this year, the U.S. government estimates. On the 18th of August - wheat futures fell as concerns eased that the conflict between Ukraine and Russia will disrupt exports from the Black Sea region. Russia supplies 27% of the EU s gas (125 Gm3 in 2013) and 32% of its oil (4.2 million barrels/day). No other source in the world can replace it in the short term. Russia exports 56% of its oil and 84% of its gas to the EU. No other market in the world can replace such a loyal customer in the near future, despite recent efforts by Russia to diversify into Asia. While Russian grain remains unaffected, sanctions have already limited access to Western money for Russia s biggest oil producer Rosneft, which accounts for 40 percent of Russian oil production. The crisis in Ukraine has highlighted the interdependence between the European Union, Ukraine and Russia,

15 Cargo Flow - Ukraine In July 2014, Cargo throughput at Ukraine based Odessa Commercial Sea Port (OCSP) in January-June 2014 increased by 13.2% from H to million tonnes. The Port Authority reported: 2.1 times more petroleum products, to 1.98 million tonnes +30.8% liquid bulk segment, to 2.62 million tonnes +6.2% of dry bulk cargo, to 4,004 million tonnes % of grain shipment to 2,687 million tonnes +11.2% of unitized cargo, to 5.31 million tonnes +46.1% of metals, to 2.12 million tonnes % of crude oil, to 171,000 tonnes % of oar, to million tonnes - 0.3% of containerized carg, 3.03 million tonnes % container traffic, to TEUs. More than 60% of Ukraine's exports go to other post-soviet states, with Russia, Belarus and Kazakhstan the most important. 16 Cargo Flow Russia export Russian goods exports go mainly to its European and other neighbouring countries, like China and those of the CIS. Russia is a very important part of the European economy, an indispensable complement and the only growing market around the European Union. The political tension on its Western borders can only force Russia and the CSI to look East, towa rds China,for a more stable economic partnership, which implies also an international policy option. 19 Cargo Flow Georgia - Import In 2013, Ukraine and Russia were the 3rd and the 4th largest importers to Georgia, respectively. The graph on the left depicts the top five importers to Georgia, which together make up about 50% of total imports. The imports from Ukraine and Russia are mainly comprised of consumption goods. 28 Transport Chains Source : Living Black Sea Railway: The Black Sea railway system is generally well developed.. More and more transport companies develop new railway depots to deal with transport from Asia to Europe and vice versa. In addition, the new Bosphorus tunnel connecting the Middle East and Europe will further influence the transport chain. Roads: Relatively well developed, certain regions require improvements. Rivers: An important feature of the Black Sea is an unusually high river discharge into the relatively small semi-enclosed Sea. The largest river is Danube flowing through 10 European countries, other big rivers are Dnieper, Bug, Dniester, Don, Kuban, Rioni.

30 Conclusion Black Sea has a great strategic and commercial importance in the world trade, connecting Europe and Asia and providing access to essential goods. Despite the temporary political tensions, the six countries bordering the Black Sea have developed strong interdependence between eachother, the European Union and the rest of the world, lowering the risk of trade disruption. Europe is already showing interest in further developing the Black Sea region, investing in research and innovation.
