2 FATEHABAD Action Plan SVEEP for Vidhan Sabha Elections 2014 Maximum registration of eligible persons as voters and thereafter to motivate the voters of the district to cast their votes freely without any pressure or influence will be achieved through SVEEP activities. A. Objectives The objectives to be achieved are: - To increase the strength of female electors in the electoral rolls. Organize voter awareness programme to promote ethical voting without the influence of money or liquor by the electors. To overcome the EPR gap. To improve the voter turnout specifically in the major polling stations where voter turnout during previous Elections & Enrollment is very low. To understand & break the urban apathy for low voter turnout. To bring the eagerness among the youth of age-group for enrollment and voting. Page 2 of 15

Overall r Education and Awareness 1. MOU have been signed with heads of educational institutions School as well as higher education. Their services will be utilized for enhancing enrolment as well as for promoting ethical voting. 2. Meetings will be organized with Principals/Heads of the Educational Institutions/EROs/Nodal Officers time to time. 3. Principals/Heads of the Educational Institutions of the district already have been directed to impart awareness message in the morning assemblies in the Schools. 4. Mini marathon and Cycle rallies will be organized by the students of senior Schools and Colleges to spread SVEEP messages on or and same will be organized on on the occasion of National Sports Day. 5. Organizing Rangoli making competition may be organized in the week starts from to for the girl students of colleges at all the block/district headquarters. 6. District Level Contest like Debate on Importance of Democracy, importance of free voting will be organized in the month of July. 7. Principals of Colleges have been asked to include r awareness & Enrolment subject as one of the NSS theme. 8. In monthly progress meeting of district a message from District Election Officer is conveyed to all the officers for awareness about voter enrollment Page 4 of 15
5 whenever any camp is organized in any department. 9. Declamation contests, Essay Writing, Slogan Writing, Poster Making activities will be conducted in Sr. Sec. Schools & Colleges throughout the district. D. Implementation 1. Formation of District SVEEP Committee As per instruction of Election Commission of India a core committee of the following was constituted at District level for effective implementation of SVEEP activities DEO-cum Deputy Commissioner- Addl. Deputy Commissioner- Dy. DEO/ City Magistrate- All ERO of District DIPRO- District Planning Officer District Education Officer Principal, GWC, Bhodia Khera Principal, I.G. College, Tohana Principal, K.T. College, Ratia Principal, M.M. College, Fatehabad NYK, Secretary Chairman Nodal Officer Secretary In order to achieve these objectives different activities involving Govt. officers/officials, the DIPRO, Campus Ambassadors of schools & Colleges, NYK, NSS volunteers, RWAs, workers of health department, Anganwari Page 5 of 15
6 workers and Associations of different organization were associated with SVEEP activities. After continuous campaign through these activities the following impact was clearly visible after the Lok Sabha Election-2014 Impact:- After the completion of the Lok Sabha Election a review of the SVEEP activities was taken to see the actual impact of the activities on achievement of set objectives. The impact was found to be encouraging. The result of the SVEEP activities and improvement in the following areas was found as under 1. There was an overall increase in voting percentage during the current Lok Sabha Election. The percentage of voting in the Lok Sabha Elections during 2009 was 71.84% and the percentage of voting during Lok Sabha Election 2014 was 76.36% in District Fatehabad. Thus there was an increase of 4.52 %. 2. During last summary revision done on there were General Electors in Fatehabad District. After to a total of 7863 electors were enrolled making the total of voters in the District. 3. The EPR ratio was also increased from 618 to The r Sex Ratio was also increased from 881 to 883. As the Haryana Vidhan Sabha Election are also to be held in near future therefore the continuous implementation of SVEEP activities is very vital to improve the weak areas. Therefore the action plan with the following objectives is prepared for this district. Page 6 of 15

Registration and updating of voters. i). Registration of new voters has been started from ii) Training to all BLOs has been given on & in the small batches. iii) Special instruction has been given to all BLOs that no eligible person should be remain for registration of his/her name in voter list, the registration will be done by all BLOs at their polling station on special dates as per schedule. iv) Advertisement in Electronic media & Print media is being done at regular intervals to make the eligible persons aware of the registration of new voters. 12 v) Registration Form No.6 has also been given to the Licensing & Registration Authorities issuing Driving License and Registration Certificate of vehicle to be given to all eligible persons. vi) Form-6 will also be provided to all the Colleges & Professionals institutions to be filled alongwith the admission form. Special instruction has been given to all the Principal s that they will create a column in their prospectus about the voter ICard No. vii) Deletion of ASD voters after due verification from the Gram Panchyats and BLOs to be done. viii) Rangoli competition on the theme subject of voter enrollment to be held. ix) Two Publicity vans of DIPRO have been already roped in to sensitize people to get them registered as voters. All major towns & villages of the district to be covered under this campaign. x) Date wise schedule of registration of voters received from Chief Electoral Officer Haryana to be adhered to strictly. XI) Banner has been printed about the revision programme to spread awareness in the public. XII) Pamphlets have been printed and given to GM Roadway, DDPO & EO & Sec, Municipal Council&Committee for pasting at public places. During July-2014 Since all the Educational Institutions will open after summer vacation and the colleges & technical institutions start their new session during the month of July-2014, therefore special attention of SVEEP activities will be given to associate the student in enrollment as voters and motivation to enhance the voter turn-out. The activities to be undertaken for this purpose are as under. Page 12 of 15
13 i) Meeting of Deputy Commissioner with Heads of all major institutions to appoint camps ambassadors who will further motivate the students in regarding enrollment & voting. ii) Rallies by the students will be organized in all the schools of the district. The students with banners bearing various slogans of SVEEP activities will take part in these rallies. iii) Special Seminars in all Senior Secondary Schools & Colleges to be organized to prepare the eligible youth to take interest in Election Process in general and registration as voters and use it during election, in particular. All such seminars to be addressed by Senior District level officers iv) Paintings competitions, declamation contests and Slogan Writing to be organized in all major institutions covering different aspects of election process during July & August v) Meeting with RWAs and Coordinators of NSS units of different educational institutions to be held to associate them with SVEEP activities. vi) Senior Officers of administration will be asked to give a pep talk during their field visits & social function. August-2014 till Vidhan Sabha Election Since the registration of voters will be over by 31 st July 2014, the focus of SVEEP activities will be on motivating voters to cast their vote in maximum numbers during the forthcoming Vidhan Sabha Election All the activities which were undertaken during Lok Sabha Election-2014 l will be undertaken from August till the completion of Vidhan Sabha Election. The following activities will be under taken during this period. 1. Marquee having slogans of SVEEP will be run through TV Cable 2. Press Notes will be given time to time. 3. Help from Aanganwari workers, Health Workers & NSS Volunteers will be taken for awareness programme. Page 13 of 15
14 4. Special attention will be given to 50 polling booths having lowest voter turnout during Lok sabha Election The BDPOs, BLOs, Gram Sachives, Patwaries, Secty. Municipal Committees will analyze the reasons of low voter turn-out and will lay special focus in weeding out those reasons to increase the voter turn-out. 5. Special focus on rural women through ANMs, MPHWs, ASHA Workers and Anganwadi Workers will be done. 6. The illiterate and poor sections of the society will be motivated to cast their votes in maximum numbers. Pledges will also be taken by the all citizens attending such camps. 7. Hoardings at important places including Bus Stands, Railway Station, Petrol pumps, Shopping Mall and Govt. Offices will be displayed with slogans of SVEEP at the left out places. 8. Stickers bearing slogans of SVEEP will be pasted on LPG cylinders and ATMs through DFSC and LDM respectively. 9. The Public Relation Department through DIPRO will sensitize Public for large voter turn- out through Nukkad Nataks, Raginis and Songs in Haryanvi dialect. 10. Flex banners with slogans will be displayed on Auto Rickshaws by Secretary, RTA and Traffic branch of SP Office. 11. Photo r slips will be distributed through BLOs. 12. r Assistance Booths will be setup at all polling locations manned by BLOs th August, Sports Day, will be utilized as r Motivation Day th September 2014 The World Literacy Day will also be an important day for motivating voters to cast their votes in maximum numbers 15. Viral Media (internet etc) will also be used for messages to voters to use the right of votes during election. Page 14 of 15
15 16. A rally by Election Department will be organized on 15 th August, the Independence day on SVEEP slogan PRAJA TANTRA KE PREHRI 17. SMS on mobile phones through Mobile Data Base of NIC Fatehabad will also be flashed out with SVEEP slogans to the mobile users.
