Approval of January 22, 2018 Regular Council Meeting Agenda MOVED by Lambur, seconded by Soprovich: THAT the January 22, 2018 regular Council meeting agenda be amended by: adding to Item 3 the minutes of the January 8, 2018 special and regular Council meetings; replacing for Item 7 the report regarding Redevelopment of the Merler House at 4369 Erwin Drive; replacing for Item 12 the bylaw regarding Proposed Road Closure and Removal of Highway Dedication Bylaw No. 4957, 2017 at Rodgers Creek Lot 37; replacing for Item 14.3 the report regarding Development Permit for 303 Marine Drive (Temporary Building), and adding Appendix C; AND THAT the agenda be approved as amended. 2 DELEGATIONS 4. West Vancouver Streamkeeper Society and Secondary School Students, regarding Spawner Salmon Survey Results Fall 2017 (File: WVST1) REPORTS J. Barker (2360 Nelson Avenue, and President, West Vancouver Streamkeeper Society), F. Noguchi and A. Kang (West Vancouver Secondary School Environmental Protection Network) provided a presentation, spoke relative to Spawner Salmon Survey Results Fall 2017, and responded to Council questions. MOVED by Booth, seconded by Gambioli: THAT the delegation from West Vancouver Streamkeeper Society and Secondary School Students regarding Spawner Salmon Survey Results Fall 2017 be received for information, with thanks. 5. Proposed Speed Humps and other Vertical Deflections Policy (File: / ) Staff provided a PowerPoint presentation and responded to Council questions. P. Scholefield (1288 Esquimalt Avenue) displayed a photograph and spoke in support of the proposed policy including cycling safety, and horizontal and vertical deflections. P. Hundal (994 15th Street) spoke relative to pedestrian safety at intersections and concerns regarding the proposed policy not addressing the issue of high-traffic crosswalks at 4-way stops in Ambleside. Staff spoke relative to pedestrian and traffic safety, enhanced intersection signage, and proposed vertical deflection projects. K. Lester (6040 Eagleridge Drive) spoke relative to pedestrian safety, speeding, and increased traffic volume on Eagleridge Drive. MOVED by Soprovich, seconded by Booth: THAT 1. The Speed Bump/Ramps Policy # , dated January 05, 1987 and amended on November 28, 1988 be rescinded; 2. The Speed Humps and Other Vertical Deflections Policy be approved; 3. The document titled, Technical Assessment for Speed Humps and other Vertical Deflections be received for information. Staff responded to Council questions. The question was called on the motion. 3 6. Energy Step Code Implementation (Proposed Building Bylaw No. 4400, 2004, Amendment Bylaw No. 4961, 2018) (File: ) Staff provided a PowerPoint presentation and responded to Council questions. C. McLaughlin (2283 Nelson Avenue, and former Chair, Community Energy and Emissions Plan Working Group) spoke in support of the proposed bylaw, including moving towards approved energy emission targets, aligning standards with other North Shore municipalities, and positioning West Vancouver as a leader regarding high performance buildings L. Gatenby (1143 Keith Road) spoke relative to lot widths and setbacks, house size, and construction methods and materials. Staff spoke relative to providing recommendations to Council in March 2018 regarding proposed amendments to the Zoning Bylaw. P. Scholefield (former Member, Community Energy and Emissions Plan Working Group) spoke in support of the proposed bylaw, including emissions reductions, building codes, North Shore standards alignment, and removing barriers to on-site solar photovoltaic panels. MOVED by Gambioli, seconded by Soprovich: THAT 1. Proposed Building Bylaw No. 4400, 2004, Amendment Bylaw No. 4961, 2018 be read a first, second and third time; 2. Staff bring forward a policy to target a higher step of the BC Energy Step Code than the minimum otherwise required under Building Bylaw No. 4400, 2004 for rezoning applications; and 3. Staff bring forward housekeeping amendments to remove barriers to highperformance buildings. Council members commented. The question was called on the motion. Mayor Smith informed that a heritage advisory committee will be established and spoke relative to the types of issues that the committee will review. 4 7. Redevelopment of the Merler House at 4369 Erwin Drive (File: ) Staff provided information regarding the subject report. T. Haddad (Owner, 4369 Erwin Drive) spoke relative to the intended restoration of the subject house. K. Hylynsky spoke relative to renovations, including the concrete fireplace, and considerations relative to flood control levels and building requirements. MOVED by Cameron, seconded by Booth: THAT the report dated January 15, 2018 regarding the Merler House at 4369 Erwin Drive, be received for information. Staff and T. Haddad responded to Council questions. The question was called on the motion. 8. Temporary Protection of Croll Residence at 3984 Bayridge Avenue (File: ) Staff provided information regarding the subject report. G. Croll (1972 Bellevue Avenue) spoke relative to the subject property including its history, and the design of the residence. MOVED by Lambur, seconded by Soprovich: 1. WHEREAS: a) Council considers that the property located at 3984 Bayridge Avenue, and more particularly described as , Lot 13 Block 8 District Lot 559 Plan (the Property ) may be heritage property; and b) Pursuant to s. 606 of the Local Government Act, a local government may order that real property be subject to temporary protection. 2. THAT the Council of the District of West Vancouver orders that the Property is subject to temporary protection for a period of 60 days commencing on the date this Resolution is passed, and the prohibitions in s. 609 of the Local Government Act apply to the property without exception during the 60-day period; and 3. THAT the Director of Planning and Development Services or a staff member acting on behalf of the Director is authorized to post one or more notices of temporary heritage protection on the property, in the form attached to this Resolution, and to remove the notice or notices upon the expiry of the 60-day period. WHEREAS: a) Council considers that the property located at 2707 Rosebery Avenue, and more particularly described as , Lot 9 of Lot 3 Block A District Lot 815 Plan 9005 (the Property ) may be heritage property; and b) Pursuant to s. 606 of the Local Government Act, a local government may order that real property be subject to temporary protection. 2. MOVED by Gambioli, seconded by Cameron: THAT the memorandum dated January 19, 2018 regarding Proposed Road Closure and Removal of Highway Dedication Bylaw 4957, 2017 Revised Survey Plan, be received for information. Reports from Mayor and Councillors Mayor Smith reported on attendance at the January 12, 2018 meeting of the North Vancouver Chamber of Commerce and commented relative to traffic and transportation, employee retention, and business relocation. Councillor Soprovich reported on: attendance at the January 18, 2018 Memorial Library Board meeting; a proposed meeting of the West Vancouver Chamber of Commerce with the Chief Administrative Officer; and national recognition of the Coho Festival. Councillor Booth reported on: approval of Consent Agenda Item 14.1 regarding the Evergreen Squash Club s proposal for expansion and upgrade, the Club s 50th anniversary and their February 2 to 4, 2018 anniversary tournament; and informed of the January 25, 2018 Interim Tree Bylaw Working Group meeting. Councillor Cameron reported on North Shore News articles regarding the January 12, 2018 North Vancouver Chamber of Commerce meeting and congestion pricing, and queried regarding progressive transportation policies. Mayor Smith commented regarding the Metro Vancouver Mayor s Council, funding the local portion of the transit plan, vehicle levies, tolls on bridges and other chokepoints during peak hours, and traffic congestion, and informed that the next Mayor s Council meeting on January 25, Councillor Cassidy spoke relative to comments made at the January 8, 2018 regular Council meeting regarding a house built on Mathers Avenue, and provided clarifications regarding statements of fact for the public record.
