1 DATE: OCTOBER 17, 2007 TO: COUNCIL FROM: HELENE KENNEDY CHIEF COMMUNICATIONS OFFICER SUBJECT: REPORT ON KEY IFAC COMMUNICATIONS ACTIVITIES (JANUARY 1 OCTOBER 15, 2007) Section 1 Introduction 1.1 This report summarizes key IFAC communications activities between January 1 and October 15, 2007 to support IFAC s strategic and operational plan. Statistics on the usage of IFAC s website and the IFACnet search engine, as well as on media coverage of IFAC activities, are compiled on a monthly basis and are reported here for the period January to September Over the past year, the focus of IFAC communications activities has been to strengthen collaboration and communications with IFAC members, associates, regional accountancy organizations, and other stakeholders. Section 2 IFAC 30 th Anniversary 2.1 A major focus of IFAC communications activities during 2007 has been to organize communications around and to promote IFAC s 30 th anniversary. The goal is to recognize Thirty Years of Progress for the profession and to raise awareness of the accountancy profession s role in economic growth and development worldwide. The 30 th anniversary celebration will culminate with World Accountancy Week, December 2-8, During this week, IFAC and a number of its members are holding special events and activities. 2.2 In May, IFAC s Communications Team issued an anniversary plan entitled, IFAC s 30th Anniversary: An Overview of IFAC Activities and Suggestions for Member Body Participation. The plan outlines various activities IFAC is undertaking throughout the year. It provides suggestions for how member and regional bodies can participate, as well as the support they can expect to receive from IFAC. The Anniversary Plan was updated in July to reflect the status of IFAC anniversary projects. The plan is posted in the Anniversary section of the MemberNet ( 2.3 The members of the IFAC Anniversary Working Group provided significant input for the development of the Anniversary Plan, promotional materials, and the IFAC Global Leadership Survey (see below). The members are: Jean-Claude Delespaul, Délégation Internationale Pour l Audit et la Comptabilité (the international arm of IFAC s two members in France); Mindee Hansen, Hong Kong Institute of Certified Public Accountants; Eamonn Siggins, Institute of Certified Public Accountants in Ireland; and Gert Smit, Koninklijk Nederlands Instituut van Registeraccountants (NIVRA).

2 Support for Member Bodies 2.4 IFAC has provided member and regional bodies with a range of resources and information to help them promote the 30 th anniversary to their members and to communicate key messages about their organization s role in the ongoing development of the global profession. These resources, which are available in the IFAC MemberNet along with the Anniversary Plan, include: Marketing materials, including a sample press release/article and historical questions and answers; Artwork for a 30 th anniversary banner that member bodies can customize and use at conferences or other special events (a special version of the banner was also developed for founding member bodies); Lists of the founding members of IFAC and the dates that all members and associates joined IFAC; Description of World Accountancy Week that member bodies can use to proclaim this week in their countries; Historical articles and briefs on IFAC and the International Auditing and Assurance Standards Board (IAASB); Chart on the growth in IFAC membership; The names and dates of service of all IFAC Presidents and Chief Executives; and A document on the 12-point work program that guided IFAC s early activities. 2.5 In addition, the Communications Team is developing briefing points on the value of IFAC membership and a longer article on IFAC s history that can be published in member body journals or on their websites. Member and Regional Body Anniversary Activities 2.6 More than 30 members, associates, and regional bodies have indicated that they have or are organizing activities or events to recognize IFAC s 30 th anniversary. These include special conferences, media events, receptions, and award programs. A number of member bodies are also planning to issue special press releases or publish articles in their member journals on IFAC s history and anniversary. 2.7 A complete list of member and regional body anniversary activities is available in the Anniversary section of the MemberNet. IFAC Anniversary Activities 2.8 Website A special IFAC History page has been created on the website ( where visitors can view information on IFAC s founding and development, IFAC s past presidents, the dates that IFAC boards and committees were established and the names of their first chairs, and other historical information. 2.9 IAASB 100 th Meeting The IAASB held its 100 th meeting in Warsaw, Poland on July 9-13, In conjunction with this meeting, a brief history of the IAASB was developed and distributed at the meeting. An electronic version of the IAASB brief history was also posted on the IFAC website.

3 2.10 Global Leadership Survey On October 1, IFAC launched an online survey of the leadership of its members, associates, and regional accountancy bodies to obtain a global perspective on the issues facing the accountancy profession and those affecting economic growth and development in their jurisdictions over the next year. The survey can be accessed online at The deadline for submissions is November 1, IFAC will report the results of the Global Leadership Survey during World Accountancy Week. Member and regional bodies will be provided with a copy of the results for their region in advance of the official release so that they can prepare local publicity as they deem appropriate November Council IFAC has planned a number of anniversary-related activities during the Council meeting on November 13-15, All Council representatives and current and recently retired members of IFAC boards and committees have been invited to participate in these activities. These include: A special one-day technical seminar on The Financial Reporting Environment in the 21st Century; A special reception to recognize IFAC committee and board members; and A dinner honoring IFAC past presidents December World Anniversary Forum IFAC is hosting a World Accountancy Forum on Government, the Accountancy Profession and the Public Trust: Current Initiatives and Future Challenges in New York City on December 4. A complete list of confirmed speakers and the topics to be discussed are provided in the draft forum program, which is attached to this report as Appendix A. Attendance at the forum is limited to approximately 80 guests to provide for sufficient dialogue and networking. Invitations have been sent to representatives of US-based member bodies, standardsetting boards, regulators, government officials, academics, and leaders of accounting firms Brief History of IFAC IFAC is developing a short, issues-oriented history of the organization to be released during World Accountancy Week. The brief history is being developed by IFAC s official Historians. Section 3 Media Relations Program 3.1 IFAC s media relations activities in 2007 have focused on building relationships with both business media and accountancy publications; reporting progress on the IAASB s clarity project; promoting the Professional Accountants in Business (PAIB) Committee s proposed new guidance; increasing awareness of IFAC ethical standards and guidance, in particular, the new independence exposure draft; facilitating greater understanding and use of IFACnet; promoting IFAC s 30 th anniversary; and announcing the launch of the multilingual IFAC website. To achieve these objectives, IFAC s Communications Department has engaged in a number of activities including those listed below. 3.2 Press Releases IFAC issued 31 press releases on its activities, including the release of new standards and guidance, between January 1 and October 15, 2007.

4 3.3 Letter to the Editor IFAC s Chief Executive Officer wrote a letter to the editor of the Financial Times, which was published in July. The letter focused on the need to enhance public sector financial reporting. 3.4 Media Inquiries and Interviews As a result of IFAC s contacts and press releases, the Communications Team received more than 60 inquires from representatives of the media between January 1 and October 15 and arranged more than 30 interviews with IFAC s leadership, committee chairs, and other representatives. 3.5 Press Briefings IFAC s President and Chief Executive Officer participated in media conferences in Chennai, India in January and in Warsaw, Poland in May. The IAASB Chairman and Executive Director, Professional Standards participated in a media conference in New Delhi, India, in May. 3.6 In addition, in July IFAC Chief Executive Officer, Executive Director, Professional Standards Jim Sylph, and Chief Communications Officer Helene Kennedy met with Brook Masters, the newly appointed accountancy reporter for the Financial Times to brief her on IFAC s role, activities, structure, and recent initiatives. Media Coverage of IFAC 3.7 Between January 1 and September 30, 2007, IFAC was featured in 456 articles published in major business newspaper and accountancy publications and websites. Business Media 194 articles about IFAC activities were printed in major business media such as The Financial Times in the United Kingdom, New Straits Times in Malaysia, Business Recorder in Pakistan, and Business Day in South Africa as well as other national daily newspapers in countries including Australia, China, India, Nigeria, and the United States. Accountancy Publications 262 articles on IFAC were featured in accountancy publications and websites, including Accountancy Age, AccountingEducation.com, Accounting Today, AccountingWeb.com, GAAPweb.com, Life & Pension Magazine, World Accounting Intelligence, and numerous journals of IFAC member bodies, regional accountancy organizations, and accounting firms. 3.8 IFAC activities continue to receive media coverage across many countries and continents. Between January and September 2007, articles on IFAC activities appeared in 43 countries. In addition to English, articles about IFAC activities were published in Chinese, Czech, Dutch, German, Icelandic, Italian, Portuguese, Russian, and Spanish. 3.9 IFAC is grateful to its member and regional bodies for arranging interviews and press conferences at which IFAC representatives spoke and for providing IFAC with news clips and media contacts. Section 4 Speaking Engagements 4.1 An important means for IFAC to communicate to its members, associates, regional bodies, and external audiences is through speeches by its leadership. Between January 1 and October 15, IFAC s President, Deputy President, and Chief Executive Officer gave 46 speeches, including three video messages, in 19 countries at events hosted by

5 IFAC, its member and regional bodies, accounting firms, academic institutions, government agencies, and other organizations. 4.2 Topics of these speeches included overviews of IFAC activities, the future role of the profession, IFAC s work with international organizations, developing nations initiatives, international standard setting and convergence, education, public sector financial reporting and financial management, regulation of the profession, and the roles and challenges of professional accountants in business. (See Appendix B for the complete list of speaking engagements by IFAC Officers during this period.) 4.3 In addition, IFAC s President, Deputy President, and Chief Executive Officer are scheduled to give another 18 speeches in nine countries during the remainder of Speeches and presentations by IFAC s leadership are available in the Media Center on IFAC s website, which is located at Section 5 Communications Outreach to Boards and Committees 5.1 IFAC s Chief Communications Officer made presentations at a number of meetings of IFAC boards, committees, and other groups to highlight communications goals and the communications support available to these groups. In June, presentations were made to the Public Interest Oversight Board (PIOB) in Amsterdam, Netherlands and the IAASB Consultative Advisory Group in Brussels, Belgium on current IFAC communications activities, particularly those related to increasing awareness of the work of IFAC s independent standard-setting boards and other public interest activities. A presentation was also made to the International Public Sector Accounting Standards Board (IPSASB) in Montreal, Canada in July. In addition, IFAC Communications staff participated in the IAASB s Strategy Forum in Brussels on June 28. Section 6 Support for Specific IFAC Initiatives 6.1 Financial Reporting Supply Chain Project IFAC s Communications Team assisted the staff supporting the Financial Reporting Supply Chain project in building awareness of the project and eliciting responses. One aspect of the project was a survey of participants in the financial reporting supply chain. To encourage responses to the survey, a press release was developed and distributed to IFAC member and regional bodies, the media, various stakeholders, and the more the nearly 35,000 individuals who have signed up for enews electronic updates through the IFAC website. The Financial Reporting Supply Chain project was also promoted through the IFAC newsletter, IFAC Update, and other communications vehicles. 6.2 PAIB Committee Good Practice Guidance In March, the Communications Team developed a promotional plan for the PAIB Committee s project to develop principles-based good practice guidance for the more than one million professional accountants in business worldwide. The purpose of these promotional activities was to build awareness of the PAIB Committee s project and to encourage responses to the exposure drafts issued as part of the project. Promotional activities included the development of a press release and questions-and-answers document, release of an enews electronic alert, and media relations activities SMP Forum In July, IFAC s Communication Team assisted with the design, editing and posting of the program for the 2007 IFAC Small and Medium Practices (SMP) Forum, which will be held in St. Julian s, Malta on October 30, The

6 electronic version of the program was posted on the IFAC website, and a final printed version is being developed and will be distributed at the forum on October 30. Section 7 Print and Electronic Communications IFAC News 7.1 To build awareness of the work of IFAC and its boards and committees, IFAC published three issues of its newsletter, IFAC News, in February, May, and October Print copies were distributed to member and regional bodies, IFAC boards and committees, consultative advisory groups, the PIOB and Monitoring Group, national standard setters, the media, and various other stakeholders. They are also posted on the IFAC website and in the MemberNet and Leadership Intranet. enews 7.2 Between January 1 and October 15, IFAC issued 10 enews (electronic updates), including a general IFAC enews, three IPSASB enews, two IAASB enews, two SMP enews, an Ethics enews, and a Professional Accountants in Business enews. Global Digest 7.3 IFAC continues to issue the Global Digest on a monthly basis. Nine issues of the Digest have been distributed thus far in 2007, and a tenth issue will be distributed later in October. The Digest features news items from the public websites of member bodies and international organizations, as well as news items submitted by member bodies. The Global Digest is distributed electronically and is posted in the MemberNet and the Leadership Intranets for all IFAC boards and committees. IFAC Update 7.4 IFAC issued nine editions of the IFAC Update between January 1 and October 15, The Update is distributed by to members, associates, regional bodies, board and committee members, and others who have requested to be included in the distribution. It is also available in the MemberNet and the Leadership Intranet. 7.5 Beginning with the September issue, IFAC is translating each monthly issue of the IFAC Update into Arabic, Chinese, French, Russian, and Spanish and posting the translations on its website. The translated Updates are also distributed to IFAC member bodies in countries where these languages are widely spoken. Board Briefing 7.6 IFAC distributed four President s Board Briefing to IFAC Board members and technical advisors in January, April, May, and August The Board Briefing focuses primarily on key strategic initiatives; relationships with external contacts, such as regulators and international organizations; and outreach activities of IFAC s President, Deputy President and Chief Executive Officer. Mid-Year Reports 7.7 Based on feedback from the IFAC Chief Executives meeting in February 2007, IFAC developed a Mid-Year Report designed to update presidents of members and associates on IFAC s activities and to highlight areas where members and associates could further participate in them. The report was ed to member body presidents and chief executives in June and posted in the MemberNet.

7 7.8 In addition, in August IFAC sent a Mid-Year Report to the largest accounting firms, which are represented in the Forum of Firms, to update them on current IFAC activities. 7.9 IFAC plans to issue such mid-year reports on an ongoing basis. IFAC 2006 Annual Report 7.10 In April 2007, IFAC released its 2006 annual report, which details activities undertaken in the past year in support of IFAC s mission and Strategic Plan. As 2007 is IFAC s 30 th Anniversary, the annual report carried an anniversary theme and included historical facts and milestones Print copies of the annual report were distributed to member and regional bodies; IFAC boards and committees; and various stakeholders, including regulators, government representatives, international organizations, and others. The annual report is also available electronically on the IFAC website and is posted in the MemberNet and Leadership Intranet. Section 8 IFAC Website Translation 8.1 On August 1, 2007, IFAC launched a multilingual version of its website that features information on IFAC activities in the six working languages of the United Nations, which are Arabic, Chinese, French, Russian, and Spanish, in addition to English, IFAC s official language. Translated pages of the website include the IFAC home page, pages about the organization, its structure and governance, membership, the Member Body Compliance Program, the PIOB, and all standard-setting board and committee home pages. 8.2 The development of a multilingual IFAC website was an important collaborative effort by IFAC and its member bodies. The following members provided support for the translation of the website by reviewing translations of web pages and support materials and translating certain text: Chinese Institute of Certified Public Accountants (Chinese translations); Délégation Internationale pour l Audit et la Comptabilité, the international arm of the Compagnie Nationale des Commissaires aux Comptes and the Conseil Supérieur de l Ordre des Experts-Comptables, IFAC s two members in France (French translations); Instituto de Censores Jurados de Cuentas de España (Spanish translations); and Saudi Organization for Certified Public Accountants (Arabic translations). 8.3 In addition, Jelil Bouraoui, a member of IFAC s Developing Nations Committee based in Tunisia, provided assistance in reviewing the Arabic translations and the Arabic press release. 8.4 IFAC staff member Daria Koukhar, Technical Manager, IAASB/Compliance Program, reviewed all Russian translations, and various other staff members assisted in the review and testing of the translated site. 8.5 Website Traffic In the first two months since the launch, the multilingual content has seen strong interest. Nearly 10,000 total visitors, including 6,400 unique visitors,

8 viewed almost 34,000 translated web pages in August and September The most popular translated web pages were the home pages of IFAC s standard-setting boards and the Member Body Compliance Program, as well as the About IFAC page. After English, the next most viewed languages were Spanish and French. 8.6 Feedback IFAC members, associates and regional organizations are encouraged to view the new multilingual content on IFAC s website at We welcome your feedback, which can be submitted online at Promotion of Multilingual Website 8.7 A publicity plan for the launch of the multilingual IFAC website was developed. Key elements of the plan are described below. 8.8 To announce the launch of the multilingual website, IFAC issued an English-language press release to business and accountancy media, member bodies, IFAC boards and committees, regulators, standard-setting bodies, development agencies, and other stakeholders. The press release was also sent to the 34,000 IFAC enews subscribers. 8.9 A press release with various local angles was translated into Arabic, Chinese, French, Russian, and Spanish and distributed to members, associates, regional accountancy organizations, and potential member bodies in countries where these languages are widely spoken. Member bodies were encouraged to edit the release as they felt appropriate and to send the release to their members, local media contacts, and other interested groups The multilingual IFAC website was also announced in various other IFAC communications vehicles, including IFAC enews alerts, IFAC Global Digest, IFAC Update, and the October IFAC newsletter (which featured a cover article on the website translations) To facilitate the distribution of the translated press releases, IFAC Communications staff compiled lists of all IFAC members, associates, regional organizations, and regional groupings in countries where Arabic, Chinese, French, Russian, or Spanish is widely spoken. IFAC will continue to maintain these lists to facilitate future distributions of IFAC communications in these languages.

9 IFAC Website Survey 8.12 Between May 1 and June 15, IFAC conducted a survey of users of its website to obtain their views on how IFAC can further enhance the usability and relevancy of the site. Highlights of the results are as follows: 8.13 Respondents: More than 1,550 individuals from 140 countries responded to the IFAC website survey during this six-week period. The highest number of responses to the survey came from the following countries: India, the United Kingdom, Pakistan, the United States, and Nigeria Overall Perception: Responses to the website survey were substantially positive with three-quarters of the respondents saying the site is visually appealing, relevant, and well organized. A few individuals asked for changes in the navigation system. (This was done in August 2007). Over 60 percent of respondents indicated that they visit the website at least once per month Most Viewed Sections The top five sections of the website that survey respondents access are international auditing and assurance standards, the IFAC Code of Ethics, exposure drafts, international education standards and guidance, and news and press releases Top Areas of Interest The top five areas of interest for survey respondents are IFAC standard setting, convergence to international standards, auditor responsibility, internal control and risk management, and ethical issues IFAC will consider the results of the survey in making future website enhancements and in marketing the site to potential visitors. IFAC Website Enhancements 8.18 Substantial modifications to the website between January 1 and October 15, 2007 (excluding those related to the website translation) included: New home pages for all IFAC standard-setting boards, the PAIB and SMP Committees, and new International Centers for PAIBs and SMPs; A new About IFAC page with more targeted information about the organization and links to new sub-pages; A new history page; New or expanded web pages on IFAC structure and governance, membership, the Member Body Compliance Program, the Compliance Advisory Panel, and the Developing Nations Committee; Updated left-hand navigation system on the IFAC website to enable users to more easily find the home pages of IFAC committees and standard-setting boards as well as other information; A new Website Admin function that enables select IFAC staff, as well as the IFAC webmaster, to post documents and edit content on web pages more easily and efficiently; and New Groups within the IFAC MemberNet that allow member bodies, or individuals within member bodies who work in specific areas such as Communications, to access resources and information for IFAC s 30th Anniversary, the IFAC KnowledgeNet, and Communications.

10 Website Statistics 8.19 A brief report on website activity, as well as IFACnet usage, appears as Board agenda item A full website report and reports on IFAC publications and exposure drafts for the period of January to September 2007 are available in the Communications section of the MemberNet. Highlights of those reports are as follows: 8.20 Website The IFAC website continues to attract high numbers of visitors from around the world. Between January 1 and September 30, 2007, over 432,000 unique visitors from 211 countries accessed over 2,188,000 web pages on the IFAC site. The most popular sections of the website related to IFAC standards and guidance, the IAASB, exposure drafts, member body contact information, IFAC in general, and the IPSASB home page Publications There were also significantly more downloads of IFAC publications between January and September 2007 as compared to the same period in More than 176,000 IFAC publications were downloaded and ordered between January and September 2007, an 18 percent increase over the same period in The most frequently downloaded publications were the IAASB s 2007 Handbook of International Auditing, Assurance, and Ethics Pronouncements with nearly 55,000 downloads, followed by nearly 6,800 downloads of the IFAC Code of Ethics for Professional Accountants (2005) Exposure Drafts IFAC exposure drafts are also receiving significantly higher interest. 91,400 copies of IFAC exposure drafts were downloaded between January and September This is more than double the 37,300 exposure drafts downloaded during the same period in The most frequently downloaded exposure draft was the IAASB s proposed International Standard on Auditing (ISA) 320 (Revised and Redrafted), Materiality in Planning and Performing an Audit, and proposed ISA 450 (Redrafted), Evaluation of Misstatements Identified during the Audit with 7,100 downloads. Section 9 IFAC KnowledgeNet 9.1 The IFAC KnowledgeNet (IFACnet) continues to expand as additional member bodies join the project and new resources and features are added. As of October 15, there were 30 member bodies participating with IFAC in the project by making their resources available to professional accountants worldwide. A complete list of IFACnet participants is available at All member bodies (including those that do not provide resources for IFACnet) are encouraged to include a link to IFACnet on their websites. IFACnet Usage and Reach January to September IFACnet continues to draw visitors from around the globe and across many languages. More than 58,600 individuals from 196 countries and territories accessed IFACnet between January 1 and September 30, Visitors represented more than 70 languages, most notably English, Spanish, Chinese, French, and German. 9.4 During the first nine months of 2007, visitors to IFACnet viewed nearly 490,000 web pages, including more nearly 82,500 pages on the websites of participating organizations. Users entered nearly 14,500 distinct search terms into the IFACnet

11 search engine. The five most requested search terms were isa, ifrs, code of ethics, ias, and corporate governance. 9.5 A summary of IFACnet usage for the period of January to September 2007 is included in agenda item The full report is available in the MemberNet. Section 10 IFAC Receives Communications Award 10.1 In August 2007, IFAC was notified that it won a 2007 Communicator Award of Distinction for production and publication of the brochure on IFAC s developing nations activities, entitled Developing Accountancy Capacity Worldwide. The Communicator Award is an annual international competition that recognizes creative excellence in the field of communications. Section 11 Forum of Firms 11.1 In September, the IFAC Communications Team developed a strategy for promoting the Forum of Firms provisional members obtaining full membership. As of December 31, 2007, provisional members of the Forum of Firms that have successfully completed the reporting process regarding their membership requirements will become full members of the Forum The IFAC promotional plan outlines key communications and media relations activities that IFAC will undertake to announce this milestone for the firms and to support the firms own communications on their full membership status. Key IFAC promotional activities will include a press announcement, articles in various IFAC print and electronic communications, a notice in the 2007 IFAC annual report, and updates to the IFAC website.
